Il trasporto marittimo della lana

L'industria laniera della Nuova Zelanda si sta... ritirando. Negli anni '70, in cui venivano concessi finanziamenti, il "gregge nazionale" aveva raggiunto i vertici di quasi 72 milioni di capi. Oggi, senza sussidi statali, sfiora appena i 40 milioni e gli allevatori tengono le pecore più per la carne che per la lana.

Il mercato mondiale della lana, oscurato dalle scorte australiane consistenti in 16,6 milioni di balle, è depresso. Le fibre sintetiche stanno diventando più economiche, più versatili e più facili da lavorare.

La fibra di lana è corta, con un diametro variabile. I sintetici sono sia lunghi che uniformi quanto a larghezza, e quindi assai più semplici da trattare. Naturalmente, la lana spunta un prezzo che dà maggiori profitti rispetto ai sintetici, ma quando il divario tra i prezzi diventa troppo ampio, i compratori di lana... sballano.

Dei grosso modo 16.000 containers da 20 piedi carichi di lana che la Nuova Zelanda esporta ogni anno, il 40% circa va in Cina, in gran parte destinati a telai a mano. Ma la domanda locale si sta alleggerendo, man mano che i consumatori cinesi più ricchi si rivolgono a capi lavorati a macchina. Nel contempo, le "masse" non si sono ancora affezionate alla lavorazione a mano.

L'Europa rappresenta il secondo mercato della Nuova Zelanda in ordine di grandezza con il 25%, seguita dall'India e dal Nepal, che insieme costituiscono il 15% circa. Il resto va in tutto il mondo.

Guardando i quantitativi complessivamente, una piccola percentuale (la migliore) finisce in vestiti, una percentuale più grande (di qualità minore) alimenta il mercato della lavorazione a mano, mentre la maggior parte (la più scadente) viene mischiata ad altre fibre ed usata nelle industrie tessili per i tappeti. Più dell'80% di essa viene esportata "sgrassata" (cioè lavata).

La pecora neozelandese viene tosata in media ogni otto mesi. Dopo la selezione, la lana grezza viene imballata ed immagazzinata. Quindi essa viene venduta dai mediatori, che si servono di campioni, alle aste di Napier e di Christchurch. I compratori sono gli esportatori di lana, che in Nuova Zelanda sono circa 30.

Questi ultimi vendono agli importatori od agli impianti tessili d'oltremare. Le dimensioni delle ordinazioni variano da circa 200 tonnellate (in Cina, sebbene le ordinazioni stiano calando quanto a dimensioni) fino a meno di 20 tonnellate (in Nepal). Esse sono di solito espresse in multipli di 16-17 tonnellate, vale a dire il carico utile di un container da 20 piedi. Le ordinazioni sono quasi invariabilmente CIF presso l'acquirente.

Al fine di evadere uno specifico ordine, l'esportatore può avere bisogno di ricorrere a scorte depositate in varie parti della Nuova Zelanda. Egli perciò aggrega la lana ancora grezza presso l'impianto di lavaggio. Dopo il lavaggio, essa viene pressata in pesanti balle ad alta densità pronte per la spedizione.

Ai vecchi tempi, il Consiglio per la Lana neozelandese - mediante i propri poteri statutari - indicava agli esportatori i vettori di cui servirsi e le tariffe da pagare. E per l'Europa non vi era altra alternativa alla conferenza, la NZESA (Associazione Marittima Neozelandese Europea), formata a quel tempo dalla Contship Containerlines, dalla Hamburg Sud The Shipping Group, dalla Hapag-Lloyd, dal Lloyd Triestino, dalla P&O Containers e dalla Wilhelmsen Lines. Gli esportatori lanieri della Nuova Zelanda ed i loro clienti europei si erano rallegrati quando l'indipendente ABC Containerline nel 1982 aveva infranto il monopolio della NZESA.

Nel 1994, il Consiglio per la Lana ha posto termine al proprio coinvolgimento nel settore marittimo, dando carta bianca alle compagnie di navigazione di comportarsi autonomamente, per tutte le destinazioni che non fossero l'Europa.

