Operatori di rilievo mirano a nuovi sviluppi in Tunisia

La Hutchison, la PSA e la Eurogate stanno tutte quante mirando allo sviluppo di un nuovo terminal contenitori nel porto di Tunisi-Goletta-Rades, secondo una fonte vicina al governo tunisino.

Rappresentanti dei suddetti operatori internazionali hanno visitato il porto ed alla fine potrebbero anche decidere di finanziare lo sviluppo in prima persona.

Dopo molti mesi di ritardi ed incertezze, il governo tunisino ha annunciato due gare d'appalto internazionali in relazione allo sviluppo di un nuovo terminal contenitori, nonché di una nuova zone franca e logistica nel porto, situato nel Golfo di Tunisi.

La citata fonte ha dichiarato: "Costituisce motivo di rammarico il fatto che, fino adesso, entrambi i progetti non siano riusciti a prendere piede a causa dell'ambizione del governo di sviluppare un terminal contenitori ad acque profonde in un'altra località del paese".

Il terminal, concentrato sui traffici di porta d'accesso, effettuerà operazioni in concorrenza con lo STAM, l'attuale terminal portuale di proprietà statale, che dispone di una capacità di 280.000 TEU.

Tuttavia, lo STAM dispone di spazi limitati ai fini di una ulteriore espansione a causa della presenza di un'autostrada dal lato terra, nonché di spazi limitati per la manovra navale dal lato mare.

La concessione per realizzare, effettuare e trasferire le nuove operazioni sarà trentennale, con opzione per altri 20 anni. Ai partecipanti alla gara sarà richiesto di presentare un progetto di sviluppo del terminal contenente la stima delle future quote di mercato ed un piano d'investimento per l'infrastruttura e le operazioni attraverso un accordo contrattuale.

In totale, saranno disponibili per lo sviluppo 40 ettari, con spazi per capacità pari a 1,7 milioni di TEU. Al concessionario sarà richiesto di effettuare operazioni nel terminal contenitori su un minimo di 16 ettari, che suggeriscono una capacità di 300.000 TEU, rispetto ad oneri di concessione fissi e variabili.

Il pescaggio lungo le banchine sarà di 13 metri, sufficiente quindi ad accogliere navi superiori ai 4.200 TEU.
