2. Le ragioni di una scelta

Nell'ultimo decennio, le tendenze de-
mografiche ed economiche del terri-
torio ligure, e di quello savonese in
particolare, hanno attratto l'attenzio-
ne di studiosi e analisti. Poco è da
aggiungere a queste analisi, tra cui
alcune di pregevole fattura si riferi-
scono alle città industriali in declino.
Tali studi si intersecano con i temi
propri degli scenari proiettati nel fu-
turo in cui la valutazione del proba-
bile impatto dello sviluppo economi-
co e tecnologico deve sposarsi, o me-
glio interagire, con la valutazione dei
comportamenti sociali e con l'identi-
tà culturale dei residenti, cui le risor-
se della città sono dedicate.
Ove si attribuisca all'interesse del cor-
po sociale la massima priorità, gli sce-
nari proiettati nel futuro potrebbero
avere riscontri completamente diver-
si da quelli in cui il ruolo degli aspetti
meramente economici e finanziari
fosse prevalente. Il concetto di terri-
torio come ricchezza a disposizione
dei residenti, che formano una co-
munità basata su un comune e soli-
dale senso di appartenenza, viene ri-
scoperto da parecchi studiosi a se-
guito dei processi di globalizzazione
in atto: si cerca di proporre nuovi
modelli per il mantenimento di strut-
ture territoriali e sociali, altrimenti de-
stinate alla scomparsa.
Le cosiddette città fantasma costi-
tuiscono, spesso, metafore preoccu-
panti di strutture territoriali che han-
no inseguito le opportunità econo-
miche piuttosto che rivendicare il
ruolo positivo della storia, della cul-
tura, dei comportamenti sociali e del
territorio stesso.
Dal secondo dopoguerra Savona si
è specializzata come città capoluogo
di provincia dove si trovano liberi
professionisti, studi di architettura e
di ingegneria, addetti alle attività ban-
carie, assicurative e finanziarie che
offrono servizi per la gestione dei
rapporti sociali ed economici all'in-
terno della intera comunità provin-
ciale. Le altre opportunità di lavoro,
sempre di servizio, si sono concen-
trate nelle aree della pubblica ammi-
nistrazione e dell'insieme degli ad-
detti al commercio, all'artigianato, al
turismo e alla ristorazione.
Questa triade di operatori, presenti
in tutti i capoluoghi di provincia ita-
liani, assume particolare specificità
a Savona, dove la popolazione è un
quarto di quella della Provincia (si
ritiene, per esempio, che l'elevata
densità del traffico automobilistico
nel Comune di Savona, nelle ore del
mattino, sia dovuta a questo preva-
lente ruolo di centro-servizi del ca-
poluogo).
Per tratteggiare, compiutamente, le
caratteristiche socio-economiche del
territorio, la situazione demografica
richiede qualche riflessione. Fino agli
anni Settanta, la popolazione della
città di Savona si basava su circa 800
bambini che nascevano ogni anno.
Da venti anni a questa parte il loro
numero si è bruscamente ridotto a
circa 400. Le curve demografiche
sono impressionanti: i giovani sotto i
venti anni residenti a Savona sono
ottomila, quattrocento circa per ogni
età compresa tra zero e venti anni
(ai fini del confronto si deve sottoli-
neare che il numero delle persone
residenti con età compresa tra venti
e quaranta anni si avvicinano alle
ventimila unità) e meno della metà
della consistenza registratasi nei de-
cenni precedenti.
In questo contesto socio-economi-
co, ricco di specificità e di potenzia-
lità, l'Autorità Portuale nel definire,
negli ambiti di sua competenza, un
programma di interventi, non pote-
va costringere lo "scalo" a una entità
astratta, avulsa dal particolare con-
testo territoriale e sociale in cui si
colloca.
Pertanto, nella formulazione del pia-
no si è cercato di fornire uno scena-
rio credibile, globale, articolato, fles-
sibile e, nei limiti della cultura por-
tuale, il più possibile reversibile.
L'Autorità Portuale si è ispirata a una
visione che considera la risorsa "por-
to" un'opportunità per il territorio su
cui insiste, uno strumento in grado
di aiutare a risolvere i problemi dei
suoi abitanti, una ricchezza che deve
essere coltivata e mantenuta per le
future generazioni.
Dal punto di vista metodologico, è
stato difficile ricorrere a modelli di
intervento adottati in situazioni ana-
loghe: le dimensioni sono medio-pic-
cole, le specificità troppo accentua-
te, il panorama sociale troppo ano-
malo (elevata qualità di vita, rendite
elevate e diffuse, elevato tasso di di-
soccupazione giovanile, emergenti
fenomeni di disagio sociale). D'altra
parte non si sono voluti trascurare i
tradizionali strumenti di previsione
tecnico-economica propri della teo-
ria e della prassi della scienza dei tra-
sporti, né tantomeno, trascurare il
prevedibile ruolo della globalizzazio-
ne e dell'evoluzione tecnologica.
I porti, da sempre, sono stati consi-
derati delle cerniere tra le singole e
periferiche realtà territoriali e il resto
del mondo: luoghi di confronto e di
mediazione tra comunità locali e co-
munità internazionale.