I compratori di lana europei erano così avvezzi a costi di trasporto marittimo garantiti che la loro associazione commerciale, la Interlaine, persistette nel richiedere tariffe negoziate per tutto il settore. Pertanto lo NZCWE (Consiglio Neozelandese degli Esportatori di Lana), per conto della maggior parte dei caricatori di lana neozelandesi, cominciò debitamente le trattative con i vettori diretti in Europa allo scopo di istituire siffatte tariffe. Esso sperava che queste ultime fossero abbastanza basse da dissuadere i vettori dall'assecondare "trattative di secondo ordine", cioè offrire di conseguenza accordi più a buon mercato agli esportatori al di fuori del campo dello NZCWE (o, in effetti, a quelli che vi appartengono).

La situazione che lo NZCWE si è trovata a dover affrontare era molto diversa dallo scenario "NZESA contro un vettore indipendente" con cui il Consiglio per la Lana aveva avuto a che fare per anni. La ABC non c'era più e la Nedlloyd Lines - l'unico altro esterno - si era appena unita alla P&O Containers, aggregandosi così allo NZESA. Ancora una volta, non c'era assolutamente altra scelta per l'Europa.

Subito dopo, la carestia si è trasformata in un banchetto, dal momento che la Maersk Line, la MSC (Mediterranean Shipping Co), la MISC e la OOCL si sono buttate sul mercato come indipendenti. La reazione della NZESA è stata quella di ridurre le proprie tariffe per lo NZCWE, anche se poi in realtà essa ha offerto sconti ad alcuni singoli esportatori ma non ad altri. Nel contempo, i nuovi venuti hanno contrastato duramente la NZESA e si sono affrontati reciprocamente. Un certo numero di questi vettori multi-traffico stavano probabilmente concludendo accordi multi-traffico.

Sospetto che fosse questo episodio, il risultato finale è stato quello di tariffe NZESA più basse oltre a tutta una gamma di altre concorrenziali tariffe europee. Livelli di 1.700-1.950 dollari USA per 20 piedi sono ora tipici; si tratta di tariffe nettamente più basse di 10 anni fa (chiaramente, in termini reali). Quando lo NZCWE deve occuparsi perciò dell'Europa, i vettori quotano solo tre cose: il trasporto terrestre in Nuova Zelanda, il trasporto marittimo da impilaggio ad impilaggio tutto compreso ed il trasporto terrestre a destinazione. Il dirigente dello NZCWE Nick Nicholson afferma bruscamente: "Per l'Europa, non accettiamo THC e CABAF".

Né lo NZCWE fornisce garanzie sui volumi. Dichiara ancora Nicholson: "Non garantiamo nulla a nessuno. Ci limitiamo a comunicare ai vettori quanti contenitori partono ogni mese da un dato porto e talvolta suggeriamo anche quali possono essere gli esportatori che li spediscono. Quando i vettori hanno fissato le proprie tariffe e si sono impegnati ad effettuare tot scali all'anno, lo comunichiamo ai nostri esportatori e poi sono affari loro cosa fare. Non è un contratto, è un accordo negoziato e registrato su un documento firmato".

Le tariffe in tal modo registrate sono tariffe massime. Ciò che lo NZCWE vorrebbe, ma non riesce ad ottenere, sono tariffe fisse. Che poi è la stessa cosa che l'intero settore vorrebbe, non importa chi sia il soggetto o quali volumi si riescano a spedire. Questa mobilità verso il basso apre le porte a contrattazionie di seconda schiera, che rappresentano il contrario di ciò che lo NZCWE vorrebbe. Infatti, lo NZCWE teme che al fine di finanziare i forti sconti relativi alle suddette contrattazioni, i vettori interessati possano aumentare le proprie tariffe di base a livello dell'intero settore.

Peraltro, ciò che lo NZCWE maggiormente desidera sono servizi affidabili per trasportare una lana che vale 100.000 dollari USA per ogni container da 20 piedi. E vorrebbe altresì che quei servizi permanessero per un periodo di tempo di cinque/dieci anni (lo spettro della ABC fa ancora paura). Infine, esso non perde mai di vista l'esiguità dei margini finanziari nel cui ambito i propri membri si trovano a dover lavorare.

