I progressi della logistica a Hong Kong

Le statistiche relative alla movimentazione di contenitori relative all'ottobre 2003 per i tre porti di Shenzen (Yantian, Chiwan e Shekou) e Hong Kong hanno continuato a seguire una linea di tendenza che era già emersa lo scorso anno: il porto più attivo del mondo è sotto attacco. Per la prima volta in relazione ad un singolo mese, i porti di Shenzen hanno movimentato più contenitori del Kwai Chung di Hong Kong (1,03 milioni di TEU, rispetto agli 1,025 milioni di TEU). La supremazia di Hong Kong è stata usurpata?

Il settore marittimo di Hong Kong dovrebbe essere preoccupato dalle ovvie implicazioni di queste cifre, ma Raymond Fan, segretario del LogsCouncil (Consiglio della Logistica di Hong Kong) è stato pronto a precisare: "Queste cifre devono essere messe in prospettiva, e poi non raccontano l'intera storia. Kwai Chung movimenta solo il 60% del traffico containerizzato di Hong Kong. La gente dice: "Ehi, ce li stiamo facendo scappare", ma quando si osservano le cifre complessive inerenti ai primi 10 mesi del 2003, si vede che i volumi di Kwai Chung sono saliti del 2,3% e, se si includono i terminals dei traffici a medio raggio e fluviali, l'intero porto su base annua cresce dell'8,3%". Forse si dovrebbe chiarire, tuttavia, che i costi di movimentazione dei carichi a medio raggio sono solo un ottavo circa di quelli della banchina vera e propria.

"Questo non significa che non siamo preoccupati dalla crescita molto rapida dei porti vicini, e noi saremmo gli ultimi respingere la concorrenza. E' una sfida, e noi abbiamo bisogno di affrontare la questione della concorrenza a breve ed a lungo termine".

Non vi è dubbio che un gran numero di caricatori ed esportatori con sede nella Cina meridionale preferiscano instradare le attività via Shenzen, ed in particolare Yantian, piuttosto che via Hong Kong. Il fattore principale, in questo caso, è senza dubbio rappresentato dai costi. Secondo Fan, i costi complessivi inerenti alla spedizione di 1 contenitore generico da 40 piedi da Dongguan (Cina meridionale) a Long Beach è di 2.920 dollari USA via Hong Kong, rispetto ai 2.659 dollari via Yantian, con un risparmio netto di 261 dollari per 40 piedi. Per le grandi multinazionali quali la Wal-Mart o la B&Q che spediscono grossi volumi, sarebbe finanziariamente una follia spedire via Hong Kong. Anche la gamma dei servizi offerti da Yantian alla volta dell'Europa e degli Stati Uniti è notevolmente aumentata nel corso degli ultimi 12 mesi.

Tuttavia, è un fatto forse poco noto quello per cui se si sceglie di trasportare i carichi su chiatta dal Delta del Fiume delle Perle occidentale (Zhongshan) ad Hong Kong e da lì a Long Beach, rispetto all'autotrasporto via Yantian, si vede una linea di tendenza opposta. In effetti, l'instradamento su Hong Kong è meno caro di 16 dollari/FEU. Non sorprende molto il fatto che la maggior parte dei principali terminals di Kwai Chung, tra cui quelli della Modern Terminals e della CSX World Terminals, stiano fermamente promuovendo l'uso dei servizi su chiatta in questo momento.

I costi di movimentazione terminalistica hanno rappresentato una fonte di grande preoccupazione per i caricatori di Hong Kong per un certo numero di anni, e ciò è stato immancabilmente sottolineato dal Consiglio dei Caricatori di Hong Kong. Ma questo è un'area in cui è improbabile che il governo voglia camminare con passo troppo pesante. Rivela Fan: "Stiamo cercando di aiutare tutti, nel nostro ruolo di agevolatori. Noi invitiamo entrambe le parti ad incontrarsi con noi ed una recente discussione svoltasi tra il Consiglio dei caricatori e l'Accordo di Stabilizzazione Transpacifico si è rivelata costruttiva". I costi di movimentazione terminalistica sono considerati dal governo come un settore puramente commerciale, ma il fatto che entrambe le parti si parlino direttamente può essere visto solo come un aspetto positivo.

