I porti della Costa Occidentale USA ed il problema ambientale

Tre importanti porti della Costa Occidentale statunitense - Oakland, Los Angeles e Seattle - stanno dimostrando che, mediante la creatività, il compromesso e la cooperazione, le operazioni al terminal containers possono conservare un margine competitivo e coesistere con la comunità locale e la natura. Questi porti in crescita hanno intrapreso iniziative mitiganti a protezione dell'ambiente, assicurando nel contempo i vantaggi economici apportati dai traffici marittimi internazionali.

Il Middle Harbour Shoreline Park rappresenta l'esempio tipico di tali progetti. Questo parco pubblico da 37 acri - che prevede un centro educativo, passeggiate a mare, moli per la pesca, aree per picnic, una spiaggia sabbiosa nonché la conservazione delle caratteristiche storiche - è situato nell'ambito del porto di Oakland, il terzo porto in ordine di grandezza sulla Costa Occidentale degli Stati Uniti.

Il parco ed il suo habitat selvaggio di acque poco profonde esteso per 190 acri sono prossimi al completamento, che fornirà di nuovo un pubblico accesso ad una delle località maggiormente spettacolari sulla costa orientale della Baia di San Francisco. Dalla Seconda Guerra Mondiale, l'utilizzazione a fini militari ha limitato l'accesso pubblico al litorale della Middle Harbour del porto di Oakland, che un tempo era un bacino della marina militare.

Peraltro, arrivare a questa situazione, come si dice, non è stato proprio come fare una passeggiata nel parco.

Quando il Centro Operazioni e Fornitura della Flotta Statunitense di Oakland chiuse, il sito da 530 acri venne restituito al Porto di Oakland. Ciò rese possibile la realizzazione di due nuovi terminal contenitori, nel contesto dello sviluppo da 700 milioni di dollari degli ormeggi 55-56 della Hanjin Shipping Company e degli ormeggi 57-59 della SSA Terminal, nonché dell'infrastruttura del Terminal Ferroviario Intermodale.

Tuttavia, gli ambientalisti e gli esponenti della comunità locale si sono strenuamente opposti ai piani di sviluppo, citando i rischi per la salute che sarebbero potuti derivare dal probabile incremento delle emissioni atmosferiche dovute all'ampliamento delle operazioni portuali così come dall'aumento del traffico camionistico. Da ultimo, essi hanno intentato un'azione legale nei confronti del porto al fine di fermare il piano di espansione delle infrastrutture containerizzate.

Il porto ha ammesso tali problematiche e ha deciso di collaborare con la comunità locale piuttosto che contrastarla con una battaglia in tribunale probabilmente lunga e costosa, secondo Jim McGrath, dirigente per l'ambiente del Porto di Oakland. Il porto ha compreso che, prima di poter sviluppare tali infrastrutture, avrebbe dovuto affrontare le problematiche ambientali e coinvolgere la comunità locale nello sviluppo di ciò che sarebbe dovuto diventare il programma del porto Vision 2000, oltre ad assicurarne il finanziamento.

Invece di contrastare i residenti locali, alcuni dei quali avevano lavorato per anni al Centro della Marina Militare, la risposta del porto è consistita nel riconoscere i problemi che le operazioni comportavano per i vicini di West Oakland, nella rapida composizione della causa legale e nella stipulazione di un accordo con la comunità. Ne risultarono idee e suggerimenti per il parco pubblico, per un'area di acque poco profonde ed un programma per la riduzione delle emissioni atmosferiche generate dal porto.

Il porto invitò i residenti della comunità di West Oakland, uno dei quartieri più poveri della città, a contribuire alla progettazione del Middle Harbour Shoreline Park da 30 milioni di dollari. Una commissione consultiva della comunità locale composta da cittadini interessati, da personaggi di spicco del mondo degli affari e della chiesa, da educatori ed altri soggetti ha svolto un ruolo-guida nella redazione del progetto di massima. Un'altra commissione composta da rappresentanti di agenzie, della comunità locale e di scienziati ha garantito la propria assistenza alla progettazione del ripristino dell'habitat in relazione all'area acquatica di 190 acri. Sebbene il dragaggio della baia e del canale ed il ricollocamento delle materie di risulta per creare l'habitat di acque poco profonde siano costati al porto 14 milioni di dollari, esso in realtà ha risparmiato denaro poiché non vi è di conseguenza stato bisogno di spendere per l'acquisizione di materie di risulta per i riempimenti.