L'Australia detiene il primato del più grande gregge nazionale a livello mondiale e le sue pecore producono lana fine che viene utilizzata esclusivamente per confezionare capi d'abbigliamento. Ma i progressi nel campo del riscaldamento centrale e dell'aria condizionata significano che la gente fa meno affidamento sui propri vestiti per quanto riguarda il calore, che stanzia sempre minori fondi per le spese di abbigliamento non necessarie e che desidera sempre più tessuti che non necessitano di eccessive cure. Né ai consumatori statunitensi piacciono i capi di lana. Tutto questo comporta che la domanda di lana australiana sta lentamente svanendo.

Detto questo, l'Australia ha spedito 674.000 tonnellate di lana nell'annata terminata il 30 giugno 1997 (rispetto alle 272.000 tonnellate di provenienza neozelandese). La Cina (23%) costituisce il principale cliente, seguita dall'Italia (16%), da Taiwan (9%), dalla Francia (8%), dal Giappone (7%) e dalla Germania (6%). Complessivamente, l'Europa rappresenta il mercato più grosso (38%). A differenza di quanto avviene nella Nuova Zelanda, il 75% della lana australiana viene spedita grezza.

Il sistema di base è simile a quello della Nuova Zelanda: i mediatori immagazzinano la lana per conto degli allevatori e la vendono mediante aste agli esportatori, tra cui vi sono le filiali di impianti tessili europei e di case commerciali giapponesi, così come ditte locali di tutte le dimensioni.

La Corporazione Laniera Australiana, che era stata per legge coinvolta nelle trattative tariffarie più o meno allo stesso modo del Consiglio per la Lana neozelandese, è stata smantellata nel 1990. Da allora, gli esportatori hanno avuto mano libera nel servirsi di qualsiasi vettore essi vogliano e nel contrattare per conto proprio le tariffe e le condizioni. L'unica eccezione, ancora una volta, è quella dell'Europa. In questo caso vengono condotte trattative collettive per il nolo dal WCG (Gruppo Derrate Lana), la cui esistenza discende dai legami storici del commercio australiano della lana con il Regno Unito. Il WCG rappresenta sia gli esportatori australiani che gli importatori europei.

Ogni giugno, il WCG si riunisce al fine di concordare una serie di obiettivi e strategie inerenti al trasporto delle merci in questione, dopo di che esso negozia le tariffe di nolo separatamente con la conferenza, segnatamente la AELA (Associazione di Linea dall'Australia all'Europa), alla quale partecipano gli stessi membri della NZESA, nonché con ciascuno dei vettori indipendenti.

Brian W. Hawley, dirigente spedizioni e trasporti del Consiglio Australiano degli Esportatori Lanieri, è strettamente coinvolto in questo processo. Spiega infatti: "Noi non ci impegniamo con loro in alcun modo per quanto attiene ai volumi. Ci limitiamo a comunicare a ciascuno di loro che quest'anno abbiamo spedito 15.000 TEU, mentre il prossimo anno ci aspettiamo che siano tot % in più, oppure in meno, oppure lo stesso quantitativo. Poi teniamo sotto controllo le prestazioni relative ai tempi di viaggio di ogni vettore e le variazioni rispetto ai programmi predisposti e di tutto ciò si tiene conto nelle trattative. Ognuno conosce le tariffe di mercato, relativamente a ciascun vettore rispetto a tutti gli altri". I tempi di viaggio sono importanti, perché gli esportatori sono pagati solamente quando il carico viene consegnato.

Ciò che ne risulta è una distinta serie di tariffe, per vettore, per i 12 mesi a venire. Anche se non vi è nulla di "obbligatorio" in questa procedura e nelle tariffe che ne conseguono, in pratica esse hanno sempre vincolato tutti gli esportatori australiani di lana alla volta dell'Europa, nonché i vettori coinvolti.

