Vettori e caricatori: una dipendenza reciproca

"Se mi si chiedesse di lanciare un messaggio, esso sarebbe del seguente tenore: il successo del caricatore e del vettore è una questione di dipendenza reciproca. L'aumento delle aspettative della clientela nonché della instabilità delle tariffe di trasporto merci stanno a significare che - oggi più che mai - i vettori ed i caricatori hanno bisogno di trovare migliori modalità di collaborazione. L'alternativa è la distruzione reciproca assicurata" ha dichiarato Phil Busby, capo della divisione acquisti distribuzione presso la Guinness Ltd, in occasione della recente conferenza "Le previsioni sul settore marittimo" organizzata da Containerisation International.

Le future relazioni commerciali tra i vettori marittimi ed i loro clienti e come esse possano essere sviluppate a mutuo vantaggio di entrambe le categorie hanno costituito un tema che spesso è affiorato in molte delle relazioni presentate alla manifestazione, che ha avuto luogo a Londra nei giorni del 17 e 18 novembre dello scorso anno. Tutti si sono trovati d'accordo nel ritenere che entrambe le categorie stanno cercando di assicurarsi guadagni dai trasporti.

Busby ha spiegato che la Guinness ha costituito un'unica società di forniture al fine di coordinare tutti gli aspetti del processo delle forniture. La società si occupa delle seguenti questioni: l'ottimizzazione di una rete globale; la minimizzazione dei costi complessivi di consegna; infine, il conseguimento di miglioramenti nel servizio alla clientela giù in basso fino al livello locale. Egli ha suggerito come questa strategia abbia bisogno di una maggiore collaborazione con i vettori, il che potrebbe significare l'applicazione di tariffe più elevate in conseguenza del miglioramento del servizio. "Gli alti e bassi dei prezzi non servono a supportare gli investimenti. Il tempo perso nella contrattazione delle tariffe di trasporto è sottratto a quello che servirebbe per discutere in ordine al servizio" sostiene Busby.

La necessità per i fornitori di servizi di trasporto di far fronte alle operazioni 24 ore su 24, sette giorni alla settimana, dei principali venditori al dettaglio è stata sottolineata da Garry Marshall, capo della logistica internazionale della Sainsbury's, uno dei più grandi dettaglianti del Regno Unito. Egli ha suggerito che l'orario lavorativo tradizionalmente adottato da alcune imprese di trasporto non si adatta più alle esigenze della sua società, che sono quelle di "ridurre i costi e di conservare il proprio profilo concorrenziale in un mercato sempre più competitivo mediante l'introduzione di iniziative quali la produzione just-in-time e la consegna o movimentazione delle scorte direttamente dalla porta di servizio del magazzino allo scaffale, in modo da ridurre i costi di tenuta delle scorte".

Marshall ha riferito che la Sainsbury's sta ponendo in essere accordi sul livello dei servizi - che stabiliscono impegni duraturi per entrambe le parti - con i propri trasportatori preferiti. Alludendo alla riuscita adozione degli indicatori-chiave sulle prestazioni da parte del settore dell'autotrasporto, Marshall ha formulato la richiesta che il trasporto containerizzato "adotti tali indicatori in via generale", di modo che i vettori marittimi possano essere contraddistinti, al fine di selezionarne i migliori quali partners.

E' significativo il fatto che sia Marshall che Busby abbiano sottolineato come le proprie rispettive società stiano cercando di effettuare migliori previsioni in ordine al proprio prodotto futuro ed alle future esigenze di servizio nel contesto di un processo di collaborazione con i fornitori. "Assicurando (a voi vettori) volumi, date di raccolta e tempi di consegna precisi, possiamo mettervi in condizione di migliorare l'efficienza, di garantire spazi, di ridurre i tempi di fermo e di far sì che il livello di servizio che ci aspettiamo venga effettivamente fornito" ha dichiarato Marshall.

La realizzazione di una più stretta collaborazione tra le linee di navigazione ed i loro clienti è stata evidenziata da David Halliday, dirigente capo della Contship Containerlines, il quale ha suggerito come il modello di attività dei vettori stia cambiando. "Esso ormai consiste nella collaborazione con i nostri clienti e nella maggiore integrazione nelle loro catene di fornitura" ha dichiarato. Egli prevede, altresì, che entro i prossimi cinque anni si verifichino altri cambiamenti, specialmente nel settore del commercio elettronico. Dice infatti Halliday: "Rispetto a qualche anno fa, i clienti oggi cercano un minor numero di fornitori che desiderino impegnarsi in collaborazioni logistiche alquanto complesse".

