CAPITOLO 6 IL TRASPORTO LOCALE

Le competenze in materia di programmazione, amministrazione, finanziamento dei servizi di trasporto locale sono state trasferite alle Regioni e agli Enti locali. Ma il risanamento e lo sviluppo saranno possibili soltanto con l'impegno coordinato dello Stato, delle Regioni e degli Enti locali. Alle Regioni e agli Enti locali spetta la predisposizione delle strategie e la loro attuazione in termini di efficienza economica; allo Stato il compito di creare le condizioni normative generali e di assicurare gli incentivi finanziari allo sviluppo.

In particolare l'azione dello Stato riveste ancora un ruolo di rilievo per i seguenti motivi:

il decentramento territoriale costituisce il punto di partenza, e non già il punto di arrivo di una riforma che ha già evidenziato ai suoi primi passi delle criticità;

i piani regionali dei trasporti - che costituiscono il cardine della riforma - non possono che essere predisposti in maniera coordinata con il PGT (e viceversa);

la grave crisi del trasporto urbano e metropolitano non può essere affrontata senza il determinante sostegno finanziario dello Stato.

 

6.1 L'attuazione della riforma del trasporto locale

La riforma, trasferendo le competenze alle Regioni, stabilisce il principio della separazione tra le funzioni di programmazione regolazione e controllo - che spettano alle Amministrazioni - e le funzioni di gestione - che spettano alle imprese. Per quanto riguarda le funzioni amministrative i punti critici sono i seguenti:

la legge ha introdotto il principio di servizi minimi "qualitativamente e quantitativamente sufficienti a soddisfare la domanda di mobilità dei cittadini e i cui costi sono a carico del bilancio delle Regioni". In molti casi la rete dei servizi minimi è stata identificata con la rete attuale, ben lungi dall'ottimale. Appare pertanto opportuno che le Regioni nel rispetto della loro competenza istituzionale ma avvertendo l'esigenza di un autonomo coordinamento, determinino tale rete basandosi su parametri oggettivi di natura socio – economica e territoriale, correlati alla domanda potenziale di trasporto;

mancano nelle Amministrazioni locali le professionalità per la gestione delle nuove competenze: predisposizioni dei piani di trasporto regionali, dei programmi triennali dei servizi di trasporto locale (fino ad oggi preparati direttamente dalle aziende), svolgimento di gare per l'affidamento della gestione dei servizi, la stipula dei contratti, il monitoraggio sull'andamento dei servizi stessi e sul rispetto dei contratti. Senza uno sforzo adeguato di sviluppo professionale la riforma rischia di essere vanificata. Nel PGT si definirà d'intesa con le Regioni un apposito piano di formazione;

i punti critici delle funzioni gestionali sono riconducibili al fatto che il trasporto locale è sempre stato caratterizzato da aziende assistite, operanti con concessioni di fatto senza termine.

La riforma del settore ha introdotto il principio del mercato nella forma di concorrenza per accedere al mercato (e non della concorrenza sul mercato). A tal fine occorre ribadire che i servizi devono essere gestiti esclusivamente da società scelte attraverso procedure concorsuali.

 

6.2 La pianificazione regionale dei trasporti

Fino ad oggi l'efficacia dei Piani Regionali dei Trasporti (PRT) è stata assai limitata per due ragioni. Innanzitutto perché sono stati intesi come una sommatoria opere da realizzare spesso avulse da ogni logica di bilancio. I piani devono invece rappresentare un vero "progetto di sistema" nel quali si parte dai bisogni di mobilità di viaggiatori e merci per arrivare alla definizione dei servizi integrati di trasporto e – soltanto dopo - all'integrazione modale delle nuove infrastrutture necessarie. Piano dei servizi e piano delle opere devono naturalmente tenere conto dei vincoli di bilancio.

La seconda ragione deriva dal fatto che i PRT hanno proposto investimenti su reti di opere di competenza di altre Amministrazioni o Enti (strade, autostrade, ferrovie ecc.) che già avevano per loro conto una propria programmazione di spesa.

Occorre quindi il massimo coordinamento tra programmazione nazionale e regionale. Non si può prescindere dalla ripartizione delle competenze stabilita nei provvedimenti di decentramento amministrativo per cui all'Amministrazione centrale spetta la programmazione, progettazione, esecuzione e manutenzione di grandi reti infrastrutturali; e alle Regioni sono state delegate funzioni di programmazione dei servizi pubblici di trasporto, nel rispetto di appositi accordi di programma. Allo Stato spetta inoltre l'adozione di linee guida:

per promuovere in particolare la riduzione dell'inquinamento, la sicurezza, con l'adozione di normative su larga scala e la promozione di interventi multisettoriali e su grandi infrastrutture;

per garantire il coordinamento della programmazione delle Regioni e delle Province autonome con quella dello Stato.

