TRASPORTO INTERMODALE

MOSCA RIVELA UN GRANDIOSO PIANO MULTIMODALE PER LA ROTTA POLARE

Era in cantiere da un po', ma poco prima dell'inizio del nuovo decennio il Primo Ministro russo Dmitry Medvedev ha sottoscritto il piano di sviluppo per la Rotta del Mare del Nord per i prossimi 15 anni.

Lo riferisce il giornale online The Barents Observer.

Trasporto marittimo permanente

Il piano include niente meno che 84 punti da completarsi entro il 2035: dallo sviluppo delle necessarie infrastrutture e dalla costruzione di nuove navi alla mappatura delle risorse naturali ed al lancio di nuovi satelliti ed equipaggiamento meteorologico.

Fra le altre cose, i russi vorrebbero sviluppare un collegamento permanente di trasporto marittimo attraverso le acque artiche a nord della Siberia al più presto possibile.

Nel 2018 sono state trasportate circa 20,2 milioni di tonnellate di merci attraverso la rotta polare, in gran parte petrolio e gas russi.

Il Cremlino aspira ad incrementare i volumi delle merci attraverso questa rotta sino a otto milioni di tonnellate nel 2024.

Rosatom

La società statale Rosatom è direttamente coinvolta nella realizzazione ed attuazione di questi piani.

Il conglomerato nucleare di quasi trecento società e 250.000 dipendenti considera la rotta polare fra lo Stretto di Bering ed il Mare del Nord come un'alternativa alla rotta fra l'Asia orientale e l'Europa via Canale di Suez.

La società vuole investire, fra le altre cose, sette miliardi di dollari per finanziare nuove navi portacontainer ed infrastrutture portuali resistenti al ghiaccio sul cosiddetto Passaggio a Nord-Est.

Dettaglio saliente: il Presidente Vladimir Putin è il fondatore della Rosatom.

Nel 2007 aveva firmato la legge che aboliva l'allora agenzia atomica federale, dopo di che tutte le sue attività e proprietà erano state trasferite alla Rosatom.

Altre società che contribuiscono alla pianificazione comprendono i giganti del petrolio e del gas Novatek, Gazprom Neft, Rosneft ed Independent Oil Company.

Quest'anno

Al fine di centrare gli obiettivi del piano inerente alla Rotta Polare, il governo russo e le società coinvolte dovranno lavorare sodo.

Quest'anno sono già in agenda un certo numero di importanti questioni.

Ad esempio, dovrà esserci un accordo ad aprile in ordine ad un programma di ricerca geologico regionale.

Importanti decisioni dovranno essere assunte a giugno sullo sviluppo di una linea ferroviaria alla volta del porto marittimo e del terminal GNL di Sabetta, situato nella penisola siberiana di Yamal nella Russia settentrionale.

Collegamenti ferroviari

Negli anni a venire ci si dovrà occupare anche dello sviluppo dei collegamenti ferroviari.

Verso dicembre 2022 il governo russo dovrà dotarsi di un programma per la ferrovia Belkomur fra il porto di Arkhangelsk e Perm, una importante città industriale e porto interno situata a circa 1.100 km ad est di Mosca.

Nello stesso periodo si dovrebbe anche chiarire quado inizierà la costruzione della linea ferroviaria di Sosnogorsk, una città nel mezzo della repubblica autonoma di Komi, e di Indiga, in cui la costruzione di un nuovo porto marittimo ad acque profonde comincerà all'inizio del 2020.

A metà del 2024 dovrà esserci la progettazione della linea ferroviaria di Salekhard che collega la sede centrale della società del gas Novatek al di là del fiume Ob con la stazione capolinea di Novey Urengoy.

Un certo numero di partecipate della Gazprom sono situate nella Siberia nordoccidentale: la Urggojgazprom e la Jamburggazdobytsja che assieme detengono il 74% di tutto il gas russo.

216 miliardi di euro

I più importanti lavori di dragaggio sul fiume Ob, che dovrebbe assicurare il corretto transito di grandi navi nella zona, dovranno essere completati a dicembre del 2021.

Il Murmansk Transport Hub, un progetto con una nuova ferrovia di 46 km ed impianti portuali sulla costa occidentale della Baia di Kola, dovrebbe essere completato nello stesso mese.

Il governo russo stima che nel corso dei prossimi quindici anni non meno di 216 miliardi di euro saranno investiti nello sviluppo della regione polare russa mediante, fra l'altro, la concessione di rilevanti incentivi fiscali a favore di progetti petroliferi, di produttori di GNL, dell'industria petrolchimica e di imprese impegnate nell'estrazione di minerali esteri.
