Le compagnie ferroviarie canadesi ed il mercato intermodale: un'amichevole rivalità?

Se nel 1993 fosse stata scattata un'istantanea del settore intermodale canadese, se ne sarebbe ricavata la netta impressione di due compagnie ferroviarie con approccio all'attività completamente diverso. Da un lato vi era la CP (Canadian Pacific), innovativa e riscuotente successo dal punto di vista commerciale; dall'altro, la CN (Canadian National), compagnia a conduzione statale, posata ed in perdita. Cinque anni dopo, la CP si trova in una situazione analoga alla precedente, malgrado i tempi ora siano più duri a causa principalmente della intensificata concorrenza apportata da una CN più snella e concreta.

Nel 1997, due anni dopo la privatizzazione, la CN ha raggiunto risultati migliori del suo concorrente con sede a Calgary (v. Tabella 1). Il fatturato intermodale è aumentato del 21,5% ed i volumi intermodali sono aumentati del 18,2% fino a grosso modo 850.000 unità intermodali. Ciò rispetto ad un incremento dei proventi intermodali della CP pari al 5,41% e ad una crescita dei volumi del 3%, fino a circa 520.000 unità. Tuttavia, il reale progresso di entrambe le compagnie è consistito nella capacità di convertire una parte più consistente dei proventi in profitti.

Dietro questi positivi risultati finanziari vi è stato un certo qual numero di fattori, tra cui nel 1997 la relativa debolezza del dollaro canadese nei confronti dell'analogo valuta statunitense. Ciò è stato particolarmente importante nel settore intermodale, laddove i costi relativi ad entrambe le compagnie sono calcolati per lo più in dollari canadesi, mentre i contratti vengono stipulati in dollari USA, comportando così una crescita dei proventi e peraltro una stasi del livello dei costi.

Tuttavia, i vantaggi generati dalle fluttuazioni dei tassi di cambio sono fugaci. Quello che assicura il successo a lungo termine sia alla CN che alla CP è la volontà di razionalizzare le grosse reti tagliando le linee che non producono profitti, in particolar modo nella regione orientale che comprende l'Ontario ed il Quebec. In effetti, questo è ciò che è successo negli ultimi due anni e sta continuando ad accadere nel 1998. Ad esempio, la CP ha annunciato nello scorso mese di gennaio di essere in procinto di abbandonare le operazioni sulla Saskatchewan Rail Line, un collegamento ferroviario di sette miglia tra Naicam e Simm nel Saskatchewan e ha inoltre messo in vendita la Okanagan Line, una tratta di 94 miglia nella British Columbia. Allo stesso modo, la CN ha venduto un certo numero di brevi linee nel 1996 e nel 1997, tra cui quella della Northern Alberta Rail (640 miglia) nel dicembre 1997.

Tuttavia, la vendita o la dismissione delle linee che non producono profitti non rappresenta l'unica soluzione. La CN cita l'esempio del Quebec, dove la vendita di 1.000 miglia di linea è stata evitata con l'impegno, assunto dai sindacati dei ferrovieri, relativo ad una riduzione dei salari, ad un loro congelamento per 5 anni, all'eliminazione delle barriere tra determinati traffici ed al taglio di un certo numero di posti di lavoro.

La concentrazione sulle linee primarie e la necessità di apportare una razionalizzazione della regione orientale ha indotto la CP a costituire nel 1995 la StL&H (St. Lawrence and Hudson Railway).

Lawre Allen, vice presidente attività intermodali della CP, ha fornito senza problemi spiegazioni circa la decisione: "Ci sono stati problemi di ritorni inadeguati e di costi in aumento a razzo nella rete orientale per più di un decennio e bisognava trovare una soluzione. Abbiamo considerato il successo delle linee a corto raggio ed abbiamo deciso di creare una rete nostra a corto raggio nell'ambito della CP. La StL&H ne è stata il risultato; ad essa è stato concesso un certo periodo di tempo per ottenere riduzioni dei costi ed aumentare i profitti; in caso contrario, la CP avrebbe potuto prendere in considerazione l'ipotesi di venderla e di spingerla fuori dal settore orientale". Il successo della StL&H è stato tale che nello scorso mese di dicembre la CP ha annunciato che il suo futuro non era più in discussione e che essa avrebbe ricevuto un appoggio totale ai fini dello sviluppo delle attività nel settore orientale.

