Buon momento per i terminal containers portoghesi

Liscont

Il terminal contenitori per traffici a lungo raggio Liscont di Lisbona lo scorso anno ha fatto registrare un incremento del 18% dei propri risultati sino a 204.000 TEU, il che rappresenta un progresso del 10% rispetto a quanto era stato preventivato. Secondo il direttore generale Carlos Figueiredo, l'inattesa crescita è stata il risultato dell'incremento dell'attività intermodale ed inoltre dell'aumento degli scali al porto.

L'approccio proattivo della Liscont ai traffici intermodali continua a produrre dividendi, con forti aumenti delle lavorazioni lo scorso anno, specialmente per quanto attiene quelle provenienti dal nord del Portogallo (+21%) e dalla regione centro-occidentale della Spagna (+72%).

"La nostra produttività media è di 22,5 movimentazioni per gru all'ora, ma pensiamo che la si possa migliorare mediante un'ulteriore razionalizzazione del piazzale" commenta Figueiredo, aggiungendo che la manutenzione delle gru resta buona, dal momento che solamente l'1,4% delle lavorazioni disponibili viene perduto a causa di fermi-macchina.

Al momento attuale, la Liscont non utilizza spreaders abbinate, perché le sue attuali gru Mague non sono adatte a lavorare con loro. Tuttavia, la società ha recentemente siglato un contratto relativo ad una nuova gru Liebherr, che dovrebbe essere consegnata a dicembre. "Sebbene questa certamente abbia capacità di sollevamenti abbinati, non pensiamo di utilizzarla in tal modo nell'immediato futuro per la semplice ragione che raramente riceviamo navi che abbiano due piazzole di carico affiancate per contenitori da 20 piedi da caricare o scaricare" fa notare Figueiredo.

Le combinazioni di trattori e chassis forniscono il servizio navetta tra il piazzale di impilaggio e la gru; a tale riguardo, Figueiredo sottolinea il fatto che quest'area è decisiva per l'ottenimento dei futuri guadagni di produttività. Tuttavia, la società ha immesso in servizio altri quattro impilatori lo scorso anno al fine di accelerare la produzione nel piazzale.

"Abbiamo inoltre progettato un sistema su base computerizzata per controllare le operazioni sia nel piazzale che nell'attività di carico/scarico dei contenitori a bordo delle navi. Negli ultimi otto anni, il nostro equipaggiamento si è servito della tecnologia di trasmissione radio dei dati al fine di fornire informazioni in linea relativamente alla movimentazione dei containers nel terminal" spiega Figueiredo.

E' interessante notare come quest'ultimo abbia altresì rivelato che la Liscont sta trattando con l'autorità portuale il possibile ampliamento delle attuali infrastrutture della società. Una volta che sarà stata presa una decisione definitiva in ordine a quest'area, allora la Liscont deciderà quali futuri acquisti effettuare in relazione alle attrezzature, sebbene Figueiredo abbia affermato che la Liscont stia osservando con particolare attenzione l'emergente mercato dei vettori-navetta.


Sotagus

I traffici presso il TCSA (Shortsea Container Terminal Santa Apolônia) di Lisbona, che è gestito dalla Sotagus, sono cresciuti di circa il 9% lo scorso anno sino a 165.085 TEU.

Secondo il direttore commerciale Ricardo Lemos, la principale ragione di questo incremento consiste nell'arrivo di due nuovi servizi africani e nel ritorno di un servizio feeder dal Nord Europa.

In termini di traffici intermodali, la percentuale di box movimentati per ferrovia è ancora piccola, ma continua a crescere. Lemos sottolinea come il buon accesso ferroviario del terminal stia a significare che la Sotagus continuerà a perseguire l'espansione in questo settore. Anche il nuovo terminal ferroviario a doppia banchina, di cui si sentiva un grande bisogno, sarà in funzione quest'anno.

Lo scorso anno per il piazzale sono state acquistate due nuove RMG, unitamente a due elevatori a forca ro-ro, mentre quest'anno verrà acquistato un unico impilatore al servizio del capolinea ferroviario.

Lemos afferma che dalla metà del 2001 le gru a cavaliere da banchina hanno conseguito 22-28 movimentazioni all'ora su portacontenitori cellulari, mentre per quest'anno viene previsto un leggero incremento.

