Elle a uniquement été autorisée à négocier un code de conduite (non contraignant) visant à lutter contre les pratiques de dumping dans le secteur aérien. L’UE n’entreprend donc rien de concret contre le fait que les compagnies aériennes américaines ont réduit leurs prix jusqu’à 50% sur les routes transatlantiques grâce à l’aide d’Etat accordée.
