Trasporto marittimo

Il dilemma della UASC

Come per molti vettori marittimi, il 2003 è stata una buona annata per la UASC (United Arab Shipping Company) ed il 2004 sembra essere ugualmente promettente. Quale vettore di nicchia specializzato nel mercato del Medio Oriente, la UASC beneficia della fiorente domanda di carichi da e per questa regione. Dato che le importazioni dall'Asia al Medio Oriente crescono in modo particolarmente rapido, il vettore si sta espandendo in questa direttrice di traffico.

Ciò è stato evidenziato dall'inaugurazione, nella seconda metà dello scorso mese di febbraio, del servizio settimanale AGX (Asia Gulf Express) della UASC dal Sud-Est asiatico al Golfo medio-orientale. Tale servizio, che impiega 3 navi da 1.200 TEU noleggiate a lungo termine, scala i porti di Singapore, Port Kelang, Jebel Ali e Khor Fakkan. A Singapore, l'allacciamento AGX si collega con altri servizi della UASC (v. tabelle), assicurando così connessioni da e per i porti dell'Asia settentrionale.

Questo sviluppo fa seguito alle di gran lunga migliori prestazioni finanziarie del vettore nel 2003 rispetto al 2002. Avendo tratto vantaggio dal miglioramento delle tariffe di nolo nei principali traffici est-ovest, il profitto netto è cresciuto dagli appena 4,3 milioni di dollari USA del 2002 ai 60-65 milioni di dollari dello scorso anno. Il 2002 è stato un anno eccezionalmente brutto. La UASC aveva riferito di avere conseguito profitti netti per 41,3 milioni di dollari nel 2000 e 41,5 milioni di dollari nel 2001.

Nel 2003, le movimentazioni di contenitori, che rappresentano la maggior parte dell'attività complessiva del vettore, sono state pari a 943.000 TEU, con un aumento del 7,7% rispetto ai volumi dell'anno precedente. Jørne Hinge, vice direttore generale e dirigente in capo dei traffici e delle operazioni della UASC (con uffici presso la sede centrale in Kuwait) ha riferito che, malgrado ciò, la crescita della società è stata soffocata e sono state perdute quote di mercato a causa della carenza di capacità sufficiente sui servizi di linea primaria ai quali essa fornisce tonnellaggio. La UASC afferma di essere il leader del mercato tra i vettori che servono il Medio-Oriente, ma impiega navi più piccole di quelle degli altri principali vettori impegnati nei medesimi traffici. Dal momento che attualmente la UASC non ha ordinazioni per nuove navi, il divario tra il vettore ed i suoi concorrenti si va allargando.

Hinge spiega che si tratta di un dilemma per la UASC: "I traffici containerizzati sono aumentati a livello mondiale di oltre il 10% negli ultimi tre anni, ma non siamo stati in grado di crescere, poiché le nostre navi sono al completo. Possiamo adeguare la nostra attuale capacità al fine di metterci in condizione di crescere del 2% circa, ma guardando allo scenario complessivo stiamo perdendo quote di mercato".

Alla domanda relativa a quando saranno ordinate nuove navi, commenta: "Le nostre navi sono al completo, ma noi siamo consapevoli che, introducendo navi troppo grosse, finiremmo per dover ridurre le tariffe di nolo. Per un po' di tempo, abbiamo elaborato programmi interni al fine di acquisire una serie di navi da 6.000-7.000 TEU, ma il fatto è che i nostri soci azionisti avrebbero dovuto essere d'accordo. In una società in cui vi sono sei azionisti di maggioranza (i governi di Bahrain, Iraq, Kuwait, Qatar, Arabia Saudita ed Emirati Arabi Uniti) le decisioni non si possono prendere facilmente".

Come mostrano le tabelle, le operazioni della UASC si concentrano per lo più sul servizio alla regione medio-orientale, sebbene il vettore partecipi ad alcuni altri traffici, tra cui il transatlantico e l'Europa-Asia. Ma è il traffico dall'Asia al Medio Oriente il settore in cui il vettore sta assistendo alla crescita di volumi più fiorente.

