Buonasera a tutti e grazie per essere venuti al nostro appuntamento annuale.

Quest'anno ho voluto ridimensionare la nostra Assemblea, non per autolesionismo o poca attenzione alle problematiche della categoria, ma perché fra circa venti giorni ospiteremo il Convegno-Assemblea della nostra federazione nazionale, la Federagenti che, proprio quest'anno, compie 50 anni. Quello e non questo di oggi sarà, quindi, l'appuntamento annuale più importante per noi agenti marittimi e brokers.

E' un anniversario storico, infatti, il 5 febbraio 1949, proprio qui a Genova, al numero 4 di via Roma, presenti i padri di qualcuno che è qui in sala, fu fondata la federazione che raccoglie tutte le associazioni agenti e brokers d'Italia.

Festeggeremo quest'evento all'Excelsior di Rapallo venerdì 18 giugno, con cena di gala a Paraggi.

Cercherò quindi di dare un taglio più sintetico a quanto la consuetudine vuole che io vi dica in queste occasioni. Non vi parlerò di come vanno i noli marittimi né racconterò cifre sul traffico del nostro porto. Le nostre scrivanie sono piene di rapporti e riviste con tutte le cifre possibili e immaginabili, grafici multicolori, etc.. La nostra Autorità Portuale ha fatto un buon passo avanti in termini di prontezza nel fornirci statistiche aggiornate; senza contare gli schermi dei nostri personal che ci aggiornano in continuazione via Internet.

Vorrei invece esporre quella che è la posizione della nostra Associazione a proposito delle questioni più importanti che ci riguardano. Illustrazione forse resa anche più necessaria dalla mia scarsa propensione a comunicare con la stampa cittadina.

Tralascio le problematiche comuni a tutte le aziende italiane, quali, tanto per fare un esempio, l'eccessiva pressione fiscale o l'eccessiva rigidità e onerosità dei rapporti di lavoro subordinati.

Vedrò di illustrare il nostro rapporto con:

  • la città
  • il porto
  • le Autorità Marittima e Portuale
  • la Dogana, la Guardia di Finanza e la Polizia

e accennerò a qualche prospettiva futura.



Una città efficiente per i servizi alle aziende.

Cominciando quindi dai Trasporti di persone e di cose: devono essere adeguati, rapidi e competitivi nei costi.

  • L'aeroporto è bello, si raggiunge in poco tempo perché è molto vicino alla città, nel complesso funziona, ma ci sono assai pochi voli.
  • Le ferrovie offrono un discreto servizio per le persone, ma sono decisamente carenti per i servizi merci. L'iter sul terzo valico ha prospettive incerte: nessuno ci ha ancora detto in quale mese di quale anno la linea sarà pronta e funzionante, nessuno. Siamo quindi portati a pensare che gli anni saranno molti. Chiunque di noi viaggi in autostrada sulle direttrici da e per Genova, nei giorni feriali, finisce con sviluppare nella sua mente, mentre guida, meditazioni fosche su quello che avverrà fra tre/cinque anni se, come tutti ci auguriamo, nel porto di Genova il traffico delle merci crescerà.
  • La situazione dei collegamenti e raccordi stradali e autostradali è ben nota e viene continuamente affrontata in convegni e riunioni; c'è, direi, un'unanimità di consensi sulla necessità di dotare questa città di un by-pass autostradale a monte che colleghi le due riviere fra di loro e con la pianura padana, trasformando l'attuale tratto Voltri-Nervi in una tangenziale urbana.

Per quanto riguarda i servizi alle aziende purtroppo continuiamo ad essere una città di seconda classe. Il livello dei servizi offerti nel campo delle telecomunicazioni, dell'informatica, delle banche, delle strutture scolastiche per stranieri lascia abbastanza a desiderare. Siamo ancora molto Milano dipendenti e questo pesa non solo sulle possibilità di sviluppo delle nostre aziende, ma anche e sopra tutto sulla possibilità che se ne possano insediare di nuove. L'argomento è emerso anche recentemente durante la conferenza strategica organizzata dal Comune a Palazzo Ducale. Il problema è di difficile soluzione. Probabilmente la dimensione della città e del suo business sono insufficienti a creare un'offerta adeguata di questi servizi, senza dimenticare il perdurare di una mentalità di città industriale assistita. E' purtroppo abbastanza chiaro che la ditta che offre software o telecomunicazioni preferisce posizionarsi su Milano dove può avere cento clienti piuttosto che a Genova dove può averne dieci.

Le possibilità di dire la nostra su questo e su altri argomenti si sono indubbiamente ridotte dopo l'avvenuta defenestrazione della nostra associazione dal nuovo consiglio della Camera di Commercio. Il ricorso inoltrato in via amministrativa al competente Ministero è stato infatti respinto senza una adeguata e convincente motivazione. E' una sconfitta che debbo incassare e della quale mi assumo tutte le responsabilità.

