Muovendosi verso Mosca

Nonostante i suoi numerosi problemi, la Russia resta la maggiore potenza dell'Europa Orientale ed il suo mercato offre i maggiori potenziali di crescita. Ma trasportare merci da e per la parte settentrionale del Paese è ancora problematico.

Costituire catene di offerta può risultare più agevole dal punto di vista amministrativo adesso che la Cortina di Ferro non c'è più, ma c'è ancora molta confusione sul modo migliore di trasportare beni nel Paese. In molti casi, le vie più brevi non sono esattamente le più veloci o le più economiche in termini di costi. Stranamente, spesso risulta più conveniente importare merci nella regione direttamente da un altro Stato.

Per comprendere queste anomalie, e pianificare per risolverle, bisogna ricordare che la Russia sta ancora attraversando un periodo tremendo di cambiamenti che la porteranno al libero mercato. Fintantoché il processo non sarà terminato, si troveranno delle scappatoie legali occasionali, e saranno molte le persone che vorranno avvantaggiarsene il più a lungo possibile. Potrebbe accadere che la differenza tra frode e legalità in alcuni casi sia veramente soltanto una linea sottilissima, ma le punizioni per gli errori allo stato attuale delle cose non sembrano essere abbastanza dissuasive.

La crisi economica russa del 1998 ha solo aggravato il quadro rendendo la gente anche troppo consapevole e imponendo tutto un nuovo set di procedimenti operazionali. Ad esempio, i treni merci per container in blocco a basso costo utilizzati precedentemente in abbondanza sulle principali arterie stradali oggi non sono più disponibili.

Che questi treni (e tutto il loro indotto) ritornino o no una volta reintrodotte le economie di scala, resta tutto da vedersi. Michail Bouziouk, dirigente del settore progetti internazionali e speciali per la Trans Business, noto fornitore di servizi di logistica a Mosca, commenta così: "Non si può dire adesso che cosa accadrà in futuro nel nostro Paese, ma di certo dovremo prepararci a tutte le eventualità. I clienti sembrano cambiare parere ogni giorno, e a volte per ragioni che non è possibile prevedere. Per contemperare le esigenze di tutti ed essere flessibili nel rispondere ai cambiamenti noi dobbiamo essere in grado di offrire una vasta gamma di alternative possibili, e con breve preavviso".

Per essere di pari passo con i cambiamenti, la Trans Business mantiene attiva la sua stazione containers completamente equipaggiata a Paveletskaya, uno degli hubs ferroviari principali di Mosca situato proprio nel cuore della città. Gli interessi della compagnia sono gestiti da Vladimir Simin. Essa possiede un parco camions di circa ottanta unità di tutte le dimensioni e misure. Nel 1997, anno di picco in termini di attività, il deposito containers ha maneggiato circa 15 mila Teus. I containers sono qui sdoganati e distribuiti ai destinatari in una varietà di modi diversi. Sebbene il quantitativo di lavoro di carico del terminal sia stato colpito dalla recessione, il suo grado di movimentazione sta migliorando di continuo, e si prevede che tra breve verranno raggiunti i livelli ante 1998.

Come prova del fatto che Mosca sta migliorando nei livelli di commercio si può notare che i due maggiori porti che servono la regione, St. Petersburg e Kotka (Finlandia), hanno entrambi riportato flussi di containers più consistenti quest'anno. Il First Container Terminal, che attualmente sta gestendo il 75% circa del traffico containers di St. Petersburg si attende di finire l'anno con 180 mila Teus, con una crescita del 20% sul 1999. Nel mentre Kotka dice di aver già accresciuto del 49% i suoi livelli di traffico nel periodo Gennaio-Settembre, toccando i 141 mila Teus.

Nonostante gli sforzi ovunque fatti per sviluppare nuove catene di offerta, la via comune per i containers d'alto mare da e per Mosca e le sue regioni adiacenti resta attraverso i porti del Mar Baltico, tra cui St. Petersburg, Kotka (Finlandia), Tallinn (Estonia), Riga (Latvia) e Klaipeda (Lituania). Tutte questi nodi intermodali ospitano settimanalmente una serie di servizi di feederaggio da e per porti nell'area di Amburgo-Le Havre, con tempi di transito dai tre ai cinque giorni, a seconda della rotazione dei porti. Le tariffe del feederaggio (o servizi dell'adduzione) di questi porti sono notevolmente scese negli ultimi anni. Ad esempio, i prezzi della Team Line dello stack-to-stack di base per Klaipeda sono attualmente intorno ai DM 1.075/40ft (460 US$) per containers pieni e DM 620/40ft (265 US$) per quelli vuoti. Entrambi i prezzi sono soggetti ad una BAF di DM 80/40ft (34 US$).

