PRESENTATO PRESSO LA SEDE DI BRUXELLES DELLA WORLD CUSTOMS ORGANIZATION IL PREMIO BIC 2018

Il BIC (Bureau International des Containers) ha annunciato che il CCP (Container Control Programme) di UNODC e WCO ha vinto il suo Premio 2018.

Il CCP (Container Control Programme) è gestito congiuntamente dalla WCO (World Customs Organization), l'organizzazione mondiale delle dogane, e dall'UNODC (United Nations Office on Drugs and Crime), l'ufficio dell'ONU che si occupa di sostanze stupefacenti e relativi reati.

Il CCP contribuisce a rafforzare la sicurezza della filiera distributiva internazionale potenziando le capacità delle agenzie nazionali di frontiera nel contrastare le minacce correlate ai carichi marittimi, terrestri ed aerei.

Esso sviluppa la cooperazione fra autorità preposte all'applicazione delle normative nazionali e settori privati come gli operatori portuali e le linee di navigazione.

L'impegno del CCP ha comportato il sequestro di un'ampia gamma di merci vietate, come le armi, i proventi generati dalla pesca, i prodotti forestali, la selvaggina ed altri proventi derivanti da reati ambientali, sostanze stupefacenti vietate, merci strategiche, farmaci contraffatti o non autorizzati, precursori di droghe ed armi, sigarette e merci contraffatte o che altrimenti violano le norme sulla proprietà intellettuale.

Kunio Mikuriya, segretario generale della WCO, e John Brandolino, direttore della divisione per gli affari esteri dell'UNODC, hanno ricevuto il Premio del BIC in occasione della giornata di apertura della riunione annuale del Comitato Esecutivo svoltasi l'11 marzo scorso presso la sede della World Customs Organization a Bruxelles.

Presentando il Premio BIC unitamente al segretario generale Douglas Owen, il presidente del BIC Giordano Bruno Guerrini ha commentato: "Il Container Control Program è stato selezionato per il suo successo nel miglioramento della sicurezza e nell'attenuazione del contrabbando nel trasporto containerizzato.

Il BIC ritiene che l'impegno del CCP nel potenziamento della capacità ed il suo importante lavoro di promozione di un'avanzata valutazione del rischio in tutto il mondo debbano essere applauditi ed incoraggiati".

Al momento il CCP è operativo in 50 paesi e ha iniziative avviate in altri 12 paesi.

Oltre 80 PCUs (Unità di Controllo Portuale) e ACCUs (Unità di Controllo dei Carichi Aerei) sono state istituite dall'avvio del CCP nel 2004.

Queste unità interagenzie sono attrezzate per lo scambio di informazioni con le proprie controparti in altri paesi utilizzando un'applicazione per le comunicazioni sicure, sviluppata dalla WCO, denominata ContainerComm.

Essa fornisce alle PCUs ed alle ACCUs l'accesso ad un patrimonio di informazioni che consente agli utenti di localizzare, visualizzare ed identificare i contenitori ad alto rischio, verificare i loro numeri identificativi ed inviare avvisi ad altre PCUs e ACCUs.
