Il grande piano trans-andino

I Paesi del Sud America sono stati per lungo tempo separati. Ma il quadro è in fase di evoluzione e cambiamento, con l'avvento di nuovi piani per corridoi bi-oceanici che collegheranno le Coste dell'Atlantico e del Pacifico allo scopo di incoraggiare la cooperazione transfrontaliera.

I Paesi del Sud America sono stati rovinati da tutta una serie di conflitti, sia al loro interno che l'uno contro l'altro, lungo tutto l'arco ventesimo secolo.

Le ragioni della situazione politica possono ricercarsi negli effetti della politica di stampo coloniale del divide et impera, inasprita dalla Guerra Fredda e dalla paura ad essa intrinseca per le culture diverse. Però, recentemente, per nessuna ragione specifica, lo stato di isolamento delle singole Nazioni sudamericane è giunto a una plausibile fine. Con la fine della Guerra Fredda e il crollo del Muro di Berlino, i governi civili hanno iniziato a sostituire le ultime vestigia dei regimi militari e, allo stesso modo, a eliminare progressivamente tutte le barriere al trade.

Uno spirito cooperativo sembra aver rimpiazzato le istanza competitive, e patti commerciali, come l'Andean Pact (1969) e il Mercosur (1991), hanno iniziato a incoraggiare il libero commercio tra Paesi vicini. E ora, attori diversi a livello pubblico e privato stanno mettendo insieme le loro idee per riuscire a trovare nuovi modi di connettere le varie Nazioni sudamericane reciprocamente, al fine di incoraggiare il commercio del continente al suo interno e verso l'esterno. Il motto attuale è adesso connettiamo, poi seguiranno merci, tra le quali crescita nelle esportazioni e nel PIL, e creazione di posti di lavoro.

Un organismo che sembra fare molto di più di qualunque altro per velocizzare questo processo storico è il Mercosur Atlantic Corridor Consortium (MACC), che mira a collegare le due gigantesche Coste del Sud America, ovvero l'Atlantica e la Pacifica. Paulo Augusto Vivacqua è il Presidente della MACC, e ne è stato membro attivo sin dal Settembre 1998, anno in cui l'istituzione è stata fondata a Rio de Janeiro. Egli sostiene che: "Non appena saranno aperte le vie di comunicazione tra le due Coste, ci sarà un effetto rivoluzionario sul commercio tra tutte le Nazioni del Sud America".

Secondo il suo parere, il miglior modo per portare avanti il progetto è attraverso una serie di corridoi bioceanici che taglino il vasto continente e portino ai diversi Stati del Sud America con uno sguardo da un lato all'intermodalità e ai trasporti terrestri puri, per meglio combinare le opzioni commerciali, e dall'altro al trasporto marittimo.

La MACC sta facendo progetti per un corridoio formato da sei principali vie bioceaniche:

  1. Il corridoio bioceanico Amazzonico, che parte dalla Costa nordorientale del Brasile (comprendente le regioni di Salvador, Recife, Fortaleza, Belem e il nuovo porto moderno di Suape) per arrivare al megaporto di Bayovar (vicino a Paita in Perù) via fiume. Si passerebbe per le città sul Rio delle Amazzoni Manaus e Porto Velho in Brasile e per Pucallpa in Perù. Sono compresi collegamenti diretti con Sao Paulo nel Sud più sviluppato, progredendo per la ferrovia di Ferronorte in Brasile. Questo è un servizio già in funzione dai porti chiave sull'Atlantico di Santos e Paranagua fino a Rondonopolis (nel Mato Grosso) e si sta correntemente estendendo anche a Porto Velho (1.500 km a Nord-Ovest) e a Santarem, un porto con pescaggio molto profondo sul Rio delle Amazzoni (circa 2.000 km più a Nord);

  2. L'asse Santos-Antofagasta, che procede da Santos, in Brasile, a Antofagasta in Cile via ferrovia, attraversando Sao Paulo, Campo Grande e Santa Cruz de la Sierra in Bolivia e Salta in Argentina;

  3. Un collegamento ferroviario da Buenos Aires in Argentina a Santiago (in Cile) e Valparaiso (in Cile via Mendoza in Argentina);

  4. Un link ferroviario tra Bahia Blanca in Argentina e Talcahuano in Cile;

  5. Un altro link ferroviario tra Este in Argentina (da non confondersi con il porto containers omonimo in Cile) e Puerto Montt in Cile;

  6. Un collegamento autostradale da Puerto Madryn e Comodoro Rivadavia nella regione più meridionale dell'Argentina a Chacabuco nel Cile del Sud.

Sono tutti progetti molto interessanti e di ampio respiro, ma adesso si concentrerà l'attenzione soprattutto sul corridoio bioceanico Amazzonico.

