Il problema dei danni ai contenitori

Nello scorso decennio si è assistito ad un brusco aumento dei reclami assicurativi inerenti agli incidenti sulle portacontainers; in tale contesto, i danni materiali e da infradiciamento ed i contenitori finiti in mare hanno rappresentato almeno il 60% delle perdite di tutto il periodo in questione relativamente al P&I Club del Regno Unito.

Secondo il suddetto gruppo di assicurazioni marittime, che è il più importante a livello mondiale, il costo medio di tali incidenti è stato pari a 362.000 dollari USA; in questo ambito, le navi più grandi (oltre le 10.000 tonnellate di stazza lorda) hanno attirato più reclami di quelle piccole. E' poi forse sorprendente che il tonnellaggio più giovane sia apparso maggiormente vulnerabile rispetto alle unità più vecchie, dato che il 66% dei reclami ha riguardato navi con meno di 15 anni di età. Può darsi che i modelli progettualmente più moderni di portacontenitori - che nel caso delle più grandi unità post-Panamax consentono lo stivaggio in coperta sino a sette file di box in altezza - stiano inducendo i vettori marittimi a sospingere sino all'estremo margine i limiti tecnologici sia delle navi che dei congegni di fissaggio e blocco dei contenitori. Come ha dichiarato un armatore, "tutto ciò, in vista della massimizzazione delle nostre economie di scala e della riduzione dei costi unitari".

Ernst Vossnack, capo delle nuove costruzioni in pensione della P&O Nedlloyd, comprende in pieno le esigenze dei vettori ma lancia un avvertimento. "Ulteriori sviluppi in questa direzione (stivaggio in coperta) sono uno sbaglio e comporteranno un incremento del numero di box a bagno".

Ciononostante, il numero di incidenti e di conseguenti reclami deve essere visto in prospettiva. Dal momento che non vi è alcun database internazionale e che i vettori marittimi e le compagnie assicurative sono riluttanti a rivelare le perdite reali, è impossibile ottenere una stima affidabile in ordine a quanti degli oltre 190 milioni di TEU movimentati ogni anno in tutti gli oceani vengano perduti e/o danneggiati per mare.

Kim Balling della OOCL, peraltro, crede che si tratti di una percentuale irrilevante. "I danni al carico si sono ridotti clamorosamente dall'inizio della containerizzazione, dato che la percentuale dei reclami spazia solamente dallo 0,001% allo 0,002%". Altri vettori concordano con lui ed il dirigente di una società con sede in Europa afferma che "esiste il pericolo che certi interessi stiano cercando di suscitare una tempesta in un bicchier d'acqua".

Il P&I Club del Regno Unito attribuisce molti dei reclami alle poco accurate tecniche di imballaggio e stivaggio dei carichi e ritiene che una maggiore accortezza in questo settore potrebbe ridurre i reclami in modo significativo. "Non è così facile controllare la qualità e la quantità del carico nei containers" fa notare Herry Lawford, direttore prevenzione danni nei servizi del P&I Club del Regno Unito. "Sebbene i carichi trasportati siano sempre al riparo da occhi indiscreti, non ci si può permettere di trascurarli".

Avverte infatti Lawford: "In 30 anni di portacontainers, abbiamo appreso nel modo più brusco che limitarsi a mettere il carico in una scatola metallica non garantisce che esso arrivi in buone condizioni. Al giorno d'oggi, al contrario dei giorni in cui i carichi venivano stivati da operatori professionisti, gran parte di essi viene stivata a terra da persone che non hanno proprio idea di ciò che il mare possa fare".

In particolare, Lawford ha evidenziato i danni correlati alle "errate dichiarazioni e/o alla deliberata ignoranza dei limiti di peso, al superamento dei limiti di impilaggio ed allo sforzo eccessivo cui sono sottoposti i sistemi di fissaggio, le coperture dei boccaporti e le chiusure superiori delle cisterne". Sostiene infatti: "Tutti questi difetti accrescono le probabilità di collasso delle stive".

