CAPITOLO 7 GLI INTERVENTI INFRASTRUTTURALI: INDIVIDUARE LE PRIORITA'

Tra gli obiettivi del PGT vi è l'individuazione di un sistema di interventi prioritari realizzabili in 10 - 15 anni finalizzati alla creazione di un Sistema Nazionale Integrato dei Trasporti (SNIT), nel quale l’impiego delle diverse modalità è ottenuto tenendo conto degli effetti relativi sull'efficienza economica, sul consumo delle risorse fisiche e ambientali, sull'assetto del territorio e sulla sicurezza.

Ci si propone dunque di superare la logica degli interventi settoriali non riconducibili a un disegno organico, la mancanza di una strategia di fondo, l'allungamento dei tempi di realizzazione, la sovrapposizione o la carenza delle diverse infrastrutture modali, la frammentarietà e l'erraticità della spesa.

Lo SNIT comprende l'insieme delle infrastrutture e dei servizi che costituiscono la struttura portante del sistema nazionale. In esso trovano integrazione le diverse reti modali. Il sistema assolve alla funzione strategica di assicurare i collegamenti tra le grandi aree nazionali e i paesi esteri. Il suo governo è pertanto di competenza dello Stato. Seguendo questa logica, il PGT proporrà un numero relativamente limitato di interventi infrastrutturali prioritari in grado di incidere significativamente sul sistema nazionale, compatibili con le risorse pubbliche e private disponibili.

Nella elaborazione del PGT si individueranno preliminarmente il sistema strategico – costituito dalle infrastrutture e dai servizi dello SNIT- e si valuteranno le priorità dei principali interventi per opere su questo sistema, escludendo quelle già decise che faranno comunque parte dello SNIT. Naturalmente, nello scenario base saranno compresi tutti gli interventi relativi al Giubileo 2000.

Per gli altri interventi il PGT valuterà e individuerà le priorità rispetto agli obiettivi generali. Si terrà conto della possibilità di aumentare la capacità di trasporto e di migliorare le infrastrutture esistenti, utilizzando strategie differenziate nell'imposizione di tariffe e sfruttando le possibilità offerte dallo sviluppo tecnologico.

In questo capitolo verrà illustrato l’approccio metodologico che si intende adottare per le anzidette analisi e valutazioni.

 

7.1 L’analisi della spesa storica in infrastrutture di trasporto

L’analisi della spesa storica in infrastrutture di trasporto si rivela tutt’altro che agevole dato che le fonti disponibili (ISTAT, Conto Nazionale dei Trasporti, Contabilità Nazionale) non sono sufficientemente dettagliate né agevolmente confrontabili. Tuttavia, utilizzando le "Statistiche delle opere pubbliche" e il "Sommario di statistiche storiche" dell’ISTAT, è stata effettuata un’analisi della spesa storica dal 1970 al 1995 che risulta comunque utile. Le statistiche sono state disaggregate per le tre macroaree del Paese: Nord, Centro e Sud. Un’ulteriore disaggregazione è stata effettuata a livello di modalità: opere stradali, opere ferroviarie, opere marittime e di navigazione, opere aeroportuali.

Nel periodo 1970-‘95 la spesa consolidata totale (a prezzi 1995) per investimenti in conto capitale in infrastrutture di trasporto è stata di 164.868 mld: 56,0% in opere stradali, 24,9% in opere ferroviarie, 8,3% in opere portuali e 10,8% in opere aeroportuali.

L’andamento della spesa annuale per le infrastrutture di trasporto, nell’arco temporale considerato, diminuisce sia in termini assoluti (da oltre 10.000 a meno di 4.000 mld/anno), sia in rapporto ad altri parametri macroeconomici: la percentuale della spesa, rispetto al PIL, è scesa da circa l’1,4% allo 0,2%; la percentuale rispetto alla spesa pubblica complessiva è scesa dal 25% al 5% circa, assumendo una incidenza analoga a quella tradizionalmente detenuta da altri comparti (infrastrutture sanitarie, edilizia pubblica). Per contro, la mobilità di passeggeri e merci aumenta in termini di unità di traffico, passando da 282 a 762 mld di passeggeri ' km e da 113 a 250 mld di tonnellate ' km.

