L'operatività delle gru nei terminals portuali

Il miglioramento delle prestazioni nell'ambito dei piazzali terminalistici sta diventando una questione cruciale per molti porti containerizzati. La concorrenza diviene sempre più intensa ed un numero sempre maggiore di porti sta attrezzando le proprie infrastrutture al fine di conseguire il ruolo di centro nodale. Ciò accade nel momento in cui il numero dei porti di scalo in linee primarie è in fase di razionalizzazione ad opera dei vettori marittimi.

Sebbene gran parte dell'attenzione sia ancora concentrata sull'interfaccia bordo-costa, ed in particolar modo sull'acquisizione di gru a cavalletto da banchina di dimensioni eccezionali e di capacità eccedente le post-Panamax, molti porti stanno adesso affrontando con maggiore attenzione le proprie esigenze terminalistiche interne. Si ammette diffusamente che l'espansione del lato banchina debba essere compensata da operazioni maggiormente efficienti delle infrastrutture terminalistiche da piazzale, allo scopo di conseguire reali miglioramenti delle prestazioni di movimentazione.

Peraltro, data la complessità delle operazioni terminalistiche da piazzale ed i vari tipi di equipaggiamento utilizzati, è spesso difficile determinare con precisione le prestazioni operative. Sia le prestazioni che il livello di produttività possono essere calcolati con relativa facilità in relazione alle gru da banchina, mediante la misurazione dei tassi ai quali i contenitori vengono trasferiti da e sulle navi. Tuttavia, una singola movimentazione containeristica lungo-banchina può spesso tramutarsi in una movimentazione multipla all'interno del piazzale terminalistico, che è molto più difficile da seguire. La velocità alla quale i contenitori vengono movimentati internamente al piazzale è anche meno dipendente dalla "forza muscolare" vera e propria di tali equipaggiamenti, rispetto alla complessità dei sistemi di comunicazione di supporto.

Alcuni aspetti delle operazioni di gru da piazzale sono relativamente semplici da monitorare. L'utilizzazione settimanale media fornisce una buona indicazione delle prestazioni di tali attrezzature, così come delle gru bordo-costa. L'incidenza media del periodo di improduttività delle gru da piazzale rappresenta un altro metro utile. Anche i tassi settimanali di carico/scarico possono dimostrarsi rilevanti, una volta accertato che essi comprendano tutti i tipi di trasferimento. La "Analisi di mercato delle attrezzature" di Containerisation International fornisce dati aggiornati in ordine alle suddette prestazioni, nel contesto della sua ultima indagine sul settore delle gru da piazzale terminalistico. Un altro rapporto, intitolato "Il mercato degli equipaggiamenti da movimentazione in ambito terminalistico nel 1997", pubblicato a dicembre dello scorso anno, studia le attuali operazioni a livello mondiale delle gru a cavalletto da piazzale e delle gru a forca.

Anche gli operatori portuali, ai quali è stato richiesto l'aggiornamento dei dati inerenti alle proprie infrastrutture di movimentazione da piazzale terminalistico per l'inserimento nella suddetta indagine, hanno fornito dati utilizzabili per l'analisi delle prestazioni. Questi ultimi dati sono relativi alle RTG (gru a cavalletto su gomma) ed alle RMG (gru a cavalletto su rotaia), nonché alle gru a forca, come è riassunto nelle Tabelle 1 e 2.

Più di 65 porti che operano con gru a cavalletto da piazzale hanno fornito informazioni sulle prestazioni ed i periodi di improduttività. Il numero dei porti interpellati che hanno risposto di utilizzare le gru a forca ha superato le 35 unità. Ciò costituisce una buona rappresentazione del quadro complessivo, dal momento che grosso modo riflette il divario globale percentuale tra i porti che utilizzano i due diversi sistemi di equipaggiamento per le movimentazioni in ambito terminalistico.

