Il trionfo del Teesport

L'anno scorso si è assistito a strepitosi - qualcuno direbbe trionfali - progressi del Teesport.

Nello scorso mese di febbraio, la PD Ports, proprietaria dell'infrastruttura, si è assicurata l'autorizzazione da parte del governo britannico a realizzare un terminal contenitori a pescaggio profondo.

Dal momento in cui il piano era stato presentato, ci sono voluti solo 22 mesi per ottenere l'autorizzazione.

"Il governo ha fatto proprie le nostre idee" spiega Martyn Pellew, direttore sviluppi del gruppo alla PD Ports.

"Le nostre previsioni parlavano dei contenitori come di un mercato in crescita (dal 6 all'8% annuo), mentre i nostri carichi alla rinfusa, come quelli del petrolio e del gas del mare del Nord, nonché dell'acciaio, sono diminuiti.

Disponiamo altresì di parecchio terreno un tempo adibito ad usi industriali per il nuovo sviluppo".

Successivamente, all'inizio di maggio, la Teco, enorme dettagliante con sede nel Regno Unito, ha annunciato che avrebbe sviluppato un massiccio centro d'importazione ed un'infrastruttura per la distribuzione sul territorio portuale del Teesport.

Il cosiddetto NGCT (Northern Gateway Container Terminal), la prima fase del quale - 400/450 km di banchina - si prevede che possa essere operativa nel giro di tre anni, alla fine disporrà dello spazio e delle attrezzature necessarie alla lavorazione di 1,5 milioni di TEU stimati all'anno.

Lungo il chilometro di moli (con tre ormeggi) sarà disponibile una profondità massima di 16 metri, sebbene il pescaggio del principale canale di accesso da e per l'infrastruttura sia di 14,5 metri.

Ciononostante, a detta di Pellew, ciò assicura ancora al terminal la capacità di movimentare navi super-post-panamax sino a 9.000 TEU.

Anche se il Teesport non aggiunge un enorme quantitativo di nuova capacità di movimentazione di box rispetto a quella in fase di sviluppo nel sud del Regno Unito, potenzialmente il progetto NGCT sarà foriero di un ulteriore scossone nelle modalità con cui i vettori marittimi effettuano servizi nel paese.

Secondo Pellew, gli ultimi tre anni hanno spianato la strada ai servizi a lungo raggio con scali diretti, dal momento che una percentuale più alta di carichi, specialmente dall'Estremo Oriente, è stata instradata via Rotterdam ed Anversa alla volta di porti quali Immingham, Hull e Teesport.

"Anche con il costo di due serie di oneri di movimentazione terminalistici e la necessità di noleggiare tonnellaggio in tutto il Mare del Nord e/o pagare una tariffa di nolo di raccordo pari a 200/250 dollari USA per contenitore, le linee di navigazione possono risparmiare fino a 200 sterline (400 dollari USA) per box rispetto al costo di sbarco in un porto del Regno Unito meridionale e del susseguente trasporto terrestre" afferma Pellew.

"Il tradizionale costo di trasporto per miglio nel Regno Unito è di 1 sterlina (2 dollari USA) ma adesso è più probabile che sia prossimo a 1,5 sterline (3 dollari USA), il che rende l'opzione del Northern Gateway ancora più allettante".

E' interessante altresì notare come il Teesport abbia diversi caricatori/consegnatari dalla sua parte.

Anche se c'è ancora molto lavoro da fare per riuscire a far finanziare il progetto da oltre 300 milioni di sterline (600 milioni di dollari USA), la maggiore preoccupazione di Pellew è l'interfaccia ferroviario del porto.

"C'è un definitivo dirottamento dalla strada alla rotaia ed al trasporto fluviale in Europa" dichiara "e noi siamo determinati a far sì che una percentuale assai maggiore dei nostri traffici containerizzati venga movimentata in entrata ed in uscita dal porto per ferrovia".

Pellew fa sapere che la presentazione dei piani inerenti al NGCT è dipesa da una base di partenza secondo la quale il 20% dei carichi movimentati verrebbe trasportato da e per il porto per ferrovia.

Attualmente, solo il 5% circa dei traffici di box del Teesport viene movimentato via rotaia.

"Il problema principale è costituito dallo sdoganamento dei contenitori high-cube, molti dei quali vengono sempre più movimentati all'interno del Regno Unito dall'Estremo Oriente e dall'Europa.

Abbiamo bisogno di poter disporre di un accesso ininterrotto per queste unità più grandi sia sulla connessione che collega il porto alla ECML (East Coast Main Line), sia con il nord ed il sud del Teesport".

Pellew vorrebbe che il governo si occupasse seriamente di tale questione e che definisse prioritari i progetti ferroviari che offriranno ai porti settentrionali gli stessi vantaggi di quelli del sud (segnatamente, Southampton e Felixtowe).

In origine, Pellew era dell'opinione che il governo dovesse finanziare l'intero progetto, dal momento che egli riteneva che esso fosse "strategico e d'interesse nazionale".

Tuttavia, l'esperienza vissuta dalla Hutchison Ports (UK), che ha ricevuto contributi di notevoli somme di denaro (si ritiene oltre 80 milioni di sterline ai fini del miglioramento di strade e ferrovie) a supporto del progetto Felixtowe South, ha fatto sì che il Teesport concordasse sul finanziamento di alcuni dei cambiamenti.

"In realtà, esso non comporta un accordo di rilievo in termini di capitale" dichiara Pellew.

"Per quanto attiene il collegamento locale fra il Teesport e Darlington (12 miglia), esso probabilmente non verrà a costare più di 3 milioni di sterline al fine del conseguimento di un miglioramento iniziale rispetto al sistema attuale basato su binari di tipo 8, ma abbiamo bisogno che il progetto riceva una priorità a livello regionale".