L’analisi della spesa annuale per comparti mostra una costante riduzione dell’incidenza sul totale delle opere stradali, che è scesa dal 70–80% dei primi anni ’70 al 40% nel 1995, a fronte delle crescenti incidenze delle opere ferroviarie e aeroportuali, che nello stesso anno sono risultate, rispettivamente, del 35 e del 20% circa; a partire dai primi anni ’80 è tuttavia emersa una crescente erraticità nella ripartizione della spesa tra le varie modalità. Queste cifre, analizzate congiuntamente, mostrano come negli anni ’70 sia stato perseguito un disegno preciso, la realizzazione della rete autostradale nazionale. Successivamente si è passati ad investire anche sulle altre modalità. Tuttavia, l’allocazione altalenante delle risorse rivela la mancanza di un progetto organico complessivo.

Il confronto con gli altri Paesi della Unione Europea mostra come la spesa pubblica italiana nel settore dei trasporti non sia nel complesso inferiore; tuttavia la dotazione infrastrutturale che ne è risultata è ancora insufficiente.

Dal punto di vista geografico, la spesa per infrastrutture di trasporto negli ultimi 25 anni è stata indirizzata per circa 62.785 mld (38,0%) nelle regioni settentrionali, 33.555 mld (20,4%) in quelle centrali, 68.531 mld (41,6%) in quelle meridionali e nelle isole; per valutare la ripartizione territoriale della spesa occorre riferirsi a valori medi per unità di superficie e per abitante. Negli anni ’70 è emersa una certa prevalenza della spesa nel Centro-Sud, rispetto al Nord (circa 25 contro 20 milioni/kmq); negli anni ’80 si è verificato un sostanziale riequilibrio delle tre realtà (circa 23 milioni/kmq); negli anni ‘90 la contrazione generale degli investimenti pubblici è stata avvertita soprattutto al Sud, dove a partire dal 1993 la spesa media si è attestata su 9 milioni di lire a kmq, a fronte di 17 nel Centro Nord. Considerazioni analoghe sussistono esaminando la spesa per abitante.

Esaminando in particolare le varie modalità, nel Nord e nel Centro vi è stata una maggiore rilevanza degli investimenti in opere ferroviarie ed aeroportuali (negli ultimi 25 anni rispettivamente il 30 ed il 25% degli investimenti totali in loco, mentre nel Sud rispettivamente il 19 e il 7%). Nel Sud sono stati invece privilegiati investimenti in opere stradali (60%) e portuali (14%).

La diversa distribuzione della spesa per modalità di trasporto tra Nord, Centro e Sud, si è tradotta in una diversa dotazione e qualità delle infrastrutture, inferiori nel Meridione.

 

7.2 La situazione attuale

I principali elementi di crisi dell’attuale sistema dei trasporti sono riconducibili a due fattori determinanti, differenti per caratteristiche e intensità nelle diverse aree del paese: la congestione e i bassi livelli di qualità e di accessibilità dei servizi. Fenomeni di congestione si verificano prevalentemente nelle regioni del Centro - Nord e nelle grandi aree urbane e metropolitane del Sud. Bassi livelli di accessibilità, collegati alla qualità del trasporto e delle infrastrutture sono invece presenti nelle regioni del Mezzogiorno.

Entrambi i fenomeni costituiscono un freno allo sviluppo sociale ed economico: al Nord la congestione frena le prospettive di sviluppo, al Sud le carenze del sistema dei trasporti ne impediscono il decollo.

Altri elementi di crisi sono:

la mancanza di collegamenti all'interno delle reti e il basso grado di integrazione tra le diverse modalità, anche per la carenza di strutture logistiche;

il non efficiente uso delle varie modalità, con la prevalenza del trasporto per strada – oltre tutto sottoutilizzato a causa delle alte quote di viaggi a vuoto – anche quando risultano competitive altre modalità di trasporto (ferrovie e via mare);

i bassi livelli di affidabilità dei collegamenti docuti alla mancanza di itinerari alternativi, alla congestione e alla conflittualità sindacale;

l'elevato numero di incidenti nel trasporto stradale;

gli impatti sull'ambiente e i consumi energetici.

Il PGT dovrà individuare pertanto gli interventi infrastrutturali prioritari per ridurre le maggiori criticità dello SNIT. Questo sistema ha la funzione di rapportare la funzione di rapportare tra loro infrastrutture e servizi ai fini della valutazione delle priorità di intervento. Vanno innanzitutto indicate le infrastrutture che consentano servizi merci e viaggiatori tra le diverse regioni e con gli altri Paesi; e cioè una rete di collegamento tra i capoluoghi di regione, le altre principali città italiane, le principali regioni europee, i principali porti, aeroporti, interporti e centri merci italiani.

