Relazione del presidente
Mario Mattioli



Signor Ministro, Onorevoli parlamentari, Signor Presidente di Confindustria, Autorità, Colleghi armatori e rappresentanti del cluster marittimo, Signore e Signori, studenti e cadetti, grazie di essere qui.

Non vi nascondo l'emozione nel prendere la parola in questa mia prima Assemblea pubblica da presidente di Confitarma.

Signor Ministro, so che dovrà lasciare i nostri lavori prima del previsto perché impegnato in Parlamento proprio sulla definizione del "decreto Genova".

Le riassumo quindi i passaggi principali della mia relazione, che le lascio comunque nella sua interezza, così come avremmo voluto commentarla insieme oggi.

Signor Ministro, proprio per questo ci tengo particolarmente a ringraziarla per la disponibilità e lo spazio che ci sta dedicando nonostante i sopraggiunti impegni istituzionali odierni.

Lei sa che siamo la casa dell'industria armatoriale italiana da ben 117 anni, riconosciuti come primario interlocutore in tutte le sedi istituzionali in cui si parla di shipping, e sono orgoglioso di aver ufficializzato la scorsa settimana il rientro in Confitarma di una realtà che, con tre Presidenti, ha contribuito alla storia e al successo di Confitarma e della marineria italiana negli ultimi decenni.

Questo è un successo dell'associazionismo! Un tema su cui si è concentrata una parte importante della mia azione in questo primo anno di mandato.


Un Paese che deve tornare a sentirsi marittimo

Lo dico con forza: dobbiamo risvegliare la cultura marittima del nostro Paese, dobbiamo tornare a considerarci un Paese marittimo!

Oggi, Signor Ministro, una componente dell'economia nazionale così importante è governata da una sola Direzione Generale all'interno del Suo Ministero. Direzione che voglio ringraziare per la disponibilità, lo spirito di collaborazione e l'abnegazione dimostrata nell'affrontare i tanti problemi, pur operando sotto organico.

Signor Ministro, ridiamo al Comparto Marittimo una governance dedicata per accentuare il ruolo di volano di sviluppo per il nostro Paese! È una scelta che non può essere più rimandata.


Ruolo del settore marittimo

Il cluster rappresenta oltre il 2% del PIL nazionale complessivo e il 3,5% della componente non statale, dando lavoro a quasi 500mila persone.

Questi sono i numeri che danno forza e sostanza alla nostra richiesta di maggiore attenzione verso un settore che in Italia acquista dal resto dell'economia 20 miliardi di Euro l'anno di beni e servizi e il cui valore aggiunto per addetto è uno dei più elevati.

Nel 2017, circa il 60% delle merci importate e il 50% di quelle esportate dall'Italia sono transitate via mare.

Le navi portarinfuse e petroliere sono indispensabili non solo per alimentare la produzione e lo sviluppo del Paese, in particolare dell'industria manifatturiera, ma anche per la vita quotidiana di tutti noi.

L'Italia è anche il principale mercato crocieristico d'Europa.

Il settore del turismo italiano può contare anche sulla più grande flotta di traghetti al mondo, e su una vasta e articolata rete di collegamenti, le Autostrade del Mare.

Il mare è importante: dalla fine degli anni ‘80, in attuazione degli orientamenti comunitari in materia di aiuti di Stato ai trasporti marittimi, gli Stati dell'Unione Europea offrono alle proprie flotte agevolazioni di natura operativa, contributiva e fiscale. Ciò al fine di renderle competitive rispetto a quelle dei Paesi a bassa o zero fiscalità.


Il Registro Internazionale

In Italia questa strategia è stata attuata con il Registro Internazionale, che quest'anno compie vent'anni dalla sua istituzione avvenuta con la legge n. 30 del 1998.

In vent'anni la nostra flotta si è rinnovata qualitativamente ed è di fatto raddoppiata: da circa 8,5 milioni di tonnellate di stazza siamo passati a fine 2017 a 16,3 milioni di tonnellate, nonostante il periodo difficile vissuto negli ultimi dieci anni.

