La Capital Lease e le riparazioni dei containers: una questione di fiducia

Nello sforzo di ridurre le spese inerenti alla gestione ed alla logistica dei propri contenitori, i vettori marittimi adesso sorvegliano con molta attenzione il costo complessivo del container noleggiato. La durissima concorrenza tra le società di noleggio ha tenuto le tariffe di leasing ad un livello molto basso, ma le compagnie di navigazione di linea si sono convinte del fatto che tutti i costi non indispensabili debbono essere eliminati dalle procedure di inizio e fine noleggio. Secondo un noleggiatore, i costi medi di inizio/fine noleggio per le linee di navigazione ammontano a 300-450 dollari USA per contenitore e ciò "non ha senso dal punto di vista economico" in ordine alle operazioni a breve termine.

Sarebbe alquanto scorretto affermare che il settore del noleggio non ha fatto nulla per affrontare il problema. Negli ultimi anni, è stata intrapresa una serie di iniziative finalizzate a far fronte ai costi dell'inizio/fine noleggio. Tra esse vi è l'introduzione di criteri maggiormente tolleranti di ispezione e riparazione, unitamente all'uso dell'EDI (e, in futuro, di Internet) al fine di automatizzare le relazioni di perizia e l'amministrazione.

Significativo è stato altresì il lancio di programmi di revisione dei depositi. Per mezzo di un monitoraggio più completo delle prestazioni dei depositi, nonché dell'autorizzazione automatica delle riparazioni sino ad un determinato tetto tariffario, i programmi di revisione hanno contribuito a ridurre le singole perizie sui containers, eliminando gli oneri di perizia e facendo diminuire i costi di movimentazione.

Ora, un certo numero di noleggiatori sta cercando il modo di smantellare il "triumvirato del fine noleggio" rappresentato da noleggiatore, affittuario e deposito. Essi sostengono che la tradizionale prassi della doppia fatturazione - secondo la quale i depositi fatturano al noleggiatore le voci relative all'usura ed al logorio e separatamente inviano all'affittuario la fattura inerente alle riparazioni dei danni - è ingombrante e fonte di inefficienza per tutti. Quando si tratta di riparazioni di fine noleggio, il deposito dovrebbe dialogare solamente con il suo cliente, e cioè la società di noleggio. Quest'ultima dovrebbe a sua volta fatturare le riparazioni dei danni al suo cliente, vale a dire il vettore marittimo, attraverso un meccanismo di prezzi concordati.

Questa - a detta di Arthur Jansma, direttore tecnico per l'Europa della Capital Lease - è la filosofia che connota l'approccio della sua società alle procedure di fine noleggio del container. "I nostri depositi non dovrebbero avere responsabilità dirette nei confronti dei nostri clienti. Noi dovremmo disporre del controllo sulle procedure dal varco di uscita a quello di accesso" ritiene. Ai sensi del programma CURE (Taglio delle spese di riconsegna non necessario), questo è proprio ciò che accade. I depositi della Capital fatturano tutti i costi di riparazione alla società di noleggio. La Capital quindi fattura ai propri affittuari un onere di riconsegna fondato sulla tradizione di riparazioni del singolo cliente che viene regolarmente rivista ed adeguata.

"Il CURE funziona" dice Jansma. "Le linee di navigazione risparmiano sui costi e pagano al prezzo di costo. In tutto ciò per noi non c'è alcun profitto. Nella maggior parte dei casi, abbiamo riscontrato che possiamo davvero far credito ai clienti". La Capital si è compiaciuta del modo in cui il CURE è stato accolto sia dai clienti che dai depositi, afferma Jansma. Essa, peraltro, riconosce che il CURE non rappresenta la soluzione definitiva. Molte questioni correlate restano da risolvere. Ciò che forse è più importante, è il fatto che la fiducia tra deposito, noleggiatore ed affittuario alle volte manca ancora.

Recentemente, la Capital ha intrapreso un'iniziativa congiunta in relazione ai depositi che - spera - contribuirà ad alimentare quella fiducia di cui si parlava in precedenza, affrontando le questioni dell'inizio/fine noleggio che davvero preoccupano i suoi clienti, nonché le sue imprese di riparazione. L'iniziativa, denominata "Una nuova via in avanti" ha lo scopo finale - a detta della società - di "ridurre su base fiduciaria i costi operativi complessivi per tutte le parti coinvolte".