Un misto di porti grandi e piccoli allo stesso modo rappresentativi ha contribuito all'indagine. Le informazioni su prestazioni e periodi di improduttività sono state fornite da terminals che operano con più di 600 gru a cavalletto da piazzale (RTG e RMG comprese) e più di 700 gru a forca. Ciò equivale a circa un quarto di tutte le unità di questo tipo in servizio alla fine del 1996.

L'insieme a livello locale delle risposte è stato altrettanto rappresentativo. Diciotto terminals "da gru a cavalletto" complessivamente hanno risposto dall'Europa e dall'Asia, rispetto ai 15 situati nelle Americhe, agli 11 in Medio-Oriente ed Africa ed ai 4 dell'Australasia. Le risposte pervenute dai porti che utilizzano gru a forca corrispondevano a 14 unità dall'Europa, 7 ciascuna dall'Asia, dal Medio-Oriente/Africa e dall'Australasia, ed appena a 2 dalle Americhe.

I dati ricevuti da uno degli interpellati, Singapore, sono stati esclusi dalle percentuali relative alle gru da piazzale indicate nelle Tabelle 1 e 2. Ciò è stato fatto perché il numero molto grande di tali unità impiegate dalla PSA Corp poteva comportare l'effetto di di squilibrare i calcoli generali e renderli meno rappresentativi nel complesso. La loro inclusione avrebbe cagionato l'aumento delle dimensioni del campione complessivo delle gru a cavalletto da piazzale, a proposito delle quali sarebbe stato possibile disporre di particolari relativi ad un 50% in più, fino a quasi 1.000 gru. Ciò avrebbe fatto sì che il campione globale apparisse come utilizzato in misura più intensa, ed in maniera generalmente più produttiva, di quanto non fosse in realtà.

Singapore, per la cronaca, opera con più di 300 gru da piazzale di tutti i tipi. Queste ultime lavorano almeno 120 ore alla settimana e caricano/scaricano 2.500/3.000 TEU per gru alla settimana. Il periodo medio di improduttività annuale varia da 6 a 15 giorni per gru. In base ai dati sopra citati si può inferire che i terminals della PSA movimentano la vertiginosa cifra di 45 milioni di TEU all'anno, che costituisce poco più del triplo del numero di TEU movimentati presso tutti gli ormeggi. Questa proporzione di 3 a 1 si attaglia perfettamente ai modelli conosciuti di operazioni a Singapore, laddove la maggior parte dei containers vengono trasbordati e perciò assoggettati ad almeno una movimentazione interna in più nel periodo in cui permangono all'interno del piazzale terminalistico.

Come appare evidente da un esame della Tabella 1, gran parte delle gru a cavalletto da piazzale comprese nel resto del campione hanno conseguito una media settimanale di carichi/scarichi minore di 1.500 TEU. Più della metà hanno movimentato meno di 1.000 TEU alla settimana. Ciò rispetto al 10% circa che ha movimentato 2.500/3.000 TEU alla settimana (come riferito da Singapore) ed all'appena 1% che ha movimentato più di 3.000 TEU. La percentuale di terminals che hanno ottenuto tassi di efficienza delle gru superiori alla media è stata ancora minore, dato che appena il 6% dell'intero campione ha riferito tassi superiori ai 2.500 TEU/settimana.

Le informazioni fornite da tutti i porti sono aggiornate al 1996. L'ultima indagine di questo tipo condotta da Containerisation International era stata pubblicata a maggio del 1995, nell'ambito della sua precedente revisione degli equipaggiamenti di movimentazione terminalistica, ed era stata compilata sulla base di dati raccolti nel 1994. L'esclusione dei dati della PSA dall'indagine del 1996 consente altresì di effettuare un confronto più attendibile con i dati forniti nel 1994 (allorquando la PSA non aveva assolutamente risposto). Risulta chiaro - soppesando e confrontando le due serie di cifre - che l'efficienza in termini di movimentazione è migliorata nell'ambito di molti terminals.

