Logistica

La logistica dell'industria della pesca in Islanda

L'Islanda è famosa per la sua varietà di pesce e di prodotti ittici. L'industria della pesca è la spina dorsale dell'economia islandese. La maggior parte delle industrie di servizio e manifatturiere del paese forniscono supporto al settore della pesca, compresi i due vettori marittimi, la Eimskip e la Samskip. Questi vettori hanno adattato il proprio servizio alle esigenze globali delle imprese islandesi di trattamento e vendita del pesce.

Complessivamente, il pesce islandese totalizza quasi 2 milioni di tonnellate all'anno, il che rappresenta approssimativamente il 2% della pesca mondiale. Nel 1999, essa si classificava al 13° posto della classifica mondiale della pesca, secondo la FAO (Organizzazione Agricoltura e Cibo delle Nazioni Unite).

Gudbrandur Sigurdsson, del produttore di pesce nord-islandese Akureyri Fishing and Processing, spiega: "Il fondamento del successo dell'industria della pesca è costituito dalla ricchezza della vita marina nelle acque islandesi. Le condizioni delle sostanze nutritive e della temperatura sono ideali per la vita marina e difficilmente confrontabili con quelle di qualsiasi altro luogo dell'emisfero settentrionale".

L'industria della pesca islandese è altresì protetta da un'ampia struttura normativa. Un certo numero di nazioni dedite alla pesca, tra cui il Regno Unito, ebbero partita persa con l'Islanda nel 1976, nel corso delle "guerre del merluzzo", allorquando il limite di pesca del paese (per i pescherecci ed altre imbarcazioni adibite alla pesca stranieri) venne ampliato sino a 200 miglia dalla costa islandese. Ciò diede al paese piena giurisdizione sui bacini di pesca e gli consentì una gestione del settore maggiormente efficiente.

L'attuale legge sulla gestione della pesca del 1990 stabilisce: "Lo scopo generale è quello di proteggere le risorse marine e di pervenire ad una utilizzazione economica ed efficiente dei banchi di pesce, e pertanto di corroborare l'industria dei prodotti ittici e di assicurare il lavoro nel paese".

Una delle pietre miliari dell'attuale regime di gestione della pesca è il sistema per quote. Si devono conseguire delle quote, inerenti ad una particolare annata di pesca e ad un tipo di pesce. Esse vengono vendute alle imprese produttrici di pesce, che possono rivenderle ad altri produttori o trasferirle su altri tipi di pesce. Ad esempio, un'impresa potrebbe convertire le proprie quote relative a merluzzi e ad eglefini in altre relative a gamberi, allo scopo di consentirle di specializzarsi in gamberi. Questo sistema ha comportato una razionalizzazione dell'industria della pesca, generando imprese più grandi e più forti e sviluppando imprese specializzate in specifiche aree del settore. La quota complessiva disponibile nel 2001 era di 778.200,4 tonnellate.

L'industria della pesca islandese si suddivide tra produttori di pesce e società venditrici. I produttori sono disseminati tutto intorno alla costa islandese, laddove essi operano facendo funzionare impianti e grossi magazzini a bassa temperatura. Dal momento che queste società pescano e trattano il pesce da sé, essi conseguono quote ed effettuano operazioni con navi adibite alla pesca. La flotta islandese conta qualcosa come 1.700 navi, 90 delle quali sono pescherecci, mentre il resto è costituito da navi più piccole con coperta e da battelli a motore senza coperta. Le dimensioni dei pescherecci variano: l'imbarcazione media è in grado di accogliere circa 400 tonnellate di pesce. I pescherecci più grandi e moderni hanno capacità sino a 900 tonnellate. I pescherecci sono spesso equipaggiati con sofisticate attrezzature per il trattamento ed il congelamento del pesce, dal momento che una grossa percentuale del pescato islandese viene privato della testa, pulito, tagliato a filetti e congelato a bordo, piuttosto che presso gli impianti a terra. Perciò, sia la produzione che la catena delle forniture spesso cominciano ancor prima che il pesce venga sbarcato.

In ragione della ripartizione tra pesce congelato a bordo e pesce congelato a terra, i pescherecci si suddividono in due categorie, e cioè battelli da pesce fresco o congelato. I primi, che trascorrono circa una settimana in mare, sbarcano circa 100 tonnellate di pesce fresco, imballate in casse e coperte di ghiaccio, prima di essere immesse in magazzini a bassa temperatura o caricati in containers refrigerati per il successivo invio oltremare. D'altro lato, i battelli refrigerati sbarcano quantitativi molto più grandi di pesce ridotto in filetti e congelato a bordo, e questi battelli spesso trascorrono diverse settimane in mare ogni volta.

La Eimskip recentemente ha diversificato le proprie attività relative alla pesca, in aggiunta ai propri esistenti interessi in termini di trasporto marittimo e dei conseguenti investimenti. La società ha acquisito oltre il 90% della proprietà di due importanti imprese finlandesi impegnate nelle attività ittiche, la UA (Utgerdarfelag Akureyringa) di Akureyri e la Skagstrendigur di Skagastrong. Tutte queste organizzazioni stanno procedendo ad una fusione, come è avvenuto per altri produttori di pesce finlandesi negli ultimi anni.

