Il Regno Unito verso l'applicazione del road pricing

Un recente studio-verità commissionato dal governo britannico ha raccomandato l'introduzione del road pricing (il pagamento di una somma per l'uso delle infrastrutture stradali) nel Regno Unito al più presto possibile.

Se tale raccomandazione verrà accettata, le imprese del settore potrebbero essere costrette a pagare di più per i trasporti a lungo raggio, in particolar modo nelle aree soggette ad intasamento nel corso dei periodi di punta.

Al momento, gli autisti nel Regno Unito pagano solamente un unico onere annuo per l'uso delle limitate infrastrutture stradali del paese, che Sir Rod Eddington, autore del rapporto, ritiene sia controproducente. Le sue argomentazioni sono di un qualche peso, essendo egli stato il direttore generale della British Airways nel periodo 2000-2005.

Afferma Sir Rod: "Nell'ambito della recente indagine della Camera di Commercio Britannica, l'87% dei membri hanno indicato che sarebbero disposti a pagare una qualche forma di road pricing. I principi inerenti alla necessità di far fronte ai costi ambientali possono altresì applicarsi alla congestione delle strade; di qui, la mia posizione di fermo sostenitore del road pricing commisurato alla congestione stradale.

Chiaramente, esso non potrebbe applicarsi a breve termine: ad esempio, la tecnologia necessaria ad implementarlo non esiste, ed i costi sono sconosciuti. Peraltro, a mio giudizio, tutto sommato, il road pricing rappresenta un elemento che ha senso dal punto di vista economico".

Il rapporto, che è stato accolto favorevolmente dalle società ferroviarie, sostiene che gli investimenti ed i miglioramenti infrastrutturali da soli non basteranno a garantire la mobilità.

Il messaggio per gli importatori e gli esportatori, perciò, è che o i loro magazzini in futuro avranno una localizzazione migliore o potrebbero essere costretti a pagare di più, in particolare durante i periodi di punta.

Al momento attuale, solamente la Germania e la Francia fanno pagare ai camionisti una somma in più per l'utilizzazione delle autostrade, ma altri paesi membri dell'Unione Europea stanno valutando l'ipotesi di regolamentare forme simili di road pricing. Quando parla dei tempi per l'applicazione di qualsiasi futura innovazione in tal senso nel Regno Unito, Sir Road ha in mente, presumibilmente, l'esperienza vissuta dalla Germania con la propria tassa Maut. A causa di difficoltà tecniche, l'entrata in vigore di quest'ultima è stata rinviata da agosto 2003 a gennaio 2005.

Inoltre, alla metà del 2005, il governo britannico aveva già rinviato al 2008 il collaudo del suo "Programma di applicazione degli oneri sugli utenti camionistici della strada", a causa dei costi elevati della tecnologia satellitare ivi prevista. Resta da vedere se il governo britannico, adesso, stabilirà di rivedere tale decisione.
