Lo stato dei terminal containers: il caso di Rotterdam

Alla luce della standardizzazione del trasporto marittimo containerizzato che ha relegato questo settore allo stato di attività ordinaria per molti caricatori, oggi si potrebbero commiserare gli operatori terminalistici. Dopo oltre 40 anni di containerizzazione, si potrebbe sostenere che quella che un tempo era l'attività altamente specializzata della stivatura dei carichi, si è ridotta a non più di un trasferimento meccanico dei boxes tra gli spazi-containers cellulari di bordo e gli spazi-containers per impilaggio pre-programmati a terra. La distinta operazione tra la pila della nave ed il varco terminalistico - che appartiene alla discussa questione delle tariffe terminalistiche - può sembrare allo stesso modo automatica quando funziona bene.

Inoltre, l'intera operazione terminalistica può essere gestita elettronicamente dalle comodità di un ufficio. Premendo un pulsante, tutti i contenitori possono essere seguiti e rintracciati, ed i tempi di sosta possono essere analizzati. In alcuni casi, l'equipaggiamento di movimentazione può persino essere guidato via satellite. Di tutte le funzioni di stivaggio, solo il lavoro del gruista di unità a cavaliere ora sembra sicuro.

Dal punto di vista dei prezzi, è anche difficile distinguere un operatore terminalistico dall'altro nello stesso porto, dal momento che i vettori appartenenti a conferenze frequentemente applicano ai caricatori le medesime tariffe di movimentazione senza distinzione in ordine al terminal utilizzato. Ad esempio, a Rotterdam, dove esistono quattro principali terminal marittimi a lungo raggio, tutte e 15 le linee di navigazione che fanno parte della potente FEFC (Conferenza Noli Estremo-Orientali) applicano la stessa tariffa standard di ' 137,5 ($ 144) per contenitore, per quanto tale diritto sia legalmente contestato.

Peraltro, con tutti i vettori marittimi, gli operatori terminalistici discutono accanitamente sul fatto che il loro servizio sia diventato un'attività ordinaria, affermando che adesso per i caricatori ed i vettori marittimi vi è molta più varietà di quanta non ce ne sia mai stata prima. Certamente, c'è più concorrenza. Rotterdam, il più grande varco d'accesso d'Europa per i contenitori, è un buon caso da osservare al riguardo. I tre principali operatori terminalistici a lungo raggio che ci sono si fanno una dura concorrenza reciproca, il che è di gran lunga una situazione diversa rispetto al predominio di un solo soggetto come avveniva pochi anni fa.

Pertanto, come fanno queste imprese di stivaggio a differenziare i propri servizi, tenendo conto che ognuno di loro si limita a prendere in affitto il terreno destinato alle operazioni terminalistiche dal proprietario del porto - in questo caso, la RMPM (Amministrazione Portuale Municipale di Rotterdam) - e provvede poi a fornire servizi ed attrezzature per la movimentazione dei contenitori propri? L'Autorità Portuale effettua la manutenzione delle banchine e dei canali d'ingresso, nonché delle infrastrutture di trasporto dello scalo. Anche in questo caso, tuttavia, gli operatori terminalistici sostengono che i porti sono diventati molto più attenti al cliente di quanto non lo fossero prima.

Paul Mittertreiner, direttore commerciale della RMPM, commenta: "Poiché sappiamo che i vettori marittimi hanno attraversato un brutto periodo, i nostri diritti portuali sulle navi sono stati congelati per due anni. Inoltre, a disposizione dei vettori marittimi ci sono rimborsi sui volumi, al fine di incoraggiare l'arrivo di nuove attività in porto. Sebbene si tratti di un passo nella direzione giusta, i vettori marittimi potrebbero sostenere che un rimborso sui prezzi terminalistici sarebbe più utile.

Ad esempio, gli oneri portuali per una nave da 5.500 TEU a Rotterdam ammontano a circa 23.000 dollari USA, ovvero a 46 dollari USA per contenitore partendo dal presupposto che vengano caricati e scaricati 500 containers. Ciò non comprende gli altri oneri sulle navi quali il pilotaggio, il rimorchio e l'ormeggio. Se li si includono, l'importo totale diventa approssimativamente di 45.000 dollari USA (escluso lo stivaggio). Per una nave da 3.000 TEU, l'onere è di circa 30.000 dollari.

