Male indirizzati i fondi per la sicurezza negli Stati Uniti

Il governo federale statunitense a partire dall'11 settembre 2001 ha immesso senza difficoltà centinaia di milioni di dollari nei forzieri della sicurezza portuale. Molti di tali finanziamenti, peraltro, sono stati male indirizzati verso scali portuali relativamente sicuri, è stato affermato in occasione di un'audizione interna che ha procurato una brutta figura al DHS (Dipartimento per la Sicurezza Nazionale).

Secondo un articolo apparso sul New York Times, l'ispettore generale presso il Dipartimento ha riscontrato che la sicurezza nazionale era stata messa in pericolo presso i 10 principali porti del paese a causa del fatto che i fondi destinati alla loro protezione sono stati deviati e trasformati in sovvenzioni a piccole idrovie poco rilevanti.

Le statistiche secondo cui solo il 2% dei contenitori che passano per i moli del Nordamerica vengono ispezionati ai fini della scoperta di congegni terroristici ha scatenato notevoli critiche in ordine agli standard della sicurezza nei porti. Anche se recentemente sono state assegnate sovvenzioni destinate a sofisticati strumenti per l'esame approfondito dei carichi, esistono grosse lacune presso un certo numero di porti.

L'esame accurato della sicurezza ha rivelato vuoti di sicurezza nei porti di Seattle e Long Beach rispetto allo scorso anno, il che ha prodotto una rinnovata attenzione alle minacce percepite in ordine alla sicurezza pubblica. I legislatori hanno inviato i propri collaboratori a conferire con i dirigenti del porto, istruendoli su come e dove reperire i finanziamenti disponibili.

Peraltro, ci sono state parecchie critiche alle priorità del DHS. Il direttore Tom Ridge recentemente ha dovuto dare le dimissioni alla luce delle accuse di cattiva amministrazione.

Ora il New York Times afferma che il sorvegliante interno del Dipartimento ha scoperto che "centinaia di migliaia di dollari sono stati investiti in sistemi di illuminazione superflui ed attrezzature tecniche non necessarie", e che "il programma non ha ancora conseguito ' miglioramenti effettivi nella sicurezza portuale".

L'ottanta per cento di tutto il commercio estero viene movimentato attraverso appena 10 porti, su cui dominano Los Angeles, Long Beach, New York ed Oakland; Los Angeles e Long Beach, poi, a loro volta contano per il 40% del totale.

Inoltre, il DHS ha concesso "sovvenzioni discutibili" a porti molto piccoli e periferici, nonché a progetti che sembravano presentare più una giustificazione economica che un'autentica rilevanza attinente alla sicurezza, ha dichiarato il Times.

"L'ispettore generale ha appurato che il DHS sembra avere intenzionalmente distribuito il denaro il più ampiamente possibile invece di concentrarlo sui porti maggiori".

Perciò "il Dipartimento non ha la certezza che il programma stia proteggendo le infrastrutture ed i beni del paese più critici e vulnerabili".

Il giornale ha riferito che un amministratore del DHS ha respinto le accuse di cattiva amministrazione ma ha dichiarato che l'agenzia ha in programma l'assegnazione in futuro di maggiori sovvenzioni ai porti che presentano rischi più elevati.
