Il difficile momento dei vettori marittimi asiatici

Sin dall'estate del 1997, l'Asia è precipitata in una crisi finanziaria, avendo le svalutazioni monetarie svelato la fondamentale debolezza delle "tigri dell'economia" (Sud Corea, Indonesia, Malaysia, Filippine e Tailandia). Persino Hong Kong, Taiwan e Giappone non sono andati esenti da tali sofferenze, sebbene in questi Paesi la malattia, principalmente in termini di calo delle tariffe di trasporto, si sia rivelata meno grave.

Le cifre parlano da sole:

  • la rupia indonesiana è scesa di più dell'80% dall'estate 1997;

  • il won sud-coreano è calato del 50% rispetto al livello del gennaio 1997;

  • il baht tailandese è diminuito del 55% rispetto al livello del gennaio 1997;

  • il nuovo dollaro taiwanese è sceso del 25% sin dal gennaio 1997;

  • sono falliti 8 dei 30 maggiori agglomerati industriali sud-coreani, noti come chaebol.

Nel caso della Corea del Sud, la struttura industriale e commerciale del Paese è stata minata dalle impennate valutarie ed in particolar modo dal pacchetto di rifinanziamento pari a 57 miliardi di dollari USA, sponsorizzato dal F.M.I., destinato alla revisione del sistema nazionale bancario e dei vasti agglomerati industriali. L'aumento dei capitali è in fase di rallentamento ed a essere colpiti più duramente sono i progetti d'investimento esteri.

In Europa sia la Hyundai che la Samsung Industries hanno rinviato i propri rispettivi piani relativi alla costruzione di nuove fabbriche di elettronica. Nessuna sa quando il clima migliorerà e cosa ne sarà delle strategie al ribasso delle chaebol quando ciò avverrà.

Sebbene sia difficile procurarsi dei dati, un dirigente di un vettore - che ha chiesto di restare anonimo - ha suggerito che le importazioni nel Sud-Est asiatico (principalmente in Tailandia, Malaysia, Indonesia e Filippine) ed in Sud Corea potrebbero diminuire di una percentuale oscillante tra il 30 ed il 50% nel 1998. Il maggior declino verrà fatto registrare dai beni di consumo durevoli, dai prodotti alimentari non di prima necessità, dai capi di moda di lusso e dalle merci di prima qualità, dal momento che le economie in questione avranno ancora bisogno di importare molte materie prime fondamentali (carta straccia, rottami metallici, resine) per le proprie attività industriali. E le esportazioni si avviano ad essere la forza a sostegno di qualsiasi ripresa futura e sostenibile.

A questo riguardo, le esportazioni relative agli Stati Uniti dovrebbero grosso modo resistere, dal momento che più del 50% dei traffici containerizzati transpacifici riguarda merci del tipo materie prime. Tuttavia, certe componenti dei computers, le merci di qualità e le derrate alimentari (cereali, frutta e pesce), che negli ultimi anni si erano dimostrate un settore merceologico estremamente favorevole, finiranno per diradarsi a poco a poco.

"Le nostre esportazioni alla volta della Tailandia e dell'Indonesia sono ferme ed il mercato sud-coreano è notevolmente giù" ha dichiarato Jillian Morley, dirigente trasporti della Blue Diamond Growers con sede a Sacramento, che esporta mandorle in Asia. "Le mandorle sono un prodotto non essenziale. Non sono come il riso, mentre le proteine si possono ricavare da altre derrate e da zone più vicine a casa loro".

Prima della crisi, le esportazioni della Blue Diamond in Corea del Sud ammontavano a 200 TEU all'anno, mentre i traffici diretti in Indonesia ed in Tailandia si aggiravano tra i 30 ed i 50 TEU/anno.

La J. R. Simplot di Boise, nell'Idaho, uno dei principali fornitori di patatine da friggere della MacDonalds e di altre catene di ristorazione in Asia (principalmente Sud Corea, Giappone ed Indonesia), ha dovuto registrare un calo dello stesso tipo. "Le nostre spedizioni alla volta della Corea del Sud sono diminuite del 30% rispetto al settembre 1997" ha affermato Fred Zerza, vice presidente per le pubbliche relazioni della società. "Peraltro, il Giappone, che rappresenta il 90% dei nostri traffici, ha tenuto bene e l'Indonesia, a proposito della quale ci aspettavamo un calo, ha fatto registrare cambiamenti trascurabili. Naturalmente, può anche darsi che il vero e proprio impatto della crisi non sia stato ancora avvertito".