I dati del 1994 avevano rivelato come il 67,5% di tutte le gru a cavalletto da piazzale fossero in uso per un minimo di 60 ore/settimana, con appena il 12,4% in media in più rispetto a quelle da 120 ore/settimana. Le ultime informazioni in possesso di Containerisation International confermavano che queste percentuali avrebbero dovuto aumentare in modo significativo nel corso dei due anni seguenti. La Tabella 1 mostra come una percentuale maggiore (pari al 76,6%) del campione relativo alle gru a cavalletto da piazzale fosse regolarmente operativa per più di 60 ore alla settimana nel 1996, mentre il 27,5% lo era per più di 120 ore settimanali. La Tabella 1 conferma altresì che il 60% di tutti terminals RTG/RMG sottoposti ad indagine nel 1996 hanno totalizzato una media di utilizzazione settimanale delle proprie gru superiore alle 60 ore. Più del 16% ha conseguito il livello massimo di utilizzazione (oltre le 120 ore settimanali).

Ciò può consentirci di confrontare tali tassi di utilizzazione. Una cifra settimanale di 60 ore equivale a poco più di un turno di 8 ore lavorate 7 giorni alla settimana, che costituisce il minimo che qualsiasi porto regolarmente operativo dovrebbe poter richiedere alle proprie gru. La settimana maggiormente attiva da 120 ore, esemplificata da Singapore e da altri importanti nodi di trasbordo, quali Hong Kong, La Spezia ed Algesiras, equivale ad un doppio turno giornaliero di minimo 17 ore lavorate sette giorni su sette. Le risultanze suddette confermano che oltre i tre quarti di tutte le gru a cavalletto da piazzale prese a campione nel 1996 sono state mantenute in servizio per più di 8 ore al giorno in media, rispetto ai soli due terzi del 1994. Più di un quarto del campione del 1996 ha operato per periodi più lunghi, pari ad oltre 17 ore al giorno, il che rappresenta una quota doppia rispetto a quella segnalata nel 1994.

Anche le gru a forca operative in porto hanno conseguito tassi di utilizzazione migliori nel 1996, rispetto a quelle del 1994. L'indagine precedente aveva suggerito come molte gru a forca lavorassero meno di 60 ore/settimana nel 1994. L'ultima indagine rivela come gran parte dei macchinari (pari al 70% circa dell'intero campione) abbia lavorato più 60 ore/settimana nel 1996.

Quasi il 10% è stato mantenuto in servizio per più di 120 ore alla settimana. Si tratta di una prestazione eccezionalmente buona, data la natura generalmente eccentrica delle operazioni con gru a forca. Oltre il 45% di tutti i terminals che hanno risposto all'ultima indagine hanno fatto sapere di aver fatto lavorare le proprie gru a forca per più di 60 ore alla settimana, l'11% delle quali hanno superato le 120 ore.

I tassi settimanali di carico/scarico contenitori non erano stati esaminati nel 1994, di modo che non è possibile alcun confronto con i dati relativi al 1996. Tuttavia, anche i dati a ciò inerenti comunicati nel 1996 possono essere meglio valutati considerandoli in termini di tassi giornalieri o persino orari. Il tasso di carico/scarico medio più basso, inferiore a 1.000 TEU/settimana, equivale a meno di 150 TEU movimentati al giorno, ovvero appena 20 TEU all'ora partendo dal presupposto di un turno minimo di 8 ore. Il tasso più elevato - pari a 3.000 TEU ed oltre movimentato a settimana - equivale a 450 TEU/giorno, ovvero quasi 60 TEU/ora rispetto ad un turno giornaliero di 8 ore.

Tuttavia, siccome la maggior parte delle gru che hanno caricato/scaricato oltre 3.000 TEU alla settimana sono anche quelle che operano per 120 ore alla settimana ed oltre, il tasso orario medio di questi produttivi terminals può essere calcolato intorno ai 30 TEU/ora. Sebbene questi terminals facciano lavorare le proprie gru molto più intensamente, i loro tassi orari medi di carico/scarico possono anche non essere gran che superiori rispetto a quelli conseguiti dai piazzali in cui le gru sono operative per meno di 60 ore alla settimana e caricano/scaricano solo 1.500 TEU/settimana.