Ingimundur Sigurpalsson, direttore generale della Eimskip, commenta: "L'acquisizione di una grossa quota della UA e della Skagstrendigur consente alla Eimskip di adempiere alla nuova missione della società delineata due anni fa. Abbiamo in programma un rafforzamento anche maggiore delle attività di pesca, dal momento che alle grandi e dinamiche imprese di pesca dovrebbero essere consentite ulteriori opportunità di innovazione ed attività in Islanda ed all'estero. Dobbiamo tenere a mente che è importante per l'Islanda poter disporre di società progredite, dinamiche ed all'avanguardia che possano contribuire ad una maggiore efficienza ed all'espansione oltremare del settore della pesca".

Complessivamente, la Eimskip ed i vettori marittimi suoi concorrenti Samskip e Atlantsskip (quest'ultima ha solo una piccola quota di mercato) provvedono alle spedizioni via mare della maggior parte delle esportazioni di pesce dall'Islanda. La maggior parte viene imbarcata in containers, ma qualcosa viene spedita anche come carico alla rinfusa. Tuttavia, un portavoce della Eimskip ha smentito che l'aumento dei suoi volumi di carico in esportazione rappresenti un incentivo per queste acquisizioni. Dopo tutto, data l'esistenza di un quasi duopolio in questo mercato, i produttori non hanno altra scelta se non quella di servirsi di questi vettori per raggiungere i loro principali mercati di esportazione dell'Europa, del Nord America e dell'Asia.

Il trasporto marittimo e la logistica sono gestiti da una manciata di imprese attive nei settori della vendita e della commercializzazione di prodotti ittici, dominate dal gruppo SIF e dalla IFPC (Icelandic Freezing Plants Corporation plc). Si tratta delle maggiori società di esportazione dell'Islanda, entrambe con sede nei pressi di Reykjavik e con proventi che si aggirano attorno ai 600.000 dollari USA (per la SIF) ed ai 550.000 dollari USA (per la IFPC) nel 2001.

La SIF e la IFPC effettuano ampie operazioni di vendita e marketing, in termini sia di gamma di prodotto sia di copertura geografica. Tutte e due commercializzano globalmente prodotti ittici con i propri marchi, così come con le etichette dei dettaglianti e di altri clienti privati.

Il ruolo principale di queste società è quello di procurarsi il pesce dai produttori per conto dei clienti stranieri, di modo che essi alleviano i produttori stessi dell'onere di vendere e commercializzare. Tuttavia, essi differiscono quanto al tipo di prodotto in cui sono specializzati. La IFPC si concentra per lo più sul pesce surgelato, mentre la SIF vende e commercializza anche notevoli quantitativi di filetti di pesce fresco, così come prodotti secchi e salati. Tra questi ultimi vi sono il merluzzo salato (il baccalà popolare in Spagna, Portogallo ed altri paesi del Mediterraneo), lo stoccafisso e le teste di pesce.

Entrambe le società gestiscono i propri impianti per la produzione di pesce in un certo numero di paesi attraverso reti di società consociate, ma più per la produzione a valore aggiunto che per quella primaria. Gli impianti si procurano la materia prima (pesce fresco o surgelato) in Islanda ed altri paesi, di modo che sia le vendite che le operazioni di procacciamento avvengono a livello globale. Gli impianti trattano ed imballano le materie prime in prodotti diffusi presso i singoli mercati, quali il pesce impanato, i bastoncini di pesce ed altri prodotti confezionati sotto forma di filetti.

Dato che la SIF e la IFPC gestiscono le operazioni globali di trasporto marittimo e logistica per i produttori, i destinatari effettuano ordinazioni per l'acquisto del pesce direttamente ai produttori e la SIF e la IFPC ricevono copia di tali ordinazioni.

La IFPC gestisce la logistica, le ordinazioni ed altri servizi in Islanda per i propri clienti mediante una società consociata dedicata, la IFPC Services. La divisione informatica della società gestisce un proprio sistema di ordinazioni basato su web, denominato eServices.

Kristjan Hjaltason, direttore generale della IFPC Services, riassume le operazioni della società: "Abbiamo un contratto con la Eimskip per conto dell'intero gruppo. Riceviamo tutte le ordinazioni dei nostri clienti online per mezzo di eServices. Comunichiamo su Internet con la Eimskip, i clienti ed i produttori ed organizziamo il trasporto alla volta dei magazzini a bassa temperatura ovvero degli utenti finali d'oltremare. Disponiamo altresì di un dipartimento che si prende cura della certificazione della qualità, nonché di un'altra divisione che invia materiali d'imballaggio (scatole di cartone e sacchi di plastica, per lo più realizzati in Islanda) ai produttori nazionali e stranieri".

La IFPC ha un contratto con la Samskip per le spedizioni di questi materiali da imballaggio, per mezzo di diversi servizi di linea europei del vettore, tra cui quelli alla volta della Norvegia occidentale, che è la casa di diversi produttori.