D'altro canto, il terminal contenitori applica solo prezzi dentro/fuori, che sono assai trattabili, e variano tantissimo tra i terminals: possono spaziare dai 50 agli 80 dollari per contenitore, a seconda dei volumi. I prezzi per il deposito e la movimentazione dei containers tra la pila sulla nave ed il varco terminalistico sono da calcolare in più. Si sa che il prezzo per il secondo, classificato come ricezione o consegna, dovrebbe avvicinarsi a circa 35 dollari/container.

E' rischioso confrontare questi prezzi con gli oneri terminalistici di movimentazione, perché la definizione di prezzo sembra essere aperta a varie interpretazioni. Ferdinand Kranenburg dello EVO (Consiglio Caricatori Olandesi), commenta: "Quando vennero determinati per la prima volta gli oneri terminalistici di movimentazione, fummo d'accordo sui 17 elementi proposti perché pensavamo che fossero ragionevolmente chiari. Da allora, tuttavia, abbiamo dovuto annullare quell'accordo, dal momento che la definizione di alcuni degli elementi, tra cui chi dovrebbe pagare per la movimentazione dei contenitori vuoti, sembra non essere coerente.

Siamo anche diventati molto scettici circa il livello dei prezzi applicati poiché, sebbene riconosciamo che i prezzi dei terminal contenitori si stanno riducendo a causa dell'aumento della concorrenza, i caricatori devono ancora vedere chiaramente i benefici di tale situazione". L'equazione è complicata dal fatto che non tutti i terminals di Rotterdam sono situati nello stesso posto. Alcuni sono situati a qualcosa come 45 km di distanza, di modo che, sebbene i prezzi dei terminals più vicini al centro cittadino possano sembrare meno cari, occorre pagare il fio di un costoso passaggio del fiume di due ore e mezza per trarre vantaggio da ciò.

La RMPM inoltre ha avuto un ruolo importante nell'ottenere che i depositi containerizzati del porto restassero aperti 24 ore su 24, 7 giorni su 7 per i caricatori, nonché nel miglioramento dei servizi intermodali. Il suo sito web Infolink adesso mette in grado i caricatori di collocare più facilmente ciò che preferiscono ed assicura un'infrastruttura tipo "scatola grigia" agli operatori di cabotaggio marittimo. Più di recente, essa ha persino cominciato a contribuire ai costi del trasporto locale per i contenitori dell'importatore che hanno bisogno di essere esaminati dalle Dogane.

Dopo una notevole riorganizzazione delle attività terminalistiche negli ultimi anni, la ECT resta il maggior operatore terminalistico di contenitori di Rotterdam. Sebbene essa sia poco propensa a fare rivelazioni in ordine ai propri volumi, si sa in modo attendibile che ha movimentato approssimativamente 3,8 milioni di TEU lo scorso anno, ovvero il 60% del traffico containerizzato complessivo del porto. Ciò include il 50% del traffico movimentato presso il terminal RST (cabotaggio marittimo a corto raggio), che essa possiede assieme alla Steinweg.

Dal 1999, la HPH (Hutchison Port Holding) con sede a Hong Kong si è costruita la propria quota azionaria nella ECT ed ora controlla il 75,5% dello stivatore. La RMPM è l'altro principale azionista, ma non fa mistero della propria volontà di vendere la propria quota "allorquando il mercato sarà favorevole". A causa della posizione predominante della HPH in altri porti, segnatamente i porti britannici di Felixtowe e Thamesport, la ECT è stata alla fine costretta a vendere la propria partecipazione di un terzo nel terminal Maersk Delta alla AP Møller Terminals nel 2002, allo scopo di alimentare una maggiore concorrenza.

Un armatore locale, che ha chiesto di restare anonimo, commenta: "Quando la ECT era il solo operatore presente qui per grandi vettori come noi, la mancanza di concorrenza spesso ha reso difficili le trattative. Ora tutto va molto meglio e ci ritroviamo a lavorare con gente più ragionevole". Lo stivatore gestisce due distinti terminals marittimi a lungo raggio. Il primo, denominato Home Terminal, è situato a Eemhaven, vicino al centro della città. Il secondo, lo ECT Delta Terminal, è situato alla foce dell'estuario del Maas, a 44 km di distanza, a Maasvlakte. E' molto più grande e può accogliere, in particolare, navi a grande pescaggio.

