Il s’avère que la Maritime Administration (MarAd) est ramenée à une portion congrue, tandis que l’organisation Army Corps of Engineers, qui a charge des dragages et du maintien des chenaux d’accès maritimes fédéraux, voit ses moyens financiers considérablement réduits.
