Logistics

L'evoluzione della logistica in Cina

Le trasformazioni economiche della Cina nel corso dello scorso decennio sono state poco meno di un miracolo. Tuttavia, la maggior parte delle zone di sviluppo industriale sono confinate nelle province costiere ed i porti di Shenzen (Cina meridionale), Shanghai (fiume Yangtse) nonché quelli nord-orientali di Qingdao, Tianjin e Dalian fungono da principali centri commerciali e di crescita.

Se ci si sposta all'interno, la storia è diversa. Infatti, spesso ci si riferisce al trasporto ed alla distribuzione interni in Cina come a qualcosa che somiglia ad un "buco nero". Sebbene siano avvenuti dei miglioramenti, è ancora una questione di fortuna il fatto che un container arrivi in tempo alla sua destinazione giusta. Far tornare indietro quel box ad un deposito interno od al porto può essere ancora più problematico.

Di conseguenza, molti vettori marittimi si sono dimostrati riluttanti ad inviare il proprio equipaggiamento troppo distante all'interno per paura di non vederselo restituire mai più. Ovviamente, questo ha frenato lo sviluppo dei servizi di trasporto destinati all'interconnessione.

Koichi Hayashi, direttore generale della K Line Ltd China, con sede a Shanghai, riassume la situazione in cui si trovano molti vettori marittimi che servono la Cina. "La nostra politica è quella di portare un container in una destinazione interna che sia più vicina possibile ad un carico di esportazione. In tal modo possiamo minimizzare i nostri rischi, massimizzare il tasso di utilizzazione del nostro equipaggiamento e contribuire a stabilizzare la nostra capacità di conseguire profitti. Ciò è molto importante per una società delle dimensioni della K Line".

L'inadeguatezza dei collegamenti stradali e ferroviari, unitamente alla carenza di buone infrastrutture di magazzinaggio e di distribuzione, sono state individuate quali principali fattori problematici nonché quale causa che sta alla radice del costoso sistema distributivo cinese.

Secondo diversi commentatori, i suddetti fattori hanno comportato il fatto che la Cina sia rimasta indietro rispetto a gran parte del mondo in termini di servizi logistici e distributivi. E' stato anche suggerito che i carenti sistemi distributivi cinesi abbiano finora frenato lo sviluppo economico del paese.

Certamente, tutto ciò sta diventando un problema sempre più grande. Il nono piano quinquennale del governo cinese è mirato principalmente all'industrializzazione ed alla diffusione del benessere in relazione alle città ed alle province dell'interno; una politica, questa, che resterà inefficace a meno che non vengano effettuati massicci investimenti nell'ammodernamento e nell'espansione della rete di distribuzione delle merci del paese.

Inoltre, dato che la Cina è impegnata nelle trattative per aggregarsi al WTO (Organizzazione Mondiale per il Commercio) - un accordo che potrebbe innalzare il valore delle importazioni ed esportazioni dalla cifra attuale di circa 350 miliardi di dollari a più di 550 miliardi di dollari in cinque anni - le esigenze di investimento nelle località interne stanno diventando più urgenti.

Si aggiunga che la classe media cinese, fornita di reddito disponibile relativamente alto, sta crescendo rapidamente e questo non fa che aumentare la pressione sui sistemi distributivi locale e nazionale.

"C'è bisogno di una completa revisione" commenta uno spedizioniere "al fine di eliminare dal sistema i blocchi e tutte le infrastrutture inadeguate ovvero di migliorarle o rimpiazzarle con altre nuove. Si prenda ad esempio il settore del magazzinaggio: c'è bisogno di rastrelliere moderne, di ventilazione appropriata, di un buon controllo della temperatura, di protezione antincendio e di sistemi di sorveglianza".

Henrik Ramskov, direttore amministrativo della Mercantile Logistics Services Company Ltd China, sebbene concordi sul fatto che le infrastrutture fisiche possano essere migliorate, è convinto altresì che vi sia già un numero sufficiente di magazzini disponibili nelle principali aree urbane.

"Noi non ravvisiamo la necessità di possedere magazzini di nostra proprietà" dichiara Ramskov "sebbene si possa poi adottare tale approccio se ciò è quello che la clientela desidera, ovvero se dovessimo renderci conto che in una zona particolare la disponibilità è inadeguata".

Ciononostante, Ramskov sottolinea l'importanza di gestire quanti più anelli della catena possibile. Spiega infatti: "Noi gestiamo infrastrutture di magazzinaggio in tutte le città in cui abbiamo uffici ed il nostro sistema di gestione del magazzino può essere adattato alle esigenze dei nostri clienti. Il che può voler dire scambiare le informazioni in tempo reale, stare attenti alle procedure che ingenerano efficienza e - allo stesso tempo - soddisfare esattamente le richieste logistiche dei nostri clienti".