La Tabella 1 mostra chiaramente come la gru a cavalletto da piazzale continui a fornire prestazioni migliori di quelle della gru a forca. Tuttavia, si dovrebbe rammentare che il modello RTG più economico è ancora più costoso del 50% rispetto ad una gru a forca di costruzione media. Le gru a cavalletto da piazzale offrono una maggiore efficienza ma un prezzo iniziale più elevato. Le gru RMG costano notevolmente di più dell'equipaggiamento RTG standard. Le gru a forca possono restituire tassi di prestazione più bassi, ma generalmente offrono operazioni maggiormente flessibili.

Ciò è confermato dalla Tabella 1, che mostra come relativamente poche gru a forca (meno del 12%) abbiano conseguito tassi di carico/scarico settimanali superiori a 1.500 TEU e come nessuna abbia superato i 2.500 TEU. Al contrario, una buona percentuale del campione relativo alle gru a cavalletto da piazzale (il 24,4%) ha caricato/scaricato più di 1.500/TEU alla settimana. Le gru a forca, tuttavia, hanno mostrato di lavorare più o meno lo stesso numero di ore/settimana dell'equipaggiamento a cavalletto da piazzale.

La Tabella 2 suggerisce come le gru a forca siano pur sempre meno affidabili quanto ad operatività rispetto alle gru da piazzale, sebbene le prestazioni di entrambe migliorino ogni anno. Molto del persistente successo dell'equipaggiamento a cavalletto è dovuto al suo record di servizio sempre migliore, dato che più della metà di tutte le gru sottoposte ad indagine nel 1996 hanno fatto registrare un periodo medio annuale di improduttività inferiore ai 5 giorni. Al contrario, il 46% dell'intero campione delle gru a forca sono state annualmente fuori servizio per 16 giorni ed oltre, rispetto all'appena 18% delle gru RTG/RMG. Una quota maggiore di entrambi i tipi di equipaggiamento aveva risposto nel 1994 di subire periodi più lunghi di improduttività. Fino al 30% di tutte le gru a cavalletto da piazzale ed il 52% delle gru a forca allora avevano segnalato 16 giorni ed oltre perduti annualmente in manutenzione e guasti.

Le summenzionate disparità in fatto di periodi di improduttività fatte registrare dai due diversi tipi di gru vengono spiegate ulteriormente nella Tabella 2, che inoltre elenca le cause più comunemente associate alla mancata operatività. I problemi meccanici sono stati citati più frequentemente quale principale causa di improduttività da parte degli operatori di gru a forca, seguiti (in qualche modo da presso) da guasti elettrici o correlati al braccio. I terminals che operano con equipaggiamento RTG e RMG hanno evidenziato problemi con le componenti elettriche quale principale causa di improduttività. Tuttavia, quest'ultima non è molto distante dalle difficoltà correlate alla meccanica ed al braccio.

I problemi meccanici, perciò, sembrano frustrare ancora le operazioni delle gru a forca, almeno secondo il campione risultante dall'ultima indagine. Inoltre, la situazione non sembra essere migliorata dal 1994. Il precedente studio di Containerisation International sulle prestazioni delle gru aveva anche indicato come i problemi meccanici costituissero una delle principali cause di guasto delle gru a forca, sebbene essi fossero stati menzionati meno frequentemente dai terminals rispetto al 1996. Al contrario, i problemi con le componenti elettriche non solo sono state la principale causa di guasto delle RTG e RMG nel 1994, ma sono stati citati anche più frequentemente che nel 1996. Ciò fa capire come, mentre sono stati affrontati i punti più deboli delle caratteristiche di progettazione delle gru a cavaliere da piazzale, lo stesso non può dirsi che sia avvenuto in relazione alle gru a forca.