Spiega Hinge: "Attualmente, vi è una buona crescita relativa al Medio Oriente in tutte le direttrici di traffico in cui operiamo, ma quella maggiore si riferisce all'Asia. Il traffico Asia-Medio Oriente è cresciuto in media del 25% all'anno negli ultimi tre anni.

La Cina ha mostrato una crescita fantastica, che ha sorpreso persino i più ottimisti. Il maggior vantaggio di tutto ciò sta nel fatto che questi volumi non sono stati realizzati a spese dei suoi vicini. La crescita inerente a Sud Corea e Taiwan - tradizionali paesi di approvvigionamento per gli importatori nel Medio Oriente ed in altre parti del mondo - è molto minore di quella inerente alla Cina, ma i volumi provenienti da questi paesi non si stanno riducendo. Gli importatori hanno assistito ad una grossa riduzione dei costi per molti prodotti cinesi, il che li ha indotti ad incrementare i propri quantitativi di acquisto".

Tuttavia, sfortunatamente per la UASC, i traffici in direzione opposta, dal Medio Oriente all'Asia, sono meno allettanti. Dichiara Hinge: "Le tariffe dei noli in questa direttrice di traffico sono basse in modo ridicolo. Vi sono alcuni carichi (containerizzati) dagli impianti petrolchimici e dalle raffinerie degli Stati del Golfo alla volta dell'Asia. Ma, data la concorrenza, le tariffe di nolo ci forniscono un contributo molto piccolo. Non ci lascia nulla in tasca, considerato che il contenitore resta fuori servizio per un paio di settimane, e che quando lo otteniamo indietro deve essere pulito o riposizionato. Ma noi continuiamo a sperare che queste tariffe miglioreranno".

Sebbene in modo non così esplosivo come è accaduto per l'Asia, la domanda di importazioni per un'ampia gamma di merci è stata stabile anche per quanto attiene le altre regioni, da cui ha tratto vantaggio anche la UASC. Il vettore trasporta via mare derrate alimentari, piastrelle e marmo dal Mediterraneo, nonché merci industriali dalla Costa Orientale degli Stati Uniti, per consegnatari situati in tutto il Medio Oriente. Una grossa percentuale di beni di consumo containerizzati, così come i carichi spediti dalla UASC mediante servizi con rinfusiere, sono importati da imprese petrolifere e chimiche in Arabia Saudita, Kuwait ed altri Stati del Golfo.

Il fiorente mercato del Medio Oriente si riflette nella elevata crescita di risultati containerizzati presso alcune delle principali porte d'accesso della regione, in particolar modo negli Emirati Arabi Uniti. Dubai (E.A.U.), il più grande porto containerizzato in Medio Oriente, ha movimentato 5,15 milioni di TEU nel 2003, con un incremento del 23% rispetto all'anno precedente. Nel contempo, i risultati del KCT (Khorfakkan Container Terminal) sono aumentati del 14%, sino ad 1,45 milioni di TEU. Il terminal di Jebel Ali di Dubai ed il KCT sono entrambi hub importanti per la UASC, serviti da tutte le navi di linea primaria del vettore.

Hinge ha dichiarato che i porti kuwaitiani di Shuwaikh e Shuaiba sono spesso congestionati, per lo più a causa della movimentazione di carichi militari da e per l'Iraq, per i quali vengono utilizzate queste porte d'accesso. Per questo motivo, esistono piani del governo kuwaitiano finalizzati all'ampliamento di tali porti, così come alla possibile costruzione di un nuovo porto sull'isola di Bubiyan, nel Kuwait nord-orientale, in prossimità del confine iracheno.

Ha poi aggiunto che anche il porto giordano di Aqaba soffre di congestionamento, a causa di grossi volumi di automobili ivi movimentati (molti dei quali sono destinati all'Iraq). Per tali motivi, la UASC sta lanciando un nuovo servizio di raccordo da Aqaba al porto saudita di Jeddah (v. tabella 2).