La Simplot movimenta quasi 5 milioni di libbre di patatine da friggere alla settimana dalla Costa Occidentale del Nord America all'Asia. Dato che in un container da 40 piedi ad alta cubatura possono stare 44.000 libbre di prodotto, ciò equivale a circa 114 FEU alla settimana.

Torben Galst, dirigente del dipartimento trasporto di linea della Maersk Line, pensa che le esportazioni in Europa possano riprendersi al più presto e poi tenere bene, dato il peso che in quell'ambito rivestono i prodotti di scarto e riciclabili, le resine ed i prodotti chimici industriali.

Egli, peraltro, ritiene che le ripresa dei traffici interasiatici possa richiedere più tempo. "I consumatori dell'Asia per lo più traggono le proprie merci finite da altri Paesi asiatici" ha spiegato. "Questi volumi hanno subito una riduzione, ma si riprenderanno sul medio termine dal momento che sarà più economico acquistare queste merci localmente piuttosto che oltremare, laddove le tariffe spesso sono fissate in dollari USA e/o altre valute forti".

Kim Balling, direttore generale del marketing societario della OOCL, concorda con tale impostazione: "In ambito asiatico, la zona più colpita sarà il Sud-Est asiatico, dove i volumi potranno persino calare". Il dirigente ha fatto sapere che la OOCL sta già pensando a varie opzioni di collocazione e/o reimpiego del tonnellaggio, al fine di adeguarsi ai mutevoli flussi dei carichi.

Egli si aspetta che in questa regione i servizi marittimi di linea vengano ristrutturati e che diverse compagnie specializzate in traffici locali siano costrette a riorganizzare le proprie risorse ed a definire i debiti pendenti.

"Come si spera, ciò comporterà uno sviluppo positivo" ha fatto notare Balling "in termini di adozione di prassi tariffarie più razionali, a dispetto del fatto che i vettori si trovino a dover affrontare un calo dei volumi ed un eccesso di capacità".

Un certo numero di vettori con sede in Asia ha già annunciato programmi di ristrutturazione nello sforzo di assicurarsi la sopravvivenza alla luce della diminuzione dei ricavi e dei crescenti squilibri commerciali dal momento che la debolezza delle valute ha alimentato le esportazioni ma ha fiaccato le importazioni. Ciò ha comportato che tutte le linee di navigazione che servono l'Asia devono sopportare ulteriori spese operative, dal momento che si sono accresciute le necessità di riposizionamento dell'equipaggiamento vuoto.

Balling ritiene che lo squilibrio nel settore contenitori costituisca il problema più pressante. "L'attuale squilibrio già comporta un serio aggravio dei costi" ha dichiarato. "I calcoli iniziali da noi (la OOCL) effettuati indicano che anche la completa attuazione dei presenti piani finalizzati alla restaurazione delle tariffe potrebbe non bastare a pareggiare i costi aggiuntivi di riposizionamento comportati dagli attesi mutamenti dei modelli di traffico".

Nell'ambito del transpacifico, ad esempio, una percentuale stimata del 35% di tutti i containers movimentati in direzione ovest si riferisce ad unità vuote.

La OOCL spera che i suoi nuovi accordi di servizio nel contesto della Grand Alliance, oltre all'importanza data alle nuove soluzioni informatico-telematiche, possano contribuire ad alleviare le difficoltà.

"Siamo lieti che l'accelerato sviluppo di questi sistemi informatici ci ponga in una posizione che ci consente di concentrarci sulla decisiva questione della gestione dell'equipaggiamento in un momento in cui ciò sembrerebbe essere uno degli aspetti più importanti dei nostri piani operativi per il 1998" ha detto Balling.

I vettori marittimi si sono dimostrati riluttanti a fornire informazioni dettagliate circa il probabile impatto della crisi asiatica sui propri risultati finanziari. "Se la Mitsui OSK Line (MOL) dovesse subire perdite derivanti dagli scambi con l'estero, ciò potrebbe comportare un effetto contrario sulle nostre prestazioni finanziarie 1997-98" ha sottolineato T. Inoue, dirigente della sezione pubblicità della MOL. "Tuttavia, è impossibile quantificarne l'ammontare, sebbene noi ci aspettiamo che sia irrilevante".

