Pisano: Concrete and consistent PTLP with the resources currently available
La Spezia
October 27, 2026
On occasion of the Committee of management of yesterday that has deliberated the appointment of Federica Montaresi to general secretary of the Authority of Harbour System of the Eastern Ligurian Sea for other four years, the president of the harbour agency, Bruno Pisano, has illustrated, among the others, the Triennial program of the Public Works 2027-2029 and the Budget of Forecast 2027.
The Triennale Plan of Public Works provides, in the first year, a series of strategic interventions to carry out the development path of the two ports of La Spezia and Marina di Carrara, as well as to maintain in efficiency the works and plants of competence of the AdSP. In detail, are inserted in the year 2027, among other things, the works of extension of the dock Taliercio of the port of Marina di Carrara; the reconstruction of the bridge over the Pagliari dock; some preliminary works of requalification of the interface between port and city in locality Fossamastra; the renovation of the premises on the first floor of the building "ex Dogana"; the works at sea to complete the transfer, at the Pier Pagliari, the Marines of Fossamastra and the infrastructural interventions necessary to activate the second intermodal plate in the retroportuali areas of Santo Stefano Magra. Moreover, private capital will be financed the renovation of the buildings present on the Thaon De Revel dock and the setting up of buffer areas in the rearport of Santo Stefano Magra, at the service of the road haulage.
"After having started important investments (dragage, new cruise pier to La Spezia, waterfront of Marina di Carrara) - Pisano has explained entering the merit of the PTLP - we have reached a point where the resources to invest are reduced regarding the previous years. We therefore preferred to make a choice of transparency, focusing on what we are concretely capable of accomplishing. For this reason, we must inevitably adopt a different approach, starting from a Triennial Plan of Public Works concrete and consistent with the resources currently available".
The Management Committee also unanimously voted for the budget for 2027. The financial management previews the containment of the costs, with current expenses net of the financial burdens in reduction from 22,83 million in 2025 to 21,58 million in 2027, and the potenziamento of the revenues, thanks also to the increase of the traffics in the first nine months of the current year, for greater revenues estimated in 5,4 million overall to regime. The tax revenues planned for 2027 amounted to 24,82 million, while also increase the assets and those related to the passenger traffic, expected over 864,000 units in the port of Spezia. The planned investments amounted to 60.4 million, of which 5.4 million are borne by private individuals, and will be financed by means of mortgages and administrative surpluses, estimated at 68.95 million at the end of 2026, which will contribute to investment coverage. The budget provides for the total financial draw, with a current surplus of 14.38 million, destined to support also investments, and an estimated economic profit in 10.6 million.
