COME LA DECARBONIZZAZIONE DEL TRASPORTO MARITTIMO POTREBBE SBLOCCARE LA TRANSIZIONE ENERGETICA A LIVELLO GLOBALE

Le emissioni derivanti dal trasporto marittimo potrebbero crescere del 250% da qui al 2050 se non venisse intrapresa nessuna iniziativa.

Dimezzare le emissioni del trasporto marittimo entro il 2050 potrebbe richiedere un investimento di 1,2 trilioni di dollari.

Ma la scala di questa sfida potrebbe essere abbastanza grande da spronare la decarbonizzazione anche in tutti gli altri settori.

Il cambiamento climatico richiede urgenti iniziative da parte di tutti i settori dell'economia fra cui il trasporto marittimo che trasporta quasi l'80% dei traffici globali e rappresenta annualmente il 2-3% delle emissioni di gas serra.

Questo è paragonabile alle emissioni di grandi economie come la Germania ed il Giappone.

Poiché i flussi di traffico globale si incrementano al servizio di una sempre maggiore e più prospera popolazione mondiale, le emissioni del trasporto marittimo potrebbero crescere dal 50 al 250 per cento da qui al 2050 se non venisse intrapresa nessuna iniziativa.

Il trasporto marittimo non è incluso nell'Accordo di Parigi.

Tuttavia, al fine di tagliare le emissioni, gli stati membri dell'IMO (International Maritime Organization), un'agenzia specializzata dell'ONU che si occupa della regolamentazione del trasporto marittimo, ha adottato una strategia iniziale per le emissioni di gas serra ad aprile del 2018.

La strategia prescrive che le emissioni di gas serra del trasporto marittimointernazionale debbano stabilizzarsi al più presto possibile e che il settore debba ridurre le emissioni complessive annue di gas serra di almeno il 50% rispetto al livello del 2008 entro il 2050 con un forte accento sulle emissioni zero.

Questo finirà per allineare le emissioni del trasporto marittimo a quelle dell'Accordo di Parigi.

Le grandiose ambizioni del trasporto marittimo

In occasione del summit sulle Azioni per il Clima dell'ONU svoltosi a New York a settembre 2019 è stata lanciata la Getting to Zero Coalition - un partenariato fra Global Maritime Forum, Friends of Ocean Action e World Economic Forum - con la grandiosa ambizione di pervenire a navi ad emissioni zero commercialmente fattibili e operative lungo le rotte marittime a lungo raggio da qui al 2030.

Ciò metterebbe il settore sulla buona strada per rispettare l'obiettivo fissato dall'IMO.

Le navi mercantili hanno una aspettativa media di vita di 20 anni o più, il che significa che ci si potrebbe aspettare che le navi che faranno ingresso nella flotta mondiale attorno al 2030 siano ancora operative nel 2050.

Allo stesso modo, le infrastrutture correlate alle filiere distributive del carburante possono avere un'aspettativa di vita economica di sino a 50 anni e la riconfigurazione per adattarsi ai nuovi carburanti potrebbe richiedere un lungo processo.

Di conseguenza, se il trasporto marittimo dovesse dimezzare le emissioni entro il 2050, ci sarebbe la necessità di inserire navi a zero emissioni nella flotta globale entro il 2030 - a soli dieci anni da ora - così come quella di un percorso chiaro ai fini della fornitura di grandi quantitativi di carburanti ad emissioni zero necessari a consentirne una rapida diffusione nei decenni seguenti.

Il trasporto marittimo è considerato un settore difficile da trattare e la sua decarbonizzazione nonché di quella delle sue filiere energetiche di valore si possono conseguire solo mediante una stretta collaborazione ed una azione collettiva volontaria fra i settori marittimo, energetico, infrastrutturale e finanziario, con il supporto governativo e delle organizzazioni intergovernative.

Dal momento del lancio a settembre, la Getting to Zero Coalition è cresciuta sino ad unire più di un centinaio di portatori di interessi dei settori pubblico e privato.

Un trilione di dollari di investimenti necessari per dimezzare le emissioni del trasporto marittimo

Un nuovo studio della UMAS e della Energy Transitions Commission per la Getting to Zero Coalition enuncia la scala del problema.

Secondo la loro analisi, l'investimento cumulativo necessario fra il 2030 ed il 2050 per dimezzare il quantitativo di emissioni del trasporto marittimo ammonta ad approssimativamente 1-1,4 trilioni di dollari, ovvero una media di 50-70 miliardi di dollari all'anno per 20 anni.

Ciò dovrebbe essere visto nel contesto degli investimenti in energia a livello globale, che nel 2018 sono ammontati a 1,85 trilioni di dollari.

Se il trasporto marittimo dev'essere completamente decarbonizzato entro il 2020, questo richiederebbe ulteriori investimenti per qualcosa come 400 miliardi di dollari nel giro di 20 anni, portando il totale a 1,4-1,9 trilioni di dollari.

La necessità di investimenti sulla terraferma prevale sul resto

L'analisi mette altresì in luce dove occorre che gli investimenti vengano effettuati.

Essi si potrebbero suddividere in due aree principali: gli investimenti correlati alle navi, che comprendono i motori, lo stoccaggio a bordo e le tecnologie per l'efficienza energetica basate sulle navi, e gli investimenti sulla terraferma, che comprendono gli investimenti nella produzione di carburanti a basso contenuto di carbonio, nonché lo stoccaggio a terra e le infrastrutture di bunkeraggio necessarie alle forniture.

La quota maggiore degli investimenti è necessaria per le infrastrutture sulla terraferma e gli impianti di produzione dei carburanti a basso contenuto di carbonio che costituiscono quasi l'87% del totale.

Solo il 13% degli investimenti necessari sono correlati alle navi stesse.

Questi investimenti comprendono i macchinari e lo stoccaggio a bordo richiesti affinché una nave funzioni con carburanti a basso contenuto di carbonio sia per quelle di nuova costruzione che, in alcuni casi, per gli aggiornamenti.

Gli investimenti correlati alle navi comprendono anche quelli destinati al miglioramento dell'efficienza energetica, che si stima debbano crescere a causa del maggiore costo dei carburanti a basso contenuto di carbonio rispetto al costo dei tradizionali carburanti marini.

Un'opportunità di mercato da trilioni di dollari

Anche se i numeri esatti in ordine al consumo complessivo di carburante bunker per il trasporto marittimo non sono immediatamente disponibili, si stima che essi siano attorno ai 250-300 milioni di tonnellate di carburante consumato annualmente.

Ciò significa che la decarbonizzazione del trasporto marittimo presenta una scala che lo pone come un catalizzatore per una più ampia transizione energetica, sbloccando il mercato per i carburanti ad emissioni zero: un passaggio che rappresenta una opportunità di mercato da trilioni di dollari.

Affinché le imprese ed i governi effettuino gli investimenti richiesti per accelerare il passaggio ai carburanti a carbonio zero per il trasporto marittimo e gli altri settori difficili da trattare, c'è l'esigenza di mettere assieme tutta quanta la gamma delle filiere di valore dei carburanti a monte e a valle per realizzare una comprensione più approfondita della produzione e della fornitura di carburanti a carbonio zero che spianeranno la strada alla decarbonizzazione del trasporto marittimo.