La questione più importante è come attaccare questo differenziale sui costi, e Fan ritiene che molto si possa fare mediante un certo numero di importanti progetti relativi ad infrastrutture concrete. "Noi pensiamo che il modo migliore per affrontare il differenziale sui costi sia quello di agevolare l'effettuazione di movimentazioni di confine più regolari, dal momento che ogni ritardo costa denaro" sostiene.

Nel corso degli ultimi due anni, sono stati costruiti altri 24 chioschi ed il confine tra Hong Kong ed il continente è ora aperto 24 ore su 24. Un'indagine sulla prima metà del 2003 ha concluso che il 90% dei veicoli ha attraversato il confine con il continente in meno di un'ora, rispetto alla media di circa tre ore all'inizio del 2001.

Tuttavia, sottolinea Fan, "la questione cruciale sta nel fatto che noi abbiamo bisogno che gli autotrasportatori riescano a fare due viaggi di ritorno al giorno. Attualmente, ne fanno solo 1,2 e persino 1,8 non rappresenta un buon risultato". Ciò contribuirà a ridurre i costi, ma il settore dell'autotrasporto nel suo insieme ha bisogno di essere ristrutturato. Sunny Ho, direttore esecutivo del Consiglio dei Caricatori di Hong Kong, commenta che il processo di pre-qualificazione degli autotrasportatori è molto lungo, che molti autisti sono troppo anziani e che i loro salari sono troppo alti.

La prima soluzione per questo indovinello è quella di costruire un ponte per il passaggio della importante frontiera di Lok Ma Chau. Il ponte attualmente esistente movimenta 26.000 veicoli al giorno, metà dei quali sono camion adibiti al trasporto di containers.

"Il nuovo ponte dovrebbe essere pronto per novembre di quest'anno. Esso raddoppierà la capacità e sarà dedicato solo ai camion. Sarà uno strepitoso miglioramento" ha concluso Fan.

Egli è particolarmente entusiasta del ponte sul corridoio occidentale Shenzen/Hong Kong, un ponte a sei corsie di 5 km, che collegherà Shekou e Hong Kong presso la frontiera di Lok Ma Chau. Sottolinea Fan: "Gli incarichi sono già stati assegnati ed esso sarà costruito entro il 2005. Con una capacità di 80.000 veicoli/giorno, tirerà via tutti i veicoli dal ponte esistente e dovrebbe risolvere l'intero problema. Le infrastrutture di attraversamento della frontiera saranno localizzate nella parte del continente, di modo che tutto quanto sarà sdoganato a Shekou. Una volta sul ponte, i camion saranno liberi di puntare dritti su Kwai Chung e poi sulla nave".

Anche la capacità aggiuntiva di 2,6 milioni di TEU/anno fornita dal CT9 viene considerata come un impulso a Hong Kong. Afferma Fan: "Il previsto incremento di traffico attraverso la Cina meridionale è del 18% annuo, e sebbene la percentuale di crescita di Hong Kong sia prevista inferiore a quella di Shenzen, i suoi volumi cresceranno. Ci sono abbastanza carichi per tutti ed è una situazione in cui tutti vincono".

In seno alla comunità marittima di Hong Kong, l'opinione comune è che a lungo termine il CT10 non sia necessario, ma Fan ribatte: "Lo studio sul lungo termine fino al 2020 non riguarda il CT10. Esso affronterà anche le questioni della struttura istituzionale del porto e dei suoi fattori di competitività. Dovremmo poterne esaminare i risultati entro pochi mesi".

Un progetto che è stato fonte di dibattito è quello della costruzione di due grandi parchi logistici a valore aggiunto a Hong Kong. Un sito realizzabile a lungo termine è a Kwai Chung, dove la costruzione del CT9 ha avuto la precedenza. Ma quello più imminente dovrebbe essere localizzato a Tai Ho sull'Isola Lantau, nei pressi dell'aeroporto internazionale di Chek Lap Kok.

Le domande da parte del settore inerenti al progetto sono:

  • c'è una urgente necessità del progetto?
  • esso servirà l'industria logistica, o sarà un progetto immobiliare?
  • quali saranno le sue dimensioni?
  • qual è il periodo di tempo previsto per la realizzazione?
  • perché sarà localizzato sull'Isola Lantau e non più vicino a Kwai Chung?