Un certo numero di caricatori oceanici di alto mare fornisce propri servizi dei feederaggio, incluse la Maersk Sealand, la OOCL, la Mediterranean Shipping Company e la CMACGM.

Molti porti russi stanno implementando la realizzazione di migliori connessioni con l'entroterra, e sono già equipaggiati con moderni macchinari per la movimentazione dei containers nei terminals, e sono anche già in grado di assorbire aumenti di capacità degli scali.

Nick Popov, rappresentante della OOCL a St. Petersburg, commenta: "Consapevoli che le attrezzature ed i servizi portuali sono importanti per noi, sappiamo che però in realtà sono i nostri clienti a fare il bello ed il cattivo tempo. Nel passato, i porti finlandesi sono stati sempre considerati molto flessibili e più efficienti degli scali sovietici, ma ora c'è molta poca differenza tra i due gruppi, comprese Tallin in Estonia e Riga a Latvia".

Le preferenze dei clienti in proposito certamente sono molto volatili e mutevoli, spesso per ragioni inspiegabili, ma le procedure di sdoganamento russe sono ritenute le principali responsabili della maggior parte dei cambiamenti occorsi. Siccome gli importatori russi ora hanno una vasta scelta di uffici interni dove le merci possono essere finalmente sdoganate, ed anche i codici di sdoganamento stanno per essere semplificati, c'è un enorme interesse per estrapolare il miglior sistema tariffario per ridurre le tasse d'importazione.

Prima della rottura dell'Unione Sovietica (ovvero ante 1990), quando le pressioni commerciali non erano così forti ed il più delle merci era di solito sdoganata lungo le coste, si perdeva poco tempo dietro a soluzioni che aggiravano furbescamente le leggi. Oggi, con dazi sull'import dal 5% al 30% è vero l'opposto, in particolar modo per merci ad alto valore aggiunto. Anche dove i costi di trasporto per una via particolare possono risultare elevati, la spesa extra implicata può spesso essere evitata grazie a risparmi sui dazi all'import.

Sono anche fondamentali le scelte in merito a porti e modi di trasporto a questo proposito. Se è impiegato un porto estero, e le merci sono poi trasportate in attesa di sdoganamento su gomma verso la Russia secondo le condizioni del T.I.R., gli importatori possono scegliere con più facilità quale linea di confine attraversare e stabilire successivamente dove sdoganare le merci. Se si utilizza la ferrovia, la scelta chiaramente è meno libera.

Mentre le stesse condizioni si possono ugualmente applicare ai porti russi quali St. Petersburg e Kaliningrad, il pacchetto T.I.R. dovrebbe essere aperto al primo porto di transhipment nell'Europa Occidentale, il che è molto più complicato. In più, i porti russi sono ancora ritenuti molto più severi per quanto concerne le ispezioni fisiche ai cargos.

Secondo una fonte di St. Petersburg, di tutte le merci scaricate nel porto, dal 5% al 30% può essere ispezionato dalle Dogane, mentre altri porti sembrano essere molto più permissivi a riguardo - probabilmente perché temono che se i sigilli dei containers vengono rotti all'interno dei loro confini essi verranno ritenuti responsabili di merci rubate o danneggiate.

Tenendo conto di suddetti fattori, stupisce molto il fatto che molti importatori al giorno d'oggi preferiscono ancora usare porti non Russi come vie d'accesso per il carico containerizzato da/per Mosca ed i territori adiacenti. Anche la stessa Autorità Portuale di St. Petersburg ammette che circa i 2/3 di tutte le merci containerizzate russe che ora passano attraverso il Mar Baltico è movimentata da altri porti. Il porto di Riga ha anche attestato che circa il 65% del suo traffico containers totale era cargo Russo, mentre a Kotka la percentuale era del 50%.

Commenta Popov: "Siccome non siamo coinvolti direttamente nelle procedure di sdoganamento nelle Dogane di destinazione, è impossibile sapere esattamente che cosa succede e perché, e di certo non è nostra competenza. Ma vediamo che gli importatori di beni ad alto valore aggiunto trasportati sulle nostre navi, come le apparecchiature elettroniche, attualmente preferiscono scaricare le loro merci a Kotka, mentre quelli che importano beni alimentari di scarso valore, come alcuni generi di olii vegetali, scaricano d'abitudine a St. Petersburg".

