ALCUNE OSSERVAZIONI IN MERITO AL PROGETTO DI PIANO REGOLATORE GENERALE

Nell'analizzare i trend socio-economici che caratterizzano lo stato di salute della nostra città non possiamo fare a meno di chiederci quanta compatibilita' vi sia fra un Piano Regolatore che si limita a ristrutturare l'assetto cittadino esistente, privilegiando il contesto urbanistico-abitativo, e la necessita' di operare scelte che richiedono coraggio politico ed urgenti strategie di sviluppo economico-produttivo.

Genova sta invecchiando, come testimonia il calo demografico che e' superiore a quello delle città del Nord a noi vicine senza essere riconducibile a fenomeni di migrazione della popolazione in altri comuni, e sta impoverendosi perche' il tasso medio di disoccupazione della provincia e' superiore al dato nazionale mentre cio' che in prospettiva preoccupa di piu' e' che una parte dei posti di lavoro oggi esistenti trova la propria principale fonte nei redditi da pensione e non in quelli da lavoro, con gli effetti distorsivi e le conseguenze bene immaginabili a medio-lungo termine sia sui consumi, sia sull'andamento occupazionale ed abitativo.

A fronte di un tale stato di cose e' compito delle autorita' locali guardare al futuro della città, che rischia di piegarsi su se stessa, delusa da un piano privo delle premesse necessarie per favorire un'occasione di riscatto che riconverta le tendenze socio-economiche, si affranchi da una logica di assistenzialismo ed offra al Paese una proposta politica significativa che abbini le tecniche di pianificazione territoriale alla concretezza strategica, realizzando le condizioni per valorizzare gli insediamenti produttivi esistenti e crearne dei nuovi, a vantaggio non solo di Genova ma dell'intero sistema nazionale.

Occorre d'altra parte dire che un approccio di questo tipo sarebbe stato logico ed opportuno venisse ricercato in fase di impostazione metodologica, ovvero a monte di un processo di analisi e progettazione che e' ormai definito sul piano tecnico e molto avanzato nell'iter di approvazione istituzionale.

Invece soltanto oggi siamo coinvolti, come categorie, nella ricerca di una concertazione postuma che lascia limitati margini di manovra perche', a fronte di obiettivi programmatori insufficienti per puntare al rilancio della città', Genova rischia ancora una volta di perdere l'occasione per proporsi al Paese ed all'Europa con un progetto di sviluppo innovativo, convinto e duraturo, mirato a potenziare le proprie caratteristiche competitive nel settore del terziario avanzato, qualificandosi come area attrezzata al servizio del turismo, delle merci e delle imprese ed acquistando in tale modo credibilita' nazionale e piena visibilita' europea.

Certamente il documento ha elementi apprezzabili. Le problematiche di riorganizzazione e rifunzionalizzazione urbana e quelle relative al riassetto idrogeologico sono affrontate con perizia ed accuratezza, cosi' come le modalita' attuative delle previsioni del Piano che, in particolare per le zone di trasformazione, sviluppano concetti che privilegiano l'attualita' degli interventi piuttosto che una definizione progettuale formale ed astratta.

D'altra parte i limiti ci sono ed a nostro avviso sono pesanti.

E' il caso ad esempio della mancata estensione dell'analisi all'intera area metropolitana genovese, che non e' solo quella del Comune ma comprende da un punto di vista logico ed operativo anche le zone del Piemonte e della Lombardia, di cui e' necessario considerare i piani di sviluppo infrastrutturale e produttivo per individuare momenti di integrazione fra sistemi confinanti, che devono necessariamente integrarsi, al fine di ottimizzare le ricadute in termini di sinergie e di crescita globale.

Il principio base dell'approccio metodologico deve sempre essere quello del dare per avere, e per creare quindi iniziative che il Piano sia capace di interpretare ed accogliere sotto il profilo politico-strategico e tecnico-territoriale.

Una seconda perplessita' nasce dalla constatazione che, pur essendovi buoni rapporti fra Comune ed Autorita' Portuale, non si realizza coincidenza di tempi fra la definizione del Piano Regolatore Generale e la definizione del Piano Regolatore Portuale.