Siamo tra le prime quattro flotte dei grandi Paesi riuniti nel G20, con posizioni di leadership o di assoluto rilievo nei settori più sofisticati, quali unità Ro-Ro, navi da crociera, navi per prodotti chimici e petroliferi.

Lo ribadisco: senza il Registro Internazionale oggi non saremmo qui a parlare dei successi della nostra flotta mercantile.

Parlo delle navi di bandiera italiana, non delle imprese armatoriali: queste, infatti, continuerebbero ad operare creando ricchezza altrove.

Signor Ministro, ricordo che dal 1998 ad oggi, sulle navi che svolgono traffici internazionali e cabotaggio sopra le 100 miglia, l'occupazione italiana e comunitaria è più che raddoppiata.

Grazie al Registro Internazionale, oggi la bandiera italiana si colloca al primo posto nel mondo per numero di marittimi italiani e comunitari occupati, pari nel 2017 a circa 38mila, oltre a 8.500 occupati a terra.

Questi numeri dimostrano che la facoltà data dalla legge di poter imbarcare su alcune delle nostre navi anche marittimi extracomunitari garantisce sia la competitività della nostra flotta di bandiera che l'imbarco di un numero elevato di marittimi italiani e comunitari.

Ridurre o limitare i benefici del Registro Internazionale sarebbe controproducente nonché in controtendenza rispetto a quanto si registra a livello europeo.

Signor Ministro, a suo tempo noi armatori abbiamo preso un impegno con il Paese. L'abbiamo mantenuto e vogliamo continuare a mantenerlo.


Leggi obsolete e sburocratizzazione

Dovremmo invece aumentare la competitività della nostra flotta che, nonostante il Registro Internazionale, resta ancora frenata da una serie di norme ormai desuete.

Basti citare il caso del decreto del 1895, ancora in vigore, in materia di sanità marittima.

Sono normative pensate per un mondo che andava ancora a vela e a carbone e non per le navi di oggi, moderni stabilimenti industriali altamente tecnologici.

La semplificazione delle norme e della burocrazia, la digitalizzazione del settore - tema, Signor Ministro, che so essere molto caro a Lei, come anche al mondo confindustriale - l'ammodernamento di alcune "particolarità italiane" sono ormai indifferibili perché incidono sulla nostra competitività.

Signor Ministro, lavoriamo insieme - Amministrazione e industria armatoriale - per migliorare ancora la nostra bandiera, rendendola sempre più attrattiva e competitiva.

Noi abbiamo istituito una Commissione ad hoc per la semplificazione di norme e procedure per elaborare un pacchetto di misure a costo zero che avvicinerebbe il nostro shipping a quello delle altre nazioni marittime ed europee più competitive.


Occupazione ed Education

Anche l'occupazione marittima italiana può essere favorita, grazie al mantenimento del Registro Internazionale e all'attuazione di alcune riforme da noi suggerite, che attendono da tempo il loro compimento.

I lavoratori del mare rappresentano una risorsa fondamentale a garanzia di un trasporto marittimo sicuro, efficiente e rispettoso dell'ambiente.

Per tale ragione, continueremo ad investire sempre di più sulla formazione dei nostri marittimi.

Lo vogliamo fare anche nella scuola e nell'Università al fianco del Ministero dell'Istruzione Università e Ricerca (MIUR) attraverso la revisione e l'ammodernamento delle materie di insegnamento, intensificando la conoscenza della lingua inglese e coinvolgendo figure professionali delle nostre aziende che condividano le proprie esperienze in aula. Inoltre, continueremo a portare avanti anche le attività di supporto del programma di sviluppo degli Istituti Tecnici Superiori.

Esempio straordinario di sinergia fra armamento, scuola e enti di formazione, gli Istituti Tecnici Superiori (ITS) del mare sono eccellenze che garantiscono tassi di occupazione ai loro diplomati prossimi al 100%.