Anche le merci destinate alla città di St. Petersburg stessa vengono spesso scaricati in porti vicini. Pavel Kruzhkov, marketing manager di Modul, una delle principali compagnie di spedizione di St. Petersburg, ha trovato una possibile spiegazione all'anomalia: "A St. Petersburg le tariffe doganali devono essere pagate all'arrivo, non come accade negli altri porti dove il cargo in transito è trattato meglio. Così se un container di merci costose è consegnato senza che per esso sia stata pagata la dogana a St. Petersburg (DDU), ed il destinatario non voglia più ritirare la consegna, il venditore può essere bloccato da questi costi.

Modul è il maggior cliente esportatore di St. Petersburg, con un export di circa 14.000 Teus ed un import di oltre 4.500 Teus tra il Gennaio ed il Settembre di quest'anno. Il suo traffico per l'estero consiste principalmente di prodotti forestali, mentre le importazioni sono costituite da merci quali tabacco, thé e cotone.

La compagnia ha introdotto una nuova tecnica per stivare i prodotti forestali, nelle macine per la carta dell'entroterra, nei containers vuoti quando ancora si trovano su vagoni ferroviari. I treni merci poi portano il carico al porto. La compagnia mantiene anche una sua propria connessione ferroviaria con il porto e stiva le merci in un'area distripark nel cuore di St. Petersburg.

Kruzhkov ritiene che mentre delle procedure meno ferree di sdoganamento in qualunque altra parte della Russia Baltica devono sempre essere esaminate allorché si costituiscono delle catene logistiche nella regione, l'istanza sta attualmente diventando molto meno importante adesso che l'Autorità Doganale Russa ha incominciato a diventare più restrittiva sul modo corretto di implementare le procedure di importazione.

Il Governo ha recentemente chiarito che vorrebbe vedere meno valuta estera spesa nel trasporto di oltre confine. Gli uffici doganali hanno, comunque, dovuto rendere più severe le procedure di sdoganamento, in particolare quelle concernenti i cambiamenti dei cargos dell'ultimo minuto tra i porti. In più, sono state pianificate significative riduzioni nelle tariffe doganali dal 1° Gennaio 2001, che potrebbero eliminare alcuni dei benefici dalla mancata dichiarazione del carico.

Nonostante il trasporto stradale ad oggi sia il modo dominante per movimentare i containers FCL/FCL tra i porti del Baltico e Mosca (all'incirca il 90% del mercato), il trasporto ferroviario ha comunque ancora delle carte da giocare per quanto concerne l'hinterland russo. Ed è vero particolarmente dove le infrastrutture di servizio alla gestione dei containers sono poche e molto distanziate e dove le infrastrutture stradali non sono ben sviluppate.

La maggior parte del carico è pertanto trasportata in convogli ferroviari convenzionali poi caricati/scaricati nei porti. Eurosib è una delle imprese di trasporto più conosciute in Russia specializzate nel trasporto ferroviario. Sebbene offra servizi in tutto il Paese, è molto più presente nella regione di October, a Nord-Ovest di Mosca, dove controlla oltre il 66% del mercato ferroviario. L'anno scorso ha movimentato poco più di 20 milioni di tonnellate su binari in tutta la Russia, ovvero il 25% in più rispetto all'anno passato.

Michail Sverdlov, vicedirettore agli affari esteri della compagnia, ha osservato: "Dalla crisi Russa del 1998, non ci possiamo più permettere di far viaggiare treni merci per containers da/per i porti, ma questo non implica che il trasporto ferroviario sia finito. Movimentiamo ancora una gran quantità di cargo in vetture convenzionali. Parte di esso è ancora riempito/svuotato presso i terminal containers, mentre l'altro carico è maneggiato e stivato nelle infrastrutture doganali nelle vicinanze".

Eurosib fa viaggiare convogli di sua proprietà e compra le locomotive dalla Compagnia Ferroviaria dello Stato. Una vasta gamma di servizi ad alto valore aggiunto sono poi forniti per cercare di soddisfare al meglio le esigenze del cliente. La compagnia attualmente dichiara di movimentare circa 200 Teus al mese da sola da St. Petersburg a Mosca.

La Voskhod Ltd è invece un buon esempio di impresa privata che gestisce un magazzino ferroviario aperto al pubblico a St. Petersburg per provvedere allo spostamento del carico tra vagoni ferroviari convenzionali ed altre modalità di trasporto. D'accordo con il vicedirettore generale, Victor Ivanov, movimenta circa 9.000-10.000 tonnellate al mese di general cargo, per lo più materiali grezzi come compensato, polietilene e gomma, alcuni dei quali consistono in traffici puramente intraeuropei destinati ad aree quali la Scandinavia. Le esportazioni provengono da Paesi lontani come la Siberia.

