Trasporto marittimo

I progressi di Syngenta

La Syngenta è nata da soli sei mesi, ma la sua divisione Crop1 Protection ha già un ammontare di traffici sostanzioso da e per ogni direzione e si sta attualmente muovendo verso le principali direttrici di mare aperto.

Negli ultimi anni ci sono stati fusioni e riallineamenti societari che hanno cambiato radicalmente la struttura globale del settore dell'industria chimica e farmaceutica con base a Basle, in Svizzera. Solo una piccola parte della produzione industriale è oggi allocata a Basle, anche se le multinazionali a controllo svizzero continuano a gestire direttamente o indirettamente migliaia di Teus originatisi in Europa Occidentale, Americhe e regione dell'Asia-Pacifico.

Una delle fusioni più recenti ha portato alla formazione di Syngenta. Essa è nata dall'unione di Novartis Agribusiness e Zeneca Agrochemicals, e ha iniziato ad essere pienamente operativa nel Novembre 2000.

Prima di essere scissa, alcuni anni fa la Zeneca era parte della inglese ICI, e in seguito venne unita alla Astra in Svezia per diventare parte del gruppo AstraZeneca. Attualmente il gruppo Novartis è costituito dalla ex Ciba Geigy e dalla Sandoz, anche se alcune delle divisioni della Ciba Geigy sono state separate poco tempo prima per diventare entità indipendente sotto il nome di Ciba Speciality Chemicals.

La Syngenta, con quartier generale a Basle, comprende ad oggi due aree strategiche d'affari: una di ricerca, produzione e marketing dei semi, l'altra, denominata Syngenta Crop Protection, specializzata in ricerca, produzione e marketing di prodotti crop protection.

Kurt Bermeitinger, capo della Syngenta Crop Protection, assieme alla sua squadra, ha un compito assai duro: minimizzare i costi complessivi di trasporto oceanico e di distribuzione globale, assicurando allo stesso tempo che Syngenta riceva dagli spedizionieri e dai vettori oceanici livelli qualitativamente alti di servizio, per riuscire a mantenere complesse supply chains che devono essere tenute costantemente in movimento.

Bermeitinger, ex specialista senior in distribuzione internazionale con la Novartis, ha effettivamente due aree principali di responsabilità. Oltre che dell'acquisto di capacità globale per trasporti in mare aperto e per le navi in navigazione di cabotaggio, egli è responsabile anche della sicurezza generale della distribuzione. Scherzosamente egli stesso nota: "Ho due compiti, ma non ho due salari!".

Del resto, le sue responsabilità non sono certo leggere. Le supply chains della Syngenta sono tutte interrelate e ricoprono quasi l'intera superficie del globo. Le principali regioni o macroaree attraversate da canali Syngenta sono: Europa, Africa e regione Mediorientale, NAFTA, America Latina e Asia-Pacifico.

Per rendere le cose anche più complesse, sono molti i flussi di traffico nelle regioni appena elencate, e in particolare nell'area europea sotto forma di linee cabotiere. Poi, per fare un altro esempio, un porto situato a Panama serve numerose destinazioni all'interno delle Americhe, mentre uno scalo quale Singapore traffica merci soprattutto con il Sud Est dell'Asia.

I volumi trasportati di volta in volta possono essere decisi con l'influenza di fattori vari, quali clima, condizioni economiche di certi Paesi, introduzione di nuovi prodotti o divieto di commercio di altri, come quando in Gran Bretagna c'è stata la crisi della mucca pazza. Nonostante tutto però, i volumi annuali dei traffici in mare aperto sono calcolati essere intorno ai 13 mila Teus di spedizioni di rinfuse solide FCL, più 2.500 ISO tanks tra deep e short sea, quest'ultimo in particolare all'interno dell'Europa. C'è anche del traffico LCL, sebbene esso non sia particolarmente significativo in quanto a volumi.

Il traffico che un tempo era della Novartis Agribusiness e della Zeneca Agrochemicals ha continuato a esistere sotto forma di traffico Syngenta dal Novembre 2000. uno dei primi compiti di Bermeitinger nel suo nuovo ruolo è stato quello di identificare i flussi do containers da e per ogni regione e la loro stazza, e successivamente determinare il livello e il tipo di servizio di navigazione di cui ogni regione aveva necessità. Si sono dovuti stabilire anche le condizioni per l'utilizzo di spedizionieri e altri prestatori di servizi di trasporto merci terzi.

Una delle preoccupazioni principali attualmente è far partire il global freight contracting da Basle. Questo implica che i prestatori di servizi debbano produrre delle stime di volumi di traffico annuali. La strategia di Bermeitinger è mirata al colloquio diretto con i vettori oceanici, ma anche con gli spedizionieri, che devono offrire quotazioni per il trasporto oceanico diretto e per tutti i servizi amministrativi accessori, e possibilmente per l'organizzazione del trasporto su terra.

I vettori oceanici e gli spedizionieri invitati a fare una quotazione comprendevano soggetti che già erano coinvolti nel business. Per mantenere una sorta di continuità, dato che essi sono familiari a traffici di questo genere, è plausibile che alcuni di questi attori continuino a essere coinvolti. La preferenza generale è per i vettori multi-trade, ma si considereranno allo stesso modo specialisti e operatori di nicchia.