La comunità locale incontrò il porto in una serie di riunioni dedicate alla progettazione nel corso dell'anno successivo. Una grossa fiera locale attirò oltre 2.000 partecipanti che espressero i propri desideri e priorità per la progettazione del nuovo parco. La loro attenzione venne concentrata sulla possibilità di assicurare ai bambini un centro educativo ed una nuova spiaggia sabbiosa. Altre priorità vennero assegnate ai moli per la pesca, alle zone per picnic e divertimenti ed alle passeggiate a mare che consentono di godere della splendida vista.

Il Porto di Oakland ha sviluppato altresì un ampio ed esauriente programma di miglioramento della qualità dell'aria, dotato di un fondo complessivo di 9 milioni di dollari. Esso è servito a pagare il riadattamento degli autobus locali, di tutta l'attrezzatura per la movimentazione dei carichi, nonché dei camion di proprietà locale o comunque localmente gestiti con motori puliti a basse emissioni. Esso comprendeva inoltre la riduzione delle emissioni provenienti dai lavori di costruzione mediante provvedimenti quali draghe a motore elettrico piuttosto che diesel e la dotazione di un rimorchiatore con motore pulito a basse emissioni come progetto dimostrativo.

Afferma McGrath: "I passi che il porto ha compiuto superano di gran lunga i requisiti normativi minimi. Il porto ha fatto la cosa giusta ed i risultati dei suoi sforzi stanno cominciando a dare risultati concreti per la prima volta in termini di aria pulita e pubblico accesso al litorale della East Bay".

Quando il Porto di Los Angeles cominciò a lavorare ad un programma per fasi di miglioramenti del terminal contenitori e di espansione al fine di accogliere i traffici in crescita, esso pianificò altresì il dragaggio di nuovi e più profondi canali di navigazione per gli attuali terminals, nonché l'uso delle materie di risulta a fini di riempimento per i nuovi terminals.

Tuttavia, i progetti di sviluppo comporterebbero l'eliminazione permanente degli habitats di fauna ittica e selvatica che ai sensi della normativa e della politica statale e federale deve essere compensata con la creazione di habitat marini equivalenti. Pertanto, il porto ha lavorato con agenzie statali e federali al fine di esaminare le opportunità di mitigazione e sviluppare un conseguente piano di mitigazione biologica. La squadra del porto, che comprendeva Il Servizio Statunitense Fauna Ittica e Selvatica, le Zone di Pesca Marittima Nazionali, Il Dipartimento Pesca Sportiva della California ed il Genio Militare degli Stati Uniti, ha individuato un progetto di mitigazione situato 90 miglia a sud del porto nella città di Carlsbad nella settentrionale Contea di San Diego.

Il progetto di miglioramento della Batiquitos Lagoon è uno dei maggiori progetti di ripristino completati negli Stati Uniti, secondo Julia Nagano, direttore degli affari pubblici del Porto di Los Angeles, che ha definito il progetto "un perfetto matrimonio di sviluppo economico e protezione ambientale, nonché un modello di coordinamento e cooperazione tra agenzie". Il porto ha fornito tutti i finanziamenti per il progetto di ripristino, dal costo di 55,3 milioni di dollari: circa 145 dollari per acro di terra nella Baia di Outer Los Angeles. Tuttavia, il costo dell'intero progetto è stato approssimativamente di 1,3 miliardi di dollari, compreso lo sviluppo del Pontile 300 (200 milioni di dollari), del Pontile 400 (580 milioni di dollari), del dragaggio e della bonifica del terreno (350 milioni di dollari) e dello sviluppo del LA Export Terminal, un terminal per rinfuse di carbone (180 milioni di dollari).