Le sue strutture di magazzino di base possono ospitare due linee parallele di 14 vagoni ferroviari al coperto contemporaneamente. I treni di solito arrivano alla sera così possono essere gestiti comodamente durante il giorno. La Voskhod poi fornisce un servizio navetta di trasporto su gomma in direzione del porto per i carichi containerizzati.

Sun Gate, con sede a Riga, è un'altra compagnia fornitrice di servizi di logistica specializzata nel trasporto ferroviario da e per la Russia. Nell'opinione del suo amministratore delegato Nickolay Semjonov, prima della crisi economica Russa l'impresa privata era solita movimentare tre o quattro treni merci per containers la settimana tra Riga e Mosca, ognuno con vagoni composti da contenitori di 35-40x60ft di carico. Ora gestisce soltanto due treni la settimana, con carichi di soli 10x60ft.

La compagnia è specializzata nei carichi frigo, ed offre una larga gamma di servizi ad elevato valore aggiunto per assicurare le consegne door-to-door. Interessante è notare come proponga una tariffa di 1.370 dollari americani per containers adibiti al general cargo di 40ft dal porto commerciale di Riga a Paveletskaya a Mosca. Il tempo di transito per questi treni è intorno ai tre o quattro giorni. Anche se può essere pericoloso confrontare le tariffe, i prezzi del trasporto stradale da St. Petersburg a Mosca sono inferiori ai mille dollari americani per containers di 40ft, anche se non è chiaro quali servizi siano inclusi nel prezzo.

Nonostante i porti del Baltico dominino ancora il mercato del trasporto merci per mare da e per la Russia settentrionale ed alcune regioni CIS vicine, i servizi ferroviari diretti da e per l'Europa Occidentale sono molto cresciuti in popolarità, soprattutto grazie alla forte crescita nel traffico intra-europeo.

Ad esempio, la Intercontainer Interfrigo (ICF) gestisce una serie di servizi regolari nel traffico terrestre che fa capo principalmente agli spedizionieri russi dislocati fuori ed attorno a Mosca, come Bekasovo.

Il problema principale con questi servizi, comunque, è che tutto l'equipaggiamento ferroviario deve essere cambiato al confine tra Bielorussia e Polonia, a Malaszewicze, perché sono differenti i binari dei due sistemi ferroviari europeo e russo.

Nonostante questo inconveniente, la ferrovia riesce a volte a competere con la strada in virtù dei minori controlli doganali, del più veloce transito, della maggiore sicurezza del carico e del prezzo più contenuto, specialmente per i containers petroliferi. Come detto prima, le infrastrutture stradali russe sono in gran parte incomplete e siccome un camion richiede due guidatori a causa delle distanze e delle condizioni di sicurezza, diventa molto meno conveniente in termini di costo il trasporto su gomma.

Senza considerazioni di tal sorta, comunque, il trasporto ferroviario diretto tra Europa Occidentale e Russia di solito compete a fatica con i servizi stradali in termini di prezzi e convenienza, malgrado le vaste distanze coinvolte. Ad esempio, le tariffe dei camions per containers leggeri tra Amburgo e Mosca (compreso il ritorno a contenitori vuoti) sono attualmente di poco inferiori ai 2.000 marchi per 40ft (US$850), mentre i prezzi della ICF soltanto per Malaszewicze (incluso il ritorno a containers vuoti), per una distanza lunga meno della metà, è circa di US$880/40ft.

La ICF fa viaggiare dai tre ai cinque mezzi la settimana tra Amburgo, Rotterdam e Berlino verso Mosca, con un tempo di transito intorno ai quattro giorni. Da questi tre porti poi c'è tutta una serie di servizi di connessione. Cosa molto interessante, per il servizio Rotterdam-Russia, il 90% del cargo è composto da aiuti dagli States trasportati dalla Maersk Sealand. Perché il cargo prenda questa strada è poco chiaro, si pensa vi siano motivi politici.

In conclusione, la libertà di scelta sembra fornire ancora motivazioni valide per mutamenti nel sistema trasportistico russo. L'ironia della situazione, comunque, sta nel fatto che mentre l'Europa Occidentale sta cercando sempre con più ansia di trasferire quanto più traffico merci possibile dalla strada alla ferrovia per cercare di raggiungere un sistema di trasporti più efficiente, la Russia sembra muoversi nella direzione opposta. Questo nonostante il Paese abbia una cultura ed un sistema ferroviari che molti vorrebbero fossero applicati anche nell'Europa Occidentale, anche solo per purificare l'ambiente ed alleviare la congestione cronica delle strade a causa del traffico.