Egli attribuisce la lentezza dello sviluppo dei servizi logistici in Cina sia alla mancanza di comprensione da parte del settore sia all'insufficienza degli investimenti sul fronte dell'informatica e dei relativi programmi.

"In Cina - dichiara Ramskov - la logistica viene considerata semplicemente come magazzinaggio e trasporto. Questo non è il caso della Mercantile e noi abbiamo impiegato del tempo e denaro (e continueremo a farlo) non solo per formare e sviluppare la base delle forniture in Cina, ma anche per incrementare la consapevolezza nell'ambito degli organismi governativi".

Aggiunge Ramskov: "L'intenzione della nostra società è quella di presentare gli stessi standard e la stessa qualità di servizio in Cina così come facciamo negli Stati Uniti, in Europa ed altrove. Tale impegno consentirà al mercato trasportistico cinese di far fronte alle mutevoli esigenze della sua base clientelare globale".

Secondo Ramskov, la Mercantile ha contratti con più di 200 clienti in Cina. La strategia della società è quella di venire sempre incontro alle esigenze dei propri clienti e quindi sviluppare soluzioni di trasporto su misura che consentano una migliore gestione della loro catena delle forniture. "Ciò significa che i nostri clienti possono concentrarsi completamente sulla loro attività primaria" fa notare Ramskov.

Il dirigente ravvisa immense opportunità di crescita, in particolar modo dato che gli investitori esteri - e specialmente le imprese multinazionali - dirottano la propria attenzione dalla produzione orientata sulle esportazioni al servizio del mercato interno.

La società ha aperto uffici in tutta la Cina, specialmente sulla fascia costiera, e ha definito accordi di agenzia in centri-chiave dell'interno, quali Chengdu, Chongqing e Wuhan. A più lungo termine, Ranskov non esclude la conversione di questi ultimi in uffici connotati dal marchio vero e proprio della società, normativa locale permettendo.

La Mercantile, che rappresenta un'unità operativa del gruppo AP Møller di cui fa parte anche la Maersk SeaLand, non è la sola impresa straniera ad avere ottenuto autorizzazioni ad esercitare attività di logistica da parte del governo cinese. Anche compagnie di navigazione di linea, quali la OOCL, la APL e la P&ONLC (P&O Nedlloyd Logistics China), ad esempio, hanno conseguito il relativo permesso ed offrono ai propri clienti una gamma completa di servizi inerenti alla gestione dei carichi, al trasporto merci ed alla distribuzione in tutta la Cina.

Anche la OOCL Ltd China, che costituisce uno dei principali utenti del sistema ferroviario cinese per la movimentazione dei propri containers da e per l'interno, sta ampliando le proprie attività logistiche. E' stata costituita a Shanghai una distinta divisione denominata OOCL Logistics al fine di apportare al settore l'esperienza della branca del vettore marittimi specializzata in consolidamento merci, la Cargo System.

La OOCL si serve di una rete di depositi per contenitori a Shanghai, Qingdao e Dongguan, che rappresenta lo snodo trasportistico della OOCL per la parte superiore del delta del Fiume delle Perle, allo scopo di sviluppare servizi di trasporto merci a valore aggiunto su base regionale/locale. Ted Wang, direttore esecutivo della OOCL China è intenzionato ad allargare il sistema, in particolar modo ai centri modali interni. "Ritengo che vi siano notevolissime opportunità di crescita in posti quali Chengdu, Xian e Zhengzhou e la OOCL sta valutando varie località e vari partners di investimento" ha dichiarato.

Recentemente, la P&ONLC si è assicurata dal governo l'autorizzazione ad ampliare la propria rete, che prima si concentrava su Shanghai. La P&ONLC adesso opera presso uffici siti a Guangzhou, Nanjing, Qingdao e Xiamen e gestisce un centro dedicato alla distribuzione per una delle principali imprese chimiche del mondo, la BASF.

Inoltre, il gruppo fornisce servizi regolari di collegamento terrestre con la Mongolia ed il Kazahkstan sin dal 1989, attraverso la propria partecipazione del 50% nella CBW (Commercial Bonded Warehouse Co). Secondo il direttore esecutivo della P&ON Robert Woods - il cui ufficio è situato preso la sede centrale della società a Londra - la CBW starebbe per diventare un socio a pieno titolo della P&ONLC.

Attualmente, l'attenzione del gruppo si concentra "a livello macro", ha dichiarato S. T. Poon, dirigente capo della P&ONLC. "Stiamo lavorando sull'integrazione dei sistemi distributivi cinesi nelle rotte marittime internazionali. Sul fronte delle esportazioni, i consegnatari negli Stati Uniti ed in Europa vogliono sempre più frequentemente che il consolidamento avvenga in Cina e questo ingenera la necessità di magazzini migliori e dell'installazione di codificazione a barre, di controllo delle scorte, di servizi di preparazione e fornitura ecc.".