Per il momento, peraltro, la MOL rientra nelle previsioni fatte a metà anno (settembre 1997). La linea di navigazione si aspetta che i ricavi aumentino del 6,3% fino a 570 miliardi di yen (4,5 miliardi di dollari USA) e che i profitti netti salgano dai 2,2 miliardi di yen dell'anno fiscale 1996-97 ai 5,5 miliardi di yen del periodo che va fino alla fine del marzo 1998.

Ed Inoue ha recisamente negato che la recente tempesta possa avere comportato effetti sulle esigenze di noleggio della MOL nonché un "impatto materiale" sul programma di spesa capitalistica del vettore.

I portavoce della NYK e della EMC (Evergreen Marine Corp) hanno espresso pareri simili.

"Non si è verificato alcun impatto diretto sulle nostre spese di capitale in seguito ai recenti sconquassi" ha dichiarato Masayoshi Kurita della camera comunicazioni societarie della NYK. "Noi non abbiamo cancellato o rinviato nessuno dei nostri programmi stabiliti".

La MOL ha individuato le direttrici di traffico transpacifica ed interasiatica come quelle che sono fonte di maggiori preoccupazioni. Inoue ha affermato che le esportazioni sia dal Giappone che da altri Paesi asiatici sono diminuite e che le tariffe hanno corso il rischio di precipitare in una spirale verso il basso.

"Nel transpacifico, sebbene le tariffe abbiano cessato di diminuire in direzione est in ragione di una sostenuta crescita dei traffici, i prezzi in direzione ovest sono calati". In effetti, le tariffe sulle esportazioni statunitensi sono diminuite del 10-15% nell'ultimo paio di mesi.

La paura più grande di Inoue è che le linee secondarie della MOL possano subire una riduzione dei ricavi unitamente a costi operativi più alti. Egli, però, ha dichiarato che "la MOL non si è fatta risucchiare in una strategia di vendite finalizzata alla ricerca di carichi a qualsiasi prezzo giusto per riempire l'equipaggiamento vuoto.

"L'obiettivo della MOL è quello di essere selettivi" ha detto Inoue "nonché di riempire il nostro spazio di carichi le cui tariffe di trasporto coprano i costi correlati".

Il pensiero della Evergreen è simile. "Per adeguarci alla dura situazione, abbiamo tracciato una serie di strategie che a nostro giudizio rinforzeranno la nostra competitività nel settore" ha dichiarato un dirigente della società, che ha citato le seguenti iniziative:

  • continuare ad espandere la flotta al fine di migliorare le economie di scala;

  • sviluppare nuove rotte e nuovi mercati per incrementare i volumi complessivi dei carichi;

  • continuare ad implementare la gestione dei costi ed i programmi di attività;

  • capitalizzare "l'intero potenziale" della propria rete globale;

  • ricercare più carichi che pagano tariffe di trasporto più alte, quali le attività a temperatura controllata.

Infatti, trovandosi a dover affrontare tali fosche prospettive ed il calo dei ricavi, gli operatori del transpacifico in direzione ovest così come quelli delle conferenze e gli indipendenti stanno impiegando tutte le proprie risorse nel tentativo di sostenere i proventi nell'ambito del mercato in direzione est, che se la passa meglio.

Nel novembre 1997, i 13 membri del TSA (Accordo di Stabilizzazione del Transpacifico) si erano accordati al fine di aumentare le tariffe di 300 dollari USA per FEU (circa il 10%) a partire dal 1° maggio 1998. Il TSA ritiene che lo spazio sulle navi potrà divenire scarso nell'estate/autunno 1998 dal momento che il divario fra la domanda e l'offerta di tonnellaggio si ridurrà ulteriormente, si approssimerà la stagione degli acquisti festivi e resterà salda la fiducia dell'economia e dei consumatori statunitensi. L'opinione del TSA è che gli importatori pagheranno prezzi più alti nel timore che i propri carichi possano essere tagliati fuori.

