Concern about the possibility of transferring competences
of the port of Marina di Carrara by the Italian Regulatory Authority
of the Port System of the Eastern Ligurian Sea to that of the
Northern Tyrrhenian Sea, as provided for by an amendment inserted in the
Infrastructure Decree-Law
(

June 2025), much greater concern have expressed
some terminal operators operating in the port of Carrara or in the port of
La Spezia, also managed by the Port Authority of Eastern Liguria.
They are terminal operators Dario Perioli, FHP, Grendi and Tarros
which are also active in other logistics sectors including
those represented by the three associations. The four companies
urged the institutions "to make a decision-making process
participated in the face of the amendment to the Infrastructure Decree that
- they highlighted - could lead to risks to stability
and the development of the two ports involved". Dario Perioli, FHP,
Grendi and Tarros explained that the proposed transfer
'could jeopardise the development achieved by the ports of La
Spezia and Marina di Carrara in recent years, with effects on
the entire operational and competitive structure of the entire port cluster
of the Eastern Ligurian Sea".
The four companies have specified that there is a risk of
endanger development and consolidated investments given that
«the integration of Marina di Carrara into the Port Authority of the Ligurian Sea
has led from the beginning to a significant increase in the
of the traffic of this port, tripled to reach 5.5
million tons per year, and investments of 95 million tons per year.
euros, of which 57 financed with the Port Authority's own funds". And to
risks are also operational synergies and complementarity
commodity systems, having noted that - they specified - "the
collaboration between the operators of the ports of La Spezia and Marina di
Carrara has allowed on the one hand the diversification and
Specialization of traffic with product categories and markets
on the other hand, the launch of new activities, such as the
project cargo and ro-ro traffic. In addition, the operational synergies and
the geographical proximity between the two airports - they noted -
have made it possible to make the whole of the
inland port logistics, effectively consolidating the position of the
strategic of the two ports in the national logistics system".
Dario Perioli, FHP, Grendi and Tarros also underlined
"the attention to the development of intermodal traffic with
rail connections of which La Spezia is the leader and where
Marina di Carrara, as a result, is also benefiting
increasing its shares, in a shared strategic perspective of
positive environmental and social impact".
In addition, the four companies fear an impact on employment
since the current administrative structure "guaranteed growth and
safety for workers and companies operating in the port. The
uncertainties deriving from management changes - they observed -
could have negative effects on well-established models
multiannual planning requires stability and certainty
of administrative rules".
Finally, the four operators pointed out "that it is
It is desirable and necessary that decisions of such importance be
adopted through an appropriate public debate for which the
stakeholders are willing to make their contribution".
To this end, Dario Perioli, FHP, Grendi and Tarros asked "to
ensure participatory decision-making, taking into account the
needs of operators in the sector who are investing so much in
the development of traffic in this port system".