Dal lato delle importazioni, il mercato viene alimentato da vettori che vogliono conservare le scorte in magazzini doganali ed essere così in grado di far partire la merce non appena ricevuta l'ordinazione, nonché dall'incremento dell'equipaggiamento tecnologico e di dimensioni eccezionali. Diverse società, quali la Younger Niche Shipping Engineering Co Ltd Shanghai, sono specializzate in questo settore.

Tuttavia, anche vettori marittimi quali la P&ON e la OOCL ravvisano opportunità di crescita nel settore in discorso. Spiega Poon: "In Cina vi sono notevoli lavori in corso, dato che i carichi tecnologici, quali l'equipaggiamento per costruzioni, i trasformatori e le caldaie, vengono movimentati in quantità sempre maggiori. Questi ultimi richiedono soluzioni di trasporto su misura, che la P&ONLC è in grado di organizzare dal porto di origine a quello di ricezione fino alla destinazione finale".

I vettori marittimi sono altresì alla ricerca di opportunità nel settore di attività della distribuzione interna, che a giudizio di Wang e Poon decolleraà negli anni a venire. Anche Frank Chen, direttore esecutivo della APL per la Cina settentrionale, sta valutando molto attentamente il mercato. "Stiamo assistendo a molti cambiamenti in Cina" ha dichiarato "dato che le imprese multinazionali si stanno attrezzando per servire il mercato interno. Noi pensiamo che questo ci darà alcune interessanti opportunità".

In particolare, il dirigente pensa che le unità American Consolidation Services e BLS (Business Logistic Services) della APL possano crescere d'importanza in Cina. La BLS, cui Chen si è riferito come ad un soggetto "che pensa e che fa", ha già siglato un contratto relativo alla gestione della distribuzione e del magazzinaggio locale con la Shanghai General Motors.

Chen ritiene che la BLS sia riuscita ad assicurarsi il contratto a causa del proprio approccio focalizzato sul cliente e dei suoi sofisticati sistemi informatici. "I programmi informatizzati sono decisivi" ha dichiarato "dal momento che vi è l'esigenza di monitorare le merci in viaggio in qualsiasi momento".

Li Xiao Ying, presidente del gruppo Sinotrans Shanghai Co, spiega: "Stiamo operando in un ambiente assai concorrenziale e - dato l'ambiente commerciale liberalizzato del nostro paese - dobbiamo misurarci - se possibile facendo meglio di loro - con i servizi offerti dalle imprese europee e nordamericane".

La signora Li sostiene che la Sinotrans è in una buona posizione e che "si è veramente evoluta in un gruppo di servizi di trasporto in grado di offrire servizi logistico-trasportistici efficienti e completi per tutti i carichi di importazione ed esportazione".

Continua la Li: "La nostra istituzione della rete di trasporto relativa alla Sinotrans Container, a livello sia nazionale che d'oltremare, al fine di collegare i traffici di raccordo e quelli primari, i trasporti fluviali e marittimi, nonché i trasporti marittimi, terrestri ed aerei, ci dà una buona posizione sul fronte della logistica".

L'approccio della Cosco è molto simile. "Stiamo cercando di organizzare un certo numero di opzioni che metteranno in grado i produttori ed i consumatori di scegliere subito la Cosco" ha dichiarato Gao Weijie, uno dei presidenti della società con sede a Pechino. "Dal momento che i produttori in misura sempre maggiore affidano a terzi i propri trasporti, è importante per noi emergere in qualità di fornitori dei loro servizi logistici".

Anche le grandi case di spedizione globali, come la Danzas, la Panalpina, la Kuehne & Nagel e la Jardines, stanno impiegando altre risorse nello sviluppo di pacchetti logistici che possano essere utilizzati per il mercato interno in crescita.

Nel contempo, la U-Freight con sede a Hong Kong, che è stato il primo spedizioniere controllato da capitali stranieri ad ottenere una autorizzazione completa di prima classe ad operare in Cina, recentemente si è assicurata un'altra autorizzazione relativa al proprio terminal satellite di Qingdao. "Questo nuovo ufficio rappresenta un'importante integrazione della nostra rete di basi trasportistiche e logistiche in Cina" ha dichiarato Anthony Fong, direttore esecutivo della U-Freight-China Express International Transportation, l'associazione commerciale costituita al fine di gestire le attività cinesi della società-madre. "Il conseguimento dell'autorizzazione di prima classe ci aiuterà a migliorare notevolmente i volumi di traffico".

La U-Freight-China Express, che offre ai clienti una completa gamma di servizi aero-marittimi nella zona, supporta tale attività con un servizio completo di consegna e raccolta.

Non vi è dubbio che il mercato della distribuzione delle merci in Cina sia arrivato quasi al punto di rottura. Tuttavia, la combinazione del processo di liberalizzazione avviato dal governo con le iniziative del settore privato potrà migliorare la rete e consentire il conseguimento di una distribuzione e di un sistema di gestione della catena delle forniture maggiormente efficienti.