Tuttavia, vi sono stati anche altri sviluppi significativi nel 1997 che potrebbero avere influenzato il consiglio d'amministrazione della CP. Sia la CP che la CN non hanno nascosto che l'espansione negli Stati Uniti costituisce una importante strategia a lungo termine. Infatti, Allen ha commentato: "Il Canada è un piccolo mercato, se confrontato con il giro d'affari esistente negli U.S.A. Allo scopo di espanderci, dovremo impegnarci ulteriormente in tale settore". La StL&H, che dispone di importanti tratte dal Canada a New York/Washington/Filadelfia attraverso la propria sussidiaria Delaware & Hudson Railway, ha costituito un perfetto punto d'appoggio per la scalata a questo mercato. Ciò che l'ha resa ancora più preziosa nel 1997 è stata la proposta d'acquisto della Conrail da parte della Norfolk Southern e della CSX Corporation. La CP ha quindi potuto negoziare i diritti d'uso dei binari in cambio del proprio assenso alla fusione.

La CN è andata un passo oltre con la proposta di rilevamento dell'accordo relativo ad operazioni e marketing congiunti con la CSX della Illinois Central. Ciò - nelle sue speranze - la metterà in grado di competere con maggiore efficacia sia con la CP che con i servizi di autotrasporto. In particolare, l'accordo era costituito da tre elementi-chiave, che possono essere descritti come segue:

  • un meccanismo che consente alla CN ed alla CSX di fissare tariffe relative a nuove attività movimentate tra diversi punti della rete di ognuno dei due vettori; ciò permetterà una quotazione più rapida;

  • nuovi accordi a Buffalo (New York) al fine di consentire alla CN ed alla CSX di competere più efficacemente in ordine a nuove attività;

  • accordi operativi a Chicago, che ridurranno i tempi di viaggio dei convogli intermodali della CSX consentendo loro di percorrere i binari della CN.

La volontà di una maggiore presenza nel mercato statunitense sia della CP che della CN è dettata essenzialmente dai traffici intermodali internazionali. Ha commentato Allen: "Noi non concorriamo nel mercato statunitense per il traffico interno, ma piuttosto miriamo al traffico intermodale da e per i porti". L'intermodale sta divenendo un settore sempre più importante per i vettori canadesi. Craig Litzen, vice presidente divisione intermodale della CN, ha spiegato: "Vi è un certo numero di fattori che sta comportando un notevole aumento dei traffici intermodali. Il traffico internazionale è in crescita dalle porte d'accesso sia orientali che occidentali, per lo più a causa delle buone condizioni economiche dei mercati statunitensi e canadesi. E, a sua volta, ciò ha anche dato impulso al mercato nazionale. Abbiamo anche migliorato notevolmente la nostra efficienza, in linea con la nostra strategia di fornire un'operazione simile a quella camionistica a prezzi concorrenziali".

E' probabile che, dato l'approccio strategico simile ai mercati, la concorrenza tra i due operatori ferroviari canadesi si surriscaldi. Ciò forse appare in modo più chiaro considerando la rivalità in ordine ai traffici internazionali. Ad esempio, fino all'arrivo del servizio transatlantico Maersk Line/Sea-Land/P&ON (P&O Nedlloyd) al porto di Montreal nel settembre dello scorso anno, quasi tutto il traffico intermodale internazionale in transito alla volta del Canada occidentale e del Mid-West statunitense in provenienza da Montreal era movimentato dalla CP, che effettuava servizi per i maggiori utenti di Montreal, la Cast e la Canada Maritime (sussidiarie della CP Ships). Tuttavia, allorquando il consorzio Maersk Line/Sea-Land/P&ON ha fatto ingresso sulla rotta commerciale Montreal/Nord Europa, ha cercato la CN per la fornitura dei servizi intermodali. Il nuovo servizio, afferma Litzen, ha riscosso immediatamente successo: "Utilizzando la galleria di St.Clair siamo in grado di assicurare al Maersk Line/Sea-Land/P&ON ed ai loro clienti i tempi di viaggio più rapidi da Montreal al cuore industriale degli U.S.A.". Tuttavia, Litzen aggiunge un poscritto: "Non si tratta, peraltro, di traffico che portiamo via alla CP; ritengo invece che in questo momento stiamo assistendo ad una maggiore crescita del mercato di accesso al Canada".