Vi è inoltre la questione inerente alla forza intrinseca del contenitore stesso. Come commenta un osservatore di questo settore, "essenzialmente, i contenitori pieni sono progettati per essere impilati su nove strati, ed è proprio nelle guide cellulari che gli angoli vengono rinforzati a dovere. Tuttavia, i containers da carico in coperta sono dotati di protezioni assai minori e le forze di rollio e beccheggio della nave sono notevolmente superiori. Si tratta di un problema reale che può comportare il cedimento strutturale dei containers inferiori ed il conseguente collasso della stiva".

Balling della OOCL, però, non è d'accordo. "I blocchi d'angolo di un contenitore sono in grado di resistere ad un bel po' di peso" ha detto "e, se c'è un problema, esso riguarda la piastra del ponte di coperta". Tuttavia, non tutte le imprese costruiscono i propri containers con gli stessi criteri, per quanto dovrebbero essere osservate le condizioni obbligatorie ISO, e questo può essere fonte di ulteriori complicazioni.

Sebbene lo stivaggio inferiore e l'eccesso di carico rappresentino fattori diffusi per quanto riguarda gli incidenti che determinano la caduta fuori bordo dei containers, essi non costituiscono l'unica ragione.

Ricerche effettuate dalla rivista Containerisation International hanno rivelato come anche la progettazione delle moderne portacontainers e dei moderni sistemi di fissaggio e blocco, oltre alle prassi operative navali, sia in mare che in porto, nonché l'intensificarsi delle pressioni commerciali da parte degli operatori di linea, debbano in parte essere incolpati per l'aumento dei reclami assicurativi. Inoltre, vi è il fenomeno naturale del tempo e delle mutevoli situazioni climatiche.

Balling entra nei particolari: "La OOCL America è stata investita da una "bomba meteorologica" e non c'è stato assolutamente nulla che il comandante potesse fare dal punto di vista nautico per evitare la tempesta".

Anche se questo incidente può essere additato come una situazione-limite, vi sono sempre più numerose prove del fatto che lo scenario climatico sta cambiando e che le tempeste, specialmente negli oceani Atlantico e Pacifico, stanno diventando più forti.

"Se le condizioni meteorologiche cambiano, cagionando altri problemi, il settore ha il dovere di riesaminare le modalità di fissaggio dei containers sul ponte" ha affermato John Nicholls, direttore prevenzione perdite della TT Club con sede a Londra, parlando in occasione di un recente convegno sul tema "Il fissaggio dei contenitori sul ponte delle portacontainers" svoltosi nei Paesi Bassi.

Molte linee di navigazione si servono di sistemi di monitoraggio del tempo e per la ricerca delle navi basati su PC di bordo, come l'ORION, finalizzati ad agevolare la pianificazione della navigazione. La Mitsui OSK Lines, ad esempio, sin dall'inizio del 1997 ha fatto installare il software in questione su tutta la propria flotta transpacifica di portacontainers e ritiene che ciò abbia rappresentato un importante fattore per il record in termini di sicurezza ed affidabilità stabilito dal vettore.

Sul fronte della progettazione, il desiderio di vettori ed armatori di ridurre al minimo il tonnellaggio lordo (ovvero, le dimensioni degli scafi), massimizzando nel contempo lo stivaggio in coperta costringe ad impilaggi più alti sulle navi a lungo raggio e ad un bordo libero più basso sul tonnellaggio destinato al cabotaggio. Infatti, in alcuni casi il 75% del carico di una nave di cabotaggio/raccordo sta sul ponte. Ciò ha indotto l'Istituto Nautico britannico a chiedersi se "non siano stati oltrepassati i limiti di una sicurezza ragionevole".

Non vi è alcun dubbio che la pressione su tutte le compagnie di navigazione della catena del trasporto di linea affinché esse portino a compimento la prestazione, sia dal punto di vista finanziario che in termini di integrità del proprio servizio al proprio venditore (sia esso il vettore marittimo per il proprio importatore/esportatore ovvero l'impresa terminalistica od il porto per l'operatore navale), comporti delle conseguenze sulle perdite di contenitori e sui danni al carico.