E' interessante notare come il Maersk Delta Terminal, che prima faceva parte del complesso ECT a Maasvlakte, adesso è recintato separatamente e dispone di un'entrata propria.

Commentando l'approccio maggiormente commerciale della ECT alle attività, Wando Boevé, direttore marketing e vendite, dichiara: "In passato, eravamo una società guidata dal prodotto e tecnicamente orientata, ma in seguito siamo riusciti a diventare un organismo guidato dal mercato. Facendo parte di un'organizzazione più grande, ora possiamo anche condividere le informazioni e le esperienze con altri terminals che ne fanno parte e quindi imparare l'uno dell'altro".

Continua Boevé: "Attraverso questo approccio, siamo diventati più efficienti sotto diversi aspetti, il che ha comportato, ad esempio, ritmi più alti per ciò che riguarda la movimentazione di containers bordo-costa. La norma è adesso di 25-27 movimentazioni all'ora. Anche il nostro sistema completamente automatizzato di movimentazione dei contenitori presso il terminal Delta lavora in modo più affidabile". Presso i suoi Delta Dedicated Terminals, il trasporto sulle banchine viene svolto da AGVs (veicoli a guida automatica) ed i containers vengono posizionati mediante l'utilizzazione di gru da impilaggio automatizzate.

Si potrebbe sostenere che, anche prima del rilevamento ad opera della HPH, la ECT fosse con tutta probabilità più orientata sul cliente della maggior parte degli altri operatori terminalistici. Ad esempio, essa aveva già impiantato terminal containers trimodali interni a Duisburg, sul confine tedesco, a Venlo nei Paesi Bassi ed a Willenbroek in Belgio. Tutti quanti sono ancora in attività ed i loro servizi di connessione ferroviaria e fluviale sono stati migliorati allo scopo di attirare ulteriormente il supporto dei caricatori. I vettori marittimi possono inserire trattative tariffarie inerenti a questi servizi nelle proprie negoziazioni contrattuali relativi ai terminals. Alternativamente, i caricatori possono negoziare le tariffe direttamente con la ECT su base merchant haulage, sebbene la ECT debba stare attenta a non pregiudicare le trattative sulle tariffe di diversa natura.

Dichiara Boevé: "Per tutti gli operatori terminalistici, la soluzione del problema se è il carico che attira la nave o viceversa è fondamentale per il successo. Quale dei due fattori sia più importante dell'altro è materia di dibattito, ma a questo proposito abbiamo certamente cercato di non comprometterci. Sappiamo che i caricatori hanno bisogno di qualcosa di più che un buon terminal e che i vettori marittimi nostri clienti hanno altresì bisogno di buoni collegamenti terrestri".

La ECT è orgogliosa di essere in grado di trasferire un container ad un proprio servizio intermodale presso il suo terminal Delta nel giro di 10 minuti dallo scarico dalla nave, facendo sì che tutta la necessaria documentazione sia stata completata prima. Dal momento che il 40% circa delle movimentazioni terrestri di Rotterdam vengono espletate via chiatta, mentre il 13% è trasportato per nave, le connessioni intermodali sono molto importanti. Per questa ragione, il Delta dispone di un proprio terminal fluviale, sebbene, come ha recentemente sottolineato un operatore fluviale alquanto seccato, esso non venga sempre utilizzato.

Talvolta, è meno costoso trasferire questo traffico presso i suoi ormeggi marittimi a lungo raggio piuttosto che movimentarlo sino alla banchina fluviale dall'altro capo del terminal. La stessa fonte succitata dichiara: "Il problema di tale procedura è che agli operatori fluviali raramente viene data priorità di lavorazione presso gli ormeggi marittimi a lungo raggio, e, poiché le gru a cavaliere sono più grandi, sono più lente e meno soggette ai ritardi cagionati dalle condizioni atmosferiche".

Lo scorso anno, il porto di Rotterdam era stato molto criticato dai caricatori per le sue inefficienti procedure doganali. In seguito sono state installate migliori infrastrutture di verifica, che hanno comportato un grande miglioramento. Commenta Boevé: "Il punto più importante di tutto ciò, per gli importatori, è che il trasporto ai verificatori adesso è gratuito, ed ogni volta che un container dev'essere tolto dalla pila per l'ispezione, non dev'essere più essere notificato preliminarmente. Prima, si trattava di una procedura piuttosto lunga. C'è anche un maggior coordinamento tra gli altri ispettori, quali i veterinari e gli addetti ai carichi pericolosi".