Cio' e' una disattenzione che ci allarma come categoria direttamente interessata (Spedizionieri) perche', oltre che essere un'altra grave mancanza di concertazione istituzionale, rischia di ostacolare la trasformazione delle aree del demanio portuale in coerenza alle esigenze di sviluppo dei traffici marittimi.

Infatti, poiche' il documento elaborato dal Comune dedica scarsa attenzione alle opportunita' offerte dalle attivita' portuali, di cui si limita ad analizzare le problematiche e gli scenari con un'approssimazione che e' sconcertante se non addirittura in taluni casi lesiva di un assetto produttivo vivo e vitale, e' sospetto che il Piano Portuale debba prendere atto delle decisioni gia' assunte dall'amministrazione cittadina potendo soltanto adeguarsi ad una programmazione territoriale che non lo ha visto partecipe.

Il che e' doppiamente criticabile perche', a prescindere dalle varie opinioni, la realta' odierna ci conferma le previsioni relative alla crescita dei traffici marittimi, gia' contenute nel Piano Territoriale di Coordinamento elaborato dalla Regione nel 1990, ed il nostro Porto e' ritornato ad essere fra i primi nel Mediterraneo ed il primo in Italia.

Tutto questo mentre la Liguria si colloca in quanto a formazione del P.I.L. all'ultimo posto fra le Regioni settentrionali ed in quanto a consistenza del tenore di vita all'ottavo come Regione ed al 33° come provincia di Genova.

Le potenzialita' della nostra città' sono pertanto ancora una volta strettamente collegate ad una strategia politica che nel riconoscere in modo chiaro e definitivo l'importanza della componente portualeper la creazione di ricchezza e di sviluppo occupazionale crei le condizioni per alzarne il livello di competitivita' ricorrendo a strumenti di tipo urbanistico che individuino per esempio nella fascia retroportuale del Ponente cittadino un'area dotata delle infrastrutture necessarie e dei collegamenti stradali, marittimi, ferroviari ed aerei indispensabili per raccogliere, stoccare, manipolare ed inoltrare a destino le merci.

Occorre a tale proposito precisare che il termine logistica non e' da considerarsi solo come tecnica industriale o del trasporto merci. E' una logica operativa, una cultura che puo' ed a nostro parere deve diventare una scelta politica di concreta razionalizzazione e sviluppo, applicabile anche al trasporto passeggeri, all'accoglienza turistico-alberghiera, ai servizi per i cittadini ed alla rifunzionalizzazione delle aree urbane.

Per fare questo servono scelte infrastrutturali precise ed allineate alle nuove dinamiche internazionali.

E' vero che la città ha bisogno di maggiore respiro e che molte zone vivono consistenti problemi di circolazione, tuttavia non e' accettabile l'ipotesi di togliere al porto ovvero alle altre attivita' del settore marittimo, come le riparazioni navali, aree ove esistono insediamenti produttivi importanti e difficilmente trasferibili altrove, per creare ad esempio una strada a percorrenza urbana che tuffandosi in un incredibile tunnel sottomarino si sostituisca alla sopraelevata, che pure ha svolto e svolge in modo degno il proprio compito di collegamento veloce da Foce a Sampierdarena.

Se si ritorna indietro nel tempo vediamo che del vecchio demanio portuale non c'e' piu' molto.

La città si e' infatti progressivamente appropriata del quartiere fieristico, del porto antico, della zona aeroportuale, creando una discontinuita' nella gestione delle merci che procura inefficienze, costi aggiuntivi, trasferimenti improduttivi.

Non e' possibile pensare di collocare in ambito portuale un impianto di smaltimento dei rifiuti solidi urbani e non solo, per quanto gia' basterebbe, per i citati problemi di frammentazione ed impoverimento del gia' ridimensionato demanio ma anche per evitare un ulteriore appesantimento del traffico di veicoli pesanti da/verso il porto e zone limitrofe.

