Soluzioni informatiche per l'utilizzazione delle unità di carico marittime

La gestione degli equipaggiamenti è costosa per i vettori marittimi e le società di leasing. Le ricerche portate avanti da gruppi di vettori di prim'ordine nel 2001 hanno stimato che quasi 110 miliardi di dollari all'anno sono stati spesi per gestire i circa 16 milioni di TEU operativi a livello globale. Rispetto a questo totale, si ritiene che il grosso modo il 15% (per 16,5 miliardi di dollari) possa essere riferito alle inefficienze nelle operazioni containerizzate, tra cui il riposizionamento dei vuoti per far fronte alla domanda di carichi.

Anche se questa percentuale è elevata, riflette solamente la percentuale dei "tempi di fermo" nel ciclo di vita di un container. Nel recente Libro Bianco sul settore dello shipping intitolato "Ottimizzazione dei profitti per i vettori containerizzati", pubblicato dalla ROI Container Cargo Alliance, consulente di tecnologia informatica della navigazione di linea con sede negli Stati Uniti, si riporta che solamente il 20% del tempo di un container trascorre in mare, mentre il 56% è improduttivo. Quest'ultimo comprende la manutenzione e le riparazioni ed il riposizionamento dell'equipaggiamento vuoto nel complesso, nonché le movimentazioni regionali e locali (da deposito a deposito). Dato l'endemico squilibrio nelle principali direttrici di traffico est-ovest, la spedizione di "aria vuota" attorno al mondo è inevitabile. Anche se questo squilibrio non può essere tenuto sotto controllo dai vettori, non è detto che non possa esservi una gestione maggiormente efficiente del container.

Tuttavia, la riduzione su larga scala delle inefficienze della catena dei trasporti, che comporta la collaborazione tra possessori ed operatori di containers (per lo più vettori e società di leasing), sinora si è rivelata difficile. Un numero maggiore di contenitori devono essere riposizionati pieni ed i vettori hanno bisogno di un miglioramento della visibilità dell'equipaggiamento, al fine di spostare i box verso le località di domanda con breve preavviso. I vettori lamentano i "buchi neri" informativi dal momento in cui i containers lasciano i loro piazzali alla volta delle sedi dei trasportatori o dei caricatori.

Una soluzione al problema è la costituzione di flotte containerizzate combinate tra vettori, i cosiddetti raggruppamenti di "box grigi". Ad esempio, la GEM è stata costituita allo scopo di gestire le principali flotte combinate di vettori con sede in Scandinavia. Anche alcuni vettori globali scambiano abitualmente attrezzature su base ad hoc. Tuttavia, altri tipi di cultura societaria tendono a scoraggiare l'arrivo presso le sedi dei clienti con un box della concorrenza.

Tali attività spesso comportano spreco di personale, sono costose ed inefficienti, dal momento che costringono i vettori a faxarsi periodicamente l'un l'altro i particolari inerenti alla disponibilità dei carichi. Chiaramente, con gli strumenti di e-business adesso disponibili, ciò non ha alcun senso.

Negli ultimi anni, un certo numero di società informatiche con sede negli Stati Uniti hanno sviluppato soluzioni basate sul web per questo problema. Tra loro si possono annoverare La SynchroNet Marine Inc, la IAS (International Asset Systems) e la Maersk Data USA Inc, che fa parte del Maersk Data Group di proprietà della AP Moller.

La funzionalità di questi prodotti software varia, ma tutti quanti sono essenzialmente strumenti finalizzati al riposizionamento dell'equipaggiamento o al procacciamento di visibilità per esso. Essi sono inoltre specializzati sotto diversi aspetti della catena dei trasporti, e riflettono l'ampia gamma di fornitori di servizio coinvolti. Alcuni prodotti sono mirati al trasporto marittimo a lungo raggio, altri al trasporto intermodale stradale o ferroviario statunitense, altri ancora forniscono ai vettori marittimi ed alle società di leasing la visibilità dell'equipaggiamento in fase di manutenzione e riparazione. Tuttavia, tutte queste società informatiche hanno recentemente diversificato i propri prodotti per la gestione di beni, ampliando la propria copertura della catena dell'offerta. Ciò ha allargato la loro base clientelare ed incrementato la propria gamma di servizi forniti agli attuali clienti.