Resta l'incredulità per l'esclusione della categoria che, fra tutte quelle che operano nella nostra città, ha indubbiamente dato il maggior contributo, non solo a far ritornare le linee di navigazione e i traffici a Genova, ma che ha investito da sola e per prima nei neonati terminals portuali privati che sono stati il motore principale della rinascita del porto.



Un porto efficiente. Chi ha il compito di renderlo tale?

L'Autorità Portuale, per cominciare. Questa ha fatto un buon lavoro con il Piano Regolatore Portuale che, anche se non completamente condivisibile, nel complesso giudichiamo valido. A questo punto pare, da notizie di stampa e da dichiarazioni fatte dallo stesso Sindaco non più di due settimane fa, che le necessarie approvazioni arriveranno in tempi brevi. Il che significa, con un po' di ottimismo, che si potrà cominciare a prendere in considerazione progetti ed iniziative concrete prima della fine dell'anno.

La nostra Associazione è a fianco dell'Autorità Portuale nella lotta perché una parte più cospicua dei soldi generati dal porto restino nel porto e siano impiegati dall'Autorità Portuale per la manutenzione ordinaria (fondali, banchine, piazzali ecc.), le necessarie migliorie e gli investimenti per mantenere ed aumentare il livello di efficienza. Con la speranza e l'augurio che, localmente, la gestione di queste risorse diventi più agile ed efficace di quella attuale, penalizzata dalle incertezze e dalle lungaggini tipiche dell'amministrazione centrale.

L'Autorità Portuale ha lavorato piuttosto bene anche nel campo della promozione e dell'immagine, come pure nel cercare alleanze con Marsiglia e Barcellona per poter difendere meglio la propria posizione a Bruxelles. L'immagine del porto di Genova sulla scena marittima internazionale è sicuramente molto migliorata e una parte del merito va attribuita all'Autorità Portuale.

La lista delle benemeranze di Palazzo San Giorgio è finita.

L'anno scorso il Presidente Gallanti si era offeso perché gli avevo dato del Borbone (dettogli poi da un barbone ...).

Quest'anno dirò che il modo di gestire il Comitato Portuale, che dovrebbe essere l'organo di governo effettivo dell'Autorità Portuale, non è cambiato. Se in futuro, quando e se ci sarà la possibilità di gestire maggiori risorse finanziarie in sede locale, questo organo non si adeguerà, non sarà in grado di svolgere questo delicato compito con la necessaria efficienza e tempestività. Io in realtà non sono un esperto in storia e so assai poco di come amministravano i Borboni. La mia voleva essere ed è tuttora una sferzata nel tentativo di indurre un cambiamento nel governo di questo organismo, in modo da renderlo il più simile possibile ad un consiglio di amministrazione di una società, nel quale i consiglieri sono chiamati a dare un reale contributo alla gestione e non già, come avviene ora, a sottoscrivere decisioni già confezionate e delle quali hanno tardiva e talvolta scarsa informazione.

Si dirà: cos'è questo accanimento contro Palazzo San Giorgio?

Credetemi, il mio non è assolutamente un atteggiamento negativo o distruttivo; quanto, piuttosto, un tentativo, una pressione, volutamente forte, perché convinta ed ottimista, per cercare di innescare un cambiamento di mentalità che porti la nostra Autorità Portuale a gestire il porto come si gestisce un'azienda.

A proposito di lavoro portuale, la sensazione che avevo già un anno fa, e che cioè si tendesse a prolungare lo status quo più a lungo possibile, si è malauguratamente avverata. E' cambiato il ministro, ma la musica è la stessa. L'ultima proposta di modifica del governo continua stancamente il suo iter in commissione senza previsioni di una qualsiasi conclusione. E, nel frattempo, con questa scusa, la legge non viene osservata né dall'Autorità Portuale (che dovrebbe esserne la garante), né dalla Compagnia Portuale, la quale anzi, rimpinguata nell'organico, baldanzosa, lancia progetti che chiaramente la impongono come unico soggetto nel porto per tutte le funzioni, sia di fornitrice di sola mano d'opera, sia di impresa di servizi per i terminalisti. Un monopolio quindi globale e assoluto, condito con ulteriori erogazioni di salario garantito e, in un futuro, "perché no?" anche con nuovi ripianamenti di perdite di bilancio e con il rischio che vengano approvati ulteriori prepensionamenti.

Purtroppo tutte cose già viste. E non mi si venga a dire che l'Autorità Portuale controllerà. Non lo ha mai fatto, non lo sta facendo e non vedo in virtù di quale miracolo dovrebbe farlo in futuro.

E' quindi chiara la nostra opposizione a qualsiasi artifizio che travisi completamente lo spirito e la lettera della legge italiana ed europea. Posizione che abbiamo sostenuto anche in seno al Comitato Utenti sia locale che nazionale.

L'Autorità Marittima ha dimostrato e dimostra volontà di ammodernamento ed è stata sempre molto attenta alle problematiche che man mano, inevitabilmente, si sono presentate.

In particolare va detto che le siamo grati per la decisa azione intrapresa (e quasi condotta a termine), a livello locale e a Roma presso il Ministero, per eliminare la distorsione sulla sovratassa di ancoraggio.