La determinazione di procedure e strumenti di raccordo tra livelli istituzionali diversi è dunque un problema aperto. La coerenza delle iniziative passa sia attraverso una visione integrata delle diverse modalità di trasporto e delle dinamiche socio - economiche, sia attraverso l'uniformità metodologica grazie all'uso di tecniche standardizzate che garantiscano la compatibilità tra indirizzi nazionali e scelte locali.

Il PGT rappresenterà il naturale alveo nel quale i Piani di trasporto regionali troveranno compatibilità e integrazione in termini di metodologie, tecniche e criteri di aggiornamento del patrimonio informativo mutuamente scambiabile tra i diversi attori istituzionali. In particolare al PGT spetterà il compito di:

predisporre una serie di obiettivi di medio – lungo periodo a cornice e supporto delle scelte dei prossimi anni;

determinare una serie di indicatori che consenta di valutare la compatibilità di ogni intervento con gli obiettivi del Piano.

Invece i Piani regionali - nella più ampia autonomia di definizione delle strategie di sviluppo locale - dovranno rapportarsi con gli obiettivi generali di politica dei trasporti stabiliti dal PGT e privilegiare nell'utilizzo delle risorse le scelte più coerenti con quegli obiettivi.

La coerenza delle scelte locali rispetto a quelle nazionali può comunque essere assicurata soltanto a condizione che i Piani regionali si basino su dati provenienti da fonti controllate ed omogenee e acquisiti utilizzando metodologie standardizzate; e che l'interpretazione delle varie realtà e la costruzione degli scenari di intervento - nonché la loro successiva valutazione in rapporto al PGT - avvengano con metodologie uniformi rispetto a quelle utilizzate sia in altre e Regioni, sia, a scala di analisi diversa, a livello nazionale.

Si impone quindi la predisposizione, parallelamente al PGT, di un progetto di supporto alle scelte locali. La coerenza pianificatoria dei diversi livelli istituzionali rappresenta un preciso e imprescindibile obiettivo strategico nazionale.

 

6.3 Strategia di intervento nelle aree urbane

Il problema della mobilità nelle aree urbane e metropolitane è una delle principali emergenze del nostro sistema di trasporti, in termini di congestione, incidentalità e inquinamento atmosferico e acustico.

In Italia gli investimenti nel trasporto urbano sono stati inferiori a quelli degli altri paesi europei. Investimenti effettuati oltre tutto al di fuori di una logica di sistema, finanziati con leggi di settore finalizzate a interventi singoli, decisi e progettati da una molteplicità di soggetti non sempre nel quadro di un disegno organico. A ciò si aggiunga infine che i finanziamenti sono stati spesso assegnati a semplici idee e non a progetti adeguati, con la conseguenza di tempi lunghissimi fino alla realizzazione dell'opera.

Tutto ciò ha contribuito all'enorme sviluppo nell'uso del mezzo di trasporto individuale, anche nelle zone centrali delle città dove l'automobile è chiaramente incompatibile con il contesto urbanistico - ambientale.

L'intervento di potenziamento dei sistemi di trasporto urbano e metropolitano deve porsi come obiettivi:

il risanamento ambientale;

la sicurezza del trasporto;

la qualità del servizio;

il risanamento economico delle aziende di trasporto.

Occorrono "progetti di sistema", ovvero Piani Urbani della Mobilità, fondati su un insieme di investimenti e di innovazioni organizzative – gestionali da attuarsi in un definito arco temporale. Il trasporto va quindi considerato nella sua globalità: servizi collettivi e mobilità individuale, infrastrutture, gestione, regolamenti.

Il progetto deve insomma puntare a realizzare un sistema che metta le amministrazioni locali in condizioni di gestire la mobilità. L'intervento deve articolarsi su due fronti.

Il primo è quello del potenziamento dell'offerta, che non può prescindere dalla realizzazione di nuove opere progettate nella logica di una rete integrata di trasporto che utilizzi le diverse modalità ciascuna nel proprio campo di validità tecnico – economica e di compatibilità ambientale. Senza soluzioni predeterminate (auto, metro ecc.), le risorse vanno allocate sulle modalità che presentano i minori costi per la collettività. Un ruolo adeguato va assegnato ai sistemi di controllo del traffico e di informazione all'utenza, che possono contribuire ad aumentare significativamente capacità di trasporto e affidabilità.

Il secondo fronte è la regolazione della domanda, che va concepita e progettata congiuntamente alla crescita dell'offerta. Appare preferibile la "tariffazione di efficienza", cioè l'imposizione di prezzi per l'uso dello spazio urbano, collegati alla congestione e all'inquinamento. L'imposizione di tariffe di questo tipo può contribuire al finanziamento del piano.

Il progetto di sistema deve dedicare particolare attenzione alla distribuzione urbana delle merci e alla mobilità su due ruote. In entrambi i campi devono essere definiti gli interventi di sostegno e regolazione.