La SynchroNet e la IAS assicurano entrambe servizi di interscambio di contenitori basati sul web. Si tratta di mercati in linea che mettono in grado i vettori marittimi, le società di noleggio di contenitori, gli operatori di treni stack con sede negli USA, le società di marketing intermodale ed altri partecipanti alla catena trasportistica di cercare o fornire containers dovunque nel mondo. Ad esempio, un caricatore in Cina può spedire un carico intermodale completo da 40 piedi in direzione est, destinato a Chicago, nell'Illinois. Una volta che il container è stato svuotato presso i locali del consegnatario statunitense, l'operatore del box è in grado di annunciare la disponibilità del box vuoto attraverso l'interscambio elettronico. Un altro vettore potrebbe essere a corto di containers per un trasporto ferroviario da Chicago a Los Angeles, di modo che può utilizzare il box appena svuotato. Dato che il container avrebbe dovuto essere posizionato comunque sulla Costa Occidentale USA, l'operatore guadagna un introito aggiuntivo da questo viaggio.

Ma il mercato dell'interscambio di contenitori è frammentario. L'interscambio "SynchroBox" della SynchroNet è più mirato alle movimentazioni internazionali di quanto non lo sia l'equivalente servizio "InterBox" della IAS. Due anni fa, la SynchroNet ha rafforzato la propria presenza nei principali traffici est-ovest mediante l'acquisizione dell'affermato servizio di interscambio "Greybox" dalla TransAmerica Leasing Inc. Nel maggio del 2001, la SynchroNet ha combinato il Greybox e le sue altre offerte di prodotto, tra cui i servizi US Overland ed Asia Max, nel prodotto unico SynchroBox.

Tra i clienti della SynchroNet si possono annoverare vettori marittimi globali e di nicchia, così come importanti società di leasing. Per citarne alcuni, Maersk SeaLand, CMA CGM, APL, Hanjin, K Line, GESeaCo e la stessa TransAmerica Leasing.

I volumi containerizzati movimentati via interscambio sono notevoli. Persino la MelBridge Container Line BV, un piccolo operatore di nicchia con sede a Rotterdam che opera dall'Europa a Cuba, ottiene tra i 200 ed i 300 contenitori al mese mediante il SynchroBox. Marc Hooft, supervisore al controllo containers del vettore, spiega i vantaggi del servizio: "L'acquisizione dei containers dalla SynchroNet ci offre maggiore visibilità rispetto ad una grossa flotta di nostra proprietà ovvero all'utilizzazione di una società di noleggio, nei cui casi saremmo legati ad un contratto fisso, nonché a costi maggiori. In media riusciamo a tenere un container procurato attraverso la SynchroNet 100 giorni, ed i nostri soli costi di noleggio sono un onorario di 40 dollari più i sovrapprezzi giornalieri, che non c'importa di pagare. Noi controlliamo il container dal nostro centro a Rotterdam, sebbene i box vengano richiesti da vari punti di partenza europei. Contattiamo l'ufficio di Londra della SynchroNet per telefono e diamo ai nostri agenti d'oltremare le istruzioni relative a dove prendere i box vuoti e dove consegnarli alla fine".

Il prodotto della SynchroNet complementare al SynchroBox è il SynchroSlot, per mezzo del quale un vettore marittimo è in grado di riempire gli spazi-container non utilizzati sulle navi per il riposizionamento dell'equipaggiamento vuoto di altri operatori in località di domanda. I due non sono interdipendenti: ad esempio, la MelBridge gestisce da sé i propri contenitori vuoti. Per contro, la GESeaCo usa tutti e due i servizi, movimentando grandi volumi di reefers in tutto il mondo tramite il SynchroSlot.

La SynchroNet asserisce che i risparmi sui costi per i vettori sono notevolmente più alti quando essi si servono dell'interscambio per il riposizionamento internazionale rispetto a quello interno. Ciò, malgrado il fatto che il fornitore nazionale paghi in totale solamente 50 dollari alla SynchroNet, rispetto agli 80 dollari richiesti per le movimentazioni internazionali.

