Relazione del Presidente Fausto Forti


Autorità, Signore e Signori, Cari Colleghi,

la ricerca dell'AT Kearney ci ha consegnato un'immagine realistica della logistica italiana: con le sue carenze e con i suoi limiti, interni imprenditoriali ed esterni di sistema, ma anche con grandi possibilità di miglioramento e opportunità di crescita in prospettiva.
Ci ha anche indicato quali siano le aree di intervento su pochi ma fondamentali obiettivi: semplificazione ed efficientamento dei processi normativi e amministrativi, qualificazione dell'offerta nella catena del valore lungo tutta la filiera logistica, focalizzazione degli investimenti su alcune prioritarie infrastrutture di rete.
Bene, con questa Assemblea collocata all'inizio del 2011, ancora pieno di incognite sul piano politico e ancor più sul piano economico nazionale, europeo e mondiale, la Confetra vuole attirare l'attenzione delle altre forze economiche e sociali, del mondo politico e accademico, dell'opinione pubblica, su cosa sia la logistica, cosa essa significhi per un grande paese trasformatore come l'Italia, quale contributo fondamentale essa possa dare per lo sviluppo economico del paese.

Questo 2011 sarà un anno decisivo per l'economia. Non sono certo i Governi a determinare la crescita economica, ma vi sono contingenze in cui il mondo delle imprese e della finanza attendono indicazioni precise dalla politica e adesso siamo in una di queste contingenze.

Cito alcuni dati, noti e meno noti.

A livello mondiale la produzione di ricchezza sta crescendo ora del 5%, ma mentre le economie emergenti stanno rapidamente tornando ai valori ante crisi, per le economie europee (tranne la Germania) la ripresa è ancora debole.
Nel nostro settore i rilevamenti congiunturali del Centro Studi Confetra confermano che la ripresa c'è, ma viene da lontano: è ripartito il cargo aereo, vanno bene alcuni porti di destinazione finale mentre non ripartono quelli di transhipment; dà segnali positivi il trasporto su gomma internazionale, mentre ristagna quello nazionale; continua inesorabile la discesa del cargo ferroviario, che ha ormai dimezzato le quantità di soli quattro anni fa.

I dati cumulati delle varie modalità ci dicono che il culmine della crisi si è raggiunto a cavallo tra la fine del 2008 e il primo trimestre del 2009, dopodiché è iniziata una ripresa, di differente intensità per settori merceologici e per aree geografiche. Se la tendenza permane il riaggancio ai volumi del 2007 dovrebbe collocarsi a metà del 2012 (slide 1 e 2). Interessante notare dalla slide 2, come nella ripartizione tra le varie modalità, la terra perda terreno nei confronti di mare e cielo.

L'attuale quadro complessivo del sistema logistico nazionale del resto è critico: la nostra portualità è oberata da procedure burocratiche sovrapposte e sovrabbondanti e da inadeguati collegamenti ferroviari e viari con l'entroterra e con una rete retroportuale e interportuale anch'essa insufficiente; ai nostri aeroporti vengono preferiti per celerità ed efficienza gli aeroporti del Nord-Europa; il cargo ferroviario si sta ormai ritirando su pochi essenziali servizi a treni blocco sulle poche tracce ancora remunerative; l'autotrasporto, nonostante le ingenti risorse di cui è beneficiato dallo Stato, continua ad essere polverizzato e concorrenziato in maniera vincente dai vettori esteri.

La Confetra, che annovera tra le proprie fila grandi e piccole imprese di autotrasporto, ha aperto un confronto a tutto campo con le altre organizzazioni rappresentative dell'autotrasporto, soprattutto artigiano. La Confetra crede che per recuperare efficienza e dignità imprenditoriale in questo settore si debba tentare la strada di un grande accordo di filiera, dove tutti gli operatori della catena possano trovare la loro soddisfazione commerciale.

D'altro canto proprio la ricerca AT Kearney ha confermato una tendenza del mercato già osservata una decina di anni fa, e cioè che la committenza industriale e commerciale chiede sempre meno servizi di pura vezione (non più del 10%), ricercando dal proprio partner logistico una serie di servizi che vanno dal deposito all'imballaggio, dall'approvvigionamento alla distribuzione, dalla spedizione internazionale al contatto con la clientela finale. (slide 3)

Nomisma ci dice anche che in questi anni i vettori nazionali, nel traffico da e per l'Italia (stradale, aereo e marittimo), sono scesi a detenere solo ¼ del mercato, con la bilancia dei noli negativa per 8 miliardi di euro e la colonizzazione estera sempre più agguerrita: a fronte di 40 acquisizioni passive, negli ultimi 12 mesi, si sono registrati solo 12 acquisizioni attive.