Voglio dirlo con orgoglio: uno di questi ha conquistato il primo posto tra tutti i circa 100 ITS in Italia per numero di diplomati e occupabilità ed è stato recentemente premiato proprio qui da Confindustria.

Testimonianza diretta di quanto ho appena detto è di fronte a noi.


Rinnovo del contratto collettivo nazionale di lavoro (CCNL)

Ancora un passaggio sul lavoro marittimo e in particolare sulla trattativa sindacale che si sta svolgendo in questi mesi per il rinnovo del contratto collettivo nazionale di lavoro.

Voglio ribadire alle Organizzazioni sindacali che un accordo equilibrato, in un settore come il nostro caratterizzato da una forte volatilità del mercato, dovrà saper contemperare l'esigenza della stabilità con quella della flessibilità.

È inoltre interesse di entrambe le parti arrivare finalmente ad un contratto collettivo nazionale di lavoro unico dell'industria armatoriale, sia per il personale marittimo sia per il personale di terra, per evitare ogni disparità di trattamento fra aziende che operano in concorrenza fra loro.


Security: pirateria e rischio cibernetico

La sicurezza della navigazione negli ultimi anni è tornata al centro dell'interesse nazionale.

Riservo un particolare ringraziamento alla Marina Militare e al Corpo delle Capitanerie di Porto - Guardia Costiera che, attraverso il costante esercizio del Potere marittimo, operano al nostro fianco e ci supportano consentendoci di lavorare in sicurezza nell'Alto Mare e nelle acque territoriali.

Ricordo che la sicurezza dei nostri equipaggi e della navigazione nelle aree a rischio pirateria coinvolge anche l'attività di personale privato armato a bordo delle navi. L'imbarco di tale personale è subordinato ad un regime di deroga temporanea per la mancata effettuazione di specifici corsi che, come noto, non sono mai stati attivati.

Signor Ministro dell'Interno, quest'anno sarà necessario che il Parlamento approvi la decima proroga. È una situazione che va avanti dal 2012!


Fenomeni migratori

Non solo: nuove sfide e nuove minacce si fanno sentire con forza e sono ancora più vicine.

La crisi migratoria ha rimesso in discussione equilibri geopolitici e assetti commerciali consolidati nel Mar Mediterraneo, rendendolo così meno sicuro.

Dal 2014 le navi mercantili sono state chiamate dalle Autorità competenti a soccorrere quasi 84.000 persone, 11.300 solo nel 2017, con un trend in diminuzione nel corso del 2018. Possiamo affermare che la bandiera italiana è ancora quella maggiormente interessata dalle richieste di intervento in operazioni SAR (Search and Rescue).

Noi armatori non ci tireremo indietro se continueremo ad essere chiamati e risponderemo ad ogni Autorità legittimata a livello internazionale. Il salvataggio di vite umane in mare non può essere messo in discussione.

Bisogna però evitare, che i nostri equipaggi siano oggetto di indagini giudiziarie. Questo, Signor Ministro, ci sembra davvero troppo!


Ambiente

Un altro tema per noi molto importante è la tutela dell'ambiente marino. La nostra flotta è tecnologicamente avanzata e sempre più giovane (quasi il 50% ha meno di dieci anni).

Abbiamo investito molto sulla sostenibilità ambientale e la sicurezza delle nostre navi: l'80% dell'inquinamento dei mari viene da terra mentre il trasporto delle merci via mare è la modalità meno dannosa per l'ambiente.

L'armamento è fortemente coinvolto nelle iniziative globali per ottenere una significativa riduzione delle emissioni di CO2, fissata in sede IMO per il 2050 al 50% rispetto ai livelli del 2008.

Non solo: abbiamo già cominciato ad utilizzare fonti energetiche con "zero emissioni" e navi sempre più green.

Quindi, Signor Ministro, è stato grande il nostro stupore nel vedere che, nonostante l'impegno e gli investimenti profusi, lo strumento che ha consentito tutto ciò, il Registro Internazionale, è inserito nel cosiddetto catalogo dei "sussidi ambientalmente dannosi".