Secondo il TSA, i traffici in direzione est nei primi 11 mesi del 1997 sono aumentati del 12,5% ma le tariffe sono rimaste basse.

"Il nostro obiettivo è costituito dai ricavi" ha riferito un portavoce del TSA. "Noi riteniamo che il servizio di trasporto sia notevolmente sottovalutato nel contesto di un settore in cui le navi sono piene, la domanda di importazioni è sostenuta e gli importatori ottengono i prodotti con forti sconti a causa delle valute deboli".

Ha poi aggiunto: "Le tariffe sono seriamente calate rispetto a due anni fa e persino rispetto a 10 anni fa".

E gli operatori del TSA pensano che i vettori non aderenti al TSA, in primo luogo la Cosco e la Zim Israel Navigation Co, finiranno per adeguarsi. Come ha spiegato il dirigente di un vettore, "non hanno molto da scegliere, dal momento che la brutta situazione delle loro linee di seconda schiera non gli consentirà più per molto tempo di non aggregarsi a noi".

Per il 1998, il TSA ritiene che il mercato in direzione est resterà in buone condizioni per la maggior parte dell'anno, a meno che non si verifichino "intoppi" nei mercati cinese e/o giapponese.

Vernon Rolls, dirigente esecutivo capo dell'EMA (Accordo Gestione Direzione Est) - unità operativa regionale della FEFC (Conferenza Trasporto Merci Estremo Oriente), con sede a Londra - spera che il ripristino delle tariffe dell'EMA a 125 dollari/TEU ed a 175 dollari/FEU, fissato a partire dal 1° gennaio di quest'anno, possa resistere, in particolar modo perché i fattori di carico nel 1997 si sono dimostrati saldi.

Tuttavia, la recente volubilità dei traffici sembra avere oscurato la situazione.

"L'utilizzazione delle navi è slittata di una percentuale oscillante tra il 50 ed il 60% nel corso delle prime due settimane di gennaio, ma tradizionalmente questo è sempre stato un momento di stanca subito dopo il periodo festivo e difatti stiamo già registrando un miglioramento (più 70-80% a febbraio)" ha dichiarato. "In direzione ovest non si è verificata proprio nessuna diminuzione. In effetti, è possibile addirittura che si sia verificato un aumento".

Nel caso del traffico Europa/Asia/Europa, la situazione è resa peggiore dalla natura dei traffici, basati su merci pesanti, per lo più spediti in containers da 20 piedi in direzione est, e su merci più leggere (beni di consumo durevoli, prodotti elettrici, articoli di moda, calzature), per lo più caricate su equipaggiamento da 40 e 45 piedi in direzione ovest. L'esigenza di riposizionare più equipaggiamento ad alta cubatura vuoto in direzione est per il viaggio di ritorno è aumentata in misura significativa e si pensa che le tariffe siano calate perché i vettori le hanno ridotte nel tentativo di trovare carichi per il ritorno.

In realtà, ciò che ha colpito duramente i vettori è stata la rapidità con cui la crisi si è verificata. Nell'ottobre dello scorso anno, ad esempio, Rolls parlava di "situazione favorevole". Le cifre relative alla direzione est per il periodo gennaio-ottobre mostravano una crescita annua leggermente superiore al 9%, rispetto allo stesso periodo del 1996. "Quanto alle tariffe, si è certamente verificata una modesta crescita in direzione est a partire dalla metà dell'anno ed un incremento simile è stato registrato anche rispetto alla direzione ovest" aveva dichiarato Rolls.

Il dirigente della conferenza riteneva che fosse troppo presto per fare previsioni in ordine al 1998-99.

Ma non sono stati solo i traffici est/ovest ad alti volumi a essere colpiti. Segnali recentemente raccolti in Australasia mostrano come i vettori impegnati nell'attività di trasporto con unità frigorifere, in particolar modo alla volta del Giappone e delle Corea del Sud, siano stati coinvolti in una battaglia sui prezzi in cui le tariffe per il trasporto di carne surgelata e congelata sono calate del 30% rispetto agli ultimi mesi.

Generalmente parlando, le linee di navigazione si sono concentrate sul taglio dei costi ed in diversi casi sull'aumento del capitale per ridurre e/o onorare le obbligazioni di debito estero a breve termine. Negli ultimi mesi, un certo numero di vettori con sede in Asia, tra cui la Cho Yang Shipping, la Hanjin Shipping Co e la Yangming, hanno ceduto navi e ristrutturato alcuni dei propri servizi di linea.

