La situazione dei traffici Costa Orientale nordamericana-Mediterraneo

Un serio squilibrio di traffico sta colpendo al cuore la capacità di realizzare profitti dei vettori attivi sui traffici tra la Costa Orientale del Nord America ed il Mediterraneo. In direzione ovest ' la tratta più in salute ' le previsioni di crescita sono generalmente positive e le tariffe sono in crescita. Tuttavia, Ephraim Alter, vice presidente dei servizi globali della Zim Israel Navigation, ha descritto gli incrementi tariffari in ordine ai traffici in direzione est come "un completo fallimento".

L'utilizzazione delle navi riflette tale debolezza nei traffici. John Boudreau, vice presidente dei servizi transatlantici della Maersk Inc negli Stati Uniti, asserisce che le ultime sei settimane del 2002 hanno assistito ad una carenza di capacità in direzione ovest, tanto che si sono dovute noleggiare navi per i carichi in eccedenza. Egli ha descritto i traffici in direzione est come "solidi", ma ha ammesso che lo squilibrio dei traffici è stato alquanto notevole: "Le navi sono generalmente al completo in direzione est per quanto riguarda il peso. Lo squilibrio risulta dal fatto che vi sono più containers/carichi leggeri in direzione ovest".

Tuttavia, altri vettori non si sono rivelati così ottimisti. Uno di loro ha affermato che mentre in direzione ovest "più o meno se la sono cavata", le navi dirette ad est hanno sofferto di eccesso di capacità.

Vi è stata poca riorganizzazione dei servizi dopo la folata di grande attività del 2000 e 2001. Tuttavia, alcuni vettori hanno dismesso dei servizi. La Cosco ha posto fine al proprio servizio diretto Genoa Express alla volta della Costa Orientale nordamericana, concentrandosi invece sul servizio TAS-3 dell'alleanza CHKY (Cosco, Hanjin, K Line e Yang Ming). Una fonte della Cosco ha commentato: " Era un grande servizio, ma i carichi erano pochi".

La Senator ha eliminato tutti i propri servizi diretti negli Stati Uniti alla fine del 2002 (ma continua a servire il Canada nell'ambito del servizio JMCS). Anche la Evergreen ha lasciato tale traffico; però, entrambi lo servivano attraverso accordi di noleggio di spazi-containers, di modo che ciò non ha comportato il ritiro di capacità.

La MSC (Mediterranean Shipping Company) è stata l'unico vettore ad aggiungere capacità diretta, ed ora offre un servizio diretto sulla sua tratta Mediterraneo/Nord Europa/Nord Atlantico. Un anno fa, nel terzo trimestre del 2003, esso era al quarto posto in classifica in questo traffico, servendo la regione in questione mediante trasbordo. Una fonte vicina al vettore ha dichiarato che la MSC ha preso tale decisione sia in ragione della diminuzione delle dimensioni delle navi, sia per la minore concorrenza tra vettori, dato che alcune linee hanno abbandonato il traffico in questione.

Molti vettori servono il Mediterraneo nell'ambito dei traffici tra il Nordamerica ed il Medio-Oriente e l'Asia, con la Grand Alliance - Hapag-Lloyd, NYK, OOCL e PONL (P&O Nedlloyd) ' cha scala Gioia Tauro solo per il proprio servizio AEX/PNX. Anche la Maersk Sealand fa scalo a Gioia Tauro e ad Algesiras nel contesto del proprio servizio MECL alla volta del sub-continente indiano, mentre la Hanjin ha tre scali mediterranei nell'ambito del proprio servizio pendolare AMA alla volta dell'Asia e del Medio Oriente. La CMA CGM offre un servizio giramondo, unitamente alla Columbus Line, alla Contship, alla Marfret, alla Hapag-Lloyd ed alla PONL, che scala due volte nel Mediterraneo, ma che non è stato compreso nella Tabella 1, dal momento che esso prima effettua diversi scali nord-europei.

Tuttavia, malgrado molti vettori abbiano parlato di razionalizzazione della capacità, le cifre di Containerisation International in ordine alla capacità diretta mostrano un incremento del 9% rispetto agli ultimi sei mesi, sebbene esse adesso comprendano le nuove unità impiegate dalla MSC. Anche così, senza contare la MSC, la capacità è aumentata dell'1,7%. E' probabile che ciò sia il risultato del fatto che la Zim ha rimpiazzato le navi più piccole con sei nuove costruzioni consegnate nel 2002, 4 unità da 4.839 TEU e 2 unità da 4.992 TEU. Ernst Grubenmann, vice presidente anziano e dirigente operativo dello spedizioniere Hellmann USA, osserva che nel Mediterraneo ci sono state più navi di quante non ce ne siano mai state prima, specialmente perché i vettori stanno effettuando investimenti nella rotta del canale di Suez tra gli Stati Uniti e l'Asia.