In occasione del suo incontro annuale con i depositi, il noleggiatore ha chiesto ai rappresentanti delle compagnie di navigazione e delle imprese di riparazione di fare una distinta fra le voci inerenti al deposito che richiedono iniziative e poi di classificarle in ordine di importanza. Il personale della Capital ha fatto la stessa cosa. In maniera forse non sorprendente, l'esperimento ha rivelato una diversità fra le priorità dei depositi, delle linee di navigazione e della Capital Lease. Tuttavia, tutti e tre i gruppi hanno dichiarato di considerare le perizie singole sui containers come la voce meno importante delle 13 che sono state individuate come bisognose di iniziative.

E' stato riscontrato un ampio consenso tra la Capital ed i suoi clienti vettori sulle "cinque voci principali". I parametri di ispezione e riparazione sono risultati in cima ad entrambe le liste, seguiti dai costi di pulizia, dalle ore di riparazione e dai criteri di pulizia (sebbene non nello stesso ordine). La lista delle iniziative dei depositi è apparsa un po' diversa, tuttavia. I parametri di ispezione erano sì nelle prime cinque voci, ma al terzo posto dopo la riduzione dell'amministrazione e delle movimentazioni nei depositi. I depositi, altresì, considerano l'autorizzazione automatica alle riparazioni e la qualità delle riparazioni quali argomenti ad alta priorità.

I ritrovati dei gruppi facenti capo a noleggio, trasporto marittimo e deposito sono stati messi assieme al fine di pervenire ad una lista integrata. In definitiva, le cinque voci che richiedono l'attenzione più urgente sono state identificate come segue:

  • parametri di ispezione
  • parametri di riparazione
  • riduzione dell'amministrazione
  • criteri di pulizia
  • riduzione delle movimentazioni nei depositi.

Sulla base dei risultati dell'incontro, e delle relazioni delle imprese che non sono state in grado di partecipare, sono stati costituiti alcuni gruppi di lavoro, ciascuno composto da una compagnia di navigazione, un deposito e da un rappresentante della Capital. Ogni gruppo di lavoro deve occuparsi di due o tre voci di iniziative, ripartite in questo modo:

Gruppo uno: parametri di ispezione, parametri di riparazione e criteri di pulizia;

Gruppo due: costi di riparazione, ore di riparazione per voce di riparazione e costi del materiale;

Gruppo tre: qualità di riparazione, riduzione dell'amministrazione e misurazione delle prestazioni dei depositi;

Gruppo quattro: riduzione delle movimentazioni nei depositi ed implementazione di un programma di revisione;

Gruppo cinque: introduzione dell'autorizzazione automatica alle riparazioni ed individuazione dei casi in cui necessitano perizie singole.

I parametri di ispezione sono già stati affrontati e adesso sono in corso i lavori sulle ore di riparazione ed i prezzi delle tariffe. A detta di Jansma, le raccomandazioni effettuate in ordine ai parametri delle ispezioni hanno fondamentalmente appoggiato la decisione della Capital di abbandonare lo IICL-5 a favore dei propri criteri CLEAR. Il CLEAR si basa sui parametri di servizio operativi dei vettori. Egli, peraltro, ha fatto sapere che la Capital sarebbe felice di sostituire il CLEAR con il nuovo standard di interscambio universale portato avanti dalla Camera Internazionale Marittima se questo fosse ciò che i clienti desiderano.

Una delle principali preoccupazioni sollevate dai clienti è costituita dalla difformità tra le ore di riparazione ed i costi dei materiali sia fra le imprese di noleggio che rispetto ai programmi di servizio operativi dei vettori marittimi. "Le compagnie di navigazione ci dicono che questo deve cambiare" afferma Jansma. Nel contesto dell'iniziativa congiunta, la Capital vorrebbe confrontare i propri dati sulle ore di riparazione e sui costi del materiale con gli standard propri delle linee di navigazione.

Jansma ammette che i progressi in questo caso sono stati più lenti di quanto sperasse, con una risposta alquanto limitata da parte dei clienti. Egli ravvisa in tale situazione un'ulteriore dimostrazione che "l'ostacolo più grosso è il fattore fiducia. Sfortunatamente, i tempi ristretti e la pressione sotto cui tutti quanti lavoriamo possono costituire notevoli inibitori". Ma del resto, nessuno ha mai preteso che fosse facile affrontare metodi ed attitudini inveterati.