La Batiquitos Lagoon è stata selezionata come localizzazione di prima scelta per il progetto di mitigazione portuale poiché da molti anni erano in atto un degrado della qualità dell'acqua della laguna e la scomparsa della fauna selvatica, principalmente a causa della realizzazione di tre corridoi trasportistici che limitavano il flusso delle acque: un ponte ferroviario, l'Autostrada della Costa del Pacifico ed una importante superstrada interstatale.

I pianificatori portuali decisero che il progetto di ripristino potesse essere implementato in un periodo di tempo tale da riuscire ad ottenere i permessi costieri e di dragaggio per la costruzione delle opere relative ai progetti dei Pontili 300 e 400. Il porto ricevette altresì assicurazioni in ordine al fatto che la realizzazione del progetto di ripristino approvato creasse habitat appropriati al fine di conseguire i risultati di mitigazione individuati a compenso della perdita dell'habitat marittimo per i pesci nel Porto di Los Angeles.

Il progetto della Batiquitos Lagoon rappresenta il primo collegamento con l'oceano dagli anni '30 e comprende:

  • la sostituzione di due ponti;

  • le protezioni a difesa di un ponte ferroviario e di un'autostrada intestatale;

  • la costruzione di una struttura a protezione dalle maree nell'insenatura;

  • l'alimentazione delle spiagge con sabbia dragata dalla laguna;

  • la realizzazione di 32 acri di aree di nidi sabbiosi per specie di uccelli in pericolo di estinzione;

  • lo smaltimento e la copertura della fanghiglia della laguna in una fossa scavata nella laguna stessa;

  • un dragaggio di precisione al fine di contornare la laguna e di creare un habitat specifico.

Dopo sette anni di pianificazione e tre anni di accurata costruzione, l'insenatura è stata nuovamente aperta ai flussi e riflussi delle maree oceaniche, ripristinando la qualità dell'aria, unitamente agli habitat della fauna ittica e selvatica distrutti dalle attività umane all'interno ed attorno alla laguna.

Attraverso gli sforzi di mitigazione del porto nell'ambito della laguna, i pesci - dall'ippoglosso californiano al pesce persico bianco - sono tornati in gran numero. Diverse specie di uccelli minacciate ed in pericolo d'estinzione stanno facendo il nido in gran numero e gli uccelli di riva si stanno ambientando sugli strati di fanghiglia appositamente creati. La palude salata si sta rivitalizzando a causa del cambaimento dei flussi di marea.

Commenta Nagano: "Il ripristino della Batiquitos Lagoon quale mitigazione dello sviluppo portuale ha comportato benefici per l'ambiente pur consentendo al porto di proseguire l'attività di commercio marittimo. I benefici ambientali del progetto sono inestricabilmente collegati ai benefici economici del porto di Los Angeles, poiché fanno sì che l'appropriata mitigazione consenta la realizzazione del programma di sviluppo portuale. E' un altro esempio dell'importante ruolo che i porti possono svolgere nello sviluppo attento all'ambiente delle infrastrutture marittime".

Il terzo progetto non è così scontato. Gettando uno sguardo sulla Harbour Island al porto di Seattle dai punti d'osservazione attorno ad Elliott Bay, si possono vedere grandi gru arancione per containers, navi ed alcune ciminiere stagliarsi sullo sfondo di un paesaggio industrializzato indefinito ma netto.

Nascosti tra dozzine di attività, miglia di binari ferroviari e lavoratori col casco vi sono un certo numero di progetti di miglioramento ambientale collegati all'espansione del Terminal 18 del porto, sebbene essi potrebbero non apparire evidenti ad un occhio poco allenato.

Tuttavia, secondo George Blomberg, dirigente di primo livello del programma ambientale del Porto di Seattle, essi erano invece ben noti alla gente ben addestrata dell'Agenzia per la Protezione dell'Ambiente degli Stati Uniti e del Dipartimento di Ecologia dello Stato di Washington. "L'intera isola è una specie di Super-riserva" ha dichiarato.