 

7.3 Il Sistema Nazionale Integrato dei Trasporti (SNIT)

La prima ipotesi di rete strategica ferroviaria comprende le tratte che assicurano i servizi di lunga percorrenza interni, i collegamenti con porti, aeroporti, interporti di rilevanza nazionale, i principali collegamenti internazionali. I servizi ferroviari che si inquadrano nel sistema strategico sono i servizi viaggiatori di media-lunga percorrenza, quelli merci tradizionali e combinati, che interessano una estensione complessiva della rete di 9.000 km, paragonabile quindi alla rete stradale nello SNIT. Sulla rete ferroviaria dello SNIT viaggia l'89% dei viaggiatori e delle merci utilizzando il 72% dei complessivi "treni x km".

Gli elementi di criticità della rete ferroviaria sono riconducibili alla insufficienza degli standard fisici e alla congestione. Le dotazioni unitarie medie della rete strategica nelle tre macroaree del Paese presentano un sostanziale equilibrio; tuttavia si rileva un certo squilibrio, a sfavore del Sud, se si confrontano le dotazioni medie relative alle tratte con migliori standard qualitativi. Infatti la dotazione unitaria di linee a doppio binario del Sud è circa la metà di quella media italiana, e solo il 33% della rete è elettrificato e a doppio binario contro il 60% nazionale; una inferiore dotazione si riscontra anche per altre caratteristiche (velocità di fiancata, peso massimo per asse).

Dal 1981 l'estensione della intera rete è rimasta sostanzialmente invariata. Modificazioni significative sono avvenute dal punto di vista tecnologico in quanto la rete elettrificata è passata dal 54% al 65% nel 1997, aumentando di circa 1.600 km; le linee a doppio binario sono passate dal 33% al 39%, aumentando di circa 730 km.

Anche la rete stradale compresa nel sistema strategico è costituita dalle strade che assicurano i collegamenti di lunga percorrenza tra grandi poli regionali e con i terminali di trasporto (porti, aeroporti, interporti) di rilevanza nazionale e dai principali collegamenti internazionali. Ha una estensione complessiva di circa 9.000 km e costituisce naturalmente solo una parte della rete di competenza statale.

La qualità dei servizi è funzione di vari fattori riconducibili alle caratteristiche geometriche delle infrastrutture viarie e ai livelli di congestione. Le infrastrutture dovranno essere adeguate agli standard minimi indicati dal Codice della strada per le autostrade e le strade extraurbane principali.

La rete autostradale ha buone caratteristiche, con significative eccezioni per i tratti Torino - Savona, Firenze - Bologna e Salerno – Reggio Calabria. Quella delle strade statali ha invece caratteristiche eterogenee, con tratti di recente realizzazione e altri molto obsoleti, presenza di eccessive discontinuità nei tracciati, commistioni del traffico di lunga percorrenza con il traffico urbano, bassi livelli di manutenzione. Le dotazioni di infrastrutture viarie delle tre macroregioni sono alquanto diverse, e comunque inferiori nel Sud (meno 20% rispetto alla media nazionale).

Il traffico è in costante aumento: sulle strade e autostrade statali nel periodo 1980–‘90 è aumentato del 23%; sulle autostrade in concessione dal 1980 al 1995 è cresciuto dell’+81%. Mentre sulle rete statale il traffico pesante appare in leggero calo, sulle autostrade in concessione è in aumento e rappresenta il 40% del totale. A fronte di questa tendenza, l'estensione della rete autostradale è cresciuta di un modesto 11% e di un 2% quella delle strade statali, causando l’aumento dei fenomeni di congestione lungo la rete.

E' da ritenere che il traffico stradale aumenterà nei prossimi anni. Sebbene la crescita non possa essere ostacolata rinunciando al potenziamento della rete, essa può essere tuttavia contenuta con una politica che rafforzi le modalità di trasporto alternative e introduca misure di orientamento della domanda, per esempio utilizzando la leva tariffaria.

Altri punti di criticità sono l'alto numero di incidenti e il carico sull'ambiente sia per i consumi energetici, sia per l'inquinamento atmosferico e acustico.