Autostrade del Mare, Marebonus e logistica

Sempre grazie al Registro internazionale, abbiamo sviluppato una fitta rete di collegamenti alternativi alla strada: le Autostrade del Mare, fiore all'occhiello della marineria italiana, che nel solo 2017, senza incentivi, hanno spostato quasi un milione e mezzo di automezzi dalla strada al mare.

Siamo convinti che quest'anno miglioreremo ancora, grazie anche al Marebonus che è stato finalmente avviato. L'autotrasporto sceglierà sempre di più il mare, potendo contare sulla qualità dei servizi offerti in un settore, quello dei traghetti, dove siamo leader a livello mondiale.

Signor Ministro, non le sembra almeno curioso che lo Stato favorisca con questo incentivo economico l'utilizzo della modalità di trasporto via mare quando invece il Ministero dell'Ambiente la qualifica come dannosa?


Finanza e armamento

Il trasporto marittimo continua a essere un campo ricco di opportunità di sviluppo. Le imprese armatoriali, nell'affrontare gli effetti della crisi, hanno rivisto le loro strategie per adeguarsi alle nuove condizioni di mercato e ricercare strumenti per competere, tra i quali spicca la finanza con il suo ruolo determinante.

Bisogna però risolvere quelle delicate situazioni finanziarie che si sono venute a creare negli anni passati attraverso nuova capacità di finanziamento per le imprese armatoriali, diffusione della conoscenza di questo importante e peculiare settore, soluzioni innovative per risolvere i crediti incagliati.

In quest'ottica, è comune interesse dell'Associazione Bancaria Italiana e di Confitarma favorire un sempre maggiore sviluppo della relazione tra enti finanziari e imprese armatoriali.

E' altresì necessario un dialogo continuo anche con quelle realtà in grande crescita nel panorama nazionale e internazionale, che rappresentano fonti alternative al finanziamento bancario.

Noi lo stiamo facendo attraverso tavoli ad hoc che hanno l'obiettivo di evitare fenomeni speculativi e favorire invece percorsi virtuosi di alleanza e collaborazione volti al risanamento, alla continuità e allo sviluppo sul territorio delle nostre imprese.


Porti e infrastrutture

Anche con riferimento alla portualità, nell'ottica di favorirne lo sviluppo e, di conseguenza, la competitività del nostro sistema logistico, una condivisione di sistema fra tutti gli attori pubblici e privati può contribuire a farci fare il salto di qualità così tanto auspicato.

Vediamo con favore l'istituzione delle Zone Economiche Speciali (ZES) e delle Zone Logistiche Semplificate (ZLS) in analogia in quanto già avviene in altri Paesi.

Altro tema che affascina il mondo della portualità è quello della nuova "Via della seta", un'opportunità da cogliere da parte dei nostri porti per non perdere il treno della competizione globale.

In molti, però, andando oltre la suggestione di questo progetto, guardano ad esso più come al grande disegno della nuova espansione cinese piuttosto che ad un'opportunità per il Vecchio Continente. Tutto dipenderà dalla nostra capacità negoziale e, soprattutto, dal mostrarci uniti, non solo a livello nazionale ma anche a livello europeo. E' forse proprio quest'ultima la sfida più grande che ci attende, anche per colmare il gap logistico, quantificato in 40 miliardi di Euro all'anno.

Vorremmo quindi che nella politica portuale la voce dell'armamento nazionale tornasse ad avere la giusta attenzione, considerato il contributo che possiamo offrire insieme a tutti gli attori della "blue economy".


Confindustria mare

Caro Presidente Boccia,

oggi, la nostra presenza nella casa dell'industria italiana non è casuale.

È giunto il momento di dare avvio al nostro progetto comune. Dobbiamo dare una voce forte e unitaria alle componenti industriali del nostro mare: armamento, terminal portuali, logistica, navalmeccanica, nautica e pesca.

Voci diverse che possono trovare, insieme, la possibilità di amplificare la loro forza.

