Sviluppo dei traffici nel porto di Genova. Primi aggiornamenti


Il traffico containerizzato

Il quadro macroeconomico appena delineato introduce nuovi elementi di valutazione rispetto a quelli disponibili in sede di aggiornamento annuale del documento di programmazione nell'autunno scorso, rendendo opportuna una revisione delle stime di crescita della domanda almeno nel breve periodo, ispirandole ad un criterio di prudenzialità, in ragione della fase di incertezza che caratterizza l'economia mondiale.

Le nuove stime rivelano infatti tassi di crescita nel settore dei traffici containerizzati inferiori rispetto a quelli ipotizzati nel precedente documento di programmazione, con una conseguente riduzione della domanda ed il raggiungimento della saturazione della capacità dei terminal contenitori del porto di Genova prevista nel periodo 2014-2015.

Il quadro di bilanciamento tra domanda e offerta che ne deriva è sinteticamente rappresentato nel prospetto che segue.

Nel periodo 2008 - 2012, che coincide con la realizzazione e la progressiva entrata a regime degli interventi previsti dal PRP, si assiste ad un crescita della domanda in ragione dello sviluppo economico e commerciale dell'Italia e dell'effetto di attrazione dei traffici generato dalla predisposizione dei nuovi spazi, con l'acquisizione di nuove quote di mercato.

La domanda addizionale potrà essere soddisfatta, innanzitutto, con l'entrata in esercizio del VI modulo di Voltri e, successivamente, con il completamento e l'entrata in servizio dei due nuovi poli container del bacino di Sampierdarena, Ronco - Canepa e Sanità - Bettolo. Inoltre, un ulteriore elemento volto ad aumentare l'offerta di capacità potrà essere individuato negli incrementi di produttività dei terminal, a seguito della predisposizione delle aree retroportuali e del relativo sistema logistico di collegamento.

Il periodo 2012 - 2017 si caratterizza invece con il completamento e l'entrata in servizio del Terzo Valico ferroviario e delle linee di valico alpine inserite nei corridoi transeuropei dei trasporti, attesi nella seconda metà degli anni '10. Lo sviluppo delle infrastrutture ferroviarie favorirà una penetrazione commerciale nei bacini di traffico del centro - sud Europa, con un positivo effetto di riequilibrio delle quote di mercato nei confronti dei porti del Northern Range ed un previsto aumento del tasso di crescita della domanda.

L'attesa progressiva estensione del mercato di riferimento del porto di Genova ai mercati dell'Europa centro-meridionale dovrebbe condurre entro il 2020 a ulteriori crescita della domanda, stimabile in circa 6 milioni di TEU.

Premesso che il mercato delle merci containerizzate si caratterizza per una “overcapacity strutturale”, derivante dalla necessità di evitare fenomeni di congestione, mal sopportati da un settore nel quale la velocità di svolgimento delle operazioni portuali è uno degli elementi fondamentali del ciclo del servizio, dall'esame del bilanciamento domanda/offerta nel settore emergono due considerazioni principali.

In primo luogo, in attesa della realizzazione e dell'entrata a regime degli interventi previsti e ipotizzati, si rende indispensabile un aumento della velocità di inoltro delle merci sui mercati di destinazione e viceversa, con riduzioni significative del dwell time medio attuale. Tale obiettivo può essere raggiunto con l'utilizzo di aree retroportuali collegate senza soluzione di continuità tecnica e gestionale al porto attraverso un servizio di trasporto ferroviario caratterizzato da elementi di crescente efficienza, sull'esempio delle iniziative già intraprese con le strutture logistiche dello scalo di Alessandria e del Rivalta Terminai Europa, cosi da disporre di capacità addizionale già nel breve periodo e di un acceso ai mercati di Oltralpe attraverso i Corridoi Transeuropei (5 e 24). Inoltre, in questo contesto possono essere collocate e sottoposte a valutazione alcune iniziative progettuali, quale quella in particolare sviluppata da SITI. che ha fatto registrare una significativa evoluzione progettuale e che l'Autorità Portuale di Genova intende seguire con attenzione, di intesa con il Comune di Genova, nel contesto di un gruppo di lavoro di recente avviato, per i positivi effetti che possono essere indotti dalla concretizzazione di questa idea progettuale in termini di potenziamento dell'offerta, dovendosi preliminarmente acquisire la fattibilità economica del progetto volta a qualificare l'interesse del mercato, e prioritariamente delle principali compagnie produttrici di traffico. alla sua realizzazione e gestione.

La seconda considerazione riguarda la saturazione della capacità produttiva dello scalo genovese che, pur tenendo conto della maggiore produttività, verrebbe raggiunta nel periodo 2014- 2015.

