The Committee of management of the Authority of Harbour System of the Northern Tyrrhenian Sea has approved the budget of forecast 2027, after having received the positive opinion of the Organism of Partnership of the Sea Resource. The document provides for EUR 129 million in capital expenditure, of which more than EUR 121.9 million for infrastructure work and extraordinary maintenance. The most important item is represented by the 92 million euros allocated by the Ministry of Enterprises and Made in Italy for the realization of the West bank of the North Darsena of the port of Piombino. Other 8.7 million are destined for extraordinary maintenance, while the Authority will finance with 15,4 million own income further interventions in the ports of the system.
For the port of Livorno are previewed, among others, 4,5 million for the second lot of the tunnel destined to pipelines and pipelines, that will be developed from the Tuscany Darsena to the Torre del Marzocco, three million for the remaking of the dock Ponte Capitaneria and 3,3 million for the requalification and safety of the public road. In addition, 1.5 million are allocated for the installations of the customs gates and resources for the restoration of the gallery of riflemen of the Forte di Bocca, a new operating room and the design of further works.
The program also includes interventions in the elbani port ports and to Capraia. In Rio Marina there are 375 thousand euros to renovate the property ex Locamare, while on the island of Capraia will be invested 400 thousand euros for the taking to sea of the dissalatore. For Portoferraio are instead previewed current transfers for 1,36 million euros, destined, in the within of a convention with the Municipality, to the purchase of an area to be inhibited to parking at service of the port.
On the front of the income, for 2027 the Tuscan AdSP estimates to cash 27 million euros from the harbour taxes on the goods boarded and disembarked and from the anchorage taxes, besides 14,5 million from the state canons.
The three-year programme of public works 2027-2029 was also presented in today's session, with total investment of 530 million euros, with 242.4 million planned in 2028 and 117.9 million in 2029. The interventions are aimed at improving the accessibility of the ports of call, adapting the infrastructure to the operational needs and strengthening the links with the terrestrial networks. The President of the AdSP, Davide Gariglio, nevertheless drew attention to the need to ensure adequate funding for medium and long-term priorities. The increase in prices - it has observed - has made rise the costs of numerous works, starting from the Europe of Livorno.
A program of articulated investments also characterizes the preview document for the 2027 of the Authority of Harbour System of the Sea of Sardinia, that aims to support the infrastructural development of the nine ports of competence. Today the Management Committee of the Sardinian agency has approved the budget of forecast 2027, which has a total financial balance between revenue and expenditures of almost 192 million euros and previews beyond 114 million investments. The document, illustrated in an international context characterized by uncertainty and increased fuel costs, has been elaborated by adopting prudential criteria in the estimates of revenue, even in the light of the possible effects of the full application of the EU ETS to the marine transport on the frequencies of the services of line.
The Management Committee also approved the update of the three-year public works programme 2026-2028, which includes interventions for more than 104 million euros distributed on the nine ports of the system. Among the main works are the first lot of dredgings in the port of Olbia, the requalification of the marina of Su Siccu in Cagliari and the realization of the dock for the means of service of Porto Foxi. The program also includes the electrification of the docks of Porto Torres for the connection with the Asinara, financed with FSC funds, framework agreements for the maintenance of the ports of South Sardinia and further interventions in Cagliari, including the strengthening of the marine signallings of the Canal Port and the new lighting of Via Roma.
For 2027 the Authority also identifies strategic objectives such as the conclusion of the Iter of the Strategic Programming Document of System, the completion of the electrification of the docks, the setting up of the Port Community System and the continuation of the works to complete the Port Canal of Cagliari as a multipurpose hub, in addition to the deepening of the seabeds of Olbia.
Right in the gallure port of call the Committee has adopted a technical-functional adaptation of the Portuale Town development plan relative to the destination of the two tanks of colmata previewed before the former Palmera plant. Once realized, the areas will have to reconnect with the retrostant spaces for shipbuilding, strengthening the integration between port and industrial activities.