Il nodo Fiumara e' poi un altro elemento di forte critica. Davvero non si capisce perche' un'area, che puo' sensatamente essere utilizzata a supporto delle attivita' marittimo portuali rilanciate e valorizzate dopo un difficile percorso di privatizzazione e di ristrutturazione di aree industriali dismesse, debba essere destinata ad un nuovo insediamento universitario ed abitativo. Gia' la Darsena e' stata a nostro parere sacrificata alla nuova facolta' di Economia & Commercio, fra l'altro pure con considerevoli disagi ancora una volta logistici per gli studenti che devono raggiungere l'istituto per la normale frequenza ai corsi.

Sembra quasi che, al di la' di dichiarazioni di principio puramente formali, lo sviluppo di realta' imprenditoriali, fra l'altro sostenibili da un punto di vista ambientale, sia da combattere piuttosto che da incentivare sulla base di regole certe e non rimandando ad un giudizio di generica compatibilita' con gli obiettivi del Piano.

Ma tornando agli aspetti infrastrutturali, si rileva ancora una volta la mancanza di una visione globale del sistema, non solo nazionale ma europeo.

Le Trans European Networks sono progetti definiti come prioritari dall'Unione Europea e costituiscono strumenti importanti per un'omogenea distribuzione della ricchezza fra i Paesi aderenti alla Comunita'.

Genova puo' avere un ruolo preciso e di unione fra l'Europa continentale ed i Paesi che si affacciano sulla sponda meridionale del Mediterraneo: occorre che ne assuma la piena consapevolezza e che si proponga non solo all'Italia ma all'Unione come reale porta sud del continente europeo.

Cio' detto, occorre privilegiare la realizzazione di collegamenti veloci autostradali e ferroviari, questi ultimi non necessariamente ad alta velocita', ma rapidi ed efficienti che superino le strozzature esistenti e procedano lungo percorsi alternativi verso le principali aree industriali italiane ed estere.

L'adeguamento delle linee di valico ferroviario in termini di capacita' e di caratteristiche tecniche e' indispensabile e perfettamente giustificato, in termini di ritorni dell'investimento, dai volumi di traffico attuali ed attesi.

Per quanto riguarda invece la rete autostradale occorre senza alcun dubbio procedere alla ridefinizione organica del nodo autostradale genovese in funzione del piu' ampio quadro dei collegamenti nazionali ed internazionali, come giustamente evidenzia la Camera di Commercio.

L'opzione relativa alla funzionalizzazione urbana della strada a mare ci vede confermare quanto da noi piu' volte dichiarato: non riteniamo che tale percorso debba intendersi come alternativo ma piuttosto integri la bretella Voltri-Rivarolo. Non ci sembra corretto privilegiare la percorribilita' urbana ponente-levante a discapito di quella a medio-lunga percorrenza da-verso Nord, anche se la rettifica della Genova-Serravalle puo' essere un palliativo che pero' non alleggerisce il nodo di Bolzaneto in quanto converge quota importante del traffico pesante verso il ponte sul Polcevera e Genova-Est.

Al di la' di queste precisazioni, resta comunque il fatto che nel Piano esiste uno scarto fra le dichiarazioni di principio e gli strumenti adottati che ne riducono la portata e non creano occasioni di sviluppo proprio nella nicchia di nostra tradizione storica, dove possiamo giocarci il nostro futuro come operatori e come cittadini, sostenendo la concorrenza e la globalizzazione dei mercati e dei traffici.

Pertanto se il nostro compito, che ci impegniamo ad assolvere con totale dedizione e tenacia, e' di effettuare scelte imprenditoriali che arricchiscano la nostra città, compito dell'Amministrazione Comunale e' di smussare gli angoli di un documento che contrasta con effettive strategie di crescita economico-produttiva, per orientarsi verso scelte urbanistiche che valorizzino le potenzialita' della struttura competitiva tipica della nostra città' e creino le condizioni per un suo reale potenziamento.

Cio' per ottemperare ad una responsabilita' politica che l'Amministrazione ha non solo nei confronti di Genova ma dell'Italia e dell'Europa.
