Congress should create within the Department of Transportation a new Motor Carrier Safety Administration, the DOT inspector general has urged. Danzas Holding AG is buying a majority voting bloc of the Swedish freight forwarder and logistics company ASG AB for $400 million. The acquisition is the latest of a $2 billion-plus buying spree in Europe by Danzas' parent, Deutsche Post. ASG operates in road transport, air and ocean freight, logistics and special services. It posted $1.4 billion revenue last year and ranked 11th among Europe's top transport companies.
Every airline has a website. A lot of airlines have dedicated cargo websites. But few allow shippers to do much more than find out about services and maybe track a shipment. United Airlines Cargo has a new website that goes a step beyond the typical and allows customers to book freight on-line. "It's the wave of the future," commented a relatively small forwarder customer. It won't eliminated the telephone from the booking process, the forwarder said, but for simple shipments online booking will be a great step forward.
If the first quarter is any indication, UPS is on a blistering pace to reach the $2 billion earnings mark. UPS made nearly $500 million in profit in the first quarter, thanks to greatly improved international operations along with strong demand in its overnight air express business. The Atlanta-based shipping giant still has not reached prestrike levels for domestic shipments but has closed the gap with about 1 percent to 2 percent to go.
Julie Cirillo, the federal government's new head of the Office of Motor Carriers and Highway Safety, is a tough, no-nonsense taskmaster promising stepped-up enforcement of trucking safety. After years of her predecessor promising more "partnerships" and "outreach" with the trucking industry, Cirillo says the 219 more trucking-related fatalities in 1997 than the year before is evidence the industry needs more enforcement.
The National Association of Rail Shippers and The Association of American Railroads came to a preliminary agreement at the NARS annual meeting. The agreement calls for joint meetings. The first meeting would be held at NARS's Pacific Northwest Shippers' Association in September. NARS hopes to have the AAR at their meets to increase attendance. For its part, AAR hopes to benefit from a "ready-made forum."

Ocean shipping reform is a reality. It happened May 1. Now comes the hard part: how to do business in the new free-market system. Deregulation is being described as a process, not an event, that will ultimately result in relationships, not transactions. Still, given the limited experience ocean carriers have in a competitive marketplace, the industry figures to be on a learning curve, at least at the start.