Il Governatore della Banca Europea Trichet ha confermato nei giorni scorsi che la ripresa c'è ed è forte nei paesi emergenti, ma ha sottolineato come in Europa porti con sé il rischio di non influire direttamente sulla creazione dei posti di lavoro persi durante la depressione.
La razionalizzazione dei processi produttivi nel mondo manifatturiero ha portato ad un incremento di produttività con riduzione strutturale di posti di lavoro. La soglia di capitale investito per posto di lavoro si è molto alzata.

Quindi bassa occupazione, bassa domanda interna, bassa crescita.

Nel frattempo in Italia le grandi imprese si sono rarefatte, mentre è cresciuto il numero delle PMI. Il Centro Studi di Confindustria ci dice che mentre 40 anni fa quasi il 60% dei lavoratori era occupato in imprese con più di 50 addetti ora quella percentuale è scesa sotto il 40%.
Secondo Prometeia la distanza dei nuovi mercati combinata con la ridotta dimensione delle nostre imprese può diventare un ostacolo insormontabile per la nostra capacità di competere. Osservando i volumi delle esportazioni in funzione delle distanze, la ricerca conclude che la "gittata commerciale" delle nostre PMI non supera gli 8.000 chilometri.

La Confetra invita a riflettere come questi tre dati:
  • lontananza dei mercati che trainano la ripresa globale;
  • razionalizzazione dei processi produttivi con riduzione di manodopera;
  • assetto polverizzato delle nostre imprese che stentano a raggiungere i mercati di altri continenti
formino una miscela esplosiva che impone un salto di qualità al nostro sistema economico.

Basta riflettere come il turismo abbia contribuito al PIL nazionale con un avanzo della bilancia dei pagamenti di circa 10 miliardi di euro: per la logistica potrebbe essere lo stesso.

La globalizzazione e l'accresciuto peso del commercio internazionale hanno di fatto modificato il ruolo che la logistica e il trasporto possono svolgere come fonte di vantaggio competitivo per l'intera economia nazionale.
L'impresa non è più il centro del sistema economico: essa diventa uno dei nodi di una rete di realtà imprenditoriali, ciascuna specializzata in attività di produzione e di servizio complementari, che si alleano per raggiungere uno o più obiettivi e competono nel mercato con altri network simili.
Nell'economia moderna, la competizione tra imprese si sposta dal livello individuale al livello aggregato: i vantaggi competitivi vanno ricercati non solo nell'efficienza produttiva di ogni singola realtà imprenditoriale, ma anche nell'efficacia del sistema logistico che supporta l'intero network.

A questo riguardo sottolineiamo l'importanza del concetto di distretto logistico, unico in grado di tutelare il nostro territorio dall'utilizzo disordinato cui è sottoposto, ma soprattutto indispensabile per pensare al sistema logistico in termini di nodi di un'unica rete nazionale.
Invitiamo il legislatore a dare la giusta rilevanza giuridica all'istituto del distretto logistico che dovrebbe assorbire in se quelli settoriali di distretto industriale e distretto commerciale.

Se trasportare merce da una destinazione all'altra è diventato relativamente semplice, farlo con continuità tutti i giorni e su scala mondiale richiede una pianificazione capillare della rete propria e dei propri corrispondenti e vettori, nonché delle attività da svolgere e degli orari in cui cadenzare queste attività.
Proprio nei confronti di quell'assetto polverizzato di PMI incapaci di raggiungere i mercati emergenti più lontani, l'operatore logistico diventa il partner ideale capace di provvedere non solo ai collegamenti minimizzando i costi unitari per merce trasportata, ma anche di sopperire ad una delicata funzione commerciale fondata sulla conoscenza e spesso sulla presenza diretta nei mercati di destinazione.

L'operatore logistico è chiamato a salire e scendere nella catena del valore per integrarsi sempre più con il mondo produttivo e commerciale.
L'operatore logistico consente alle imprese clienti anche di migliorare la propria efficienza produttiva introducendo nel loro ambiente innovazioni tecnologiche generate su scala internazionale.

Come tutti i servizi, anche la logistica è un'attività labour-intensive.
Dotare il paese di una forte industria logistica significa quindi non soltanto sostenere la competitività dell'economia nazionale, ma anche contribuire ad allargare la base produttiva del paese affiancando al mondo manifatturiero quello di innovativi servizi a valore aggiunto, fornendo una nuova prospettiva di occupazione qualificata alle giovani generazioni.

