Trasporto intermodale

Dalla strada alla rotaia: le iniziative si moltiplicano

Due recenti progetti avviati nel Regno Unito sono assai indicativi degli sforzi effettuati al fine di spostare le merci dalla strada alla rotaia. La GB Railfreight ha vinto la gara relativa ad un contratto di svariati milioni di sterline per movimentare il traffico containerizzato regolare dal porto di Felixtowe a Selby nello Yorkshire del Nord, mentre la Freightliner Ltd ha inaugurato un treno-blocco giornaliero dedicato da Manchester a Southampton.

Entrambe queste iniziative hanno luogo nel contesto di un sistema ferroviario in stato di completo disarmo, con problemi infrastrutturali alimentati dalla mancata privatizzazione del proprietario della rete Railtrack, mentre la fornitura del servizio è stata ostacolata dal peso politico della lobby del trasporto ferroviario passeggeri.

Il Rail Freight Group è un gruppo di caricatori ed operatori ferroviari finalizzato ad incrementare i volumi e la quota di mercato delle merci trasportate con profitto via rotaia. Il suo presidente, Tony Berkeley, ritiene che ciò si possa ottenere a dispetto dei problemi del Regno Unito.

"Se vogliamo movimentare i contenitori per ferrovia sulle lunghe distanze, allora siamo limitati dal problema dell'ubicazione della ferrovia. La concorrenza può costituire un buon modo per incrementare la rete ferroviaria" ha dichiarato Berkeley.

Il contratto della GB Railfreight, ad esempio, porterà la concorrenza delle ferrovie nel porto di Felixtowe, dove in precedenza aveva operato solo la Freightliner. Dal momento che per la ferrovia si tratta di nuovi traffici, la speranza è che quantitativi significativi di veicoli commerciali pesanti siano rimossi dalle principali autostrade.

Berkeley è stato altresì incoraggiato dalle iniziative in atto nell'ambito del settore logistico finalizzate ad ampliare i propri interessi nel trasporto merci ferroviario. "La ABP (Porti Britannici Associati) sta attualmente negoziando l'acquisizione del terminal intermodale Hams Hall nelle West Midlands dalla ditta statunitense Parsec. Il fatto che un gruppo che comprende importanti porti stia cercando di intervenire in un terminal terrestre è un grosso passo avanti" sottolinea.

Tuttavia, queste iniziative hanno anche loro i propri ostacoli, come spiega Berkeley.

"Quest'anno, l'Autorità delle Ferrovie Strategiche ha confermato di essere in procinto di dare il via alla ricostruzione dei ponti da Felixtowe a Nuneaton al fine di migliorare la linea. Questo significa che i box da 9'6 potranno attraversarli. Tuttavia, per quanto il primo ponte venga demolito già quest'anno, ci vorranno due o tre anni prima che il progetto possa essere portato a termine".

"Noi speriamo, altresì, di assistere a miglioramenti sulla linea primaria della Costa Occidentale, dato che la Railtrack sta lavorando a progetti di minore portata, quali i collegamenti a nuovi terminals e - cosa importantissima - la soluzione ai problemi del trasporto merci attraverso la Manica" aggiunge Berkeley.

Gli attuali problemi con gli immigrati clandestini che cercano di imbarcarsi a bordo dei treni che transitano per il tunnel della Manica dalla Francia al Regno Unito hanno portato i servizi di attraversamento quasi ad un punto fermo.

Dal novembre 2001, quando l'operatore ferroviario francese SNCF ha sospeso i servizi a causa delle aggressioni al proprio personale, solo una piccola percentuale dei treni programmati è stata effettuata. Negli ultimi tre mesi, 1.200 convogli destinati ad attraversare la Manica sono stati cancellati, mentre alcuni terminals non hanno ricevuto un treno per tre settimane. Le attività ne hanno subito le conseguenze ed adesso ci sono 6.000 veicoli commerciali pesanti in più alla settimana sulla importante direttrice che dal porto di Folkestone va a Londra.

