RELAZIONE DEL PRESIDENTE USCENTE
NICOLA COCCIA


ASSEMBLEA
Roma, 18 marzo 2010


Signor Ministro, Onorevoli parlamentari, Presidente di Confindustria, Signore, Colleghi, Amici,

è davvero un grande onore avervi qui in un giorno così importante per la nostra Confederazione, che vede l'avvicendamento alla Presidenza ed il rinnovo di tutte le cariche confederali.

Ieri, l'Assemblea di Confitarma ha eletto all'unanimità quale Presidente della Confederazione Italiana Armatori il nostro amico e collega Paolo d'Amico.

Voglio quindi, innanzi tutto, congratularmi con lui e porgergli i migliori auguri per il percorso che oggi si accinge ad iniziare.

E' lo stesso percorso su cui si sono avvicendati i vari presidenti di Confitarma (me incluso), i quali rappresentano l'armamento privato e devono dar voce alle nostre proposte e istanze, accompagnando l'evoluzione della flotta.

I mandati di ogni presidente di una Confederazione come la nostra hanno in comune l'esigenza di dare al contempo continuità all'azione e capacità di guardare avanti in un mondo globalizzato che corre sempre più veloce.

Quando sono stato eletto nel 2005, la flotta mercantile italiana, con oltre 11.800.000 tonnellate, si rivelava già capace di imporsi nei mercati mondiali attraverso alti standard di qualità e sicurezza, risultato del costante lavoro delle nostre imprese e di chi mi ha preceduto.

Per rafforzare la crescita del nostro settore, capital intensive, abbiamo creato un nuovo rapporto fra armamento e mondo del credito, fondato su maggiore conoscenza reciproca, migliore informazione e analisi congiunte del mercato.

Ciò ha portato ad un duplice risultato: forte aumento della nostra flotta e posizionamento di importanti banche italiane nel mondo dello shipping finance internazionale.

Con gli accordi con Borsa Italiana e con SACE abbiamo anche gettato le basi per concretizzare progetti che daranno importanti risultati e che sono di stimolo per nuove iniziative.

Oggi, grazie agli investimenti realizzati, mettiamo a disposizione dell'industria italiana una flotta di quasi 16.000.000 di tonnellate, specializzata, tecnologicamente avanzata, giovane e sicura. Una flotta che nell'ultimo quinquennio è cresciuta del 33% e che nei prossimi anni crescerà ulteriormente.

Sono numeri importanti, ottenuti grazie alla dinamicità dell'armamento italiano, che in questi anni ha conquistato quote di mercato sempre più rilevanti.

Ricordo che in uno dei miei primi interventi pubblici avevo sottolineato che in un mondo come il nostro non ci sono alternative: o si punta a crescere oppure inevitabilmente saremo ridimensionati.

Molto resta ancora da fare ed è importante quindi continuare su questa strada.

Un altro aspetto al quale ho dedicato grande attenzione è quello di far conoscere e comunicare il mondo del mare.

All'epoca del mio insediamento come Presidente di Confitarma era prioritaria per l'intero settore dell'economia del mare l'esigenza di far capire a tutti - istituzioni politiche, mondo della finanza, industria terrestre, consumatori - l'importanza del sistema mare e in primis dei trasporti marittimi che - vorrei ricordare - mettono in rete nel circuito mondiale l'economia del Paese.

Siamo tutti costretti a stare sempre al passo - e spesso di corsa - con il mondo che ci circonda, se vogliamo mantenere e migliorare la qualità della nostra vita.

In questo contesto si inserisce un'iniziativa come la 48 Ore del Mare, manifestazione nata per essere collettore e al tempo stesso fabbrica di idee, occasione di incontro, analisi e confronto.

Insomma, la rappresentazione del mondo che noi armatori viviamo quotidianamente.

Lo sviluppo della flotta ha generato un notevole incremento dell'occupazione sia a bordo che a terra.

Nonostante questo periodo di ridimensionamento dell'economia, il settore non ha registrato riduzioni dell'occupazione.

Ma bisognava stare al passo con i tempi.

In un mondo come quello marittimo, sempre più informatizzato e caratterizzato da un rapido sviluppo sia tecnologico che normativo, nuove figure professionali si stavano affermando a livello internazionale, mentre l'Italia registrava su questo fronte una sorta di immobilismo.

Partendo da questa riflessione abbiamo agito su due versanti.