Il sistema strategico comprende i porti presso cui sono istituite le autorità portuali e quelli che costituiscono nodi terminali logistici per i passeggeri e le merci, sulle relazioni nazionali e internazionali. Per la rete idroviaria, solo quella padano-veneta è stata inclusa nel sistema strategico. Il trasporto merci per idrovia è possibile infatti, con qualche eccezione, solamente nella Pianura padana e rappresenta una percentuale ridotta del traffico nazionale.

La qualità dei servizi che possono essere svolti dalle infrastrutture portuali dipende da un complesso di parametri e dalla presenza di attrezzature logistiche e di terziario marittimo.

Il sistema portuale, dopo gravi difficoltà, ha riconquistato la leadership nel Mediterraneo. Il traffico merci è in costante aumento, soprattutto quello dei container, congeniale al trasporto su lunghe distanze. Ma non mancano le criticità: non sono stati completati i processi di privatizzazione e di riorganizzazione e appare necessaria una maggiore specializzazione in modo da evitare improprie concorrenze con i porti vicini. In alcuni casi la capacità offerta può apparire eccessiva: porti di rilevanti dimensioni costruiti per fini industriali in Calabria (Saline Ioniche e Corigliano) sono rimasti inutilizzati. Affiorano carenze nelle attrezzature e negli spazi a terra. Appare invece adeguata la dotazione di terminali per i container. E' necessario realizzare sollecitamente le attrezzature per il traffico Ro-Ro ed è insufficiente la dotazione di sistemi avanzati per il controllo del traffico marittimo.

In molti porti sono carenti i collegamenti con le reti del trasporto terrestre; più spesso sono inadeguate le catene logistiche. Anche i porti fluviali sono male attrezzati e presentano carenze nei collegamenti con le reti viaria e ferroviaria e nelle strutture logistiche.

Il sistema strategico include un insieme di aeroporti che svolgono un ruolo rilevante su scala nazionale e internazionale. Fanno parte del sistema gli aeroporti comunitari di carattere internazionale inclusi nelle reti TEN e che svolgono un livello minimo di traffico.

Il traffico aereo, malgrado la crescita continua, è ancora inferiore alle capacità. Fenomeni di congestione si verificano soprattutto a Roma Fiumicino e a Malpensa. In alcuni casi vanno migliorate le caratteristiche dei terminal.

Le criticità vanno ricercate nella integrazione del trasporto aereo con le altre modalità. Migliorabili i sistemi di assistenza alla navigazione aerea.

Nel sistema strategico sono state inserite le strutture che costituiscono una rete logistica in grado di servire le correnti di traffico nazionale e internazionale: gli interporti in attività o in costruzione; i terminal container nei principali porti, in attività o in costruzione; i centri intermodali delle FS e di società private che svolgono un ruolo di rilievo.

Le criticità sono: carenze nella distribuzione geografica delle infrastrutture e in particolare nel Sud e nei collegamenti con le reti stradale e ferroviaria; necessità di potenziare le strutture interne, in particolare gli impianti ferroviari. Sulle potenzialità del trasporto intermodale incidono negativamente le carenze della rete ferroviaria.

 

7.4 Gli interventi infrastrutturali in corso o proposti

In questa prima fase dell’analisi il PGT ha preso in considerazione gli interventi infrastrutturali in corso di realizzazione, o quelli proposti, che riguardano lo SNIT. Questi interventi non rispondono necessariamente alle priorità infrastrutturali del PGT, ma, insieme alle altre proposte che emergeranno nel corso dei lavori, verranno valutati nelle fasi successive del PGT.

Per molti interventi si è soltanto alla fase preliminare del progetto e in alcuni casi manca ancora un progetto generale.

Gli interventi ferroviari considerati in questa fase comprendono diverse proposte classificabili nelle seguenti categorie:

interventi per la realizzazione del sistema Alta Velocità–Alta Capacità;

potenziamento dei principali nodi;

collegamento con l'aeroporto di Milano Malpensa;

potenziamento dei valichi alpini;

realizzazione di nuove linee convenzionali;

raddoppio, triplicazione e quadruplicamento di linee esistenti;

ammodernamento della rete.

Gli interventi sulla rete stradale e autostradale considerati in questa fase possono essere classificati nelle seguenti categorie:

potenziamento di strade e autostrade statali ANAS;

potenziamento di autostrade in concessione;

proposte di nuovi collegamenti autostradali in concessione;

progetto del ponte sospeso aperto al traffico stradale e ferroviario sullo Stretto di Messina.

