    BRITAIN voted yesterday in historic elections that give Scotland a parliament for the first time in nearly 300 years and Wales a less powerful national assembly. Early indications confirm concerns by the ruling Labour Party of a poor turnout among the 30 million eligible voters. The leader of Labour's Scottish campaign, Donald Dewar (above) braved the wind and rain to wave to onlookers after a visit to a day care centre in his Glasgow constituency. In Wales, late sunshine failed to assuage voter apathy but Labour leader Tony Blair, celebrating his 46th birthday, challenged voters to "make a stark choice between a new Britain or its costly break-up." The outcome may also decide the future of the struggling opposition Conservative Party leader William Hague but the most high profile battle is the contest between Labour and the pro-independence Scottish National Party which trailed some 12 points behind Labour in latest opinion polls. Labour is likely to have to ask the centrist Liberal Democrats to form a coalition within the new Scottish parliament. In Wales, Labour should win an overall majority for the assembly which cannot pass its own laws or raise taxes. Britain's traditional 'first past the post' voting system has been abandoned for the elections in favour of a dual choice proportional representation system.

    NORWAY'S Western Bulk Shipping reported a first quarter net loss of NKr34.7m ($4.45m), compared with a NKr20.35m deficit a year ago. Operating margin was a NKr3m loss compared with a NKr994,000 deficit a year ago.

    Shell has posted a strong set of first quarter figures, ending a run of disappointing results. The Anglo-Dutch oil giant reported a first quarter profit of $1.67bn, down just 1% on the previous year.