Conclude Boevé: "Ovviamente, la ECT non può attribuirsi il merito di tutti questi miglioramenti; peraltro, noi abbiamo svolto un ruolo importante nella promozione della loro necessità, e contribuito ai costi di trasporto presso i verificatori. Facciamo così perché vediamo il nostro lavoro come un sistema logistico, non solo una operazione di terminal contenitori".

Come menzionato prima, la APM Terminals adesso gestisce il terminal Maersk Delta, situato nel Maasvlakte, interamente per conto proprio. La ECT è stata costretta a vendere la propria partecipazione di un terzo nel terminal quale condizione perché la HPH potesse rilevare una quota di maggioranza nella società. Tal manovra è stata portata a termine nello scorso mese di ottobre. Palle Weidlich, amministratore delegato della Maersk Benelux, afferma che il terminal è andato sempre più forte da allora e che adesso offre un servizio molto migliore sia ai vettori marittimi che ai caricatori.

Osserva Weidlich: "Ovviamente, è difficile confrontare il nostro servizio di oggi con quello che avevamo prima, perché le cose sarebbero cambiate comunque. Ciò che possiamo dire, tuttavia, è che il processo di cambiamento ha decisamente subito una accelerazione". Lo scorso anno, il terminal ha movimentato 604.000 TEU, con uno sbalorditivo 42% in più rispetto al 2001, ben al di sopra dell'incremento complessivo del porto che è stato del 6,5%. Approssimativamente il 78% di tale aumento è stato assicurato dalla Maersk Sealand e dalla Safmarine. L'altro principale cliente del terminal è la New World Alliance, che comprende MOL, APL e Hyundai Merchant Marine.

Quest'anno, il terminal Maersk Delta si aspetta di movimentare 735.000 TEU, con un ulteriore incremento del 22%, dovuto, presumibilmente, al ritorno di altro traffico della Maersk Sealand da altri porti, oltre a nuove attività. Continua Weidlich: "La produzione di gru a cavaliere lo scorso anno è aumentata di quasi il 30%, sino a 25,9 movimentazioni/ora, e ci aspettiamo di incrementarla sino a 32,5 movimentazioni/ora quest'anno. Inoltre, i tempi di lavorazione nave sono stati ridotti di 5-12 ore, a seconda delle dimensioni della nave e del numero di contenitori movimentati".

A giugno si stimava che il terminal potesse movimentare altri 300-400.000 TEU per anno, sebbene altro terreno sia disponibile per ulteriori espansioni. Dopo di che, la APM Terminals spera di espandersi nel Maasvlakte II, nel caso che l'importante progetto di bonifica del terreno attualmente proposto dalla RMPM dovesse ottenere l'approvazione da parte del governo nazionale.

Secondo Mittertreiner, partendo dal presupposto che l'approvazione dovesse arrivare rapidamente, la costruzione del Maasvlakte II potrebbe iniziare nel 2006, mentre i primi inquilini vi si potrebbero trasferire nel 2008. Il nuovo scalo sarà in grado di accogliere navi sino a 15.000 TEU. Nel contempo, è stata programmata l'apertura alle attività per il 2005-2006 di un altro terminal contenitori dalla capacità di 1,7 milioni di TEU/anno (l'Euromax) appartenente in comproprietà alla ECT ed alla P&O Nedlloyd. Esso sarà situato ad un tiro di sasso dal precedente, proprio nelle vicinanze del terminal petrolifero della MOT, anch'esso nella località di Maasvlakte, all'imboccatura del porto.

Si dice che pure le operazioni terrestri del terminal Maersk Delta siano state notevolmente migliorate da quando esso è stato rilevato dalla APM Terminals. Commenta Weidlich: "Abbiamo recentemente introdotto un sistema di controlli all'ingresso del varco per i camion, che fa sì che l'autista debba uscire dalla cabina per presentare la documentazione. Ciò fa risparmiare tra i 15 ed i 30 minuti, ed è molto apprezzato dagli autotrasportatori, particolarmente in inverno".