"Quando si è assoggettati a forti pressioni in ordine ai tempi - e le operazioni di fissaggio saranno sempre effettuate in queste condizioni - non tutti rispetteranno le regole, se vi è una sola possibilità di risparmiare tempo: il tempo é denaro" ha dichiarato il comandante Armin Steinhoff, della amburghese Amt fur Arbeitsschutz; anche lui era presente al convegno nei Paesi Bassi.

Si tratta di un'opinione condivisa in tutto e per tutto da Edmund Brookes, vice presidente della commissione sicurezza ed ambiente dell'Associazione Armatori della Comunità Europea. "Bisognerebbe prestare una maggiore attenzione nei terminals affinché si lavori ai sensi del codice CSS, caricando i containers più pesanti in fondo alla stiva" ha dichiarato. "I sistemi di fissaggio si basano su questa premessa e non funzionano in modo adeguato se la nave viene caricata in altro modo". Egli ha inoltre posto notevoli punti interrogativi sull'efficacia dei blocchi semi-automatici.

Otto Rosier, consulente di ingegneria presso il Consiglio dei Porti Nazionali dei Paesi Bassi, pensa che molti problemi siano correlati alla mancanza di uniformità sul fronte delle attrezzature, specialmente dei blocchi, e dalla scarsa comunicazione tra armatori/operatori ed imprese terminalistiche/stivatori sulle questioni quotidiane. Questa argomentazione è stata respinta dal dirigente di una compagnia di navigazione di linea che ha chiesto di restare anonimo. "La sicurezza è la nostra prima preoccupazione ed i congegni di fissaggio e chiusura adoperati dal personale portuale vengono piazzati secondo le istruzioni del comandante" ha dichiarato. Ciononostante, le operazioni terminalistiche di molti vettori sono diventate più complicate e questo, unitamente all'esigenza di tempi di lavorazione più rapidi, sembra avere introdotto nel sistema un livello di rischio più alto.

Spiega Balling: "Alla OOCL, abbiamo simultaneamente operazioni di carico e scarico presso molti dei porti che scaliamo, mentre il momento fissato per la chiusura del carico spesso è molto più in là di quanto non fosse solito essere in precedenza. Detto ciò, la sicurezza è una nostra priorità e le nostre navi lasciano sempre il porto in condizioni idonee alla navigazione".

Esistono ulteriori pressioni e complicazioni nel caso che il carico debba essere correlato ad altre navi di linea primaria e/o feeder.

Di conseguenza, aumentano le possibilità che le navi salpino dai porti con blocchi installati in modo non corretto e/o fissaggi stretti in modo non appropriato. Dopo, c'è poco spazio per correggere la situazione. "Stringere ulteriormente e controllare l'elevato numero di fermagli e di aste non fa certamente parte dei compiti degli equipaggi ridotti all'osso di oggigiorno, e certamente non in una notte buia di cattivo tempo" ha detto Vossnack.

Inoltre, ci si aspetta che la nave rispetti il proprio orario ed offra per quanto possibile un viaggio rapido alla volta della sua destinazione successiva. Ciò, di per sé, ha implicazioni inerenti alla sicurezza. "Sebbene non si abbiano informazioni sicure, vi sono le prove del fatto che le navi non rallentano come dovrebbero durante le tempeste e che i comandanti hanno meno potere decisionale a causa delle intense pressioni ricevute dalle sedi centrali affinché rispettino gli orari" ha dichiarato il comandante Hartmut G. Hesse, capo sezione carichi dell'IMO (Organizzazione Marittima Internazionale). "La mancata consegna in tempo nell'odierno ambiente commerciale può comportare la perdita dell'attività".

Hesse pensa altresì che i containers più pesanti vengano caricati sul ponte e che gli attuali congegni di fissaggio e blocco non siano più adeguati. Egli sostiene che l'IMO ha cercato di ottenere informazioni dalle linee di navigazione circa la diffusione del problema dei contenitori perduti in mare, ma che le linee sono state riluttanti a collaborare.