Fan afferma che il LogsCouncil è consapevole di tali questioni: "Qui non si tratta di qualcosa imposto dall'alto. Il LogsCouncil è costituito da 34 operatori dell'industria e da solo sei rappresentanti del governo. Stiamo mirando ad uno studio di fattibilità per vedere se è l'industria a voler sviluppare il parco logistico, e non il governo. L'ipotizzata localizzazione a Tai Ho ha causato qualche preoccupazione, dal momento che è stato sottolineato che esso è un po' distante da Kwai Chung, nonché che quando si effettua un autotrasporto da nord esso costituirebbe una diversione.

"Ma qualcosa è cambiato all'inizio di quest'anno, dal momento che abbiamo avuto la conferma che si sarebbe dovuto costruire un ponte di 40 km dal lato occidentale del Delta del Fiume delle Perle, a Zhuhai e Macao, fino a Hong Kong. Sappiamo poco di tale progetto in questa prima fase, ma la cosa importante è che la sua parte terminale approda sull'Isola di Lantau, vicino al parco logistico. L'importanza strategica di Tai Ho è mutata nel corso di una notte, ed il parco logistico adesso si trova sulla strada dei carichi che provengono a Hong Kong dalla Cina meridionale.

All'inizio di dicembre, il LogsCouncil ha inviato un questionario agli operatori del settore, chiedendo loro che cosa si aspettassero dal parco logistico. Conclude Fan: "Noi non vorremmo costruirlo per poi sentirci dire dagli operatori che abbiamo sbagliato tutto". I finanziamenti per questo progetto verranno dal settore privato.

Unitamente ai progetti per le infrastrutture, il LogsCouncil ha affidato un incarico per uno studio - ormai prossimo al completamento - insieme alla Commissione per la Riforma dello Sviluppo sul continente. Ha dichiarato Fan: "Se dobbiamo avere una logistica di confine, bisogna ballare con tutti. Abbiamo bisogno che i carichi vengano sdoganati con efficienza prima che attraversino il confine. Dobbiamo lavorare a stretto contatto con Guangdong, ma attualmente tutti gli attraversamenti di confine avvengono sotto l'autorità di Shenzen".

I progressi del gruppo nella realizzazione del sogno della DTTN (Rete Digitale per i Trasporti ed i Traffici) sono stati frustranti per l'industria locale.

Fan, peraltro, ribatte: "Qualcuno ha detto che cosa è successo al gruppo E? Non è corretto, però, dire che ciò che stiamo facendo non accade abbastanza rapidamente e che si tratta solo di retorica. Posso assicurare a tutti che stiamo lavorando con diligenza alla DTTN. Abbiamo effettuato uno studio ed esso ha suggerito la formula di un efficiente ambiente elettronico laddove tutti gli attuali sistemi, quali il Bolero, il Cargosmart e l'INTTRA, riescono a dialogare reciprocamente.

"Sfortunatamente, la formula ha stabilito alcuni principi-guida che richiedono un investimento di 1 milione di dollari di Hong Kong (1,3 milioni di dollari USA) ed un tempo di consegna di 17 anni. Molto onestamente, noi non abbiamo questo denaro. E, cosa più importante, non possiamo aspettare così a lungo: ne abbiamo bisogno ora. La decisione del LogsCouncil è stata nel senso di far partire immediatamente il programma".

Alla fine, nell'aprile 2003 sono state avanzate tre proposte ed il gruppo E ha selezionato una società che potesse presentare le caratteristiche più prossime a quelle dei principi della formula originale. Rivela Fan: "Abbiamo condotto trattative con questo soggetto da quel momento, e si è capito che, una volta portate a termine, il periodo richiesto per l'inaugurazione sarebbe di soli 12 mesi. Potremmo pensare all'installazione di una DTTN entro i prossimi due anni. Si tratta di una questione vitale per Hong Kong. Noi vogliamo un modo per collegarci con il sistema del continente, che poi è il posto da cui provengono i nostri carichi, e vogliamo altresì che sia connesso con i sistemi di destinazione. Ciò è particolarmente importante con l'intensificazione della sicurezza dei carichi a partire dall'11 settembre 2201. Noi riteniamo, altresì, che il DTTN consentirà la creazione di un nuovo tipo di servizio in cui le 3PLs e le 4PLs possano procurare più servizi nell'ambito di questo sistema con maggiore semplicità".