Sul fronte della formazione si registrano i primi sforzi per creare indirizzi di studio (sia diplomi che corsi di laurea) specifici in materie logistiche: bisogna fare di più seguendo l'esempio dei paesi all'avanguardia in questo ambito. Dobbiamo diventare attrattivi per le migliori forze giovani del paese.

L'attività logistica è un servizio esso stesso esportabile, indipendentemente dal sistema produttivo del paese. I servizi logistici hanno una propria autonoma capacità di crescita, anche in un contesto nazionale stagnante.

La visione dell'Italia come piattaforma logistica nel Mediterraneo è stata abusata come slogan, ed evoca oggi solo aspettative frustrate.
Ma la geografia è la geografia e i flussi commerciali attraverso Suez e dal Nord Africa sono una realtà. Tutto questo secolo sarà influenzato dal ribaltamento dei baricentri economici e produttivi verso i Paesi emergenti e i NIC (New Industrial Countries). In questo scenario le potenzialità di sviluppo della nostra portualità sono ancora intatte e prima si comincerà a lavorare intorno a progetti seri e meglio sarà.

Il Nuovo Piano della Logistica approvato dal Governo a Natale è sintonizzato su questa lunghezza d'onda; per questo lo abbiamo sostenuto e ci crediamo. Ci piace il suo approccio pragmatico con poche linee strategiche articolate in 50 azioni da realizzare, ciascuna in grado di dare un contributo allo sviluppo del sistema logistico nazionale.

Non riteniamo che per questo serva creare in laboratorio un "campione nazionale della logistica" come qualcuno suggerisce, combinando ingredienti F.S. con altri di Poste Italiane e acquisendo sul mercato qualche medio operatore privato. All'estero esperimenti simili sono riusciti solo in alcuni casi e in contesti politici-economici molto dissimili dal nostro.

In Italia abbiamo bisogno che lo Stato, con le sue inefficienze ed i suoi costi, si ritiri e consenta al mercato di occupare tutti gli spazi che è capace di occupare. Come lo Stato non deve produrre autovetture o panettoni, così non deve neanche trasportarli.

Vi è comunque un denominatore comune a monte indispensabile per agevolare lo sviluppo della logistica come quello di tutte le altre attività economiche: le riforme strutturali.
Le riforme sul fisco, sanità, giustizia, pubblica amministrazione, infrastrutture, energia, liberalizzazioni sono assolutamente necessarie per imprimere una svolta di modernità al Paese.

Lo stock di debito pubblico consolidato è risalito al 119% del PIL, mentre il deficit annuale al 5%.

Non si tratta semplicemente di tagliare le spese: quando si parla di riforme strutturali si intende la riforma dei meccanismi di spesa che si riproducono automaticamente di anno in anno.
Misureremo la qualità della nostra classe politica dalla capacità di correggere quei meccanismi di spesa e conseguentemente di ridurre il carico fiscale liberando risorse per lo sviluppo.

Questa è l'unica vera riforma trasversale propedeutica a tutte le altre.

Il debito pubblico fermerà la sua crescita e comincerà a calare, con effetti virtuosi su tutta la società.

In questo contesto ridiventa verosimile pensare a tassi di crescita del PIL allineati a quelli medi europei, se non addirittura superiori se si sfrutteranno appieno le opportunità logistiche del paese.

L'Europa ci crede più di quanto non ci crediamo noi stessi.
Cosa altro stanno a significare i grandi progetti di Reti TEN T che coinvolgono l'Italia? Il Corridoio 5 Lione-Kiev, attraverso la pianura padana da Torino a Trieste; il Corridoio 24 Rotterdam-Genova attraverso le Alpi e gli Appennini; il Corridoio 1 Berlino-Palermo che innerverebbe tutta la penisola.

Tanto ci crede l'Europa, che le tratte non italiane sono in fase avanzata di realizzazione e nel caso del Loetschberg e del Gottardo entreranno in attività già nei prossimi anni.

L'Italia, che nei momenti determinanti sa dare il meglio di sé, deve trovare oggi le risorse, non tanto finanziarie, quanto politiche e intellettuali per cogliere questa grande occasione e connettersi in maniera moderna, veloce ed affidabile col tessuto produttivo europeo.

Sarebbe imperdonabile che il nostro Paese, avendo gli uomini, le idee e la consapevolezza della posta in gioco, non facesse tutto quanto è necessario fare per il bene nostro e delle future generazioni.

La Confetra, che rappresenta una grande forza di imprese private che investono ogni anno nella logistica miliardi di euro e danno lavoro a centinaia di migliaia di addetti, senza alcun beneficio o contributo pubblico, impegnerà tutta la propria energia e le proprie capacità per aiutare l'Italia in questo immane sforzo per la riscossa nazionale in Europa e nel mondo.