Le spreaders abbinate non vengono utilizzate, anche perché lo scarico dei containers vuoti relativi alla maggior parte dei servizi africani può essere espletato dalla gru mobile Gottwald, che è in grado di sollevare quattro TEU alla volta.

La conservazione di livelli ragionevoli di produttività è stata ottenuta mediante il miglioramento delle gru che la TCSA ha ereditato dall'autorità portuale.

"Abbiamo modificato il sistema di controllo e convertito l'elettronica dei motori ad un sistema digitale, e persino rimpiazzato completamente il sistema elettrico di una delle gru. Adesso abbiamo in atto un programma di manutenzione preventiva, con ispezioni condotte settimanalmente. Ogni 150 ore, le gru vengono fermate fino a sei ore alla volta al fine di consentirne la lubrificazione. Ripartiamo questi periodi di fermo tra le attività operative allo scopo di rendere minima l'interruzione della movimentazione delle navi" fa notare Lemos.

La Sotagus inoltre è passata dalle RTG alle RMG nel piazzale; a detta di Lemos, ciò ha contribuito ad incrementare la produttività, a risparmiare spazio consentendo la realizzazione di blocchi di contenitori più grandi e compatti, nonché a ridurre i consumi di energia e di ricambi. Il risultato è consistito nel fatto che l'intera operazione nel piazzale è stata migliorata, con il concomitante incremento delle prestazioni del terminal.


Leixões

La TCL, che è l'unico terminal per la movimentazione di contenitori del porto di Leixões, in origine aveva previsto un risultato di 290.000 TEU per lo scorso anno; in realtà, essa ha movimentato 299.443 TEU, con un incremento del 5%. Ciò fa seguito ad una crescita del 13% nel 2000, anno in cui la TCL ha cominciato ad operare presso i terminal gemelli Nord e Sud, avendo ottenuto una concessione di 25 anni in tal senso dall'autorità portuale.

"Tale incremento di traffico è derivato principalmente dallo scenario economico sia in Portogallo che nel mercato internazionale, per quanto ci piaccia credere che anche il miglioramento del servizio offerto dalla TCL abbia esercitato il proprio influsso al riguardo", sottolinea il presidente della società Lopo Feijo, il quale aggiunge altresì che le attuali prospettive economiche suggeriscono come la crescita nei primi due trimestri del 2002 possa essere limitata all'1,5%, mentre ci potrebbe forse essere un incremento del 2,5% nella seconda metà dell'anno.

La squadra di Feijo ha apportato notevoli miglioramenti alle attrezzature che aveva ereditato. A tutte e quattro le RMG allora in servizio presso il terminal Nord era stato sostituito il software, mentre alcune loro componenti meccaniche erano state migliorate. La TCL sta inoltre conducendo trattative con i fornitori di nuove RMG ai fini della consegna di tre unità allo stato dell'arte al terminal Sud, che è prevista per l'ultimo trimestre di quest'anno o per il primo trimestre del 2003.

Sono state altresì acquistate due nuove impilatrici ed un paio di FLT da 28 tonnellate, mentre a novembre la flotta esistente di trailers è stata completamente rimpiazzata con 16 nuove unità, che, a detta di Feijo, hanno contribuito al miglioramento della produttività.

E' poi in corso l'equipaggiamento di tutti e due i terminals con un sistema di interscambio dati via radio allo scopo di migliorare l'accesso alle informazioni.

"L'investimento complessivo da allora realizzato mediante il miglioramento delle RMG, l'acquisizione di nuove attrezzature (le tre nuove RMG a parte) e di sistemi informatici ammonta ad oltre € 2,5 milioni ($ 2,2 milioni)" rimarca Feijo.

"Inoltre, prevediamo la necessità di acquistare una nuova gru a cavaliere da banchina in qualche momento del periodo compreso tra il 2007 ed il 2010; la data esatta dipende dalla ripresa dei traffici" ha concluso Feijo.

Quest'ultimo ha tenuto altresì a sottolineare come la TCL, quando aveva dato inizio alle operazioni a maggio del 2000, si fosse dotata di personale assolutamente nuovo, gruisti compresi. Ciononostante, la produttività ha raggiunto una media terminalistica netta degna di lode pari a 26,1 containers/ora; a questo riguardo, Feijo ammette che si possa migliorare ancora, in parte mediante l'arrivo di nuove attrezzature.