Fan è ansioso di sottolineare le difficoltà comportate dalla connessione elettronica di autotrasportatori, caricatori, spedizionieri, agenti doganali e terminals, nonché che il settore deve portare un po' di pazienza. Asserisce infatti: "Non abbiamo procrastinato nulla. Due dei principi-guida della DTTN sono la sua neutralità e la sua esclusività, il che significa che dobbiamo allestire ciò che è accettabile al settore, altrimenti nessuno lo utilizzerà. Vogliamo che la gente la supporti. Non vogliamo che essa sia obbligatoria, vogliamo che essa induca ad essere usata. E si tratta di una sfida".

I gruppi P ed E con tutta probabilità sono quelli che più si sono fatti notare negli ultimi due anni, ma anche i gruppi M, H ed S non sono rimasti inerti. A Hong Kong è stata organizzata una conferenza internazionale sulla logistica per il prossimo mese di maggio, con il supporto della rivista Containerisation International. Dal momento che il settore dei traffici e dei trasporti assicura il 25% dell'attività complessiva di Hong Kong, molto lavoro è stato fatto anche nel tentare di attirare i giovani studenti nel settore.

Inoltre, il 95% dei fornitori dei servizi di logistica di Hong Kong sono classificati come piccole e medie imprese, ma non tutti sono avvezzi alle moderne prassi logistiche. Fan ha rivelato che sono stati progettati due speciali corsi, che non siano né troppo generici né troppo avanzati. Essi si svolgeranno presso i due politecnici locali nel corso dei prossimi mesi a venire.

Oltre a queste iniziativa, Fan ritiene che l'Accordo di più stretta collaborazione economica siglato a giugno del 2003 con il continente fornirà una grande opportunità di prosperare alle imprese di logistica di Hong Kong: "Quali imprese di Hong Kong, la connessione ci sarà con il porto, e noi pensiamo che essa condurrà all'espansione di Hong Kong".

Dal 17 novembre 2003, le società di logistica di Hong Kong possono richiedere un certificato di fornitura di servizio. Dopo un periodo di 14 giorni circa, esse possono presentare domanda al fine di costituire società interamente partecipate sul continente a partire dal 1' gennaio 2004.

Ma Hong Kong dovrà attendere ancora un po' per realizzare le proprie mete, dal momento che i giganteschi compiti relativi alle infrastrutture non potranno essere ultimati per qualche tempo. Inoltre, il proposto ponte Zhuhai/Hong Kong sembra sotto certi aspetti un progetto discutibile, dato che è probabile che venga costruito un altro terminal nelle sue vicinanze. Molti osservatori locali non avvertono la necessità di un altro terminal. E' improbabile che i costi di movimentazione terminalistica vengano ridotti. Una fonte del settore ha anche alluso al fatto che sebbene i costi degli affitti delle case private si siano ridotti del 50% nel corso dell'ultimo anno, i costi di magazzinaggio, invece, non sono per nulla diminuiti. Il proposto parco logistico, perciò, si trova nella seria situazione di dover competere per ridurre i costi. Inoltre, molti grandi operatori terminalistici di Hong Kong sono anche grandi investitori nei porti di Shenzen, di modo che qualcuno potrebbe dedurne che essi, cercando di non compromettersi, non sono troppo preoccupati dal fatto che Kwai Chung perda la propria capacità di attirare i caricatori.

Il messaggio proveniente da Fan e dal LogsCouncil è forte e chiaro: non badate a noi, stiamo lavorando sodo, e stiamo facendo progressi al fine di assicurare il futuro di Hong Kong.

Rimarca Fan: "Vorremmo tranquillizzare la gente sul fatto che noi non stiamo lavorando dietro le quinte: siamo ben davanti al palco".

La verità pura e semplice è che se il LogsCouncil alla fine dovesse fallire, ed una quantità di carichi in più dovesse essere instradata direttamente attraverso i porti cinesi, e si dovessero perdere dei posti di lavoro, esso potrebbe accusare solo se stesso. Il LogsCouncil comprende per lo più operatori dell'industria locale che erano stati originariamente scelti in ragione delle loro conoscenze, della loro esperienza e della loro lungimiranza. Ed ora sono davvero sotto pressione.