Stephen Banbury, direttore marketing e sviluppo attività della SynchroNet, spiega: "In molti casi, il destinatario di un box da riposizionarsi all'interno degli Stati Uniti è una società di marketing intermodale, che si aspetta di ricevere il pagamento di un incentivo per movimentare il container da una località distante. Sebbene costi di più muovere un box a livello internazionale, il valore è maggiore, dato che il punto di destinazione finale non è solo una località di domanda, come accade per le movimentazioni nazionali, ed inoltre le tariffe transpacifiche in direzione est sono più alte rispetto a quelle in direzione ovest".

La SynchroNet recentemente ha diversificato le proprie attività facendo il proprio ingresso nel mercato dell'autotrasporto della California settentrionale per mezzo del prodotto SynchroMet basato su web. Bill Aboudi, presidente della AB Trucking con sede ad Oakland, commenta: "Sino a 20 camion, paghiamo un onorario mensile di 40 dollari, mentre ne paghiamo 80 dal 21° camion in su. L'investimento si ripaga con un solo collegamento al mese, visto che risparmiamo 30 dollari alla volta sulla raccolta dei vuoti, nonché sui costi del telefono e del fax. Si tratta, altresì, di un ottimo strumento di comunicazione tra autotrasportatori. Dal momento dell'inaugurazione di SynchroMet nello scorso mese di aprile, 21 imprese di autotrasporto si sono registrate per usufruire del servizio".

Il servizio Interbox della IAS si concentra sul mercato nord-americano, ma conta anche un certo numero di importanti vettori globali tra i propri clienti, per lo più quelli che operano servizi di treni stack (segnatamente la Hanjin e la MOL). Blair Peterson, vice presidente commerciale della IAS, approfondisce l'argomento: "Un contenitore importato dall'Asia all'hinterland degli Stati Uniti viene ceduto alla branca nazionale della MOL, che dispone di contratti con le ferrovie per le proprie operazioni di convogli stack. Noi entriamo nel gioco con l'InterBox, fornendo la piattaforma su cui la MOL o la Hanjin possono consolidare le proprie scorte regionali. Essi comunicano tali scorte alle società intermodali di marketing, che non dispongono di equipaggiamento. Molto spesso il contenitore torna a Portland o a Seattle, talvolta rifà tutta la strada indietro sino in Asia. La Hanjin fa circa 100 box al giorno, e la MOL ci va vicina, di modo che esse adesso realizzano enormi volumi che prima avevano difficoltà a commercializzare, e tutti in linea. Inoltre, non vi sono comunicazioni a voce, né confusioni di registrazione o di numero di contenitori".

Da quando ha lanciato la InterBox, la IAS ha diversificato la propria gamma di prodotti, in linea con l'idea della società di assicurare non solo visibilità ai beni, ma anche, secondo Peterson, "di colmare il divario di informazioni tra i partners commerciali della catena trasportistica". Ciò ha condotto alla creazione dello IAS Hub, un'infrastruttura di sistemi ed una miniera di dati che fornisce una piattaforma comune per lo scambio di dati tra vettori, autotrasportatori, depositi, caricatori ed altri.

I partners commerciali immettono i dati sulla localizzazione del contenitore nello IAS Hub attraverso il prodotto della IAS "Event Manager". Tra gli "eventi" sono compresi l'accesso al varco e l'uscita dal varco presso i locali sia dell'autotrasportatore sia del consegnatario, nonché il momento in cui il container è stato svuotato. Le informazioni relative a quest'ultimo evento fanno risparmiare denari al vettore marittimo, a causa delle minori discussioni con i consegnatari in ordine al pagamento degli oneri di detenzione del container, dato che il consegnatario sa con esattezza quando la spedizione è arrivata nei loro depositi.

Lo IAS Hub fornisce altresì visibilità alle attività di manutenzione e riparazione, attraverso lo IAS Depot Manager, uno strumento di gestione che aggiunge valore alla registrazione, al trattamento ed alla relazione dei dati inerenti agli eventi del deposito contenitori, tagliando i costi amministrativi e quelli dell'EDI. Lo hub interagisce inoltre con lo IAS Transport Manager, che mette i vettori marittimi ed i fornitori di logistica in grado di aggiudicarsi, sorvegliare e seguire in linea la raccolta dei contenitori nonché di consegnare gli ordini di trasporto. Le richieste elettroniche di movimentazioni containerizzate possono essere inviate a fornitori di trasporto preselezionati, che possono poi accettare o rifiutare gli ordini.