Fino alla introduzione dei treni-blocco da Montreal, la CN aveva incentrato le proprie operazioni intermodali internazionali della costa orientale nel porto di Halifax, dove la CN è il solo fornitore dei servizi ferroviari intermodali. Alla domanda se l'ingresso a Montreal della CN possa comportare il dirottamento di traffici da Halifax, James Powell, direttore generale della CN per il marcato intermodale oltremare, risponde di non pensare che le cose stiano così: "Anche il traffico intermodale attraverso Halifax è cresciuto in modo significativo nel corso del 1997 e ritengo che esso abbia contribuito a mostrare la forza nel mercato ed i vantaggi dei porti canadesi. Montreal dispone di un suo mercato specifico ed altrettanto avviene per Halifax. Quest'ultimo rappresenta il primo porto di scalo sulla costa orientale nelle tabelle di viaggio dei vettori e non dispone di un grosso mercato locale, essendo quel traffico sostanzialmente di natura intermodale. E la ragione per cui le linee di navigazione vi fanno scalo è che si tratta della rotta con i tempi di viaggio più rapidi. Non si tratta di una situazione destinata a cambiare; infatti, se sullo scenario transatlantico dovessero apparire navi più grandi, Halifax potrebbe addirittura assurgere ad un ruolo più importante".

Se la costa orientale è importante, lo stesso può dirsi in ordine allo sviluppo dei servizi dalla riva del Pacifico. Nel 1996, la CN si è decisamente indirizzata verso lo sviluppo dei servizi da Vancouver (British Columbia) alla volta del Mid-West statunitense ed oltre. La CN si è raccordata con la Wisconsin Central, la CSX Intermodal e la Illinois Central al fine di assicurare e commercializzare il servizio denominato "Connessione Superiore". Il servizio offre un collegamento diretto con il nodo di Chicago, da cui altre destinazioni vengono servite attraverso la rete della CSX. Litzen ha riferito che il servizio ha riscosso grandissimo successo e potrebbe migliorare in modo significativo mediante lo sviluppo della rete della CSX in seguito alla acquisizione della Conrail.

Fino all'inizio del 1998, la CN costituiva l'unica fornitrice di questo servizio costa occidentale/Mid-West. Tuttavia, Allen della CP sottolinea come questa situazione sia sul punto di cambiare: "Siamo pronti ad inaugurare un servizio giornaliero dedicato ai contenitori marittimi da/per Chicago e Vancouver. I collaudi hanno avuto luogo nello scorso mese di dicembre e ci aspettiamo di avviare le operazioni a pieno ritmo entro il primo quadrimestre di quest'anno. Offriremo tempi di viaggio analoghi a quelli delle compagnie già operanti dai porti del Pacifico nord-occidentale, ma saremmo estremamente competitivi dal punto di vista dei prezzi. Le linee di navigazione sono molto interessate, in particolar modo perché alcune sono state scontente del servizio fornito nel 1997".

A dispetto della minaccia apportata dalla concorrenza, la CN non sembra troppo preoccupata al riguardo. Commenta Litzen: "Siamo un po' scettici riguardo all'inizio di quelle operazioni e non siamo particolarmente preoccupati per quanto attiene la concorrenza. Disponiamo di un buon servizio e confidiamo di continuare a riscuotere successo". David Bartlett, direttore generale della CN per le attività intermodali e lo sviluppo della rete, ha inoltre alluso ad un potenziale limite del servizio della CP: "Il mondo non comincia e finisce a Chicago".

L'intensità della concorrenza tra le due compagnie è lampante e la CN ritiene di stare al momento vincendo la battaglia per il traffico intermodale internazionale. Dichiara Litzen: "Stiamo per accrescere i nostri risultati di circa 100.000 unità nel 1997 mentre ritengo che la CP al massimo possa puntare alle 20.000 unità circa".

Anche se la rivalità è probabilmente più serrata nell'internazionale, essa si estende altresì - su scala minore - nel settore interno. "Interna", per le ferrovie canadesi, è qualsiasi attività esercitata in ambito nord-americano. Georges St. Arnaud, direttore generale della CN per il settore intermodale interno, ha dichiarato: "Abbiamo avuto un ottimo 1997, ma se dovessimo puntare ad una ulteriore espansione dovremmo guardare agli U.S.A. Il mercato in questione è molto più grande di quello canadese. Gran parte della nostra crescita l'abbiamo registrata in casa, ma per crescere ulteriormente abbiamo bisogno di soci ferroviari statunitensi. Il problema maggiore, in quest'area, sta diventando il dettagliante, dal momento che ciò assicura un migliore controllo dell'attività, nel senso che dà un influsso diretto".

