Secondo il TT Club, i provvedimenti antiterrorismo riducono anche i reati comuni

Sebbene l'introduzione del Codice ISPS sia stata indotta principalmente dall'esigenza di far fronte alla minaccia degli attacchi terroristici ai porti ed al settore marittimo, esso, la CSI (Iniziativa Sicurezza Contenitori) e la C-TPAT (Associazione Dogane-Traffici Contro il Terrorismo) stanno comportando un impatto positivo anche sul livello dei reati più tradizionali commessi a danno dei carichi, ha afferma Andrew Kemp del TT Club in occasione di una recente conferenza in Asia sull'argomento "Sicurezza dei terminals - Costo od investimento".

Kemp ha dichiarato che, lungi dal lamentarsi dei costi inerenti alla partecipazione a vari programmi relativi alla sicurezza, i caricatori e gli operatori di infrastrutture portuali dovrebbero apprezzare i molti vantaggi della migliorata sicurezza della catena delle forniture e ha sostenuto che i programmi originariamente concepiti quali misure antiterrorismo stanno, in effetti, contribuendo a far fronte gli esistenti problemi inerenti ai reati che i porti in passato avevano preferito ignorare.

Sottolineando come il costo dell'implementazione dei nuovi sistemi di sicurezza e di adeguamento al Codice ISPS non sia stata una spesa solo prudente ma anche necessaria, Kemp ha fatto notare che il mancato adeguamento alla suddetta normativa da parte sia degli operatori terminalistici, sia degli armatori, "non è probabile che si riveli un'iniziativa fonte di profitti".

Ripetendo gli avvertimenti fatti dal TT Club lo scorso anno, ha poi suggerito che una copertura assicurativa potrebbe essere invalidata dall'assicuratore marittimo nel caso l'operatore terminalistico o l'armatore non si conformassero al Codice ISPS.

Kemp sostiene che gli operatori dovrebbero riconoscere che i vantaggi commerciali di molti provvedimenti antiterrorismo non sono correlati ai loro scopi originari. Al riguardo, sono stati citati la riduzione dei ritardi, l'incremento della sicurezza (meno persone non autorizzate nell'ambito del terminal), tempi di lavorazione più rapidi, il migliore controllo dei beni patrimoniali, la diminuzione del personale in organico (a causa dei miglioramenti della tecnologia informatica), nonché le minori perdite dovute a furti e pertanto la diminuzione dei costi assicurativi.

Inoltre, Kemp ha rivelato che il TT Club ha assistito alla riduzione del numero di reclami per furti segnalati da quando il Codice ISPS è entrato in vigore nel luglio del 2004.

Sebbene fosse ancora troppo presto per stilare statistiche che potessero ufficialmente collegare il Codice ISPS alla riduzione dei reati inerenti ai carichi, Kemp ha osservato che "la sicurezza di un contenitore carico è buona esattamente quanto lo sono le procedure delle località attraverso le quali passa.

Miglioramenti quali il Codice ISPS, anche se si concentrano sulla questione del terrorismo, devo assicurare uno scenario interno maggiormente sicuro per le infrastrutture portuali, il che probabilmente indurrà i criminali a spostare le loro attività da tali località".