Hinge spiega che nel 2003, le navi di linea primaria della UASC sono salpate piene alla volta del Medio Oriente non solo dall'Asia, ma anche dalla Costa Orientale degli Stati Uniti, dal Mediterraneo e dal Nord Europa. Come mostra la tabella 1, la UASC impiega 10 navi da 3.800 TEU sull'allacciamento AEC (con la Hanjin e la Senator come locatari degli slots) che serve il Nord Europa, Il Mediterraneo, il Medio Oriente e l'Asia. Nel servizio MIX, che collega Mediterraneo, Medio Oriente e Subcontinente indiano, vengono impiegate 11 navi (nove dalla UASC e due dalla Hanjin).

La crescita dei carichi sia d'esportazione che d'importazione sta avendo notevole impulso in diversi paesi del Medio Oriente a causa del successo delle zone franche e di importanti centri di distribuzione, in particolare a Jebel Ali a Dubai, ma anche in Giordania ed in Arabia Saudita. Si è altresì verificata una significativa crescita dei carichi d'importazione, segnatamente alla volta del Kuwait e della Giordania, così come di Dubai e dell'Arabia Saudita, a causa della ricostruzione dell'Iraq.

In ragione della caotica situazione in Iraq, una grande percentuale di merci destinate all'Iraq vengono importate nei paesi vicini - segnatamente, Giordania e Kuwait - e poi autotrasportate oltre il confine. Secondo Hinge, in Iraq, anche se esistono alcuni imprenditori, in realtà l'impresa privata dev'essere rifondata, dopo che per anni il governo di Saddam Hussein aveva provveduto a controllare gran parte dell'industria del paese attraverso i suoi numerosi ministeri.

Come menzionato sopra, l'Iraq è uno dei sei paesi i cui governi hanno una partecipazione azionaria nella UASC, mentre gli altri sono il Bahrain, il Kuwait, il Qatar, l'Arabia Saudita e gli Emirati Arabi Uniti (tutti stati produttori di petrolio del Golfo medio-orientale). Peraltro, data l'attuale situazione, il vettore non serve direttamente l'Iraq. Hinge afferma che la sicurezza rappresenta ancora un grosso problema al di fuori dei dintorni dei porti (Umm Qasr e Khor az Zubair).

Hinge spiega che le navi battenti bandiera statunitense - gestite da vettori tra cui Maersk Sealand, PONL (P&O Nedlloyd) e Lykes Lines - trasportano la maggior parte delle merci destinate alle autorità militari in Iraq. Tuttavia, aggiunge che la UASC non è stata del tutto esclusa, dal momento che essa trasporta indirettamente carichi diretti all'Iraq. Il vettore trasporta condizionatori d'aria, generatori, tende ed altro equipaggiamento in Kuwait per conto di consegnatari di quel paese, che a loro volta li noleggiano alle autorità militari statunitensi in Iraq. Inoltre, la UASC trasporta carichi commerciali sino ai porti kuwaitiani, da dove vengono trasportate ulteriormente a Baghdad, Bassora ed altre città irachene da parte di spedizionieri con sede in Iraq.

Non vi è, perciò, carenza di domanda di carichi in Medio Oriente, e, come menzionato prima, le navi della UASC salpano piene (o quasi piene) nella maggior parte delle proprie direttrici di traffico. Il problema è costituito dalle dimensioni delle sue navi, che non sono grandi abbastanza da far fronte alla domanda nei periodi di punta. Ciò si riferisce egualmente alle navi da 3.800 TEU impiegate nel suo allacciamento AEC (Europa-Medio Oriente-Asia) ed alle navi da 2.199 TEU del servizio MIX (Costa Orientale Nord America-Europa-Medio Oriente-Subcontinente indiano). Nel primo dei suddetti traffici, alcuni vettori impiegano navi da 6.000 TEU ed in quello dall'Europa al Subcontinente indiano i membri del consorzio EPIC (CMA CGM, Contship Containerlines e PONL) impiegano navi da 3.600 TEU circa.