Nessuno dei vettori intervistati stava programmando la riorganizzazione dei servizi, preferendo mantenere l'attuale stabilità. Tuttavia, Marcus Field, dirigente marketing e vendite della Hanjin, ha sottolineato che, se la China Shipping Container Line dovesse fare il proprio ingresso nel mercato nel prossimo futuro come si vocifera, potrebbe ribaltare tale situazione.

Anche i volumi dei carichi stanno aumentando in entrambe le direzioni, come dimostrano le tabelle 2 e 3, sebbene queste statistiche non comprendano i traffici tra il Canada ed il Mediterraneo. Analizzando i dati relativi agli incrementi di volumi, le piccole dimensioni del traffico stanno a significare che le differenze tra i volumi dei singoli vettori sono più marcate. Come si può notare, la quota di mercato resta relativamente immutata.

In direzione ovest, il traffico è stato intenso, dato l'incremento dei volumi di traffico del 16,5% tra il terzo trimestre 2001 ed il terzo trimestre 2002. Il terzo trimestre è tradizionalmente uno dei più intensi, ma le cifre della PIERS mostrano che la linea di tendenza è vera per l'intera annata. L'Italia è il maggiore mercato del Mediterraneo, sia per le importazioni che per le esportazioni, dal momento che rappresenta il 50% del traffico secondo alcune stime. Anche i volumi del Mediterraneo Orientale stanno aumentando, in particolar modo dalla Turchia, mentre crescono le esportazioni di deperibili.

Anche le previsioni in ordine alla crescita dei traffici in direzione ovest sono allo stesso modo favorevoli e Field ha affermato che la Hanjin prevede una cifra del 5% per il 2003. Boudreau non vorrebbe fare commenti specifici circa la Maersk Sealand, ma riferendosi alle previsioni altrui per una cifra tra il 5 ed il 7 per cento, ha dichiarato: "Ci aspettiamo un'altra annata molto buona per il Mediterraneo".

Una percentuale tra l'85 ed il 95 per cento dei traffici viene trasportata ai sensi di contratti di servizio e molti grossi operatori rinviano le trattative fino a marzo ed oltre. Ciò richiederà che gli incrementi tariffari vengano inclusi nei nuovi contratti. Geoffrey Giovanetti, amministratore delegato della WSSA (Associazione Caricatori Vini e Liquori) negli Stati Uniti, parlava a nome di molti caricatori quando ha affermato: "Ci piacerebbe avere meno sorprese possibili".

Alter asserisce che la Zim si è data da fare per incrementare le tariffe in direzione ovest lo scorso anno: "Non si può ottenere il 100%, ma in parte ci siamo riusciti". Secondo Boudreau, anche la Maersk Sealand si aspettava di incrementare nuovamente le tariffe quest'anno, principalmente tenendo conto di specifici aumenti dei costi quali il carburante, la documentazione e la sicurezza. Field ha rivelato che la Hanjin potrebbe star considerando un aumento tariffario per il secondo trimestre 2003: "E' possibile che possano verificarsi ulteriori aumenti quest'anno, a seconda della situazione di mercato".

Due conferenze effettuano operazioni su entrambe le tratte del traffico in questione, ed entrambe sperano di dare impulso alle tariffe in direzione ovest nel 2003. La USSEC (Conferenza Stati Uniti Sud Europa), tra i cui membri vi sono la Maersk Sealand, la Hapag-Lloyd e la PONL, controlla circa il 27-28% del traffico. Essa ha annunciato programmi finalizzati ad un incremento in direzione ovest di 200 dollari/TEU e 250/FEU per il 1' aprile 2003, e lo stesso per il 1' luglio, mentre un altro aumento non specificato dovrebbe verificarsi in ottobre. La MedCan opera sia in direzione est che in direzione ovest dal Mediterraneo al Canada e comprende le divisioni Canada Maritime e Cast della CP Ships, la Senator e la Zim. Essa ha anticipato un aumento di 150 dollari/TEU e 200 dollari/FEU per il 1' aprile, ed un altro ancora per il 1' ottobre.

Tuttavia, questo incremento si contrappone ad un drastico declino verificatosi negli ultimi anni. Giovanetti della WSSA, che trasporta quasi tutti i propri volumi sulla tratta in direzione ovest, ha svelato che le tariffe sono calate dal 20 al 30 per cento dal 2000. Egli sottolinea l'intensa concorrenza esistente tra i vettori in relazione a questo traffico: "In alcuni casi, le riduzioni non avevano senso per noi, si trattava appunto di frenetica concorrenza tra vettori. Negli ultimi tre o quattro anni, nel settore c'è stato qualche prezzo pazzo, ed il Mediterraneo è stato pazzo come tutti gli altri".