In passato, i contratti contenevano una clausola che impediva ai vettori di offrire tariffe più basse ad un esportatore piuttosto che ad un altro. Ma, afferma Hawley, il WCG cominciò a capire che questo avveniva comunque. Il WCG, pertanto, invece di continuare inutilmente a pretendere che ciò non si verificasse, quest'anno ha abolito tale clausola.

Le contrattazioni secondarie stanno di nuovo alzando la testa.

In tal modo, per quanto riguarda la lana che viaggia dall'Australia all'Europa, si tratta ora di un mercato libero basato su una serie collettiva di punti fissi tariffari. Non vi sono, sinora, THC sulle esportazioni provenienti dall'Australia.

Il Consiglio Australiano degli Esportatori Lanieri svolge molti ruoli, tra cui quello di collegamento giornaliero tra i vettori/porti e la comunità degli esportatori della lana. Al fine di dare impulso alla concorrenza, questa organizzazione incoraggia gli esportatori a servirsi di operatori di raccordo, molti dei quali ora servono l'Australia via Singapore. Ma gli esportatori lanieri australiani ancora preferiscono servizi diretti ed i tre vettori diretti per l'Europa (AELA, CGM e MSC) insieme si prendono il 90% dei traffici.

Secondo l'opinione di Hawley, i prezzi praticati dagli operatori di raccordo sin qui non si sono dimostrati sufficientemente allettanti. Per fare degli esempi, le tariffe per TEU potrebbero essere le seguenti: AELA 1450 dollari USA, MSC 1.350 dollari USA, operatori di raccordo 1.850 dollari USA. Qualora il citato divario dovesse essere colmato, allora - ritiene Hawley - le rotte di raccordo potrebbero acquisire un altro 10% della quota delle rotte dirette; egli si aspetta che alla fine ciò finisca per verificarsi.

Poiché si trattava dell'unica alternativa alla NZESA, l'ABC ha avuto un impatto molto più pesante sul traffico Nuova Zelanda/Europa di quanto non l'abbia avuto sull'Australia/Europa, dove la sua quota di mercato non ha mai superato il 2%. Dall'Australia agli Stati Uniti, tuttavia, l'ABC era diventato piuttosto grosso.

Alla volta dell'Europa, le tariffe relative alla lana dall'Australia sono più basse rispetto a quelle dalla Nuova Zelanda. In un traffico combinato, ciò riflette il fatto che, tutto sommato, l'Australia per lo più importa e la Nuova Zelanda per lo più esporta. Messa in un altro modo, gli esportatori di lana australiani hanno un incentivo che li agevola nel movimentare i contenitori vuoti fuori dal Paese. A parte questo, i volumi di lana australiani sono molto più grandi.

Avendo raggiunto il culmine di 4,8 milioni di balle nel 1991, le riserve di pile di lana fine australiana verranno smaltite alla fine del 2000. Il che dimostra quale lungo periodo di magazzinaggio questo tipo di merce possa sopportare.

Gli esportatori lanieri dell'Australasia alla volta dell'Europa sono passati dall'attenersi a tariffe imposte all'attenersi volontariamente a tariffe negoziate nell'ambito del settore. Ora, alcuni di loro stanno anche procurandosi tariffe speciali al di sotto di quelle contrattate nel settore.

Questo "doppio tuffo" trae notevoli vantaggi dalla disperata necessità dei vettori singoli di riempire le navi e di conseguire quote di mercato, mentre contestualmente agisce da leva alla forza dei singoli esportatori negli altri traffici. Tutto ciò si compone con i vantaggi delle tariffe negoziate a livello settoriale, che ampliano il potere d'acquisto complessivo del traffico. Né Nicholson, né Hawley sembrano avere dubbi circa il futuro delle trattative collegiali ovvero il fatto che il mercato possa infine aprirsi del tutto.

Di solito, gli esportatori temono che i vettori possano applicare tariffe più care rispetto a quelle concordate. Nel traffico della lana Australasia/Europa, i consigli degli esportatori sono più preoccupati del fatto che i vettori quotino a meno.