Oggi, la globalizzazione dell'econo-
mia e il ruolo crescente della virtua-
lizzazione fanno del porto anche un
luogo di incontro tra reale e virtuale:
l'oggetto virtuale che vive e si muo-
ve lungo la rete telematica, e la mer-
ce fisica che si muove con la nave
devono, nel luogo 'magico' costitui-
to dal porto, fondersi tra loro.
Le attività dell'Autorità Portuale de-
vono quindi articolarsi su più e di-
versi livelli di complessità:
• internazionale (previsioni dei flussi
di traffico e continue modificazio-
ne degli assetti di potere nel pano-
rama globale),
• regionale (sinergia tra i porti liguri
non come semplice auspicio, ma
necessità e opportunità),
• locale (il territorio, che insiste sul
porto, vede in quest'ultimo occa-
sioni di sviluppo e lavoro, ma, nel-
lo stesso tempo un limite alla sua
autonomia, alle sue scelte, alle sue
preoccupazioni in termini di quali-
tà ambientale ed estetica).
Per quanto concerne i rapporti con
la dimensione temporale, l'Autorità
Portuale dovrà:
• gestire, da una parte, il quotidiano,
con i piccoli e grandi problemi con-
nessi alla gestione di persone, cose
e rapporti con enti pubblici e pri-
vati,
• impegnarsi, dall'altra parte, in stra-
tegie a medio-lungo termine tenen-
do conto dei mercati, delle indica-
zioni dei vari organismi internazio-
nali e sovranazionali, degli studi che
cercano di anticipare e suggerire
scenari indotti dal moltiplicarsi de-
gli scambi e dello sviluppo tecno-
logico.
E' inevitabile che queste variegate
attività - che si svolgono in uno spa-
zio e in un tempo definiti e indeter-
minati nello stesso tempo e propon-
gono gli eterni dilemmi tra locale e
globale, tra futuro e presente - si tra-
ducono in una serie di azioni di cui,
a volte, non si riesce a cogliere il di-
segno strategico sottostante.
L'Autorità Portuale ha dedicato no-
tevoli energie nel rendere visibili re-
alizzazioni, piani e proposte, attra-
verso la redazione di puntuali e pre-
cise schede in grado di illustrare e
aggiornare, tempestivamente e sin-
golarmente, progetti e interventi. Non
solo per ragioni di trasparenza, ma
anche come base di qualsiasi cam-
pagna di comunicazione e immagine
rivolta agli operatori del settore, sia-
no essi potenziali fruitori o altre re-
altà portuali con le quali attivare si-
nergie e programmi in comune. Que-
sto materiale, così strutturato, può
venire riaggregato alla luce di obiet-
tivi precisi:
• la temporizzazione sul breve, me-
dio e lungo termine,
• la formulazione del piano regolato-
re portuale,
• la definizione del livello di sinergie
da attivare con il porto di Genova,
gli altri porti liguri, italiani, medi-
terranei ed europei.
Nel presente contesto si è cercato di
esplicitare la filosofia che sta alla base
di alcuni interventi che vogliono e
devono interagire con la città, o me-
glio le città del territorio savonese: si
è cercato di mettere in luce i rappor-
ti tra attività proprie degli ambiti por-
tuali e il territorio sul quale il porto
insiste.
Essendo consapevoli dei gravi pro-
blemi legati alla mobilità e alla con-
gestione urbana e interurbana, si
sono proposti interventi che tenga-
no conto delle esigenze del territorio
e dei cittadini: la ricchezza del porto
non deve venire perseguita a scapito
della qualità della vita e accettando
alterazioni all'ambiente e ferite all'im-
magine della città. Ritenendo che il
nodo occupazionale sia alla base delle
incertezze e del disagio che condi-
zionano scelte e strategie, si è cerca-
to di privilegiare, tra le varie alterna-
tive individuate, quelle che possono
offrire e garantire occasioni di lavo-
ro e di sviluppo sul breve termine.
Ovviamente il lavoro dell'Autorità
Portuale si fonda sulle grandi tema-
tiche della globalizzazione, sul con-
tinuo aggiornamento tecnologico e
culturale nel settore dei trasporti e
su una costante attenzione all'inte-
grazione e allesinergie con gli altri
porti liguri. Tuttavia, l'Autorità por-
tuale, in base alle attribuzioni di cui
è stata investita, ha cercato di met-
tere a disposizione il suo apparato
progettuale e le competenze in ter-
mini di formulazione di possibili fu-
turi scenari per offrire al territorio
una pluralità di proposte in cui, pa-
radossalmente, si sono privilegiati gli
aspetti occupazionali rispetto ai clas-
sici parametri (quantità di merci mo-
vimentate) usati per promuovere
l'immagine e testimoniare i successi.
Si è cercato di capire e riassumere le
esigenze presenti sul territorio, si
sono riscoperte antiche vocazioni e
professionalità, si sono messi in luce
sogni e suggestioni. Se si vorrà per-
seguire l'obiettivo di un legame si-
nergico tra porto e città, il presente
piano offre una matrice tra tipologia
di interventi e tempi di attuazione che
costituisce un utile lavoro istruttorio
sul quale si possono aprire confronti
e costruire ulteriore progettualità.
