L'andamento infortunistico nel 2009

  • Nel 2009 si sono infortunati 1.264 lavoratori marittimi, contro i 1.340 del 2008.
  • Sempre nel 2009 (dati consolidati), gli infortuni sul lavoro nel comparto marittimo risultano in calo del 5,7% rispetto al 2008, pur restando stabile il livello di occupazione nel settore.
    La diminuzione segue la flessione pari a circa l'8% che era già stata rilevata negli infortuni del 2008 rispetto a quelli del 2007.

  • Gli infortuni si sono verificati prevalentemente nelle categorie del naviglio passeggeri (54,6%), in quella del carico o trasporto merci (16,9%) ed in quella della pesca (15,8%).
    Passeggeri, carico e pesca rappresentano oltre l'87% degli eventi avvenuti nel 2009 e in queste categorie emerge anche una sostanziale stabilità rispetto all'anno precedente.
    Per gli altri settori - carico, rimorchiatori e naviglio ausiliario - si registra, invece, una flessione rispettivamente del 21,3, del 17,7 e del 48,6%.
    Il solo comparto in crescita, in termini di numero di infortuni, è quello della pesca (+16,3%), settore che dopo una forte flessione degli eventi registrata nel 2008 (-22%) è tornato quasi ai livelli medi degli anni precedenti.

  • E' interessante notare che il 42,5% dei marittimi che hanno subito un infortunio nel 2009 avevano già denunciato almeno un altro infortunio nella loro vita lavorativa nel settore marittimo.
  • Le percentuali più elevate di soggetti colpiti da più di un infortunio si riscontrano nelle categorie passeggeri (48,8%), rimorchiatori (46,2%) e carico (40,8%). Nel diporto la bassa percentuale rilevata potrebbe essere legata al recente sviluppo del settore e quindi a un orizzonte temporale di osservazione piuttosto breve.


La gravità degli infortuni

  • Nel 2009 sono stati cinque gli infortuni mortali, tre dei quali nel settore pesca, uno nella categoria del naviglio ausiliario e uno nella categoria passeggeri. Gli eventi mortali accaduti invece nel 2008 erano stati complessivamente sei, dei quali quattro nel settore carico, uno nella categoria pesca e uno nel settore passeggeri.
  • E' la pesca il settore maggiormente colpito dagli eventi mortali.
    Un'analisi degli eventi riferita agli anni dal 2003 al 2009 indica che a causa principalmente dei naufragi il settore pesca ha fatto registrare il 68% degli infortuni mortali totali.


  • Nel lavoro marittimo la presenza delle donne è ancora molto limitata ed è concentrata prevalentemente nella categoria di naviglio passeggeri, che contiene al suo interno anche la categoria professionale dei concessionari di bordo (gli addetti alle attività commerciali e ricreative all'interno delle navi). E' proprio nella categoria passeggeri che si rileva annualmente il maggior numero di infortuni tra le donne marittime.
  • Nel 2009 gli infortuni a carico di lavoratrici risultano pari al 3,2% degli infortuni avvenuti nell'anno, il 70% dei quali risultano avvenuti nella categoria passeggeri a carico di personale con la qualifica di accompagnatrice turistica, piccolo, cassiere-barista, ecc.

L'età degli infortunati

  • La media dell'età degli infortunati è leggermente aumentata negli ultimi due anni. Nel 2009 l'età media è pari a 42,6 anni, contro i 41,5 anni rilevati sugli infortunati nel 2008.
    Più giovani le donne, 33,2 anni.

Le qualifiche professionali degli infortunati

  • Per quanto riguarda le qualifiche professionali, ogni anno si rileva che oltre il 40% degli infortuni è avvenuto a carico di marinai, piccoli e mozzi-allievi comuni polivalenti, situazione che risulta confermata anche per gli eventi avvenuti nel 2009.
  • Se si osserva la sola categoria passeggeri, che rappresenta circa il 55% degli infortuni avvenuti nell'anno, per le tre qualifiche principali, sopra riportate, le percentuali diventano rispettivamente: 10,23, 23,1 e 13,74%.
    La qualifica di piccolo è in assoluto quella più frequente nella categoria passeggeri.


La nazionalità degli infortunati

  • Per circa il 97%, gli eventi infortunistici del 2009 hanno riguardato marittimi di nazionalità italiana.
    Nell'analisi, rispetto alla voce Altra nazionalità ci si riferisce per il 45% alla nazionalità rumena. Il dato risente della circostanza che non tutta la popolazione lavorativa extracomunitaria a bordo delle navi risulta oggi essere assicurata obbligatoriamente con l'Istituto.