La sua efficacia ai fini del raggiungimento degli obiettivi posti, in particolare di quelli ambientali, diventa massima se accompagnata da due condizioni da attuare a livello centrale:

la revisione delle norme fiscali sull'auto in maniera che l'onere cresca con l'uso; e spostando quest'ultimo dalle modalità di prelievo indifferenziato (imposta sul carburante) a quelle per scopo (tariffazione della sosta ecc.);

la definizione dei valori limite delle emissioni inquinanti dei veicoli, sia automobili che di trasporto pubblico, e il divieto rigoroso di circolazione in città per i mezzi che non li rispettano, secondo un programma temporale preciso.

 

6.4 Le valutazioni finanziarie

Poiché la realizzazione di un sistema integrato dei trasporti genera notevoli costi di investimento e di gestione dei servizi di trasporto collettivo, ciascun piano di interventi deve essere corredato da un piano finanziario che definisca i costi e indichi la copertura che dovrà in linea di massima avvenire mediante:

una nuova politica dei prezzi del trasporto collettivo, basata sulla integrazione tariffaria e su prezzi più elevati degli attuali e commisurati all'aumento della qualità dei servizi;

nuovi introiti derivanti dalla politica di regolazione della domanda;

sovvenzioni locali alle gestioni;

il concorso di privati alla realizzazione degli investimenti;

il contributo dello Stato agli investimenti (fissato per le metropolitane a non oltre il 60% del costo di realizzazione).

 

6.5 Una nuova legge di finanziamento

Uno sforzo per dare attuazione al piano di investimenti in questione – sicuramente superiore alle attuali disponibilità di risorse - esige una nuova legge che definisca i contenuti dell'intervento e le modalità di accesso ai finanziamenti statali. Dovrebbe interessare le 13 aree metropolitane, i Comuni con almeno 100 mila abitanti e anche le città più piccole di particolare interesse storico, culturale, turistico.

I Piani Urbani della Mobilità (PUM) non sostituiscono ma comprendono i Piani Urbani del Traffico (PUT), che continuano a costituire lo strumento operativo attraverso il quale determinare gli interventi di breve-medio periodo (e quindi non infrastrutturali) di regolazione della domanda e di riorganizzazione dell’offerta.

Il meccanismo operativo della nuova legge dovrebbe essere cos' articolato:

le realtà urbane e metropolitane predispongono il piano e presentano la richiesta di finanziamento. Per le città fino a 100.000 abitanti e quelle minori il soggetto attore in questione è il Comune, mentre per le grandi aree metropolitane, dove l’area di intervento del piano riguarda una molteplicità di Comuni contermini, le possibili soluzioni vanno dalla intesa di programma tra i Comuni dell’area metropolitana alla costituzione di una apposita agenzia sovracomunale. Dovrebbe essere lasciata agli Enti locali la facoltà di adottare la soluzione più confacente con le realtà locali;

nel piano sono definiti in termini di quantità gli obiettivi sotto il profilo ambientale, della qualità del servizio, dell'efficienza economica; ed è delineata sia la strategia di breve - medio periodo (regolazione della domanda, nuove tecnologie di controllo del traffico, ammodernamento e potenziamento del parco veicoli, assetto gestionale ecc.) sia gli interventi di più lungo periodo (reti integrate di trasporto). Come un tutt'uno non scindibile, devono essere indicati gli interventi sulla rete stradale e sul traffico individuale, sul trasporto collettivo e sulle strutture di integrazione e interscambio tra le diverse modalità di trasporto;

nel piano si definisce il programma temporale di attuazione, indicando le scadenze intermedie e la graduatoria di priorità degli interventi;

va indicato il piano finanziario d'attuazione, con l'ammontare del finanziamento chiesto allo Stato e la copertura della parte restante;

il piano contiene infine il progetto definitivo degli interventi, in cui si avanza richiesta di finanziamento;

successivamente lo Stato effettua la valutazione e in caso positivo contribuisce al finanziamento nella misura massima del 60%, dopo una verifica della congruità della spesa.

Nella logica della sburocratizzazione e del decentramento lo Stato acquista un nuovo ruolo nel finanziamento dello sviluppo dei trasporti urbani. Attualmente tale ruolo consiste sia nella erogazione del contributo finanziario sia nello svolgimento di una lunga e complessa attività di controllo di tutte le fasi di progettazione e realizzazione del sistema. Questa attività di fatto aumenta considerevolmente il livello di burocratizzazione degli interventi e quindi i tempi di realizzazione.

Appare pertanto opportuno modificare in maniera sostanziale le attuali procedure: ferme restando le competenze sulla sicurezza (con le relative attività di controllo) andrebbero lasciate al livello locale tutte le responsabilità sulla progettazione e sulla realizzazione degli interventi, una volta decisa l’opportunità del finanziamento da parte dello Stato.

L'attività degli organi tecnici statali andrebbe concentrata sul monitoraggio e sulla conoscenza delle varie realtà internazionali in tema di nuove soluzioni applicative, di innovazioni tecnologiche ecc. e sulla loro diffusione sistematica presso gli operatori locali cui competono le responsabilità sui progetti e sulle opere. Si realizzerebbe in sostanza una sorta di agenzia tecnica che svolga una funzione di servizio, alla stregua di quanto avviene da anni negli USA e in altri Paesi europei.