Questa interruzione significa che la cruciale rete ferroviaria dal Regno Unito all'Europa virtualmente non esiste. Berkeley ritiene che un supporto finanziario da parte del governo britannico costituisca il solo modo "di mettere in condizione il settore del trasporto merci ferroviario attraverso il canale della Manica di sopravvivere mentre i due governi cercano di risolvere i problemi di sicurezza comportati da coloro che cercano asilo a Calais invadendo i treni merci".

La movimentazione di merci per ferrovia negli Stati Uniti ed in Canada presenta ostacoli di natura diversa ma che comportano anch'essi delle sfide. L'approccio nord-americano al trasporto merci via rotaia è improntato ad un'estrema efficienza. Convogli più lunghi, più pesanti, più ampi e più alti hanno indotto un trasporto merci ferroviario sempre più efficiente. Tuttavia, l'affidabilità sui binari è variabile, in parte a causa delle distanze e dei volumi coinvolti. I problemi in genere si verificano al confine tra le linee delle varie società, laddove l'inaffidabilità ed i ritardi possono essere di lunga durata. Nessun operatore di trasporto merci ferroviario è in grado di offrire un servizio a livello nazionale servendosi delle sole proprie risorse.

La IANA (Associazione Intermodale del Nord America) rappresenta gli interessi combinati del settore trasporto merci intermodale nella regione. Tom Malloy è vice presidente per lo sviluppo delle attività e ha assistito a diversi miglioramenti al servizio di trasporto merci ferroviario negli ultimi 12 mesi.

Tra di loro, può annoverarsi il grande successo dei convogli di transito in relazione al servizio transcontinentale dalla costa orientale alla California meridionale. Gli interminabili treni-blocco non vengono più spezzati al loro passaggio attraverso i terminals di città quali Chicago e St.Louis. Ciò offre tempi di viaggio notevolmente migliori se confrontati con i vecchi sistemi di treni-blocco, dal momento che i carri non devono essere movimentati in separata sede.

Un'altra iniziativa è rappresentata alla modifica delle prassi lavorative sugli scambi di trazione tra gli operatori, nonché dalla continua valutazione delle finestre di servizio. Come spiega Malloy, "sulle corsie di traffico ad alta densità, ogni operatore vorrebbe poter disporre di una finestra di servizio prioritaria, di modo che le proprie merci possano essere trattate per prime. Stiamo cercando di far sì che gli operatori collaborino in modo da ampliare la fascia delle finestre di servizio in arrivo e partenza, durante il giorno e la notte".

"Stiamo altresì cercando di migliorare l'efficienza degli scambi di trazione nei viaggi ferroviari. Ciò si verifica quando, ad esempio, un locomotore della costa occidentale viene incrociato con un altro della costa orientale. Tuttavia, gli operatori sono riluttanti a scambiarsi i locomotori, dal momento che hanno bisogno di garanzie circa la loro restituzione. Pertanto, stiamo cercando di migliorare le trattative in tal senso tra operatori" ha aggiunto.

Nel Nord America, la maggior parte dei binari appartiene a privati operatori del trasporto merci ferroviario. Anche se ciò ha comportato operazioni di trasporto merci estremamente efficienti che traggono beneficio da grossi investimenti in infrastrutture e materiale rotabile, il servizio passeggeri, che rappresenta una quota minoritaria, è rimasto ai margini, nella migliore delle ipotesi. Molte linee ferroviarie non lavorano secondo orari precisi, facendo partire i convogli quando sono pronti ed a seconda delle priorità commerciali.

In futuro, Malloy spera di assistere anche all'incremento degli investimenti nei terminals ferroviari, sebbene sia difficile che ciò possa avvenire senza difficoltà.

"Mentre negli anni '50 i terminals sarebbero stati confinati nei sobborghi delle città, adesso, a causa dell'espansione dei centri abitati, essi si trovano a dover gestire le linee attraverso zone residenziali e commerciali. Dato l'elevato costo della proprietà immobiliare in molte di queste aree suburbane, e considerato che la gente non vuole ritrovarsi camion e treni che passano nelle proprie vicinanze, l'espansione è diventata un problema concreto" ha detto Malloy.

"Viste le previsioni che parlano di raddoppio dei carichi ferroviari nei prossimi 20 anni, occorre trovare una soluzione per questo problema" conclude Malloy.