I principali interventi su aeroporti dello SNIT riguardano:

potenziamento di alcune aerostazioni;

realizzazione di un nuovo aeroporto in Campania.

Le proposte di interventi infrastrutturali considerati sulla rete dei nodi logistici riguardano:

nuovi interporti;

realizzazione o potenziamento di terminali intermodali e di centri intermodali ferroviari;

strutture logistiche di supporto alla rete degli interporti.

Gli interventi sui porti riguardano:

potenziamento delle strutture a mare;

ampliamento e potenziamento degli spazi e delle infrastrutture a terra;

collegamenti con le principali reti ferroviarie e stradali;

introduzione di sistemi di controllo avanzati del traffico marittimo.

 

7.5 La metodologia per stabilire le priorità di intervento

Nell'attuale situazione caratterizzata dal sussistere di obiettivi differenziati (e talvolta conflittuali) e di vincoli di bilancio e di tempo, appare necessaria una metodologia che consenta scelte coerenti e un monitoraggio continuo per l'aggiornamento delle scelte.

Dovrà essere possibile sia la formulazione di ipotesi diverse, sia la loro valutazione comparata. Gli elementi di valutazione possono cos' riassumersi:

grado di soddisfacimento degli obiettivi generali stabiliti dal PGT, tramite la valutazione degli impatti sugli utenti, sull'efficienza economica, sull'ambiente, sul consumo d'energia, sulla sicurezza, sull'assetto e il riequilibrio del territorio, sull'occupazione. La successiva analisi economica sarà condotta sia con le tecniche tradizionali benefici - costi, che con tecniche multicriteriali, onde pervenire a indicatori sintetici che consentano il confronto tra ipotesi alternative;

grado di soddisfacimento dell'effetto rete degli obiettivi strumentali del PGT tramite la valutazione delle nuove quote di ripartizione del traffico;

livello di funzionamento tecnico della rete di trasporto, misurato in primo luogo tramite il grado di impegno dei rami delle reti infrastrutturali e dei servizi offerti;

analisi per la determinazione del fabbisogno finanziario e della redditività di ciascun investimento per permettere una previsione del fabbisogno di capitali pubblici e privati.

La metodologia si articola nelle seguenti fasi:

definizione degli scenari macroeconomici e demografici;

definizione degli scenari infrastrutturali, dei servizi, delle tecnologie e dei prezzi/tariffe;

stima dei costi di investimento e di esercizio;

simulazione della futura mobilità viaggiatori e merci e stima dei principali indicatori degli effetti tecnici, economici, ambientali e sulla sicurezza;

analisi economiche e finanziarie;

individuazione delle priorità temporali di realizzazione degli interventi.

Per effettuare analisi comparative di convenienza e priorità si utilizzerà il Sistema Informativo per il Monitoraggio e la Pianificazione dei Trasporti, del Ministero dei trasporti (SIMPT). Esso consente infatti previsioni coerenti e confrontabili dei principali indicatori di valutazione sopra esposti.

 

7.6 Condizioni per la realizzazione degli interventi

Occorre rimuovere gli ostacoli che troppo spesso ritardano o vanificano la realizzazione delle opere. Le misure per una maggior efficienza possono cos' individuarsi:

riconoscimento della necessità degli interventi all'interno di un chiaro processo decisionale che si articola nella definizione delle politiche generali per i trasporti, nella redazione degli strumenti di piano, nella formulazione dei programmi di attuazione;

qualità della progettazione attraverso la sequenza: studio di fattibilità/progetto preliminare, progetto definitivo e progetto esecutivo;

snellimento delle procedure di approvazione e di attuazione dei progetti, anche attraverso la rivisitazione di strumenti quali l'Accordo di programma e la Conferenza dei servizi. In particolare l’introduzione nella procedura di Valutazione di Impatto Ambientale di una fase di scooping condotta sul progetto preliminare, permetterà di ottimizzare la scelta tra le possibili alternative dal punto di vista degli impatti sull’ambiente dell’opera;

certezza di finanziamento.

Il PGT definisce i Piani di settore (autostradali, ferroviari ecc.) e ne stabilisce le modalità di redazione mediante apposite linee guida. Definisce inoltre le linee guida per la redazione dei Piani Regionali dei Trasporti. Dovranno infatti essere assicurate - pur nel rispetto delle autonomie regionali - le coerenze dei PRT sia con il PGT, sia con gli altri Piani regionali.