Far combaciare domanda ed offerta è perciò difficile per la UASC. Nel proprio servizio MIX, la UASC occasionalmente sceglie di rifiutare i carichi in esportazione dei caricatori con sede negli Stati Uniti destinati al Medio Oriente ed al Subcontinente indiano, per ricavare spazio per le spedizioni in esportazione provenienti dal Mediterraneo.

Dichiara Hinge: "Abbiamo un collo di bottiglia nel Mediterraneo. Potremmo accogliere più carichi dalla Costa Orientale degli Stati Uniti al Medio Oriente ed al Subcontinente indiano, ma dobbiamo essere sicuri di avere sulle navi abbastanza spazio per prendere i carichi dal Mediterraneo al Medio Oriente. In tal modo, abbiamo un limite rispetto ai carichi che possiamo accogliere sulla Costa Orientale degli Stati Uniti. La nostra priorità è costituita dal contributo apportato dai carichi, che è maggiore dal Mediterraneo al Medio Oriente rispetto a quello dalla Costa Orientale U.S.A. al Mediterraneo, a causa dello squilibrio tra i carichi".

Tuttavia, il fatto di condurre le operazioni con navi da soli 2.199 TEU nell'allacciamento MIX rappresenta una limitazione in termini di capacità di spazi per contenitori. Hinge dichiara che esse sono adatte ai traffici Mediterraneo-Medio Oriente. Precisa poi: "Il maggior vantaggio di queste navi è costituito dal fatto che esse presentano una buona capacità di accoglimento di peso dei TEU, il che le mette in grado di ricevere containers pesanti. Con una velocità di soli 17 nodi, l'impiego di queste navi è limitato, ed il traffico dal Mediterraneo al Medio Oriente ed all'India e ritorno è caratterizzato da grossi quantitativi di carichi pesanti. Trasportiamo riso dall'India all'Europa e tutta una gamma di derrate dense dal Mediterraneo". Hinge aggiunge che queste navi saranno adatte a tali traffici ancora per i prossimi cinque anni.

Anche se gran parte dei proventi della UASC sono ingenerati dalle proprie attività containerizzate, il vettore accoglie altresì consegne di rinfuse per il Medio-Oriente. Questa attività, peraltro, si sta assottigliando, a causa del fatto che gran parte delle rinfusiere della UASC sono state vendute negli ultimi tre anni, una volta raggiunti i 25 anni di età. La flotta di rinfusiere della UASC, che comprende le navi denominate Classe K, ciascuna con un dislocamento medio di 23.693 t.s.l. e con una capacità di 415 TEU, è diminuita dalle 11 unità alla fine del 2002 alle sole 3 di oggi. Il vettore fornisce ancora servizi per rinfuse dal Nord e Sud America e dal Giappone al Medio Oriente.

Hinge ha spiegato che vi è una carenza di navi rinfusiere a ponte doppio nel mercato, e che in parte per questa ragione la UASC trasporta carichi anche sulle unità a ponte singolo, dalle Americhe e da altre regioni al Medio Oriente. Inoltre, le unità a ponte singolo vengono impiegate nei servizi per rinfuse "tipo corriere", inaugurato lo scorso anno.

Precisa: "Piuttosto che trasportare una singola spedizione di 20.000 tonnellate di lastre d'acciaio dall'Europa al Golfo Persico, con l'attività da corriere trasportiamo una combinazione di derrate, quali lastre d'acciaio, tubi e materiali da costruzione, per diversi consegnatari".

Questa diversificazione sta apportando nuove opportunità alla UASC, a complemento dell'attività containerizzata, consentendo al vettore di trarre vantaggio dalla fiorente domanda di carichi in Medio Oriente. Le opportunità a lungo termine dipenderanno dalle decisioni che la UASC prenderà circa l'incremento della capacità per far fronte a questa domanda; di qui, il suo dilemma.