Alla luce di quanto sopra ed in coerenza con la deliberazione assunta dal Comitato portuale nell'autunno scorso sulla nuova programmazione delle opere, si evidenzia la necessità di programmare un ulteriore potenziamento dell'offerta di servizi portuali dedicati al settore delle merci containerizzate, oltre alle opere già previste dal vigente Piano Regolatore, anche in linea con le linee programmatiche espresse dal Comune di Genova. I tempi di realizzazione delle nuove opere devono essere compatibili con il previsto andamento del mercato e devono quindi assicurarne l'entrata in servizio delle infrastrutture non oltre il 2015, anche in ragione del potenziamento del nodo ferroviario di Genova e all'entrata in funzione del Terzo Valico.

Appare dunque evidente come, nella fase attuale, caratterizzata ancora da un naturale trend di crescita dei mercati, pur con possibili momenti riflessivi dovuti alla rapida trasformazione delle economie del far-east, la strategia di investimento debba essere rivolta ad almeno quattro elementi: le opere portuali, le opere retroportuali, i sistemi di supporto, caratterizzati da un'elevata automazione ed innovazione tecnologica, ed i modelli di governance, al fine coniugare il miglioramento delle condizioni della vita socio-economica del Porto con gli obiettivi di sviluppo che sono postulati dalla pianificazione logistico-trasportistica nazionale in connessione con i grandi assi transeuropei.

Tale strategia, ovviamente, presuppone un attivo (e locale) condizionamento con i territori coinvolti a partire dal contesto urbano nel quale il Porto è collocato.

Da ciò consegue la necessità di operare la revisione o l'aggiornamento del Piano Regolatore Portuale, di sottoporre a riesame la Programmazione Operativa ed a garantire la migliore e più efficace definizione dei sistemi di supporto.

Forestali e cellulosa

L'andamento dei traffici del settore si è assestato, nel corso dell'ultimo triennio, su valori mediamente inferiori a quelli del periodo 1997 - 2004, come evidenziato nella tabella sottostante.

Con riguardo al comparto dell'ortofrutta, a fronte di un andamento complessivamente positivo del traffico nell'arco di tutto il periodo esaminato, l'anno 2007 ha fatto registrare dinamiche mensili piuttosto variabili.

Prodotti siderurgici e impiantistica

I traffici di impiantistica rivelano un andamento caratterizzato complessivamente da elementi di variabilità, mentre una costante crescita (con un picco nell'ultimo anno) si registra nella movimentazione dei prodotti siderurgici e nei metalli ferrosi e non ferrosi.

Nel periodo considerato, il traffico di rinfuse solide nel porto di Genova presenta un trend complessivamente positivo, seppur caratterizzato da una forte componente di variabilità.

Tra i diversi settori merceologici presi in considerazione, i rotabili presentano, nel periodo esaminato, il più elevato tasso di crescita, così da suggerire l'opportunità di effettuare degli approfondimenti sulla dinamicità del comparto in una prospettiva di medio-lungo termine.

Rinfuse liquide

Se i traffici di greggio sono caratterizzati da una certa stabilità nell'ultimo quinquennio, si evidenzia come si registri nello stesso arco temporale una lenta ma costante crescita nella movimentazione dei prodotti raffinati.

In questo contesto, può essere interessante effettuare alcuni approfondimenti sul tema della movimentazione e dello stoccaggio dei biocombustibili, alla luce delle esperienze maturate nelle principali realtà portuali nordeuropee e degli attesi sviluppi nel settore, accelerati di recente dal continuo aumento del costo del petrolio.

Con riferimento invece al traffico di rinfuse liquide alimentari e di prodotti chimici si evidenzia una sostanziale stabilità delle prime e una lenta ma costante diminuzione delle tonnellate movimentate dei secondi, indicatori di un mercato sostanzialmente consolidato.

Il traffico passeggeri

Mentre la componente di traffico passeggeri legata al trasporto a mezzo traghetto registra una crescita lenta ma costante, il settore delle crociere si caratterizza nell'ultimo triennio per una ripresa piuttosto sostenuta.

L'analisi dell'andamento storico dei traffici nello scalo genovese appena presentata nei suoi elementi essenziali ha lo scopo di fornire una serie di elementi di valutazione che, messi a sistema con i dati previsionali, ancora in fase di aggiornamento, per il prossimo triennio, concorreranno alla definizione di una metodologia a supporto degli indirizzi della politica portuale in tema di valorizzazione degli spazi portuali da dedicare alle diverse tipologie di merce da movimentare.
