The United States will refrain from making mandatory by July 2012 the 100% scanning of containers leaving foreign ports bound for the airports and American ports, as required by law 9 / 11 Commission Recommendations Act The intention is instead to combine the Scanning with the investigation and assessment based on the analysis of information and data on risk as well as on cooperation with foreign ports and with other nations, and physical inspection of containers.
This was confirmed this afternoon the Secretary of the U.S. National Security, Janet Napolitano, during a visit to the port of Rotterdam. The U.S. Secretary explained that there were other ways to minimize risk and protect against terrorist attacks, such as analyzing data and just exchanging information with other nations.