Nel contempo, si è saputo che la compagnia di navigazione di linea indonesiana a controllo statale Djakarta Lloyd ha venduto le sue tre navi da 1.152 TEU Gowa, Jayakarta e Majapahit con accordi di contro-noleggio.

Fino ad ora, la Hanjin ha ceduto 17 portacontenitori, per più di 35.000 TEU complessivi, principalmente ad armatori greci, le cui transazioni hanno riguardato accordi relativi a vendite con contro-noleggi a termine di durata fra i tre ed i cinque anni. La linea ha altresì stipulato un accordo di vendita e contro-noleggio con il noleggiatore statunitense Interpool, relativo a più di 30.000 dei suoi containers più vecchi.

Anthony Kim, portavoce della Hanjin, ha smentito le voci secondo cui il programma di cessione delle navi era stato realizzato per ragioni meramente finanziarie. "Siamo nel mezzo di un programma di sviluppo delle navi che risulterà nel possesso di una flotta di proprietà di 35 unità da 4.042/5.300 TEU entro il 2000" ha dichiarato. "Se il mercato delle vendite e degli acquisti dovesse restare favorevole, allora potremmo prendere in considerazione altre cessioni".

Ciononostante, si ritiene che il gruppo Hanjin - l'ottavo chaebol sud-coreano in ordine di grandezza che comprende anche l'assai indebitata Korean Air - sia andato incontro a ristrettezze di flusso di cassa negli ultimi mesi, avendo dovuto onorare i mutui a breve termine e gli accordi finanziari, unitamente alle acquisizioni di navi e di attrezzature, nonché l'acquisto di una considerevole quota azionaria della DSR-Senator Linie di Brema.

Al contrario, la decisione della Yangming di vendere ad una banca due delle sue nuove navi della classe di capacità pari a 3.725 TEU, la Ming North e la Ming Zenith, è stata messa in pratica con attenzione alla situazione finanziaria. La Yangming voleva realizzare dei liquidi ma non vendere a titolo definitivo alcuna nave. Alla luce del suddetto accordo, portato a termine nello scorso mese di dicembre, la banca ha concesso alla Yangming "l'uso esclusivo" del tonnellaggio in questione.

Nel contempo, per quanto riguarda gli altri sviluppi, l'operatore taiwanese ha rinviato il già previsto programma di nuove costruzioni relativo a 5 navi da 5.200 TEU. Data la svalutazione del 25% rispetto al dollaro USA del nuovo dollaro taiwanese a partire dalla scorsa estate e la seria situazione di eccesso di tonnellaggio esistente nelle principali direttrici di traffico, la Yangming "aspetterà e starà a vedere che cosa succede" prima di dar corso al proprio programma di espansione della flotta con navi della prossima generazione.

Dal punto di vista operativo, la Yangming mira a partecipare ad ulteriori associazioni, che comportino altri impegni relativi a traffici di attraversamento (il servizio transatlantico inaugurato nel febbraio 1997 ha avuto molto successo) ed una migliore scelta dei carichi al fine di incrementare l'utilizzazione degli spazi-containers nonché aumentare i profitti dei viaggi.

Più di recente, la Yangming ha raggiunto un accordo con la K Line che la impegna in una ampliata rete di servizi transpacifici e che la mette altresì in condizione di scambiare spazi con la Cosco. I tre vettori ora collaborano più strettamente in tutti e tre i principali traffici est/ovest.

Alla P&ON (P&O Nedlloyd), con sede a Londra, Robert Woods, direttore gestione congiunta, ha dichiarato che i problemi non sono stati così seri come ci si aspettava. "In realtà, abbiamo sperimentato un qual certo impatto su tutti i nostri principali servizi (Europa, Nordamerica ed Australasia) svolti da e per l'Asia dal momento che le esportazioni da quell'area sono aumentate mentre le importazioni sono calate" ha dichiarato. "Peraltro, se confrontassimo le nostre esportazioni europee alla volta dell'Asia con quelle di un anno fa, scopriremmo che non siamo molto indietro".