Da una parte dando notevole impulso alla formazione delle nuove generazioni, sia attraverso azioni dirette come la costituzione di ForMare - Polo Nazionale delle Attività Marittime, sia attraverso la partecipazione e il sostegno ad attività e progetti formativi per il mare e per la terra, partendo sempre dalle concrete esigenze delle aziende per definire i programmi e strutturare i corsi al fine di avvicinare domanda e offerta di lavoro.

A tal proposito, mi piace ricordare che la mia presidenza si è aperta con l'inaugurazione dell'Accademia Italiana della Marina Mercantile di Genova e si conclude con l'inaugurazione, due giorni fa, della sua sede di Torre del Greco.

Il secondo versante sul quale abbiamo agito è la sburocratizzazione. Un tema che riguarda tutta l'operatività delle navi.

La gestione di una flotta, come per tutte le attività economiche - Confindustria non si stanca di ripeterlo - si basa anche su norme adeguate e moderne e su un'Amministrazione capace ed efficiente.

Uno dei primi atti della mia presidenza è stata l'istituzione della Commissione Regole e Competitività, composta da rappresentanti di imprese armatoriali e di tutte le Amministrazioni interessate, con il compito di rivedere normative che, oltre ad essere obsolete, sono causa di maggiori costi per le imprese.

L'iniziativa di Confitarma nasceva in linea con le indicazioni dell'Unione europea scaturite a Lisbona nel 2000, dove emerse che “la competitività ed il dinamismo delle imprese dipendono direttamente da un contesto normativo propizio all'investimento, all'innovazione e all'imprenditorialità”.

Abbiamo quindi avviato con il Dipartimento della funzione pubblica della Presidenza del Consiglio dei Ministri un progetto finalizzato alla misurazione degli oneri amministrativi, che per il nostro comparto in relazione ad ogni nave nuova sono stati quantificati in circa 100.000 euro, derivanti dalle varie procedure per la semplice consegna e poi in ulteriori 30.000 euro all'anno.

Ricordo anche l'avvio di due disegni di legge tendenti a sburocratizzare il sistema marittimo, sui quali proprio tutte le Amministrazioni interessate, che hanno partecipato ai lavori della Commissione Regole e Competitività, avevano espresso il loro consenso. Il loro iter parlamentare però non si è mai concluso, nonostante la totale convergenza di maggioranza e opposizione sui contenuti delle proposte.

Insomma, ci siamo messi tutti diligentemente intorno al tavolo, ma poi di fatto non abbiamo ottenuto alcun risultato concreto, perché mancano il consenso e l'attenzione della politica per chiudere il cerchio.

Quando ho intrapreso questo cammino ho ereditato il frutto del lavoro di grandi presidenti: il Registro internazionale, un eccezionale strumento di competitività.

In questi anni, ci siamo impegnati per migliorarlo.

Ma mentre le linee-guida della Commissione europea confermano la centralità del trasporto marittimo nello sviluppo dell'economia dell'Unione, in Italia spira un vento d'incertezza a livello politico.

Con grande amarezza devo constatare che il mondo della politica italiana sembra aver distolto la sua attenzione nei confronti del nostro settore, con gravi conseguenze sotto vari profili.

Innanzitutto, sotto l'aspetto della competitività della nostra flotta: dopo aver celebrato i primi dieci anni del Registro internazionale, oggi è forte il rischio di un pericoloso passo indietro.

Colgo l'occasione per ribadire che è fondamentale mantenere quanto di buono è stato fatto finora per la capacità competitiva del settore marittimo. Però, se viene meno la fiducia e si perde la certezza nel diritto, per continuare a competere l'armamento italiano dovrà emigrare all'estero, ipotizzando l'uso di bandiere comunitarie alternative.

Temiamo infatti che stia venendo meno quella visione, costruita con fatica nel corso degli ultimi anni, che aveva finalmente riconosciuto il giusto valore della “marittimità” del nostro Paese.

L'assenza di una politica per il mondo del mare si manifesta in generale per tutte le tematiche che interessano il sistema marittimo.

Basti pensare:

  • che, malgrado la sua evidente specialità sancita dal Codice della Navigazione, la normativa in questo campo rischia di essere definita in sedi ministeriali diverse da quelle proprie;
  • che molte delle nostre richieste a costo zero, relative non solo alle certificazioni ma alla gestione tecnica e normativa della nave, non hanno trovato un riscontro positivo;
  • che in materia di maritime security altri dicasteri, diversi dall'autorità designata, stanno proponendo interventi in questi giorni;
  • che la riforma dei porti da anni non riesce a decollare.
Tutti ostacoli che incidono con grave danno sulla gestione quotidiana di un settore complesso come il nostro, caratterizzato da una specificità che richiede conoscenza e competenza collaudate e forti.