Tuttavia, la Eimskip viene utilizzata per la maggior parte delle spedizioni di pesce. Precisa Hjaltason: "Da lungo tempo abbiamo un contratto con la Eimskip. Sono bravi e soddisfano le nostre esigenze molto bene. Noi abbiamo bisogno di un sacco di trasporti tutte le settimane e loro sono affidabili. Ci serviamo dei servizi costieri della Eimskip, dato che prendiamo la merce in tutta l'Islanda. I produttori possono utilizzare questo servizio per consegnare le proprie spedizioni LCL ad un porto vicino, dove si possono caricare i containers. Le consegne in esportazione vengono poi consolidate a Reykjavik, ed alcune di loro vengono messe nel magazzino a bassa temperatura della Eimskip prima di essere avviate oltremare".

Oltre il 90% dei volumi in esportazione della IFPC viene movimentato per mezzo di contenitori alla volta degli Stati Uniti, mediante il servizio nord-americano della Eimskip. Il marchio "Icelandic" della IFPC è predominante nel mercato continentale dei prodotti ittici surgelati. Anche l'Asia è un importante mercato d'importazione per la società (per lo più Cina, Giappone, Sud Corea e Taiwan). Hjaltason ha riassunto così le operazioni asiatiche: "La Eimskip porta i containers vuoti di vettori globali a Reykjavik, tra cui quelli di Maersk Sealand, P&O Nedlloyd e K Line, laddove vengono caricati con il pesce e non sono più aperti sino a quando non raggiungono la loro destinazione finale in Asia. La Eimskip provvede al trasbordo dei containers sui servizi dei vettori globali ad Amburgo".

Per le spedizioni in esportazione alla volta di tutte le destinazioni, una parte del pesce surgelato e trattato a bordo viene trasferita direttamente dai pescherecci ai contenitori refrigerati presso il porto di Reykjavik, piuttosto che essere prima messa nel magazzino a bassa temperatura della Eimskip. Questo è un importante vantaggio per i clienti del produttore, dal momento che assicura una sponda notevolmente più veloce ai tempi di viaggio sino a destinazione.

D'altro canto, la SIF, che effettua operazioni in 15 paesi, si serve sia della Eimskip che della Samskip per le proprie spedizioni d'oltremare. A differenza della IFPC, la più grande operazione di trattamento della SIF avviene in Francia, dove la società gestisce quattro impianti, che impiegano quasi 1.000 di suoi 1.700 addetti. Le consegne di pesce surgelato dall'Islanda e da altri paesi produttori europei (quale la Norvegia) vengono trasportate dalla Samskip a Rotterdam od a Cuxhaven, da dove poi sono trasportate via strada in Francia. La Samskip gestisce le spedizioni su base da porta a porta.

Come la IFPC, anche la SIF gestisce un importante impianto negli Stati Uniti, nei pressi del porto della Virginia. Ci si serve della Eimskip per le esportazioni alla volta di questa infrastruttura, poiché il vettore recentemente ha aggiunto Newport News al proprio servizio nord-americano.

I tipi di produzione di pesce in cui la SIF è impegnata sono molto diversi rispetto a quelli della IFPC, come già detto, di modo che le esigenze di trasporto marittimo variano di conseguenza. Ad esempio, la società importa materiali da imballaggio e sale, quest'ultimo dalla Spagna, per la produzione di pesce salato, il solo trattamento di pesce eseguito dalla SIF presso la propria sede di Hafnarfjordur.

Le 55.000 tonnellate di pesce che la SIF si aspetta di spedire quest'anno comprendono esportazioni di teste di pesce secco dall'Islanda alla Nigeria. La Eimskip le trasporta in containers high-cube da 40 piedi (ciascuno di loro contiene 600 balle da 30 kg, con 200 teste di pesce per ciascuna balla) alla volta di Amburgo, da dove vengono spedite a Lagos dalla OT Africa Line. Poiché oltre l'80% dell'umidità viene rimossa dalle teste di pesce presso speciali impianti di essiccazione prima della spedizione, per questo trasporto si possono utilizzare contenitori per carichi secchi.

Le esportazioni della SIF comprendono anche 15.000 tonnellate di aringhe e capelin surgelati spediti dalla Norvegia e dall'Islanda alla regione baltica (i porti di Klaipeda e Stettino). A causa dei volumi assai elevati di queste specie spediti, la società noleggia navi rinfusiere, ciascuna delle quali è in grado di trasportare dalle 800 alle 1.000 tonnellate di pesce. Per questi noleggi, la SIF stipula contratti con la Eimskip o la Samskip oppure direttamente con operatori russi e norvegesi.

Michael Sightorsson, direttore della logistica alla SIF, scende nei dettagli: "Al momento, paghiamo 75 dollari USA a tonnellata. Dato che il trasporto merci costituisce un'alta percentuale dei nostri margini, ottenere la tariffa più economica è molto importante per noi, così come la disponibilità delle attrezzature. Su alcuni noleggi, abbiamo l'opportunità di trasportare piccoli volumi di carichi di altri caricatori, oltre ai nostri". Ciò, oltre alla miriade di altre opportunità che l'industria della pesca islandese procura ai produttori, ai venditori ed altresì ai fornitori di trasporto.