Con l'Autorità Marittima abbiamo iniziato l'anno scorso la procedura fax per le merci pericolose, che funziona e che ha sveltito notevolmente le nostre pratiche, eliminando frequenti e costosi spostamenti del personale delle nostre agenzie. Mi rendo conto che si tratta soltanto di un piccolo tassello di quello che è un mosaico di problematiche documentali ben più ampio. Tuttavia sono convinto che, nel processo di ammodernamento del nostro sistema di lavoro nel porto, è meglio fare piccoli passi concreti che non inseguire chimere di progetti faraonici dei quali molto si parla e poco si realizza in pratica.

Continueremo in questa politica dei piccoli passi e vedremo di affrontare al più presto il problema della cartolina di accosto.

I problemi con Dogana, Finanza e Polizia, a prescindere dalla disponibilità spesso dimostrata a livello locale, sono di più difficile gestione per il fatto che il più delle volte la loro soluzione dipende da Roma, a cominciare dai problemi di personale. Non mi dilungo, ma quelli relativi agli orari sono fra i più sentiti, in un porto che, tendenzialmente, dovrebbe funzionare 24 ore su 24 per essere veramente concorrenziale.



Alcune nostre idee per il futuro.

Cabotaggio

Sono pienamente d'accordo con Paolo Clerici quando parla di cabotaggio, intendendo trasporti non solo fra porti italiani, ma anche fra porti europei.

E' davanti agli occhi di tutti la situazione di strade e ferrovie, non solo nel nostro paese.

Tutti sappiamo perfettamente:

  • quanto costa costruire nuove strade, nuovi svincoli e raccordi, nuove linee ferroviarie, stazioni e parchi merci;
  • quanto tempo ci vuole per realizzare queste infrastrutture;
  • quanto inquinamento aggiuntivo alcune di queste soluzioni comportino. Non è lontano il momento in cui le organizzazioni sanitarie europee e i cittadini dell'intero continente si ribelleranno ad una situazione che sta diventando insostenibile (vedi opinione pubblica in Svizzera ed Austria).

Tutti sappiamo altrettanto perfettamente:

  • che il costo di un trasporto marittimo è molto più basso sia di quello stradale, sia di quello ferroviario;
  • che una nave si compra in una settimana, se usata, in un anno, massimo un anno e mezzo, se la si ordina a un cantiere, e che i porti hanno spazi già fin d'ora disponibili per le navi, relativamente piccole, che fanno il cabotaggio;
  • che l'inquinamento provocato da un motore marino è molto ma molto più basso, per unità di merce trasportata, di un trasporto stradale.

E allora non si capisce perché il governo italiano e la comunità europea in generale, invece di spendere cifre enormi per adeguare le strutture stradali e ferroviarie con tempi molto lunghi, non finanziano il cabotaggio europeo, studiando una riduzione sostanziale dei costi portuali per le navi adibite a questo tipo di traffici, eventualmente sovvenzionandoli con una spesa che, se confrontata con quella necessaria per gli investimenti strutturali terrestri, risulta modestissima e con il vantaggio di alleggerire, da subito, il sovraffollamento di strade e di ferrovie.

Certo, con qualche svantaggio, ad esempio:

  • il maggior tempo occorrente, in alcuni casi, perché la merce raggiunga la destinazione;
  • il maggior numero di operazioni intermodali, sopra tutto se confrontate con il trasporto puramente camionistico.

Ritengo tuttavia che si tratti di una scelta ineludibile, alla quale prima o poi saremo costretti. Siamo quindi dell'opinione che valga la pena di prendere in considerazione subito le problematiche legate ad un significativo sviluppo del trasporto marittimo inter-europeo, facendo pressione sia sui singoli governi che sugli organi preposti a Bruxelles.

Una decisa volontà di procedere in questo senso da parte dei governi nazionali e dell'Europa potrebbe innescare tutta una serie di iniziative imprenditoriali con sicuri benefici anche per la nostra categoria.

Formazione

L'Associazione ha sempre dedicato molto tempo e risorse alla formazione dei nostri giovani. Ebbene stiamo facendo di più. Il nostro corso è alla 26a edizione, oltre mille persone lo hanno frequentato da quando lo abbiamo iniziato. L'informazione dettagliata sulle iniziative in corso è stata già data nella parte dell'assemblea riservata ai Soci. In questa sede pubblica voglio dirvi che abbiamo molte idee in testa e molti programmi in gestazione. Chiarisco subito: non stiamo né seguendo la moda del momento, né siamo alla caccia di contributi regionali o altro. Il nostro è un processo completamente originale e autonomo, dettato dalla convinzione che o ci qualifichiamo al massimo, per poter offrire servizi ad alto livello e con caratteristiche innovative, oppure corriamo il rischio, più che reale purtroppo, che le nostre aziende vengano travolte da nuove tecnologie, da nuovi modi di lavorare, da nuovi e sempre più grandi mergers e conseguenti streamlinings dei servizi.