Alla domanda circa le prospettive per il resto del 1998 e quelle del 1999, Woods ha replicato: "Io sono un armatore, non un economista. Perché non lo chiedete a "FT" o ad "Economist"?".

Egli ritiene altresì che il nuovo sistema informatico della P&ON abbia costituito un valido ausilio nella gestione della recente crisi, dal momento che è servito ad affrontare più efficacemente i problemi relativi ai carichi ed all'equipaggiamento containerizzato vuoto. Inoltre, la propria rete mondiale fornisce al vettore un gran numero di opzioni diverse di carico e riposizionamento di cui un vettore di traffico singolo non può disporre.

La P&ON è anche meno esposta al mercato interasiatico, laddove i traffici che connettono il Giappone con l'Indonesia, la Tailandia e la Malaysia hanno sperimentato diversi problemi negli ultimi mesi. Al riguardo, sembra che siano in atto massicce ristrutturazioni.

La NYK e la Hanjin hanno già adeguato diversi dei propri servizi Nord-Est asiatico (Giappone e Corea del Sud)/Sud-Est asiatico tenendo conto del calo dei volumi di carichi movimentati.

Nel settore tailandese, la NYK ha ridotto i propri viaggi da tre partenze/arrivi alla settimana a due, avendo provveduto ad abolire il proprio servizio settimanale a giorno fisso denominato Dragon (Kobe, Kitakyushu, Hakata, Busan, Keelung, Hong Kong, Bangkok, Laem Chabang, Hong Kong, Kobe) ed a rivedere gli orari dei propri collegamenti Clipper e Phoenix.

La Hanjin ha intrapreso iniziative simili. A febbraio di quest'anno, la più grande compagnia di navigazione di linea sud-coreana ha sospeso il proprio collegamento Intra-Asia Express che serviva Giappone, Hong Kong, Singapore e Malaysia, nonché il suo servizio Japan Thailand Express; quest'ultimo veniva effettuato in collaborazione con la Heung-A Shipping.

La Hanjin non si ritirerà da questi mercati, ma sta adeguando il proprio tonnellaggio ed i programmi di servizio alle mutate (ridotte) esigenze del mercato. Singapore e la Malaysia verranno ora servite nell'ambito del risuscitato servizio pendolare PS 1 del vettore (collegamento Europa/Asia/Stati Uniti), che starebbe per comprendere scali diretti a Port Klang.

Nel contempo, le revisioni della Hanjin in ordine al traffico Giappone/Tailandia riguardano un accordo per il noleggio di spazi-containers con il recentemente ravvivato servizio New Tiger Express della K Line. Si è venuto a sapere che la Hanjin acquisirà più o meno 50 TEU sulle 3 navi da 962 TEU impiegate.

I vettori, peraltro, non sono state le sole imprese ad essere colpite dalla crisi. I progetti implicanti i capitali sono stati rinviati e cancellati in Malaysia, nelle Filippine ed in Tailandia, dal momento che tutti questi Paesi stanno pianificando le proprie strategie di ripresa.

Molti progetti portuali ne hanno subito le conseguenze, in particolar modo in Indonesia dove tutti i progetti infrastrutturali sono stati congelati. Esistono ora seri dubbi circa il fatto che la costruzione dei nuovi porti, prevista a Bojonegara, 117 km ad ovest di Giacarta, e sull'Isola di Batam, a nord, inizi realmente.

La Hutchison Port Holdings, azionista del progetto di Bojonegara, è in attesa di sviluppi da parte del governo indonesiano. "Noi restiamo in attesa, ma dal momento che la costruzione deve ancora cominciare, la programmata inagurazione all'inizio del 1999 sembra inverosimile" ha dichiarato Nora Yong, portavoce ufficiale della HPH.

Tony Ongko, capo dell'ufficio dati ed informatica della Indonesia Port Corp II, che gestisce Giacarta, ha confermato la gravità della situazione. "I carichi di importazione sono calati fin del 20%, specialmente dallo scorso mese di novembre" ha dichiarato "e le esportazioni non sono aumentate in maniera significativa, dal momento che le materie prime non sono state ancora importate".

Nelle Filippine, l'importante impresa terminalistica International Container Terminal Services Inc, ha ridotto i propri piani di espansione.