Gli spinosi problemi che i dirigenti della catena globale delle forniture si trovano ad affrontare sono stati tratteggiati da Dirk de Proost, vice presidente della Mercer Management Consulting. Egli ha fatto capire che, dal momento che le domande dei clienti e del settore inducono la richiesta di catene delle forniture globali maggiormente flessibili, affidabili e rapide, i caricatori globali stanno sempre più cercando soluzioni integrate. A loro volta, tali soluzioni vengono al momento fornite da una varietà di soggetti, di cui le linee di navigazione sono soltanto uno, ed egli ha avvertito che in tale contesto la disintermediazione del cliente rappresenta una notevole minaccia per i vettori da parte dei concorrenti non vettoriali.

De Proost è del parere che la deregolamentazione che ha avuto luogo nell'ambito del settore marittimo abbia fornito ai vettori marittimi nuove opportunità "di minare le informazioni del cliente in ordine al procacciamento di zone di profitto" nonché di assicurare ad entrambi (vettori e clienti) nuove fonti di valore. Egli ha tuttavia messo i presenti sull'avviso in relazione al fatto che la deregolamentazione possa comportare la minaccia di migrazioni di utilità dai vettori ai clienti.

Ciò che è emerso chiaramente dal dibattito è stato che il ruolo delle conferenze nel determinare le relazioni tra vettori e caricatori continuerà a sminuirsi, man mano che essi continueranno ad avvicinarsi. James Hookham, direttore esecutivo per le politiche di trasporto dell'Associazione Trasporto Merci del Regno Unito, sostiene che, in un ambiente in cui le forze di mercato - quali la globalizzazione dei traffici, delle fonti e degli acquisti, l'approvazione da parte delle autorità preposte al controllo della concorrenza ed i liberi accordi commerciali - stanno aumentando la pressione in favore della deregolamentazione, le conferenze non hanno alcun futuro e non sono necessarie.

"Il futuro delle conferenze è sul filo del rasoio. Le conferenze non lavorano per le linee di navigazione e non stanno certo lavorando per i caricatori" ha dichiarato. Invece, secondo Hookham, i clienti desiderano accordi di servizio singoli, il che significa: relazioni durature con i clienti, fornitori più vicini al mercato, migliori previsioni della domanda e spazio ad un servizio eccellente.

Tuttavia, Courtenay Allan, direttore traffici transatlantici della OOCL Europa, ritiene che le conferenze possano continuare a svolgere un ruolo in termini di conseguimento di informazioni e di sede di discussioni per i vettori in ordine ad argomenti quali l'impiego e gli orari delle navi. Egli ha riconosciuto che le tariffe rappresentano sempre di più un argomento da trattare in via riservata tra le linee di navigazione ed i loro clienti e ha rivelato come il 90-95% dei carichi transatlantici ora venga movimentato ai sensi di contratti singoli. "Stiamo istituendo collaborazione concrete con i clienti man mano che hanno luogo le trattative annuali" ha detto Allan, aggiungendo poi: "Andremo a siglare contratti di durata annuale, biennale o triennale, ma vi dovrà essere eguale protezione da entrambe le parti per uno, due o tre anni".

L'opportunità di addivenire ad accordi a più lungo termine tra i vettori ed i loro clienti è stata richiamata anche da Chris Bourne, direttore amministrativo della Mitsui OSK Lines Ltd Europa, il quale ha dichiarato: "Io mi sento male quando vedo che i clienti parlano di tariffe di trasporto… non è proprio salutare parlare di tali argomenti… accoglierei favorevolmente accordi da tre a cinque anni, che danno stabilità a noi ed ai nostri clienti".

Riferendosi alla necessità per i vettori di relazioni stabili ed a lungo termine con i clienti, Bourne ha sottolineato: "Noi spendiamo 100 milioni di dollari per una nave senza disporre preventivamente di un solo contratto che supporti tale investimento". Bourne ha anche suggerito che le ampie oscillazioni delle tariffe di trasporto possono deteriorare i traffici. "Si spera che si possa trovare un equilibrio tra razionali tariffe di trasporto e ritorni adeguati. Sia le compagnie di navigazione che i loro clienti devono prendersi le proprie responsabilità", ha dichiarato, concludendo infine: "Smettiamola di confrontarci".