Confitarma con Assiterminal, Assologistica, Assonave, Federpesca e Ucina è pronta a costituire il primo nucleo industriale della "blue economy" di Confindustria, che si candida fin d'ora ad essere il punto di riferimento per la futura strategia marittima e logistica al servizio del Paese.

Lo dico sempre: da soli forse si va più veloci, ma insieme certamente si va più lontano.


Conclusioni

Signor Ministro,

siamo consapevoli che l'attenzione generale è oggi concentrata sulla manovra di bilancio.

Nel lasciare al Presidente di Confindustria Boccia i commenti a nome dell'intero comparto industriale, registriamo le perplessità europee sull'impianto della manovra, che al momento sembra essere basato in maniera importante sull'incremento della spesa corrente.

Ricordiamo anche che il mondo produttivo reclama l'assoluta necessità di destinare risorse agli investimenti materiali e sociali, nonché al rafforzamento delle grandi reti, leva maestra per produrre sviluppo ed occupazione.

Il nostro auspicio è che le aspettative di crescita attese dal Governo possano essere confermate.

In questa prospettiva il mare può giocare un ruolo importante.

Infatti, per un Paese come l'Italia, potenza manifatturiera povera di materie prime, meta turistica di rilevanza mondiale, territorio dalla forte dimensione peninsulare e insulare, scommettere sulla crescita dell'economia marittima è di massima importanza.

E per alimentare dal mare il nostro sistema produttivo, per sviluppare ancora il turismo con le crociere, per garantire continuità di accesso a tutti i nostri territori con collegamenti marittimi, sono necessari navi e armatori.

Crediamo quindi sia interesse di tutti, in primis del Governo, preservare la competitività della nostra flotta di bandiera, soprattutto in vista dell'estensione alle bandiere comunitarie dei benefici fiscali sinora ad essa riservati, disposta a livello comunitario e già recepita a livello nazionale.

È necessario anzi aumentare tale competitività e rendere i nodi della rete marittima italiana più fluidi e convenienti.

Occorre un coordinamento tra tutti gli attori della filiera logistica, in modo da garantire ad essa operatività ed efficienza, nel rispetto del ruolo di ciascuno e del libero dispiegarsi delle forze di mercato.

Alle imprese spetta la scelta degli strumenti, dell'organizzazione e della politica commerciale.

Alle Istituzioni il compito di offrire un quadro normativo che consenta alle imprese di valorizzare le proprie risorse e di rafforzare la propria posizione sui mercati.

Ciò è particolarmente vero in un settore fortemente regolamentato come quello marittimo.

Riassumo quindi le nostre principali istanze:
  1. il Registro Internazionale deve rimanere immutato, per continuare a essere lo strumento che ha dato indubbi importanti risultati in questi primi vent'anni di straordinaria attualità;
  1. la semplificazione delle norme e delle procedure burocratiche che incidono sulla nostra competitività è ormai indifferibile;
  1. un organismo dedicato alle peculiari esigenze del mondo marittimoportuale è assolutamente necessario.
Noi continueremo a lavorare come sempre per essere il punto di riferimento in Italia e in Europa dell'intero cluster marittimo nazionale e internazionale.

Ma l'armamento italiano potrà affrontare e vincere le sue sfide solo se le Istituzioni (Governo e Parlamento) continueranno ad assicurare la competitività della flotta, rafforzandola.

Grazie alla qualità delle nostre navi e delle nostre imprese, noi armatori italiani continueremo ad essere protagonisti dello shipping mondiale.

Signor Ministro, se è vero che "the future is how you imagine it" (il futuro è come uno se lo immagina) il nostro desiderio è di poterlo immaginare continuando ad inalberare il Tricolore a poppa delle nostre navi!

Consentitemi un ringraziamento finale a tutti i colleghi armatori che hanno creduto in me sostenendomi in questo primo anno di presidenza, al Direttore Generale e a tutta la struttura di Confitarma per il supporto, a mia moglie e alla mia famiglia e a tutti i collaboratori del nostro gruppo senza il cui sostegno, affettivo e professionale non potrei portare avanti questo incarico.