E invece, a seguito di questa spalmatura di competenze tra varie amministrazioni, si sta perdendo il senso della centralità dell'aspetto marittimo.

Aumentano le navi ma aumentano anche lacci e laccioli, ipotecando così una politica di settore proiettata al futuro.

E pertanto non nascondo un certo disagio nel rinnovare ancora una volta la richiesta di rafforzare il ruolo dell'Amministrazione marittimo-portuale del Ministero delle infrastrutture e dei trasporti, dotandola delle risorse umane necessarie per rispondere con efficienza alle istanze dell'industria del mare e promuovendo un suo ruolo più attivo nelle sedi internazionali ed europee.

L'esempio di un paese come la Grecia, in crisi ma fortemente impegnato nella difesa degli interessi della sua industria marittima, è eloquente: ha saputo collocare ai vertici della DGMARE della Commissione europea i suoi rappresentanti.

Signor Ministro,

nel nostro Paese non si riserva la giusta attenzione ai problemi dell'economia reale, ai problemi dell'impresa e ai problemi dello sviluppo dell'impresa.

Tra pochi anni il pianeta sarà abitato da nove miliardi di persone e paesi oggi in via di sviluppo, già popolosi ed in continua crescita demografica, si affacceranno al consumo creando nuove esigenze di trasporto: paesi con un costo del lavoro inferiore, capaci quindi di “aggredire” i nuovi mercati sempre più globalizzati.

Lo dico chiaramente: da questo punto di vista le nostre carenze, come quelle di tutti i paesi industrializzati, si manifesteranno ancora di più. Purtroppo, però, l'Italia non ha saputo avviare, come invece altri paesi europei, quel processo di modernizzazione che ci consentirebbe di stare al passo di un mondo che è cambiato e cambierà ancor più velocemente.

Siamo fermi e non sappiamo quale sarà il ruolo delle nostre imprese nell'economia globalizzata.

E anche se l'attuale situazione economica del paese condiziona fortemente la politica, non si possono più rinviare le scelte, soprattutto in un settore come il nostro da cui può scaturire la ripresa, come dimostrano i risultati ottenuti con il Registro internazionale.

Siamo un settore non ancora maturo e quindi con forti potenzialità di crescita. Decisivo sarà il prossimo anno o addirittura i prossimi mesi.

Ci sono sfide da affrontare ed opportunità da cogliere: so che alle sfide non ci sottrarremo e che sapremo cogliere le opportunità, perché anche la nuova squadra che guiderà Confitarma è ricca di talento, motivazione, ambizione, passione, coraggio.

In conclusione vorrei ringraziare tutti coloro con cui lavoriamo quotidianamente e che hanno contribuito al raggiungimento degli obiettivi che in questi anni ci eravamo prospettati.

Rivolgo quindi un particolare grazie:

  • ai miei Vice Presidenti, ai Presidenti di Commissione, al Presidente dei Giovani armatori e a tutti i Consiglieri, che in questi anni mi hanno affiancato con il loro prezioso supporto per il raggiungimento di obiettivi prefissati;
  • allo Stato Maggiore della Marina Militare, con il quale abbiamo molto lavorato per fronteggiare il grave problema della pirateria nelle acque del Corno d'Africa;
  • al Comando Generale del Corpo delle Capitanerie di Porto, che in questi anni ha ancor più rafforzato il suo ruolo;
  • ai Sindacati, nostra controparte in molte occasioni, con i quali il rapporto è sempre stato franco e costruttivo;
  • agli organi di stampa, per il risalto che hanno saputo dare alle iniziative e ai programmi realizzati da Confitarma.
Ed infine, ma non da ultimo, le mie più sincere espressioni di gratitudine alla struttura di Confitarma: al Direttore, ai Dirigenti e al personale tutto, per le elevate capacità umane e professionali che hanno permesso di rendere questa Confederazione efficiente ed in grado di offrire servizi sempre più qualificati alle imprese, creando il consenso in un mondo associativo certamente vivace.

Per tutto questo, cari Amici, semplicemente grazie.

Metto a disposizione di Paolo d'Amico il mio bagaglio di esperienza ed emozioni, raccolte nel corso di questi anni.

Un percorso associativo che mi ha arricchito, maturato ed insegnato ad essere sempre pronto a nuove sfide.