È pacifico che si negozieranno degli accordi con spedizionieri e vettori oceanici su base annuale, dal 1° Luglio 2001 al 30 Giugno 2002. Il processo di valutazione delle tariffe offerte, e di comparazione della frequenza delle spedizioni, dei tempi di transito e della copertura delle rete portuale era già pienamente in atto al Marzo di quest'anno, e i primi risultati dovrebbero cominciare a vedersi già da ora.

Incredibile a dirsi, nonostante la notevole estensione delle responsabilità di Bermeitinger, egli è supportato da un team di sole tre persone, due delle quali assegnate esclusivamente all'analisi delle quotazioni. "Raggiungeremo il nostro scopo quando avremo completato il database dell'impresa e tutti gli spedizionieri intervistati potranno fornire quotazioni standardizzate, di modo che il confronto risulti più veloce e flessibile".

I vettori hanno dovuto produrre quotazioni fisse di tariffe oceaniche che includessero le CAFs, ma non le BAFs, e comprendessero i prezzi delle operazioni di movimentazione a terminal nel porto di carico (per la tratta Europa - USA - Europa anche il porto di scarico). Le tariffe port-to-port, se si esclude il traffico in direzione degli USA, non comprendevano il trasporto successivo su strada.

Formalmente, i contratti scritti di servizio sono stati negoziati per il traffico dentro e fuori gli USA, ma gli accordi riguardanti le altre compagnie di navigazione saranno sicuramente più informali, sebbene vincoleranno i vettori una volta che saranno stati conclusi gli accordi. Dove è opportuna la contrattazione faccia a faccia, essa sarà svolta a Basle.

Circa il 70% del traffico di Syngenta è di merci pericolose, e rientra in tre classi sostanziali:

1. classe 3 - materiali infiammabili;

2. classe 6 - materiali pericolosi, velenosi o dannosi per altre ragioni;

3. classe 9 - materiali potenzialmente dannosi per l'ambiente.

Questo renderà più complesso il lavoro di Bermeitinger e del suo team per quanto concerne la negoziazione delle tariffe? La risposta è certamente no. "Trasportare materiali ad alto contenuto di rischio è il nostro business, e noi sappiamo il fatto nostro in materia di negoziazione", replica Bermeitinger, che tra le sue responsabilità ha anche quella di verificare che siano rispettate, durante il trasporto, tutte le normative di sicurezza delle varie Regioni che si attraversano.

Appurato che Bermeitinger si attende di minimizzare i costi di trasporto e di distribuzione delle merci, e che Syngenta movimenta regolari e sostanziosi volumi di traffico, non sarà possibile arrivare a ottenere le tariffe oceaniche più basse possibili? Risponde Bermeitinger: "Nono avrebbe senso ridurre i costi di trasporto delle merci mediante l'utilizzo di servizi di navigazione di livello inferiore se ciò compromettesse l'efficienza della nostra supply chain". Aggiunge ancora: "Sarebbe un ulteriore fattore di costo. Per noi sono altrettanto importanti i tempi di transito e il rispetto dei giorni di partenza e di consegna".

L'idea di affidare tutto il processo a un solo grande operatore globale è stata abbandonata. Si era tentato in passato di negoziare con un solo spedizioniere, ma le tariffe da esso offerte erano scarsamente competitive e il livello di controllo basso. Inoltre era più flessibile poter trattare con tanti spedizionieri diversi, oltre che più vantaggioso.

Stare seduti a Basle e negoziare le tariffe con i vettori oceanici è molto bello, ma non c'è bisogno di costringere gli spedizionieri a fare affari con rappresentanti regionali che in realtà non sono interessati al business. In questo senso l'approccio di Syngenta è assai delicato: "Ci potranno essere delle ragioni locali per le quali un certo trasportatore non deve essere utilizzato. A Basle non possiamo essere consapevoli di tutte le sfaccettature di un evento. E non sarebbe pertanto logico imporre delle decisioni a soggetti regionali distanti migliaia di chilometri da Basle, senza conoscere le loro peculiarità locali".

Dice Bermeitinger: "A Basle il processo di contrattazione ha solo inizio, ma le decisioni in merito a vettori oceanici e fornitori di servizi di logistica da utilizzare sono prese da noi e dalle Regioni coinvolte. Parliamo e discutiamo con loro".

In più, Bermeitinger ha sottolineato che le sue responsabilità sono primariamente commerciali e strategiche, mentre sono le Regioni a essere competenti delle operazioni, di cui devono rispondere: "Sono certo preoccupato dei problemi di operatività, ma non è compito mio risolverli". Però i suoi incarichi comprendono anche il sostegno alle unità regionali.

Questo approccio di tipo consultivo continua all'interno delle regioni. Il management di ogni unità di shipping e distribuzione di ogni regione discute le scelte dei fornitori di servizi nel management delle singole aree, e anche loro applicano lo stesso modo di procedere con i soggetti ai quali so riferiscono per contrattare. È un modo di procedere molto cauto e delicato, ma che porta sicuramente ottimi risultati e grande attenzione alle esigenze dei mercati locali, per soddisfare al meglio le necessità dei clienti e generare elevato valore aggiunto all'impresa.