Sebbene per trasportare i contenitori high-cube su binari esistenti si possano utilizzare carri con ruote speciali, Pellews considera questa opzione solo come un "provvedimento provvisorio e relativamente costoso" dal momento che i costi di manutenzione e riparazione per il materiale rotabile sono molto alti.

Sostiene infatti: "Noi desideriamo una soluzione per i binari sulla linea della valle del Tees così come facciamo per superare gli ostacoli a nord ed a sud di Darlington sulla ECML.

Questa linea necessita di un miglioramento sino ad un binario di tipo 10 e questo garantisce il finanziamento statale, dal momento che essa contribuirà al raggiungimento dell'obiettivo del governo britannico finalizzato a togliere migliaia di camion dalle strade.

Il conseguimento degli ammodernamenti fino alla Scozia probabilmente costerà 20 milioni di sterline".

La RFG (Rail Freight Group) supporta anche il miglioramento della ECML al più presto possibile, compresi collegamenti con le East Midlands ed attraverso i Pennini, e spera che la somma di 40 milioni di sterline presente nel suo programma di finanziamento della Rete di Trasporto Merci Strategico sino al 2014/15 ma non ancora assegnata possa essere utilizzata per questa ragione.

"La RFG è rappresentata nel comitato direttivo ferroviario che deciderà in ordine allo specifico programma progettuale e noi consideriamo un candidato autorevole il completamento della ECML migliorata sino al tipo 10" dichiara Alan Bennett, direttore generale del gruppo utenti e fornitori della RFG.

Bennett ha altresì accennato alla disponibilità di risorse finanziarie destinate al miglioramento dei binari fra Peterborough, Lincoln e Doncaster ed alla riduzione degli attuali colli di bottiglia a Peterborough e York.

"Questi interventi, nel loro complesso, dovrebbero migliorare l'elasticità del servizio e la capacità della tratta" afferma.

Pellew ritiene altresì che l'uso della ferrovia sulle brevi distanze, poniamo 70 miglia, dovrebbe essere incentivato.

"Il pagamento di un onere per l'uso della strada sta per essere reso definitivo nel Regno Unito e questo spingerà verso il basso il prezzo delle distanze ferroviarie meno care, ma abbiamo bisogno di fare di più in ordine ai collegamenti alla rete dei centri regionali di distribuzione.

I nostri centri di importazione con sede nel Teesport sono collegati al sistema ferroviario".

Anche se solo tre dei 13 convogli della EWS in programma da e per il porto tutte le settimane trasportano contenitori - alla volta di Trafford Park (Manchester), Workington e Mosend (Glasgow) - i piani di Pellew per il NGCT comprendono la programmazione di fino a 10 ulteriori servizi alla settimana, tra cui:

  • due alla volta della Scozia;
  • quattro alla volta dello Yorkshire e delle Midlands;
  • quattro alla volta del nord-ovest, Manchester e Liverpool compresi.
Anche se il NGCT potrebbe essere visto come "un evento che cambia la vita" per il Teesport, i cui volumi containerizzati finora sono stati confinati ai traffici di cabotaggio marittimo infra-europei ed a quelli di raccordo con i traffici a lungo raggio, questo non significa che la PD Ports non continui ad investire in questo settore di attività.

Pellew, ad esempio, pensa che il mercato marittimo infra-europeo sia pronto per tassi di crescita sostenuti.

Egli ritiene, infatti, che il Teesport sia in buona posizione per capitalizzare tale situazione man mano che un numero maggiore di carichi viene dirottato dalla strada alle navi costiere.

Di conseguenza, si prevede che i più o meno 350.000 TEU movimentati presso le infrastrutture TCT1 e TCT2 del porto nel 2007 aumentino nei prossimi anni, malgrado l'attesa erosione dei traffici feeder dal momento in cui verrà dato l'incarico inerente alla nuova infrastruttura per i traffici a lungo raggio.

Con il futuro saldamente legato allo NGCT, Pellew ha sostenuto l'importanza di rendere le imprese ed i singoli consapevoli dell'esistenza del terminal con congruo anticipo.

"Dobbiamo andar fuori a spiegare alla gente come stiamo cambiando il modo in cui si fanno le cose nel Regno Unito" dichiara.

"Tuttavia, ci vuole un po' di tempo, dal momento che il settore è assai conservatore.

Noi, però, abbiamo un progetto che offre ai caricatori ed ai vettori marittimi un'alternativa a nord, situata più in prossimità di regioni dove vi sono notevoli produzione di carichi e consumi.

Inoltre, disponiamo di infrastrutture che sono molto meno congestionate di quelle vicine a Southampton, Thamesport e Felixtowe.

Questo è un porto settentrionale per clienti settentrionali, a misura dell'hinterland".

Essendo il Far East l'obiettivo primario per lo NGCT, il Teesport ha designato la Infinity Logistics quale propria rappresentante nel sud-est asiatico.

Nel contempo, Pellew e la sua squadra di funzionari hanno anche visitato la regione, intraprendendo una dimostrazione promozionale itinerante in Thailandia e Malaysia ed a Singapore alla fine del 2007.

Quest'anno la dirigenza ha in programma iniziative promozionali itineranti in India ed in Medio Oriente, mentre è probabile che la Cina ed altri paesi del sud-est asiatico vengano coinvolti prima che sia operativa la prima fase di sviluppo nel 2011.

La PD Ports sta adesso lavorando sodo per consegnare un nuovo terminal e per far sì che la Teesport possa disporre di maggiori collegamenti regionali.

Così facendo, potrebbe essere il messaggero di un cambiamento del modo in cui viene servito il mercato britannico dei carichi generali e containerizzati.
