L'aumento delle dimensioni delle navi implica problemi per le banchine portuali

Il settore portuale è sulla soglia dell'era delle navi portacontenitori megadimensionate; questo non comporterà solamente un'enorme nuova domanda sui porti hub, ma produrrà cambiamenti anche tra i porti regionali e di raccordo, dal momento che essi dovranno far fronte ad un processo a cascata che delineerà i prossimi anni del trasporto marittimo di container.

Kim Gadegaard, vice presidente della zona cinese della APM Terminals, ha dichiarato ai partecipanti alla Terminal Operations Conference, svoltasi a Shanghai il mese scorso: "Alla fine, entro il 2011 saranno consegnate alle linee di navigazione 155 navi di dimensioni superiori ai 10.000 TEU.

La buona notizia consiste nel fatto che, considerando i costi di costruzione inerenti all'installazione di due motori, nonché le caratteristiche fisiche della maggior parte dei porti hub, è improbabile che le dimensioni navali possano andare oltre i 14.500 TEU".

Tuttavia, questo in realtà significa che per i vettori marittimi operanti al di fuori dei principali traffici intercontinentali - specialmente la rotta Asia-Europa sulla quale attualmente viaggiano le poche navi megadimensionate consegnate fino adesso - c'è ora la concreta opportunità di trarre vantaggio dei minori costi degli spazi-contenitori per mezzo dell'impiego delle navi di raccordo e regionali che vengono dismesse dai traffici principali.

Ooi Boon Hoe, direttore delle operazioni per l'operatore terminalistico nonché fornitore di servizi alle gru Portek International, con sede a Singapore, descrive la situazione: "L'attuale flotta mondiale ha una capacità di 11,8 milioni di TEU, il che significa che le dimensioni medie delle navi sono adesso di circa 3.000 TEU.

Noi crediamo che questo significhi che possa ben esserci un'attività di fusioni ed acquisizioni nei traffici regionali e feeder, e che sia probabile che si verifichi una condivisione degli slot in questi traffici di pari passo con l'arrivo delle navi più grandi e la dismissione di quelle piccole.

Siamo sempre più convinti che i porti regionali dovranno cambiare, nel senso che invece di movimentare navi da 2.000 TEU dovranno passare a quelle da 5.000 TEU.

Questi terminal avranno bisogno di impiegare da tre a quattro gru su una nave e movimentare 3.000 TEU al giorno".

Queste problematiche si rispecchiano in quelle relative ai principali porti hub, come spiega Gadegaard: "Un porto ha bisogno di avere un canale di accesso di 17 metri per una nave da 150.000 t.s.l. e le gru del terminal hanno bisogno di un'altezza di sollevamento di 40 metri, con uno sbraccio di 65 metri.

In Cina, i soli porti che saranno in grado di movimentare queste navi sono Dalian, Tianjin, Qingdao, Yangshan, Ningbo, Xiamen, Yantian e Hong Kong.

E fuori dalla Cina la situazione è ancora peggiore.

Ognuna di queste navi avrà bisogno di un minimo di sette gru che la lavoreranno con operazioni 24 ore su 24 e che a loro volta avranno bisogno di operazioni di impilaggio ad alta densità nel piazzale.

Le linee di navigazione fanno pressioni affinché vengano assicurate 500 movimentazioni all'ora sulle navi".

Stando così le cose, al momento sembra probabile che il sistema di trasbordo del tipo hub and spoke che è andato evolvendosi nell'ultimo decennio non possa che essere ulteriormente rafforzato.

"In verità, noi non crediamo che l'attuale modello hub and spoke cambierà" aggiunge Gadegaard, "ma anche che l'attuale produttività delle gru a cavaliere non basti: abbiamo bisogno che ci sia una maggiore produttività nei terminal e questa è la grande sfida che il settore portuale si trova a dover affrontare".

"Tuttavia, molti ritengono che diventerà più difficile per un piazzale terminalistico essere in grado di movimentare i volumi provenienti da una nave.

John Elliot, c.e.o. dell'Asia Container Terminal di Hong Kong, gestito dalla DP World, ha dichiarato: "Parlando delle gru, esse hanno sempre avuto la capacità di fare 40 movimentazioni all'ora ed anzi a Charleston qualche anno fa eravamo in grado di farne 50, all'ora.

Il problema, però, poi diventa la congestione sulle banchine".

Ciò sta inducendo gli operatori sia di porti hub che di infrastrutture locali ad introdurre modalità ancor più sofisticate di trasporto dei box tra la banchina ed il piazzale.

Molti adesso puntano ad introdurre un ciclo lavorativo duplice, in cui una gru carica un box su una nave dopo averne scaricato un altro.

Howard Wren, direttore associato della società di consulenza Maunsell con sede in Australia, afferma: "Adesso siamo in un momento in cui la riduzione di appena un secondo dei tempi di movimentazione produce un impatto reale sulla produttività.

La riduzione di dieci secondi del ciclo delle gru fa un'enorme differenza rispetto ai risultati di lavorazione/nave".

Secondo Hoe, per i porti regionali e di raccordo, sta emergendo un nuovo problema che ha afflitto gli scali porta d'accesso negli ultimi anni: l'equilibrio dei traffici.

"Nelle nostre operazioni in Algeria, abbiamo 10 contenitori che entrano pieni e 9 che se vanno via vuoti.

Dobbiamo convincere i caricatori a far sì che i carichi in uscita lo facciano attraverso il nostro terminal".

Sembra sempre più probabile che i porti minori debbano seguire i propri compatrioti maggiori nell'esercizio di uno sforzo più concertato allo scopo di attirare nuove e diversificate tipologie di traffico nelle proprie infrastrutture.

Lo stesso problema, naturalmente, dovranno affrontarlo i vettori regionali e di raccordo che effettuano operazioni con navi sempre più grandi.
