«The flexibility of Port Master Plans
takes into account the relevant market in which the ports operate'. The
highlights in a note the Italian Association of Port Terminal Operators
(Assiterminal) explaining that "within the airports, the
terminals, it should be remembered, operate under a
competition but evidently also have concession structures
outlined on the basis of market perimeters and areas that
they must allow for the enhancement in terms of efficiency,
compliance with economic and financial plans, development projects".
Referring to the ongoing debate on the bill of
port reform, Assiterminal points out that "looking at
today, but especially in the future, ports can no longer
certainly be identified only as individual stopovers but as a
set of supply capacities that the country system puts at its disposal
of its industrial market, with a glance
attentive extended at least to the Mediterranean and another to the rest
of Europe. This - the association specifies - is also the
spirit of the bill according to which any
effect cannot be retroactive: this is said to be the certainty of the
law"
Assiterminal then recalls another concept, which underlines
the prerequisites of state-owned port concessions must be founded:
"the planning tools, whether they are the Plan
National Infrastructure, Port Master Plans, as well as
Strategic System Planning Documents - notes
the association - they must be consistent with a
Overview of the maritime and land logistics market
on which they impact in combination, considering that
on the basis of the regulatory criteria currently in force, the operator
terminal operator has built, together with the public administration, to
through the Port System Authorities, its plan
of business and its very reason for operating by virtue of the
principle of effectiveness and efficiency, as well as enhancement
of the port property, as well as, finally, legitimately, of the
its ability to produce margins".
"On the basis of these considerations, which certainly
presuppose flexibility of approach and management models
- concludes the note - Assiterminal hopes that the
discussion within the Transport Committee of the Chamber of Deputies and
interaction with the Ministry of Infrastructure and
Transport".