Quel soprannome venne affibbiato alla Harbour Island nel 1983, quando indagini sul suolo e sulle acque freatiche rivelarono un'ampia gamma di prodotti petroliferi raffinati e composti metallici da lavorazioni da ricollegare alle operazioni di trasporto petrolifero, alle infrastrutture per il carico di carburante, ai cantieri navali ed alle attività di fabbricazione dei metalli che avevano occupato l'isola da diversi decenni. Tra i prodotti inquinanti sono stati rinvenuti anche piombo, mercurio, zinco ed altri metalli.

Afferma Blomberg: "Le buone notizie sono che lo sviluppo del Terminal 18 ha procurato il modo di ripulire gran parte della contaminazione e, allo stesso tempo, di ampliare un terminal marittimo ed ingenerare posti di lavoro, proventi da attività ed imposte".

La Harbour Island è la sede del Terminal 18 recentemente ampliato, un mega-terminal da 196 acri nonché la più ampia infrastruttura per la movimentazione di contenitori nel Pacifico Nord-Occidentale. Esso è stato inaugurato nell'aprile 2001 dopo più di due anni di lavori di costruzione. Il progetto da 310 milioni di dollari, che ha quasi raddoppiato le dimensioni del terminal, ha altresì procurato i finanziamenti per la pulizia ambientale della Harbour Island.

Il direttore generale del Porto di Seattle, M. R. Dinsmore, commenta: "Abbiamo preso molto seriamente il nostro compito di gestori dell'ambiente. Al di là dei vantaggi economici che questa espansione apporta alla nostra regione, essa ci ha altresì dato i mezzi per fare pulizia dei prodotti inquinanti che altrimenti sarebbero rimasti nell'ambiente per molti anni".

Secondo Blomberg, le operazioni di pulizia hanno comportato lo scavo di migliaia di yarde cubiche di suolo e la loro collocazione in una discarica di rifiuti pericolosi autorizzata, così come la copertura di alcune parti del suolo al di sotto della pavimentazione del piazzale containers e di quello ferroviario.

La pavimentazione del terreno inquinato e le attività di prevenzione per far sì che l'acqua piovana ed il vento non possano diffondere gli elementi inquinanti, rappresentano un metodo approvato per provvedere allo smaltimento di tali sostanze inquinanti. Le acque freatiche inquinate non sono passate dal sito alle acque marine circostanti di modo che il tappo di asfalto, unitamente ad un appropriato drenaggio delle acque piovane, riesce a gestire i prodotti che inquinano le acque freatiche. Tuttavia, è necessario per questo il continuo monitoraggio delle acque freatiche.

Il porto ha lavorato con il Dipartimento di Ecologia e con l'Agenzia per la Protezione Ambientale al fine di determinare il percorso di esposizione basato sui rischi, il che significa che il grado dell'operazione di pulizia è stato basato sul livello di rischio correlato alle varie sostanze inquinanti presenti sul sito. Il fatto che sia probabile che il sito venga utilizzato per scopi industriali nell'immediato futuro, ha contribuito a far trovare metodi di pulizia appropriati sia per il suolo che per le acque. Poiché le acque freatiche della Harbour Island non vengono utilizzate come acque potabili, è stato stabilito che l'impedire che le sostanze inquinanti passino nelle zone circostanti rappresenta una salvaguardia adeguata per l'ambiente.

Il tocco ambientale finale è stato l'inserimento di un parco pubblico con accesso al litorale, che, unitamente al costo delle operazioni di pulizia, ha comportato una spesa complessiva di 15,7 milioni di dollari. Sul lato occidentale della Harbour Island è collocata l'ultima gemma di una collana di punti di accesso pubblici al litorale e parchi subito dopo il fronte del porto di Seattle, che comprendono zone verdi aperte, alberi ed altri beni paesaggistici, panchine e tavoli per picnic, una pista ciclabile, un sito per kayak e canoe, nonché passerelle al mare. Quasi tutti i progetti di sviluppo economico realizzati lungo il fronte del porto comprendono un elemento per il pubblico accesso al litorale, e adesso ve ne sono 14 a Seattle.