Il luogo in cui si è verificato l'infortunio

  • Oltre il 57% degli eventi infortunistici nel 2009, come negli anni passati, si è verificato in mare aperto.
    La distribuzione degli eventi tra mare aperto e porto si differenzia, a volte in maniera significativa, per categoria di naviglio.
  • Nelle analisi degli eventi avvenuti negli anni scorsi sono state osservate, in particolare, due regolarità: la distribuzione degli infortuni della categoria pesca e quella della categoria diporto.
    Nel primo caso gli eventi sono fortemente concentrati in mare aperto, mentre nel caso del diporto si osserva annualmente un'alta percentuale di infortuni avvenuti in porto.

L'andamento degli infortuni nel corso dell'anno

  • Nel corso del 2009 il maggior numero di infortuni si è verificato nei mesi di agosto e settembre. In ogni anno si osserva la predominanza di eventi nei mesi estivi: la maggior parte degli infortuni riguarda infatti la categoria passeggeri, dove si intensifica l'attività proprio durante l'estate.
  • Se è dunque la categoria passeggeri a guidare la distribuzione complessiva degli infortuni, con i picchi degli eventi registrati nei mesi di agosto e di settembre, nella pesca invece si sono registrare percentuali basse nei mesi di agosto e settembre, in corrispondenza del "fermo pesca", che si è verificato per trenta giorni consecutivi, con periodi diversi a seconda dei compartimenti di iscrizione delle imbarcazioni, ma comunque compresi tra il 3 agosto ed il 29 settembre 2009.
    E' evidente inoltre la stagionalità nelle attività della categoria diporto per la quale non è stato registrato alcun evento tra gennaio e marzo 2009.





Cause dell'evento infortunistico

  • Le cause degli incidenti sono per lo più individuate nelle scivolate (31% dei casi) e le cadute dall'alto (23% dei casi), che insieme rappresentano oltre il 54% degli eventi. Si segnalano poi i "movimenti scoordinati, gesti intempestivi, inopportuni" che rappresentano quasi l'8% dei casi.
  • La maggior parte degli infortuni si sono verificati durante lo svolgimento di servizi di coperta (19,1% dei casi); attività legate alla ristorazione e agli altri servizi complementari di bordo (14,3% dei casi); servizi di macchina (12,9%); operazioni di ormeggio, disormeggio e rimorchio (11%); attività legate alla pesca, quali il maneggio di reti ed altri arnesi da pesca, la raccolta e la manipolazione del pescato, ecc. (10,1%).

Le parti lese e la natura delle lesioni

  • Gli organi colpiti più frequentemente nel 2009, analogamente agli anni passati, sono gli arti inferiori (23,4% dei casi) e mani e dita (18,8%).
    Nel 2009 le parti multiple registrano oltre 3 punti percentuali in più rispetto al 2008, tanto da superare di poco, per ordine di frequenza, gli arti superiori. Analogamente agli anni passati, la maggiore concentrazione di infortuni alle mani si registra nel settore della pesca, rispetto alle altre categorie naviglio.
  • Il maggior numero di lesioni, come negli anni scorsi, è del tipo contusioni, escoriazioni, abrasioni. Gli infortuni a carico di mani e dita nel 2009 sono stati 232. Le lesioni sono state per lo più del tipo fratture, infrazioni, schiacciamenti (32%), mentre le amputazioni, presenti maggiormente nel settore pesca sono state 25 (10,8%).






FOCUS SINTETICO SULLE MALATTIE COMUNI (*)

La fusione dell'IPSEMA nell'INAIL ha aumentato la complessiva capacità di intervento nel settore della tutela della salute del lavoratore.
La gestione della navigazione, infatti, si caratterizza per la competenza non solo in materia assicurativa ma anche per gli aspetti previdenziali legati alla malattia comune.
Un patrimonio conoscitivo, quest'ultimo, che permette di anticipare le politiche di prevenzione sui luoghi di lavoro contro l'insorgere delle malattie professionali che oggi costituiscono l'avanguardia nella tutela della salute del lavoratore. La tabella evidenzia come le malattie riferite al sistema muscolo-scheletrico e del tessuto connettivo siano le maggiori responsabili (66,6%) delle pratiche aperte dalI'IPSEMA nel 2009.
