IL GAS NATURALE LIQUEFATTO COME CARBURANTE MARINO SI È RIVELATO PEGGIORE DELL'ORDINARIA AMMINISTRAZIONE PER IL CLIMA

Un nuovo rapporto dell'ICCT (International Council on Clean Transportation) ha rilevato che il più diffuso motore navale alimentato da GNL (Gas Naturale Liquefatto), in particolare per le navi da crociera, emette fra il 70 e l'82 per cento in più del ciclo di vita di emissioni di gas serra a breve termine rispetto ai carburanti distillati puliti.

Lo scioccante nuovo rapporto "The climate implications of using LNG as a marine fuel" giunge nel momento in cui il settore del trasporto marittimo è alle prese con la propria enorme impronta climatica e altri operatori marittimi si stanno rivolgendo al GNL come presunta soluzione climatica.

il rapporto dell'IICT esamina il ciclo vitale delle emissioni di gas serra derivanti dai carburanti marini, inclusa una poco compresa in precedenza fonte di emissioni climatiche derivanti dalle navi alimentate a GNL: l'involontario rilascio del metano superinquinante per il clima dai motori navali, noto come sfuggita di metano.

Gli autori hanno constatato che l'uso del GNL potrebbe in realtà peggiorare l'impatto climatico del settore del trasporto marittimo rispetto a quello del gasolio marino se si considera il quantitativo di calore che tali emissioni presenterebbero nel corso di un periodo ventennale.

"Questa rivoluzionaria nuova analisi è un imbarazzante atto di accusa climatico del GNL come carburante marino.

Per un settore che è già uno dei maggiori contribuenti alle emissioni di gas serra in tutto il mondo, questo rapporto rivela che il passaggio delle navi al GNL sarebbe peggio che non fare nulla.

Ciò dovrebbe servire quale campanello d'allarme per la International Maritime Organization, che adesso deve darsi da fare per assicurare di includere tutte le emissioni di gas serra nell'ambito della propria strategia di riduzione delle emissioni" afferma Kendra Ulrich, attivista senior per il trasporto marittimo alla Stand.earth.

Il GNL viene osannato come soluzione climatica da molti nel settore del trasporto marittimo: un settore che è responsabile di più emissioni di gas serra globali di quelle relative alle principali nazioni che inquinano il clima, fra cui la Germania, l'Iran, la Corea del Sud ed il Canada.

Se lasciate fuori controllo in uno scenario di ordinaria amministrazione, le emissioni di gas serra del trasporto marittimo internazionale potrebbero salire dalla propria attuale quota di emissioni del 3% ad uno sbalorditivo 17% di emissioni di gas serra a livello globale da qui al 2050.

Se le navi dovessero continuare ad utilizzare il GNL come carburante marino, le emissioni potrebbero essere ancora peggiori.

"Il rapporto dimostra la necessità dell'adozione di politiche che possano ridurre le più ampie emissioni di gas serra del trasporto marittimo in luogo della sola CO2, comprese le emissioni dal pozzo al serbatoio dei carburanti navali.

Se non riuscissimo ad includere tutti i gas serra e dovessimo concentrarci sulla sola CO2, potremmo ritrovarci con un gran numero di navi che rispettano tutte le direttive sull'efficienza, ma dove i risparmi in termini di gas serra sarebbero solo sulla carta" afferma la dott.ssa Elizabeth Lindstad, responsabile scientifica per i trasporti marittimi alla SINTEF Ocean.

Il Tavolo di Lavoro Intergovernativo sul Cambiamento Climatico ha avvertito che le emissioni globali di gas serra devono essere pressoché dimezzate rispetto al livello del 2017 da qui al 2030 al fine di evitare le peggiori conseguenze del cambiamento climatico, mentre le emissioni di metano derivanti da tutte le fonti devono essere ridotte di almeno il 35% rispetto al livello del 2010 entro il 2050.

Data questa breve tempistica per ridurre drasticamente l'inquinamento che perturba il clima, gli autori del rapporto hanno valutato l'impatto climatico dei carburanti marini che utilizzano prodotti potenzialmente riscaldanti per 20 e 100 anni.

Le emissioni di metano sono particolarmente problematiche perché il metano assorbe calore 86 volte di più rispetto allo stesso quantitativo di carbonio nel corso di un periodo di 20 anni.

Delle 756 navi GNL attualmente in uso o sotto ordinazione, il tipo di motore più diffuso è di gran lunga il peggior colpevole con il più elevato tasso di metano sfuggito.

Questo motore è specialmente diffuso fra le navi da crociera ed il settore crocieristico promuove queste navi GNL poiché presenterebbero notevoli benefici climatici.

Recentemente a dicembre il più grande operatore di crociere del mondo, la Carnival Corporation, ha fatto pubblicità al suo programma GNL come esempio del proprio essere all'avanguardia per il clima in un annuncio relativo all'adesione alla "Getting to Zero Coalition".

Questa coalizione punta ad avere navi ad emissioni zero operative entro il 2030.

"Il programma della Carnival Corporation finalizzato ad incrementare il numero delle navi GNL nella propria flotta mondiale è come passare dalla padella nella brace climatica.

Anche se la maggior parte della flotta globale della Carnival consuma ancora uno dei carburanti fossili più sporchi - l'olio combustibile pesante - il GNL è lungi dall'essere una soluzione per il suo enorme problema di inquinamento del clima.

Noi spingiamo perché la Carnival smetta di alimentare le sue navi con gli scarti della raffinazione del petrolio e metta fine ai propri investimenti in navi LNG che compromettono il clima.

Se la Carnival vuol essere un leader ambientale, deve passare al carburante marino disponibile più pulito - il gasolio marino - ed investire i suoi dollari in tecnologie davvero ad emissioni zero" afferma la Ulrich.

La sottocommissione Prevenzione e Risposte sull'Inquinamento dell'IMO si riunirà dal 17 al 21 febbraio a Londra per quello che è stato salutato dalla comunità internazionale come un Summit Artico.

Alla sottocommissione sull'inquinamento sarà chiesto di inviare forti raccomandazioni alla propria commissione-madre, la Commissione per la Protezione dell'Ambiente Marino, riguardo alle urgenti misure di controllo sul carbonio nero nell'Artico ed in altri ecosistemi marini.

Sulla sua agenda ci sono anche il divieto dell'uso, nonché del trasporto a fini di uso, dell'olio combustibile pesante nell'Artico e il rimedio alla lacuna che consente di continuare ad utilizzare l'olio combustibile pesante mediante l'introduzione di più rigorosi standard per lo zolfo nel carburante se le navi installano sistemi di "imbroglio delle emissioni" denominati scrubber.

La Commissione per la Protezione dell'Ambiente Marino si riunirà dal 30 marzo al 3 aprile a Londra dove, dopo due anni di stallo e rinvii, la sua priorità principale sarà quella della sua Strategia di Riduzione dei Gas Serra e la concertazione di misure a breve termine per iniziare e ridurre le emissioni.

L'incarico di elaborare il rapporto è stato affidato all'ICCT dall'organizzazione ambientalista internazionale Stand.earth.