Vossnack concorda. "La causa della perdita dei containers dovrebbe essere cercata non nella difettosità o nell'inferiore qualità dei materiali di fissaggio, bensì nella prassi di fissare i containers su boccaporti mobili alle parti rigide della nave. Ciò cagiona lo sviluppo di forze estreme tra queste parti" dichiara Vossnack. "E' impossibile fissare adeguatamente un carico di contenitori in coperta su uno scafo così flessibile".

Continua Vossnack: "L'unica soluzione sarà quella di stabilire che gli impilaggi dei contenitori sul ponte debbano essere ridotti ad un massimo obbligatorio per le navi che non abbiano guide cellulari in coperta. I boccaporti aperti sono l'unico modello progettuale in cui l'intero impilaggio è armoniosamente collegato alla struttura della nave".

Tuttavia, fatta eccezione per le 7 navi da 3.604/4.181 TEU della P&O Nedlloyd, per varie unità della Norasia Line e per le nuove unità-frigo cellulari da 2.000 TEU della Dole, oltre ad alcune unità minori della classe da raccordo, la concezione in questione non è mai stata ampiamente adottata. Principalmente, ciò è dovuto a vantaggi finanziari limitati ed alla maggiore stazza lorda di questo tipo di nave rispetto alle portacontainers di concezione tradizionale. Poiché il tonnellaggio lordo viene spesso utilizzato quale mezzo di misura per gli oneri portuali e di rimorchio, ciò significa costi notevolmente più alti (dal 30 al 50 per cento in più), anche se gli aspetti operativi e della sicurezza potrebbero essere migliorati.

Vossnack ha dichiarato che l'unità di misura della stazza lorda è un nonsenso scientifico che deve essere abolito. "L'unità di misura dev'essere adeguata alla progettazione della nave ed alla sicurezza. Vi è bisogno di provvedimenti urgenti".

Hans Payer, membro del consiglio di amministrazione del Germanischer Lloyd, è d'accordo. "La convenzione inerente al tonnellaggio della nave per le navi a boccaporti aperti dev'essere modificata" sostiene "ed il Germanischer Lloyd sta fornendo qualche consulenza in merito in questo senso". Dal momento che detiene una quota superiore al 30% nel mercato della classificazione delle portacontainers in servizio e del 52% circa del registro ordinazioni delle nuove costruzioni, si spera che il GL possa apportare il suo notevole peso al dibattito.

Robert Baron, direttore della sicurezza presso l'Associazione Commerciale Armamento di Baltimora, ritiene peraltro che non vi sia nulla all'orizzonte a suggerire qualsivoglia correzione spontanea alle attuali prassi. "La tecnologia non si occupa di questo problema e tutte quante le portacontainers ordinate sono di tipo convenzionale" ha dichiarato. "Ciò significa che il settore avrà ancora a che fare con gli attuali problemi di fissaggio e blocco per - almeno - un'altra generazione".

Aggiunge Baron: "Probabilmente, ci vorranno molti altri disastri prima che l'IMO ed altri organismi normativi - compresi i Club P&I - si rimbocchino le maniche, si mettano i guantoni da box e si diano da fare".

Le compagnie di navigazione di linea, peraltro, hanno sentimenti contrastanti in ordine alla concezione basata sui boccaporti aperti. "Queste navi dovranno pur sempre navigare sull'acqua" ha detto Balling, il quale fa notare come i reclami per danni dell'acqua al carico saranno pur sempre superiori a quelli risultanti dalla perdita di contenitori fuoribordo.

Payer non è d'accordo: "Le ricerche hanno dimostrato che le navi a boccaporti aperti non sono più vulnerabili alla corrosione dell'acqua rispetto alle unità di progettazione convenzionale. E' una questione di sensibilità e di costi operativi più elevati". Tuttavia, il dirigente ha ammesso che, al momento attuale, "la concezione è piuttosto stagnante".

Conclude Rosier: "Non si possono evitare del tutto i rischi, ma l'obiettivo del nostro settore dovrebbe essere quello di eliminarli nel modo più praticamente fattibile".