Peterson spiega come lo Event Manager faciliti l'interazione ed il processo decisionale tra i vari partners commerciali, per mezzo di consegne in importazione per i principali dettaglianti statunitensi, ad esempio la KB Toys. "All'arrivo presso l'infrastruttura della KB Toys a Clinton, nel New Jersey, l'autotrasportatore può contattare lo IAS Hub, quindi immettere il numero del container e confermare il suo ingresso al varco direttamente dal suo telefono. Questa informazione è introdotta nel web e lo stato del contenitore viene così aggiornato. Allora il proprietario del box, ad esempio la PONL (P&O Nedlloyd), può inserendo il codice introdurre il nostro dato nel suo sistema, a seconda delle regole stabilite per il vettore, di modo che viene a sapere che il contenitore è arrivato. Il passo successivo, per la PONL, è sapere quando il container sarà vuoto, di modo che il vettore può decidere che cosa fare con quello successivo. Successivamente, si può inviare un messaggio automatico all'autotrasportatore di prelevare il container. Ora che il contenitore è vuoto, quel dato può essere immesso nell'InterBox, di modo che una società di marketing intermodale, come ad esempio la CH Robinson, può registrare l'equipaggiamento e restituirlo là dove lo vuole la PONL". Inoltre, lo Event Manager ha capacità di trattamento dei dati relativi al fine-noleggio, attraverso un "portale" mediante il quale gli utenti di equipaggiamento noleggiato possono restituirlo al suo proprietario in modo più efficiente.

Phillip M. Behenna, vice presidente anziano della IAS, analizza i principali vantaggi dell'Event Manager per i vettori marittimi, basandosi sulle prudenti stime su costi/entrate mostrate dalla Tabella 2.

Quasi la metà del risparmio stimato di 92 dollari per TEU è generato dalla diminuzione della flotta di contenitori e dalla riduzione di manutenzione e riparazione. Ciò si basava su un miglioramento di cinque giorni sui tempi di fermo, laddove un risparmio di 8 dollari su una combinazione di container/telaio al giorno per un tipico vettore marittimo fa risparmiare nel complesso 40 dollari per ogni viaggio di contenitore carico. Vi è anche un aumento delle entrate di 8 dollari a causa dell'aumento di raccolta di controstallie.

La Maersk Data USA ha recentemente introdotto uno strumento basato su web finalizzato alla visibilità dei containers da quando lasciano in camion il piazzale del vettore marittimo. Il DrayWatch combina la funzionalità dei prodotti della IAS Event Manager e Transport Manager. Esso fornisce ai vettori marittimi, agli autotrasportatori ed ai caricatori la visibilità di tutto ciò che accade ad un container e consente alle imprese di autotrasporto di accettare o rifiutare gli ordini di trasporto in linea. Per la fine del prossimo mese di luglio sarà introdotta altresì la possibilità di emettere polizze di carico in linea.

Fino adesso, la Maersk Sealand è stato l'unico vettore marittimo ad usare il DrayWatch, ma la Maersk Data USA è intenzionata a commercializzarlo in seguito ad altri vettori. Alyse Lisk, direttore generale del DrayWatch presso la divisione intermodale della Maersk Sealand, ha spiegato che il sistema è stato progettato per essere facilmente utilizzato dalla clientela e che controlla quasi la metà della propria attuale attività intermodale statunitense. Il suo entusiasmo è comprensibile: nel 2002, la Maersk Sealand si aspetta di realizzare tra 1 e 1,5 milioni di movimentazioni intermodali negli Stati Uniti ed attualmente lavora con circa 1.500 trasportatori.

La Lisk probabilmente esprime i sentimenti di altri vettori nei confronti di tutti prodotti basati sul web quando dice a proposito del DrayWatch: "E' stato colmato un vuoto e non ci sono più buchi neri nella catena dei trasporti".