Il MACC e il Consorzio Brisa del Perù ritengono che con un ammontare minimo di investimento il corridoio bioceanico Amazzonico, con l'utilizzo di chiattoni, treni e veicoli stradali, potrebbe diventare uno dei primi collegamenti effettivamente funzionanti tra la Costa Atlantica e la Costa Pacifica del Sud America.

La regione brasiliana nordorientale è di solito vista come povera e arretrata, ma de facto è dotata di un sistema economico molto più ampio e avanzato di quello del Perù. Del resto Vivacqua dice che: "Incredibilmente c'è solo raramente qualche rapporto commerciale tra il Nord-Est brasiliano e la parte sudoccidentale del Sud America, comprendente Perù, Ecuador e Colombia. La maggior parte del commercio estero di questi Paesi Andini è costituito da rapporti con USA e altri Stati esteri, sebbene siano connessi al Brasile grazie al colossale sistema fluviale che fa capo al Rio delle Amazzoni. Ritengo che sarebbe auspicabile per entrambe le aree riuscire a utilizzare in modo intelligente tali canali navigabili per connettersi reciprocamente (Nord Est e Sud Ovest)".

Servizi di cabotaggio fluviale sono già in servizio per connettere il far west e il far east del Brasile. Sono state create infrastrutture hubs ad hoc e connessioni con Itacoatiara e Porto Velho, una città in crescita nella parte occidentale della città brasiliana di Rondonia, che adesso ospita 300.000 abitanti all'incirca, nonostante sia stata creata nel bel mezzo della vera e propria giungla amazzonica. Con migliorie del sistema dei canali navigabili e nuove segnalazioni, i collegamenti esistenti si potrebbero espandere per supportare la gestione delle produzioni, in aumento, di soya e zucchero brasiliani, nonché il movimento di beni elettronici via containers da Manaus in Brasile ai mercati peruviani. Gli stakeholders del mercato agricolo del Brasile sono molto attenti alle spedizioni di fosfati dal Perù per il loro impiego nei fertilizzanti.

Servizi di cabotaggio quali quelli offerti dalla Alianca Navegacao e dalla Logistica Lida, dalla Docenave e dalla Mercosul Line possono movimentare ogni genere di bene dalla città di Manaus nella regione amazzonica. Da qui in poi, i carichi sono trasportati via Rio delle Amazzoni e suoi affluenti verso la regione occidentale brasiliana di Acre.

Lo scopo attuale del MACC è di sollecitare interessi dalle banche internazionali e dagli investitori per costruire una ferrovia di 1.500 km che passi attraverso le Ande all'altezza di 1.800 metri. Prima che la linea ferroviaria sia terminata, la connessione sarà realizzata con l'aggiunta di un link stradale tra il Brasile e il Perù.

Secondo fonti ufficiali della MACC: "Oggi, il consorzio sta agendo per attrarre l'attenzione degli investitori e dei progettisti di infrastrutture di trasporto su vari progetti, compreso l'asse bioceanico Amazzonico, per connettere il Perù con il Nord e il Nord-Est del Brasile via Rio delle Amazzoni e suo sistema di affluenti, e le autostrade Pucallpa-Lima e Sarameriza-Paita".

Vivacqua ha detto che i vantaggi di questa via di collegamento sugli altri cinque assi bioceanici in direzione Sud saranno il fatto di passare sopra le Ande a ragionevolmente basse altitudini e di connettere due poli industriali. Alcune delle strade alternative, come l'asse Santos-Antofagfasta e il collegamento ferroviario con Buenos Aires, attraversano il grande massiccio montuoso delle Ande ad altezze molto elevate molto più a Sud. Pertanto non pochi sono i problemi durante la fredda e lunga stagione invernale (da Maggio a Settembre), quando le strade rischiano di restare chiuse anche per settimane intere.

Il collegamento ferroviario tra San Antonio Este e Puerto Montt e quello autostradale tra la regione meridionale argentina e quella meridionale cilena sono ritenuti essere troppo a Sud da molti, e per di più lontani dai grandi centri abitati e dalle principali rotte percorse dalle maggiori compagnie di navigazione.

Al momento attuale, la strada preferita per il passaggio trans-andino di cargos, in specie containers, è da Sao Paulo e Buenos Aires via treno a Mendoza in Argentina, e poi via camion sulle vette andine, sebbene quella strada sia costantemente soggetta a condizioni atmosferiche proibitive.

Comunque, se alcuni, tra cui Vivacqua e i suoi colleghi, avranno la meglio, non passerà molto tempo prima che gli spedizionieri sudamericani ottengano un maggior numero di opzioni di trasporto e di mercati da gestire di prima.
