The Italian Confederation of Shipowners expressed its appreciation
for the clarifications provided by the Marine Environmental Department and the
Directorate General for Circular Economy and Reclamation of the Ministry
Environment and Energy Security on the subject
to the application of European Directive 2019/883 and its
National implementing legislation (Legislative Decree 197/2021)
concerning port reception facilities for the delivery of
of waste generated by ships. Confitarma pointed out that "the
ministerial clarifications, provided with a specific circular published
yesterday also in response to some questions formulated by our
association, offer the Port System Authorities and
to the Port Authorities precise indications on the correct
interpretation of the legislation, constituting an intervention
particularly significant that goes in the direction of ensuring
certainty of the regulatory framework and to overcome discrepancies
applications that have been registered over the years between the various airports
profiles that have also been the subject of
specific attention also from the European Commission".
Confitarma hopes "that these indications can
ensure a homogeneous application of the legislation throughout the
national territory and trusts that the competent authorities
promptly proceed to adapt their measures
administrative staff. This will allow - noted the
- to remedy certain situations in which users of the
service are unfairly penalized, while ensuring
greater efficiency, transparency and sustainability of the system.
Clear, certain and equal rules for everyone represent, in fact, a
fundamental element for the competitiveness of the system
Italian port sector, as well as an essential condition for combining
environmental effectiveness, economic sustainability of the service and
quality of services rendered to users".