La strategia della CN in relazione al mercato interno è stata quella di realizzare specifiche unità imprenditoriali, tra cui una unità "alimentari e bevande" ed un braccio "logistica del dettaglio". La ragione che sta alla base di tale strategia, ha spiegato Arnaud, consiste nella creazione di un approccio maggiormente proattivo: "La divisione è pienamente consapevole delle esigenze del settore alimentare. Ed in certi casi mettiamo un dipendente a seguire le necessità logistiche della società. Ad esempio, presso l'impianto della TJ Lipton, un rappresentante della CN organizza i carichi a seconda delle ordinazioni del cliente della Lipton e dispone gli equipaggiamenti quando arriva il momento di spedire le ordinazioni". Iniziative analoghe esistono anche nel settore al dettaglio.

La crescita attesa dei volumi interni della CN era dell'8% circa nel 1997. Tuttavia, Allen fa sapere che la CP si aspettava una crescita dei volumi pari al 12%: "Puntiamo costantemente alla ricerca del modo per migliorare i nostri servizi interni ed aggiungere valore al caricatore. Uno sviluppo che secondo noi potrebbe farci ottenere tale risultato è il nostro progetto della "autostrada ferrata". Allen ha poi proseguito, rivelando che la CP Rail ha in programma l'introduzione di servizi completamente basati sulla "Autostrada Ferrata" nei corridoi Toronto/Detroit e Toronto/Montreal.

L'Autostrada Ferrata è un sistema che utilizza piattaforme che consentono il trasporto di qualsiasi semirimorchio stradale. Afferma entusiasticamente Allen: "Il sistema ha riscosso un incredibile successo nel corso del collaudo durato un anno, dato che il 90% dei treni impiegati ha viaggiato con uno scarto di un minuto rispetto all'orario, mentre il 99% lo ha fatto con uno scarto massimo di 15 minuti. In ragione di questa affidabilità, gli autotrasportatori che hanno utilizzato il prototipo pensano che si tratti del migliore sistema misto possibile". Allen ritiene che, nel caso dovessero avere successo i due servizi iniziali, le applicazioni successive potrebbero essere numerose: "Per noi, è perfetto dappertutto nel raggio dalle 200 alle 700 miglia. E per conseguire profitti per noi è sufficiente poter disporre solamente dell'80% della capacità su ogni convoglio, un obiettivo che riteniamo di poter raggiungere anche nel breve termine".

La CN e la CP, alla domanda relativa alle loro strategie intermodali, hanno risposto in modo alquanto simile. Di estremo interesse per entrambe risultano essere: a) l'ampliamento dell'attività; b) la differenziazione del prodotto; c) l'estensione del raggio d'azione fino agli U.S.A.; d) il miglioramento del prodotto; e) il miglioramento dei margini di profitto. Peraltro, al fine di raggiungere tutti questi obiettivi, è richiesto un notevole investimento. Nel 1998 la CP ha in programma l'investimento di 1 miliardo di dollari canadesi (pari a 706 milioni di dollari statunitensi) in miglioramenti del servizio e dell'efficienza.

Il denaro verrà speso in diversi progetti, tra cui:

  • 450 milioni di $ canadesi in nuovi locomotori;

  • 265 milioni di $ canadesi in rinnovamento ed espansione dei binari;

  • 110 milioni di $ canadesi in tecnologia informatica;

  • 80 milioni di $ canadesi in terminals ed attrezzature intermodali;

  • 20 milioni di $ canadesi nell'espansione del sistema "Autostrada Ferrata".

L'investimento è necessario per poter competere; anche la CN, d'altronde, sta investendo pesantemente (535 milioni di $ canadesi). Sono stati annunciati piani finalizzati all'acquisto di nuove locomotive, alla realizzazione di terminali intermodali ed all'espansione dei binari. Dal momento che ognuna delle due compagnie spinge l'altra, il successo è probabilmente assicurato.