Inoltre, il terminal ha allestito un proprio deposito contenitori interno al fine di accelerare lo scarico e la presa delle attrezzature vuote. Un ormeggio distinto, equipaggiato con gru propria, è destinato alle chiatte, allo scopo di rendere più veloce il trasferimento dei containers.

Mentre il terminal Maersk Delta condivide un centro di servizi ferroviari comune con lo ECT Delta Terminal, il Gruppo AP Møller offre un servizio ferroviario interno rapido ed efficiente per mezzo dello ERS (European Rail Services).

Il quarto terminal contenitori marittimo a lungo raggio di Rotterdam, lo Uniport/Hanno, è situato a Waalhaven, proprio in prossimità del terminal Home della ECT, nelle vicinanze del centro cittadino. In origine, esso era partito come due terminals distinti. Vennero unificati nel 2000 mediante un investimento fatto da Hans Vervat. E' interessante notare come la Kuehne & Nagel fosse uno degli azionisti originari del terminal Uniport, e che però finì per vendere la propria quota nel 2001.

Dal momento della fusione, la crescita dei carichi presso il terminal è stata impressionante. Lo scorso anno la Uniport/Hanno ha movimentato complessivamente 650.000 TEU, con un aumento dell'8% rispetto al 2001. I suoi clienti maggiori sono il consorzio K Line/Yang Ming e la China Shipping Container Line. Per tale ragione, esso movimenta regolarmente navi di capacità superiore ai 5.000 TEU. Tra gli altri clienti vi sono il servizio alla volta del subcontinente indiano del consorzio SCI/Zim Navigation Line/Yang Ming e la Borchard Lines.

Alla richiesta di commentare i principali vantaggi del terminal, il suo dirigente, Herman van Strien, ha detto: "Essendo un'attività di dimensioni ridotte a conduzione familiare, siamo in grado di prendere decisioni più rapidamente rispetto agli altri terminals. Con le navi che vanno e vengono ogni giorno, questo è un'importante vantaggio. Noi siamo inoltre molto vicini al centro della città. Per i camion che devono raccogliere i containers a Maasvlakte, ciò vuol dire percorrere altri 90 km andata e ritorno, il che costa denaro".

E' interessante notare, secondo Kranenburg, come i vettori marittimi molti anni fa fossero soliti applicare una tariffa addizionale di circa 50 fiorini olandesi (25 dollari) per contenitore per tale movimentazione, ma quella prassi nel frattempo è caduta in disuso a causa di pressioni commerciali. Ora, secondo vari caricatori ed autotrasportatori, viene applicato un sovrapprezzo solo se la distanza aggiuntiva comporta effetti significativi sul numero dei viaggi che un camion può effettuare ogni giorno. In altre parole, tutto dipende dalla destinazione finale interna o dall'origine del carico.

Van Strien afferma altresì che le tariffe del terminal Uniport/Hanno sono meno care di quelle applicate a Maasvlakte, anche se ciò non si riflette sul livello degli oneri di movimentazione terminalistica applicati dai vettori. Inoltre, viene mantenuto un deposito contenitori interno per agevolare il ritorno e la raccolta dei vuoti.

Come avviene negli altri terminals, un moderno sistema elettronico per la gestione del terminal contenitori fa sì che i containers vengano movimentati in giro per il terminal in modo efficiente, e vi è un collegamento ferroviario con gli scali di smistamento nel vicino Centro Servizi Ferroviari. Nel corso dell'ultimo paio d'anni, sono stati spesi circa 37 milioni di euro dalla RMPM per migliorare l'accesso a Waalhaven.

Sebbene non sia stato ancora ufficialmente confermato, Hans Vervat è noto per il suo interesse all'estensione delle operazioni della Uniport/Hanno mediante la costruzione di un nuovo terminal marittimo a lungo raggio proprio nelle vicinanze del terminal Euromax a Maasvlakte. Se la RMPM sarà d'accordo, il terminal potrebbe essere aperto in cima al Maasvlakte II.

Concludendo, i caricatori ed i vettori marittimi ora sembrano essere serviti molto meglio dagli operatori terminalistici di Rotterdam, ed in arrivo c'è molto di più. I caricatori potrebbero sostenere che la situazione potrebbe essere ancora migliore se gli oneri di movimentazione terminalistica potessero essere resi più trasparenti; ma questo, è un altro discorso.