E' incoraggiante per i vettori notare come i caricatori sembrino aspettarsi gli aumenti tariffari in direzione ovest. Giovanetti si aspetta un aumento del 10% almeno, "che ancora non le riporterà ai livelli del 2001". Grubenmann concorda: "Tra l'inizio del 2000 e la fine del 2003, possiamo supporre che esse raddoppieranno".

Nell'ambito dei traffici transatlantici, il traffico del Mediterraneo resta molto minore. Gli ultimi dati della PIERS (terzo trimestre 2002) mostrano come le importazioni nord-europee dalla Costa Orientale USA e dalla Costa del Golfo del Messico siano state 3,6 volte maggiori delle importazioni dal Mediterraneo, mentre in direzione ovest le esportazioni nord-europee sono state di dimensioni doppie rispetto a quelle dal Mediterraneo.

I vettori considerano il Mediterraneo come un mercato più difficile rispetto al Nord Europa, a causa della combinazione dell'incremento dei costi portuali e dei minori flussi di carico, della entità dello squilibrio di traffico (per il terzo trimestre 2002, è stato di 1,9 : 1 in ordine al traffico tra il Nord Europa e la Costa Orientale USA/Costa del Golfo del Messico), nonché dei tempi di viaggio più lunghi. Field ha commentato che la Hanjin non si è realmente servita dell'instradamento mediterraneo per i carichi provenienti dall'Europa Centrale poiché i costi non erano competitivi. Alter alla Zim ha svelato che l'ammontare dei carichi instradati sui porti del Nord Europa è dipeso dal fatto che quelle navi fossero al completo o meno: se i servizi nord-europei sono al completo, i carichi mediterranei diventano meno allettanti a causa dei costi terrestri alla volta del Nord Europa. Attestandosi a circa il 10-15% del carico, essi hanno comportato complessivamente poco effetto sui traffici mediterranei alla volta della Costa Orientale USA.

Tuttavia, Grubenmann della Hellman USA ha sottolineato il miglioramento nel Mediterraneo. Egli ha suggerito che ciò potrebbe essere dovuto all'investimento dei vettori nella rotta attraverso il Canale di Suez sulla tratta in direzione ovest dei traffici Europa-Asia. Egli ha dichiarato che essa è divenuta "un'alternativa valida e preziosa" per l'instradamento dei carichi. Anche Giovanetti ha commentato che i carichi mediterranei non viaggiano più così tanto alla volta dei porti del Nord Europa come erano soliti fare.

Tuttavia, anche tutto sembra roseo sulla tratta in direzione ovest, non è tutto così positivo in direzione est. I volumi di carico sembrano in aumento del 16,9%, ma lo squilibrio di traffico relativo al terzo trimestre 2002 è attestato al 3,3 : 1, leggermente maggiore rispetto al 3,2 : 1 del terzo trimestre 2001, il che dimostra quanto piccoli siano i volumi in direzione est (mostrati nella Tabella 3). Field ha descritto il traffico come "costantemente concorrenziale, con poco spazio per effettuare incrementi tariffari".

Infatti, una fonte della Cosco ha dichiarato: "In direzione est, le tariffe sono bloccate sull'indicazione "orribili". Egli ha previsto che l'unico modo per ottenere un incremento tariffario in direzione est sarebbe quello di dire che le tariffe di andata e ritorno non procurano profitti: "Il problema è che le tariffe relative a tutti i traffici diretti negli Stati Uniti, sebbene si stiano riprendendo, sono ancora molto depresse. Anche se si riducono i costi con il riposizionamento, i proventi dell'andata/ritorno sono ancora in rosso".

Boudreau afferma che lo squilibrio di traffico è stato "alquanto consistente", e ha descritto la tratta in direzione est come "solida", in particolar modo per le importazioni destinate nel Mediterraneo orientale. Tuttavia, David Jeffries, segretario della conferenza USSEC, ha dichiarato che sui traffici in direzione est non si è manifestato "uno scenario ottimale in termini di tariffe e volumi".

Lo squilibrio comporta altresì la necessità di riposizionare l'equipaggiamento, il che rappresenta un grosso problema per alcuni servizi. Il servizio AMA della Hanjin copre il Medio Oriente e l'Asia e Field ha dichiarato che il riposizionamento è "un gioco difficile", e lo è reso ancora di più dal fatto che i caricatori asiatici tendono ad usare in misura maggiore i box da 20 piedi, mentre negli Stati Uniti i caricatori preferiscono le unità da 40 piedi.

Un importante vettore impegnato nel traffico Costa Orientale Nord America/Mediterraneo commenta: "Un sacco di gente vi ha perso milioni di dollari, non è un traffico facile". Dato lo squilibrio di traffico così serio, alcuni nel settore si chiedono se siano sostenibili servizi a doppio senso. Una fonte della Cosco ha dichiarato: "Si tratta di qualcosa con cui tutti i vettori avranno a che fare quest'anno". Quanto durerà, prima che tale squilibrio divenga decisamente troppo instabile?
